Dear Mr. McKinney:
The City of La Quinta (City) is seeking a qualified firm to provide on-call plan checking services for a
three-year contract term. Willdan Engineering (Willdan) is fully confident that we can successfully
provide the requested professional engineering plan check services as a valuable resource to help
augment City staff in accomplishing the City’s goals and needs. Throughout this proposal, we have
demonstrated advantages the Willdan team brings to the range of services requested and how the City
can benefit from having us as their supporting consultant. Willdan can assist the City with various
engineering review support and design services including, but not limited to the following:
▪ Grading Plans including mass grading, rough grading and precise grading plans
▪ Street Improvement Plans including street widening, rehabilitation and new street plans
▪ Storm Drainage Plans
▪ Hydrology and Hydraulic Calculations and Reports
▪ Engineer’s Cost Estimate for the related items of work for bonding purposes
▪ Engineer’s Reports including Fugitive Dust Control (PM10) Plans, Storm Water Pollution and
Prevention Plans
▪ Water Quality Management Plans
▪ Erosion and Sediment Control Plans

▪ Knowledge of the City. Willdan has provided professional services to the City of La Quinta on
various projects since 1999. The services include civil and traffic engineering, landscape
architectural, survey, pavement engineering, utility coordination, construction management and
financial consulting services. For this reason, we have an established working relationship with
City staff and a familiarity with City procedures and requirements. Our knowledge of the City will
enable us to initiate work quickly and to respond appropriately to issues that arise during the
course of this contract.

▪ Highly Skilled Project Manager. Mr. Ron Stein has 7 years of experience as a project manager,
civil engineer and QA/QC plan reviewer for various municipalities, including 3 years of public
works experience with the Florida Department of Transportation (FDOT). He has led land
development engineering teams engaged in the design of projects encompassing all aspects of
the City’s scope of work, conducting meticulous QA/QC plan reviews that ensured quality
products that adhered to all local agency standards. At FDOT, where Mr. Stein focused on public
works construction, he rotated through every office of the department—providing him with a
strong technical foundation throughout the entire project lifecycle. Mr. Stein’s experience in the
design and construction of private and public works projects will add tremendous value to the
City’s plan review process from the perspective of constructability and value engineering.
▪ In House Capability. Willdan has the resources in‐house to successfully complete those tasks
outlined in the RFP and therefore does not have the need to utilize subcontractors on this
project.
▪ Understanding of City Plan Checking Services. Willdan's plan checking applies City, state and
federal guidelines, particularly the California Subdivision Map Act, NPDES and Low Impact
Development requirements and general compliance with City Standards, Ordinances and
Regulations. Our staff of experts will stamp and wet sign the approval of engineering
documents/plans/maps for accuracy and adequacy. Open communication is one of the most
important elements to the success of a plan check, Willdan will always perform all necessary
correspondence and coordination with City Staff to ensure the plan check is completed in a
timely manner.
▪ No Learning Curve. Willdan has been providing services to local agencies in Riverside, San
Bernardino, Los Angeles, and Orange Counties for more than 55 years. Our staff has hands‐on
working knowledge and direct experience implementing County and City standards. Willdan has
extensive experience providing a complete range of professional services to local agencies on
both on-call and project specific bases.
Willdan confirms that this submittal will remain valid for 180 days from the date of the proposal due
date.

Willdan’s staff size, breadth of experience and collaborative approach among our team members will

specific discipline review checklists, to provide the City with timely, cost-effective service.
On-Call Contract Expertise
On-call engineering services are Willdan's foundation. Our staff includes former public agency
employees or contract agency staff. Therefore, we understand the importance and purpose of on-call
contracts and are very familiar with the processes and procedures for such services. Within the last 8
years, Willdan has completed projects and task orders for more than 200 as-needed/on-call contracts.
This experience and the relevant experience of our dedicated and available key personnel are what best
suits Willdan to provide the City with on-call services.

project tasks already started by agency staff in crucial projects
▪ Availability of our staff to the work assignment as it develops is often critical to moving that

▪ Consistent, organized project management is vital due to the potentially large numbers of
projects that may be in process
▪ Special attention to quality assurance and quality control is particularly important as short-term
projects may limit the number of interim review steps often associated with a project-specific
contract

Willdan has extensive experience working with various government agencies due to our public agency
services focus and participation as members of various city and county committees involved in nearly all
public agency activities. We are thoroughly familiar with regulations pertaining to many of the federal,
state, county, and local funding programs. We have worked extensively for and with the California Public
Utilities Commission; all Caltrans districts; Caltrans Division of Structures; Counties of Riverside, Los
Angeles, Orange, and San Bernardino; Orange County Transportation Authority; San Bernardino County
Transportation Authority; Los Angeles County Metropolitan Transportation Authority; Southern
California Association of Governments; and U.S. Army Corps of Engineers. We are very familiar with
criteria for projects within Caltrans’ right-of-way and Caltrans' environmental and design procedures

