With the large scale network established by State Plane Coordinates, the RTK capabilities of our multiple receiver systems are used to complete the ground survey control network of targets for aerial mapping in one-tenth the time of conventional survey methods. By using up to four receivers simultaneously, data can be collected in one-fourth the time of even Rapid Static GPS technology. This combined technology method maintains extreme accuracy over broadcast Real Time RTK methods while greatly reducing cost and time. GIS data pre-purchased from commercial vendors for up-to-date parcel data throughout the region is combined with our state plan coordinated survey network of mapping to quickly produce base maps that provide extensive data beyond the typical alignment and right-of-way base map, without adding cost or time to the project. WEBB regularly provides all services required by the City. Our in-house staff is capable of performing the vast majority of the tasks. We work closely with an outside technical resource subconsultant for aerial mapping services. WEBB has partnered with Inland Aerial Survey Services, Inc. on numerous projects and has developed a strong working relationship. Construction Survey, Land Survey, and Mapping The Construction Survey, Land Survey, and Mapping Department has experience in all aspects of land survey related services. Our services include various types and sizes of projects including horizontal and vertical control surveys, and facility and infrastructure construction surveys including monitoring surveys. Control data sheets are formatted in AutoCAD and Civil 3D drafting utilities. WEBB will assist the City with project scoping, identification of relevant issues and criteria, and preparation and processing of required documents. Litigation WEBB has not had any claims or disciplinary action taken against the company or company key personnel within the past five years. Conflict of Interest WEBB does not and will not have any conflicts on interest that may affect the ability to perform the required duties if awarded the contract. Statement of Certification WEBB certifies the firm is not debarred, suspended, or otherwise declared ineligible to contract with any other federal, state, or local public agency. 3 On-Call Survey Services for Various Intersection Improvements City of Rancho Mirage Public Works The City of Rancho Mirage is a resort community and tourists are often stuck waiting at congested traffic signals for more than one cycle. The City adopted the policy to design and construct the City’s street system to maximize mobility, minimize congestion, and assure all intersections and street segments shall operate at LOS “D” or better during the peak hours of traffic, as generated by the build-out of the Land Use Plan. The City identified 18 intersections, including three study intersections, as critical intersections in its 2005 General Plan. WEBB studied these intersections to identify improvements, utility relocations, additional right-of-way, cost, and possible state or federal funding for this project. WEBB’s survey team performed a field inventory of all intersections, existing lane geometrics, and defacto turn lanes of the project site for preparation of a base map. Since 1986 JCSD has pursued an aggressive waterline replacement program to upgrade existing service by replacing approximately 10,000 LF of 8-inch to 12-inch diameter water distribution mains annually. WEBB is responsible for the preparation of plans and specifications, utility research, coordination with local fire and transportation departments for approval, surveying and construction management, and inspection services. The projects maintain the existing water system in operation until the new pipeline is in operation and the new water service laterals may be connected to the existing meter at minimal disruption to the customer. Due to the nature of the project, the waterline placement is critical. The waterlines are installed in minimal right-of-way streets that are congested with existing facilities. WEBB provided land survey and mapping and engineering services for the Madison Street Improvement Project. The project is located between Avenue 50 and Avenue 52, a distance of one mile. This project was joint between the City of Indio and La Quinta. WEBB assisted with an alignment study, environmental services, utility relocation, right-of- way acquisition, roundabout feasibility study, plans, specifications, cost estimates, and coordination with the City of La Quinta, CVAG, CVWD, IID, and other utilities. The typical street section of Madison Street does not conform to both cities’ General Plan Circulation Elements. WEBB is addressing these deficiencies, recommending changes to the standards for this project, as well as providing coordination for the installation of a double box culvert on the Coachella Valley Water District’s Canal along Madison Street as it crosses Avenue 50. Additionally, there are several residential developed and undeveloped tracts located on the west side and El Dorado/ Empire Polo Club properties are located on the east side of Madison Street between Avenue 50 and Avenue 52. Different alignments are needed for the justification of additional right-of-way. Communication with the property owners for right- of-way, utility easement, and temporary construction easements are very important to this project. Phase I of the project has been constructed on time and within the budget Phase I of the project had a very aggressive schedule because of music festivals. Work Plan/Technical Approach Understanding of Project We understand the City of La Quinta (City) is seeking proposals from qualified on-call construction survey firms for a three-year contract term of July 2, 2019 through June 30, 2022. The WEBB Team will provide the most complete and comprehensive service in implementing the City’s vision for each of the City’s projects. WEBB agrees to the Scope of Work as outlined in the RFQ. WEBB will meet all requirements described in the RFQ’s Scope of