started working with the City 6 years ago, TRAKiT was primarily used by the City as a tracking software, but throughout our

Since 2013, HR Green has provided the City of La Quinta with continuous, as-needed plan check services for
land development projects involving coordination with CVWD requirements. Over the course of our partnership, HR
Green has assisted the City in expanding the use of TRAKiT software, and reviewed the design of
retention basins and water quality and air quality management plans for The Trilogy (500+ acres).
For the high profile project, Silver Rock Resort, HR Green staff was responsible for providing plan check,
preparing Requests for Proposals for design professionals and construction management services, marketing, and
golf course operations. Our staff participated in the project development team weekly meetings, sat on the
consultant selection committee, negotiated professional service contracts, and maintained the projects
implementation schedule and facilitated the award of it’s first golf course construction contract. The construction bid
for the grading contract came in approximately 18% under the engineer’s estimate.

HR Green currently provides on-call civil plan and map check services for land development projects, including Parcel Maps, Final
Tract Maps, Street Improvements Plans, Mass Grading Plans, Rough Grading Plans, Precise Grading Plans, Storm Drain Plans,
Erosion Control Plans, Street Light Plans, Signing and Striping Plans, Water Plans, Sewer Plans, Recycled Water Plans, Hydrology
Reports, WQMP Reports, Traffic Control Plans, Traffic Signal Plans.
Plans have included grading of raw land and land development plan check. Major projects include TR17046, a 174 lot subdivision
on 44 acres of raw land, and TR16894-1, a 79 lot in-fill subdivision started over 10 years ago. Other projects include the review
of a hotel site and an auto dealership site which required the demolition of existing facilities.
City of Jurupa Valley
Since incorporation, the City has more than 2,000 new residential units in development, an additional 3,000+ in
planning, as well as a variety of industrial and commercial facilities. HR Green has played a key role in introducing
successful processes to improve the quality of life and enhance safety. This includes providing workshops with
developers early and often to ensure a common understanding of project goals, the entitlement process, and city
expectations to efficiently process their projects through to construction. Moreover, we hold internal Development Review
Committee meetings between HR Green and the Planning Department consultant to streamline project entitlements, and
offer electronic plan checking to save time and money. We use an electronic plan check platform and paperless process
to review 1,500 civil plan sheets annually and have a 99% turnaround review success rate.
From a plan check perspective, we created the development review and approval process, and customized checklists/
forms. Related to civil engineering, we manage the CIP, design infrastructure improvements, serve as the City’s
Stormwater Compliance Manager, and have coordinated the delivery of major projects (e.g., award-winning $17 million
Clay Street Grade Separation, $100+ million I-15/Limonite Avenue interchange improvements, $60 million water and
sewer improvements).
City of Moreno Valley
HR Green currently provides the City with on-call civil engineering plan check and WQMP review services. We perform on-site
staff augmentation, handling a variety of entitlement reviews, traffic engineering and transportation planning tasks including
survey and map reviews and PS&E peer review for infrastructure projects designed by other consultants.
Our experience with the City also includes on-site CIP project management staff augmentation experience inolving capital project
identification, involvine the review of progress submittals of improvement plans, and value engineering; processing CEQA and

vices. Our proposed Plan Check Engineer, Tina York, PE, has provided these services to the City for the past 6 years and will
provide the requisite continuity to deliver projects in a timely, efficient, and accurate manner.
Tina brings 30 years of experience focusing on civil plan review, project management, and civil engineering. She has man-
aged plan check services for 30+ agencies, including La Quinta, Indio, Cathedral City, Victorville, Moreno Val-
ley, RCTD, RCFC&WCD, County of Imperial, Hesperia, military housing at Ft. Irwin, and numerous other cities, water districts/de-
partments, and counties. Tina is proficient with the City of La Quinta’s TRAKiT system and HR Green has also utilized Bluebeam
Revu software. She has customized plan review reports and tracking logs, checklists, and budgetary worksheets for tracking all
project costs including inspection services. Tina has also managed a web-based plan check tracking system to give agency staff
24/7 project status and implemented electronic plan checking to enhance communication, reduce review times, and save money.
Tina will be the City’s Point of Contact, Primary Reviewer, and Quality Reviewer. In her role
as Project Manager, Tina will track, assign (when appropriate based on qualifications), review,, and provide QA/AC on
reviews performed by others and will touch every review that enters the City’s TRACKiT system.
While Tina will be your designated plan reviewer, HR Green has extensive depth of resources should you require additional

Understanding of the City’s Objectives
The City maintains a diverse and distinctive position in the Valley: Santa Rosa Mountains bordering on the west and south, natural
desert environment, geographic features, sandy dunes, and bluffs serve as a backdrop for some of the most beautiful private and
commercial developments in the Coachella Valley. Moreover, since 2007, the City has implemented the Coachella Valley Multi-
Species Habitat Conservation Plan (CVMSHCP). Certain areas within La Quinta have been identified in the Plan as Conservation
Areas (e.g., mostly hillsides and open desert). Development in Conservation Areas is subject to additional review, and limits on the
amount and location of development apply. All of the above components directly impact how development related improvements
are planned, approved and constructed in order to maintain the quality of life in the city and the adjacent region.