Conditions: Willdan does not have any conditions (bankruptcy, pending litigation, planned office
closures, mergers, etc.) that will affect the ability to perform the required services for the City of La
Quinta.
Conflict of Interest: Willdan has served public agencies since its inception in 1964. More than 96% of
Willdan's revenue is generated from working for public agencies, cities, and counties. Due to the nature
of our client base, we select employees who recognize the regulatory nature of our services. Any
appearance of a conflict of interest, whether determined to be realized or not, is a violation of company
policy.

Project Understanding
Willdan understand that the City of La Quinta seeks proposals from qualified On-Call Engineering Plan
Check firms for a three-year contract term of July 2, 2019 through June 30, 2022. Plan checking may be
provided by an On-Call Engineering Plan Check Consultant, as applicable, with the following scopes:
Plan Checking Scope of Services
Improvement plan checking will include the review of plans submitted for subdivision (residential)
improvements, commercial developments, and infrastructure improvements within the City’s right of
way. The plans shall be reviewed for conformance with local and other applicable (County, State and
Federal) ordinances and standards with a strict attention to details. Plan check services may include, but
are not limited to the following:
▪ Grading Plans including mass grading, rough grading and precise grading plans
▪ Street Improvement Plans including street widening, rehabilitation and new street plans
▪ Storm Drainage Plans

City Required Information
As a full-service consulting firm with an established history of providing plan review services, we
typically receive the following types of documents and assistance from our agency partners on plan
review assignments:

Project Approach
Willdan is noted for open lines of communication and flexibility in
providing plan review services. We can provide offsite, onsite, and
electronic reviews. Coordination of plan review whether onsite or
offsite will be through Mr. Stein.
It is expected that plan checks should not exceed three (3) total plan
checks, with turnaround times of fifteen (15) working days for the 1st
plan check and ten (10) working days for subsequent plan checks. For
larger projects, an additional week will be provided for the 1st and 2nd
plan checks if necessary and upon approval from the City. This schedule is applicable for all types of
construction and can be adjusted to serve the City in the most efficient manner. Expedited plan check
will be provided at the request of the City. Once plans are received, project details are entered into our
exclusive computerized Plan Check Tracking System (PCTS). The project documents are given a
preliminary review for completeness, thus ensuring materials required for review are present. The plans
are then assigned an internal project task tracking number. Our professionals coordinate plan reviews
and enter comments through our PCTS software that provides customized reports suitable to each
client. Willdan provides all administrative, professional, and other technical resources necessary to
review designs for completeness and correctness.
In our communication process, we can transmit rough drafts of our comments back to the City for
review prior to preparation of final copies. This gives the City staff the prerogative of changing,
modifying, or adding any comments they desire. Following approval of draft comments, final copies are
printed on agency letterhead, or as otherwise directed, and forwarded to the applicant and/or returned
to the City. This process assures local input and knowledge of the content of corrections and helps to
bring continuity between the jurisdiction and the consultant. Plan reviewers will be available to discuss
and clarify plan check issues with the City staff, designers, owners, and contractors. Final documents
will be marked, "Approved for Release Pending City Approval". Frequently on larger projects, Willdan
provides upfront consultation services with City staff, the applicant, and designer to ensure that all
parties completely understand the City’s standards and submittal requirements as well as timelines for
scheduled completion.
With the rapid advancement of technology, Willdan has been providing plan review services
electronically for the past few years. The electronic plan review process is a web-based program
utilizing software that enables a plan reviewer to insert annotations (comments) on plans and create