Services for the project. Project Approach Our goal is to make the project run as smoothly as possible for the City through a well thought-out plan managed by our construction management team. WEBB reviewed the City’s RFQ and the required deliverables for the City’s on-call. We have identified these projects to demonstrate WEBB’s expertise and knowledge about what is required in order to meet the City’s needs efficiently and effectively. With five survey crews available and a dedicated office staff, WEBB has the experience and resources necessary to complete the City’s projects. All our services will be performed under the direction of or by a licensed land surveyor in compliance with applicable laws, rules, regulations, and standards in effect on the date of our agreement. During the entire effort, we will maintain our QA/QC Program to ensure delivery of a reliable product. WEBB’s QA/QC Program is constantly evolving and being updated to address and minimize challenges that arise through the course of similar projects and to address specific agency requirements. Right-of-Way Research The research involved in obtaining right-of-way documents is crucial for determining the horizontal constraints of the water line within the public right-of-way. In addition, the information gathered will be utilized by the project’s licensed land surveyor in determining the basis for the project’s survey control. We will collect and review data from the following sources: • County Assessor’s Map Books • Record Maps (Tract Maps, Parcel Maps, Record of Surveys) • City of La Quinta Horizontal and Vertical Survey Control WEBB’s Staff will research record maps and perform the calculations necessary to locate survey monuments within the area of the waterline alignment. The alignment survey will be based upon California State Plane Zone 6 NAD 83 Horizontal Control and NAVD 88 Vertical Control unless instructed otherwise by City Staff. Once this has been completed, WEBB’s land survey crews will perform a conventional field survey to recover and establish ground control for the alignment, as well as conduct a topographic survey to “tie-in” all centerline intersections. Permanent horizontal and vertical control will be established along the route for future construction. When all data has been collected, processed, analyzed, and adjusted, the centerline alignment and route right-of-ways will be established based upon the found monumentation. Horizontal and vertical coordinate values will be shown on the alignment survey map. The survey will be prepared under the direction of a state of California licensed land surveyor. 10 Topographic Survey WEBB will comply with the scope as detailed within the RFQ. In addition, our scope will include: • Identification of existing observable surface utilities • Locate paint marks delineating sub-surface utilities, if available • Manhole depths will be measured and photographed • Street sections will be compiled at 50 FT intervals • Horizontal and vertical coordinate values of the compiled field data will be delivered in a digital text format Land Survey Drawings The final design survey drawing is required to provide accurate survey data necessary for the design and preparation of the final engineering drawings. WEBB will prepare the final right-of-way and topographical drawings at 1”=40’ horizontal scale showing all appropriate horizontal and vertical control monuments, centerline and right-of-ways, existing utilities, and collected roadway topographic points per the City’s requirements. Drawing layers will be developed based upon City standard layers, (layer standards to be provided to WEBB by the City prior to compilation). Submittals to the City will consist of three hardcopies of the signed drawings with an AutoCAD 3-D digital drawing file. We also utilize scanning, optical imaging, and digital leveling capabilities. Our systems are integrated with TSC3 control units running Trimble Access and Trimble Business Center software for all data collection and post processing capabilities. Seamless systems integration and advanced robotic systems allow for efficient and cost effective one man crew operations. Time from field to finish is greatly reduced to accommodate the most demanding schedules. 11 WEBB understands the importance of delivering a project on time and free of errors. Our success with projects is often measured by project responsiveness, coordination with our client, and minimal change orders during construction. We take every effort to ensure these goals are met. Our project management approach requires each project manager to develop a proactive approach to serving the needs of our client and their schedule to complete the project, whether complex or routine. This requires the coordination of a crew or crews to meet the client’s schedule. Our project managers constantly review the project schedule with the project team to ensure the availability of survey crews so the project stays on schedule and within budget. To guarantee continuous and effective communication, a project manager will be assigned to each project to serve as the primary point-of-contact to the City and a principal-in-charge will be monitoring the process as a whole. Our project manager makes it a priority to attend all meetings between the City and the project proponents during the project. This will ensure a constant and effective way of communication resulting in strong budget and schedule control. Management Responsibilities and Procedures Dilesh Sheth, PE, TE, will serve as the Principal-in-Charge and be the direct point-of-contact with the City for all contractual matters focusing on resolving any critical contract issues as soon as they are identified. Dilesh will have the authority to commit firm resources and will support the project manager in managing the overall scope, schedule, and budget. Dilesh’s experience on large multi-disciplinary projects has trained him to look forward to identify and prevent potential delay-causing issues. Michael Johnson, LLS, will serve as Project Manager