HR Green staff members have provided a variety of plan check, building safety, engineering, and/or inspection services to desert
cities and Coachella Valley agencies. Desert agencies served include the Cities of La Quinta, Palm Desert, Rancho Mirage,

Multi-Agency/Jurisdictional Coordination and/or Approval
Coordination and/or approval will be required among City departments and diverse agencies, including, but not limited to the
County of Riverside, Riverside Flood Control and Water Conservation District,
Coachella Valley Water District (CVWD), the Bureau of Land Management,
the Federal Emergency Management Agency (FEMA), the State and Regional
Water Quality Control Boards, the South Coast Air Quality Management District
(SCAQMD), Caltrans, and related permitting agencies encountered during the
CEQA and NEPA review process included in the entitlement conditions for project
mitigation, implementation, and monitoring.
Dust control (PM10)/air quality and regional/site-specific water quality
management requirements must also be reviewed along with specific-specific
Conditions of Approval to conform to SQAQMD, Santa Ana RWQCB, and
applicable City requirements. Our plan check staff has approved, processed,
and/or inspected projects for cities throughout the Coachella Valley including La
Quinta, Palm Desert, Indio, Indian Wells, Coachella, and Cathedral City.
HR Green Requirements of City Staff
In order to complete the work described in this RFP, HR Green will require the
following from City staff; Specific Plans, Conditions of Approval, or Items Not
Listed in TRAKiT Software. Outside of these items, HR Green will require no
assistance from the City.

There must be a coordinated effort and responsibility to review, track, and coordinate all applications and requests received in the
City. To help assure that submittals from any applicant are properly handled, HR Green has a proven internal plan review coordi-
nation process, GreenTREx, to make certain that each plan received is properly processed and returned on time.
The status of any plan can be easily determined at any point in time. HR Green’s GreenTREx development review process/pro-
gram allows us to efficiently complete plan tasks concurrently. This is a formalized and integrated process whereby Technician

cess we have effectively utilized for nearly 50 federal, state, regional, and municipal clients. To help assure that
submittals from any applicant are properly handled and work hours are not lost, HR Green has a proven internal
plan review coordination process, GreenTREx, to make certain that each plan received is properly processed
and returned on time. The status of any plan can be easily determined at any point in time. HR Green’s GreenTREx development
review process/program allows us to efficiently complete plan tasks concurrently. This is a formalized and integrated process

This is a formalized process where Project Manager, Tina York, PE, will function in all roles;
Step 1 - Initial Review
Once we receive a complete set of plan documents, we will perform our plan review in the agreed-upon timeframe, reviewing for
compliance to all standards and checklists. All corrections are identified based on compliance with specified standards, ordi-
nances, and regulations and clearly identify the areas requiring corrections or revisions. Generally, corrections are provided in two
ways:
1. Redlines made on the plans;
2. Additional comments/direction added to TRACKiT as necessary
Step 2 – Transmittal of Plans and Comment Lists for Plan Review
At the heart of our approach in delivering our services to you is the recognition that there must be a coordinated effort to
track and coordinate all submittals and requests received. In addition to TRACKiT, we have established an internal plan
review coordination process in which each plan received for review is properly handled, processed, and returned on time.
Step 3 - Rechecks
Once we have verified that the resubmittal package is complete, we perform a recheck in the agreed-upon timeframe. This pro-
cess is repeated until the project plan documents are ready to be recommended for approval.
Step 4 – Plan Approval
Upon plan approval, Tina will update the status in TRACKiT.

HR Green utilizes proven electronic plan processes that save time and costs of printing, delivering, handling and
storing copies of plans for review. Our plan check leaders are industry-recognized thought leaders in advancing
the robustness of paperless plan review and inspection solutions. Our Project Manager, Tina York, PE, and other
HR Green plan check professionals are serving as technical advisors to ePlanSoft to incorporate new tools and
refine the forthcoming release of their integrated electronic plan check solution.
We are proficient in using TRACKIT and other electronic plan review and inspection systems and are constantly working with
agencies and applicants to move exclusively to a paperless environment. This is critical on larger, multi-disciplined projects where
there may be overlap between design disciplines. Comments from each review are summarized electronically by our staff.
Design responses are added and included with the next submittal to verify that all comments have been addressed. This approach
has been effective in resolving comments at early stages, avoiding repeat comments by reviewers, and coordinating responses
among disciplines.
We also update a detailed tracking log whereby the agency can identify the status of any project through the review lifecycle
process in real time.