and will be responsible for facilitating final decisions by the City, coordination, management, communicating to the project team and the City project manager, preparing and reviewing deliverables, and directing support service disciplines and specialty subcontractors. Michael will assist in presenting the technical work at meetings and documenting action items and decisions. Michael will be responsible for the day-to-day project and technical management which includes: • Facilitating frequent and consistent communications with the City • Implementing the overall delivery plan • Managing the overall scope, schedule, and budget • Implementing the QA/QC Program • Overseeing the project controls staff for timely project management reports The QA/QC Team and Project Management Plan will facilitate successful project execution. Management tools, procedures, and a delivery plan are all contained in a comprehensive Project Methodology Plan that is prepared at the beginning of the project and is updated throughout the project. Having a comprehensive and detailed Project Management Plan is essential for delivering a major design project with an integrated team consisting of the City, multiple stakeholders, multiple disciplines, and many deliverables. The City’s input into the plan will be essential to make certain it is an effective tool, adequately used, and meets your needs. An outline of the Project Management Plan and some initial comments and items to be included, in addition to our detailed Communication Plan, are as follows: Kick-off Meeting - Initial Design Workshop After project award and notice-to-proceed, our project team will conduct a Kick-off Meeting with all members of the project team and key City Staff. The workshop is structured to establish communication protocols for the project, as well as to identify critical success factors and processes, activities, and tasks that must be carried out to achieve project goals. The workshop is an important step to ensure all parties are focused on the same project goals and help clarify the critical path issues, key outside stakeholders, milestones, and third party approvals. Project Management Approach 12 Schedule Maintenance WEBB understands the importance of meeting scheduled delivery dates. But we also understand situations may arise within the life of a project that will affect the schedule. Therefore, it is vital to proactively identify these situations and mitigate them before they have a significant impact. We believe the best way to monitor and control any items that may impact a schedule is through hands on project management. WEBB developed a detailed Project Management Program that allows our project manager to utilize a variety of project management tools to identify critical success factors for the client, key dates and milestones, key deliverable projects, and a detailed project schedule that can be used to monitor the progress of the project. WEBB also utilizes its senior staff members as project managers and project engineers. The advantage of having senior level individuals in these key roles is their vast knowledge and their ability to identify potential obstacles that can be avoided or worked around to minimize impacts to the schedule. Furthermore, the senior level staff is able to provide specific direction to engineers and designers that can help the project stay on schedule. We use “Red Team Reviews” to resolve issues with a collaborative, highly skilled team. While project scheduling is important, delivering a service that is free of errors is equally critical. For this reason, WEBB takes great care in providing the highest level of accuracy from the office to the field by going through an extensive QA/QC process. Quality Assurance/Quality Control WEBB’s detailed approach to quality assurance and quality control demands its leading experts to rigorously scrutinize every critical aspect of the project. We conduct periodic reviews with the client to ensure goals are being met. Our quality assurance methods are structured to guarantee review of all documents for completeness and “constructability” before they go out the door. This improves overall project management, reduces the opportunity for costly mistakes and delays, and allows our staff to provide effective and efficient service. Cost/Budget Management Plan The proposed project budget will be prepared based on tasks required to successfully complete the project. Our project manager will track the final budget compared to the actual earned value, task completion, and cost-to-date and will identify any project cost variance monthly. Corrective actions will be taken to maintain the project budget. If changes to the scope and budget are deemed necessary, our project manager will work with the City to justify the need and clearly define the impacts. Communication Plan and Management Communication between all team members and the City is critical to its success. A key differentiator between our project team and our competitors is our physical location and our ability to meet with clients and stakeholders quickly. We are committed to providing consistent communication by having required members of the project team available for all City meetings. Issue Management/Risk Management The tracking of project issues and management of risks is facilitated through a tracking log and available to the City and the project team. With issues being raised through email, phone calls, and meetings throughout the duration of the project, having a centralized document ensures project impacts are identified, logged, assigned, analyzed, acted upon, and addressed as part of the design process. 13 Section 4. Beginning in 1987 and gaining his license as a professional land surveyor for California in 2000, Michael has over 30 years of experience in all aspects of surveying from initial project coordination and research, performing survey data adjustments and analysis, to overseeing and providing construction staking through final as-built and ALTA surveys. Michael trained and supervised several field crews including technical office and support staff. Johnson, LLS Director Da Vall Drive and Gerald Ford Drive Intersection Improvements • Stakes and paint for demolition limits • Office support for the field surveyors consisting of task setup • Calculation and plotting, preparation of grade sheets, and distribution of digital grade sheets • Construction staking Waterline Replacement Program, Jurupa Community Services District - WEBB is responsible for the preparation of plans and specifications, utility research, coordination with local fire and transportation departments for approval, surveying and construction management, and inspection services. The projects maintain the existing water system in operation until the new pipeline is in operation and the new water service laterals may be connected to the existing meter at minimal disruption to the customer. Due to the nature of the project, the waterline placement is critical. Banning Water Canyon Main Replacement, City of Banning - The City of Banning planned to evaluate and replace its transmission pipelines. WEBB provided land survey and mapping services in addition to completing the Preliminary Design Report (PDR) and final design for the Banning Water Canyon Transmission Pipeline Replacement Project. The waterlines were identified as 18 Segments and prioritized based on CEQA constraints, potential impacts, and the need of repair and replacement. WEBB’s survey and mapping team provided construction staking of these sequents. Palm Springs MDP Line 43, Lateral 43-A, and Lateral B-03, City of Cathedral City – Micahel provided land survey and mapping for this project. The completion of Line 43 and Lateral 43-A was an important component to the flood protection Eagle Canyon Dam provides to the City of Cathedral City. This master plan facility was the main link from the dam to the West Cathedral Canyon Channel. The criteria used to establish facility type and location for the Master Plan was developed in 1982 and since then several changes have occurred in the area including the construction of new businesses, the removal of other businesses, the re-designation of Highway 111 from a state highway to a local highway, and updates to the rainfall design values. Crucial to the success of this project was collaboratively partnering with the City. In order to do this, WEBB met with the City Engineer and the City Redevelopment Director on a regular basis to determine the critical success factors for the City. Impacts to the local businesses were of key importance to the City. To minimize those impacts, WEBB designed a precast RCB system that substantially reduced construction related impacts to local business. WEBB identified and coordinated the relocation of multiple existing utilities in Highway 111. The design and construction of this mile long drainage system has significantly improved the flooding conditions in Cathedral City. The project is federally funded under the Highway Safety Improvement Program (HSIP) and follows the Caltrans Local Assistance Procedures Manual. The project is located on the eastside of the Rialto Airport. The project widened Ayala Avenue from a two-lane roadway to a four-lane roadway and included installation of curb & gutter, sidewalk, bike lanes, traffic signal modification, and storm drain. The project dealt with the storm drain runoff from the airport, utility coordination and relocation, and right-of-way acquisition. Three Major Intersection Improvements, City of Rancho Mirage – Dilesh served as Project Manager for the Major Intersection Capacity Improvements Project. The City adopted a policy to design and construct the City’s street system to maximize mobility, minimize congestion, and assure that all intersections and street segments shall operate at LOS “D” or better during the peak hours of traffic, as generated by the build-out of the Land Use Plan. The City identified 18 intersections, including three study intersections, as critical intersections in its 2005 General Plan. These intersections are currently showing minor congestion which will most likely get worse over time with growth in the area. WEBB is studying these intersections to identify improvements, utility relocations, additional right-of-way, cost, and possible state or federal funding for this project. A4 Highway 111 Off-Site Improvements, East County Detention Center, City of Indio - Dilesh provided street, drainage, and traffic engineering services for the WEBB Team responsible for design and construction administration services associated with off-site improvements for the East County Detention Center. This project consists of, but is not limited to the following: • Constructing an eastbound right turn lane on Highway 111 approaching Oasis Street. Existing sidewalk, parkway, turf, and trees are located in the proposed right turn, which are being impacted by on-site construction • Modification of existing parkway, traffic signal, median on Oasis Street, and also dedication of right-of-way to the City • Replace sidewalk, curb ramps, curb and gutter, and cross gutter • Signing and striping plans on Highway 111 between Jackson Street and Monroe Street and northbound Arabia Street south of Highway 111 • WEBB worked with the EDA and the City to determine the median modification and signing & striping for the right in and right out driveway located west of Oasis Street • The existing traffic signals on Highway 111 at Arabia Street and on Highway 111 at Oasis Street will both require complete replacement of existing equipment to meet current City Standard Special Provisions • Replacement of existing traffic signal conduits • Through utility research, potholing, check overhead clearance, and pothole during the design phase • Regional storm drain improvements on Highway 111 and Oasis Street which required extensive utility research and potholing On-Call Civil Traffic Engineering Services, City of Palm Springs - Dilesh serves as Project Manager for the City of Palm Springs’ On-Call Traffic Engineering Services Contract.