Contract Exceptions to Noted Requirements
HR Green has reviewed the City’s model agreement. We request consideration of the following “proposed language modifica-
tions” to the contract as items to discuss. In various areas the contract calls for the consultant to “warrant” or “represent” others
or actions. Our insurance allows us to “represent” to the best of our ability, but not “warrant.”
1.1. Scope of Services
Revise final sentence to: “For purposes of this Agreement, the phrase “professional standards” shall mean the standard of care
consistent with the degree of care and skill ordinarily exercised by members of the same profession currently practicing under
similar circumstances at the same time and in the same or similar locality.”

1.3. Licenses, Permits, Fees, and Assessments

“a. Indemnification for Professional Liability. When the law establishes a professional standard of care for Consultant’s Services,
to the fullest extent permitted by law, Consultant shall indemnify, protect, and hold harmless City and any and all of its officials,
employees, and agents (“Indemnified Parties”) from and against all claims, losses, liabilities, damages, injury (including, without
limitation, injury to or death of an employee of Consultant or of any subcontractor), costs and expenses whether actual, alleged
or threatened, including, without limitation, court costs, attorneys’ fees, litigation expenses, and fees of expert consultants or
expert witnesses incurred in connection therewith and costs of investigation, to the extent same are cause in whole or in part by
any negligent or wrongful act, error or omission of Consultant, its officers, agents, employees or subcontractors (or any entity or
individual that Consultant shall bear the legal liability thereof) in the performance of professional services under this agreement.
With respect to the design of public improvements, the Consultant shall not be liable for any injuries or property damage resulting
from the reuse of the design at a location other than that specified in Exhibit A without the written consent of the Consultant.

b. Indemnification for Other Than Professional Liability. Other than in the performance of professional services and to the full
extent permitted by law, Consultant shall indemnify, and hold harmless the Indemnified Parties from and against any liability
(including liability for claims, suits, actions, arbitration proceedings, administrative proceedings, regulatory proceedings, losses,
expenses or costs of any kind, whether actual, alleged or threatened, including, without limitation, court costs, attorneys’ fees,
litigation expenses, and fees of expert consultants or expert witnesses) incurred in connection therewith and costs of investiga-
tion, where the same are a consequence of, or are in any way attributable to, in whole or in part, the performance of the services
provided under this Agreement by Consultant or by any individual or entity for which Consultant is legally liable, including but not
limited to officers, agents, employees, or subcontractors of Consultant.
F.2 Standard Indemnification Provisions. Consultant agrees to obtain executed indemnity agreements with provisions identical
to those set forth herein this section from each and every subcontractor or any other person or entity involved by, for, with or
on behalf of Consultant in the performance of this Agreement. In the event Consultant fails to obtain such indemnity obligations
from others as required herein, Consultant agrees to be fully responsible according to the terms of this Exhibit. Failure of City to
monitor compliance with these requirements imposes no additional obligations on City and will in no way act as a waiver of any
rights hereunder. This obligation to indemnify City as set forth herein is binding on the successors, assigns or heirs of Consultant
and shall survive the termination of this agreement or this section.
a. Indemnity Provisions for Contracts Related to Construction. Without affecting the rights of City under any provision of this
agreement, Consultant shall not be required to indemnify and hold harmless City for liability attributable to the negligence of
City, provided such negligence is determined by agreement between the parties or by the findings of a court of competent ju-
risdiction. In instances where City is shown to have been negligent and where City’s negligence accounts for only a percentage
of the liability involved, the obligation of Consultant will be for that entire portion or percentage of liability not attributable to the
negligence of City.
Notwithstanding the foregoing, nothing in this instrument shall be construed to encompass (a) Indemnitees’ active negligence,
sole negligence, reckless or willful misconduct to the limited extent that the underlying Agreement is subject to Civil Code
2782(a), or (b) the contracting public agency’s active negligence to the limited extent that the underlying Agreement is subject to
Civil Code 2782(b).
Nothwithstanding the aforementioned in this section, Consultant’s obligation, if any, to reimburse the City for any defense costs
of any type or nature shall be determined by the percentage fault of Consultants negligence, omissions, or reckless conduct
as determined by a trier of fact in a court of competent jurisdiction. Consultant’s obligation to defend City shall only arise after
Consultants liability for any damages is established by a judgment entered by a court of competent jurisdiction and all appellate
remedies have been exhausted.