issues (comments) within a letter format. Services are provided at
the request of the applicant or the agency we serve. Submittals can
be accepted either in hard copy, whereby Willdan converts the plans
to electronic format, or electronic copy in a PDF or TIF format.
Willdan will review plans and can transmit the electronic redlined
plans back to the applicant or the City as directed, in either electronic
or hard-copy format. The reviewers can create a comment letter
with links to the electronic project pages under review. All
administrative tools are provided for correspondence, tracking,
stepping through stages, and administering all access privileges. This service allows for collaboration
between the City, designer, and plans examiner to facilitate a complete understanding of plan review
comments and can reduce shipping, printing, and time for the plan review.
Willdan utilizes Bluebeam Revu in its’ electronic plan review process. Several of our clients use the
TRAKiT software for plan check tracking, permit issuance and report generation and we are proficient in
its use as well.
Throughout the plan check process, Willdan will be available to meet with City Staff with 48 hours
advance notice.
Technical Approach
For this assignment, Mr. Ron Stein, PE will serve as Project Manager. Mr. Stein will be the single point of
contact to City staff and will convey all-important matters to the project team as appropriate. He will
have full responsibility for understanding the project requirements, detailing the project scope
requirements, estimating the fee to complete the project effectively and efficiently, and overseeing the
necessary tasks to complete the project. We will maintain the team members assigned to a specific
project from beginning to end. Key components of our Scope of Work are fully described herein.
Scope of Work
The following is a sample of the scope of work that may be required with each specific project
assignment. This is intended only as a guide.
Grading Plans
Willdan will perform grading and site accessibility plan re-view for projects constructed in the City for
conformance with City codes and ordinances, including the City grading code and manual, California
Building Codes related to site accessibility, or consistent with the City’s Master Plan of Drainage.
Willdan's staff assigned to City projects has a thorough knowledge of civil engineering principles and
practices and site improvement design requirements. All plan reviews are completed using City
established policies and procedures and within City timeframes. Willdan’s services are of the highest
quality and will be provided in a timely and professional manner. Our grading plan review will be
consistent with Willdan plan review quality guidelines. We will utilize the City’s grading plan checklist
and mark up plans. Willdan will ensure plans meet all applicable codes and ordinances upon completion
of plan reviews, evaluation of the engineers cost estimate, and final recommendation on bond amount
and permit fees.

Erosion and Sediment Control Plans
Willdan will review associated erosion and sediment control plans in accordance with City, County and
State Regional Water Quality Control Board requirements. The best management practices during
construction will be reviewed for compliance and appropriateness for the proposed project
improvements. Willdan staff has experience with preparation of erosion and sediment control plans for
the associated grading and drainage improvement plans and therefore a working knowledge of the
design requirements and implementation of appropriate BMPs selection and design.
Soils Report Reviews
We will review the submittals for adequacy with respect to geotechnical and geologic conditions and to
ensure all developments are in conformance with applicable City, State and Federal laws, comply with
the governing codes, and are in conformance with City Design Manuals and City Standard Plans. As
applicable, we will perform our work in general accordance with the following:

Sewer Improvement Plans will be checked under the direct supervision of a registered civil engineer.
Specifically, the following tasks will be performed:

▪ Check plans for compliance with general design criteria established by the City standards for
underground wet utilities.

▪ Check H/H report for compliance with City conditions of approval and the approved tentative

sewer and water plans, hydrology and hydraulic studies, preliminary drainage studies, FEMA
requirements and design connections to existing systems, landscape and irrigation, bridges and
structures, traffic signal, signing and striping plans, and park facilities. Specifically, the following tasks
will be performed:
▪ Check plans for compliance with general design criteria established by the City standards for
streets, curbs, gutters, sidewalks, street lights, drive approaches, storm drain and flood control
systems, underground wet utilities, traffic signals, and signing and striping.
▪ Check street improvement plans for compliance with City and County standards, design
guidelines and check grading, street and storm drain plans for conformance with the street
improvement plans.
▪ Check street improvement plans for compliance with City conditions of approval and the
approved tentative map.
▪ Check street improvement plans and plans against easement documents, record maps, and
right-of-way documents; determine need for permanent easements, additional right-of-way, or
temporary easements.

Traffic Signal Plans, Signing & Striping, Street Lighting Plans
▪ Willdan's plan review staff will check all improvement plans for facilities under the jurisdiction of
the City as requested for compliance with general plan requirements, the conditions of approval
of the proposed project, City standards, standard City checklists, and sound engineering
practice.
▪ As required, Willdan's plan review staff will review and prepare comments on documents, such
as, traffic studies related to an application for consistency with City standards, policies, and
guidelines.
Parcel/Tract Maps, Lot Mergers, Easements, Lot Line Adjustments, Survey
▪ Willdan’s review of easement documents, lot line adjustments, dedications, vacations, Parcel
and Tract Maps shall be by or under the direction of a Licensed Land Surveyor to assure
compliance with applicable provisions of the Subdivision Map Act, County ordinances, and other
conditions of approval and requirements. There will be detailed checks made, including, but not
limited to, review of survey documentation and title reports, lot and boundary closures,
dedication and easement provisions, legal descriptions, completeness, and accuracy of data
notation, and necessary certifications of City and County staff. We encourage open
communication between the map preparer and the checker so as to limit the amount of map
checks.
▪ Willdan currently provides these services for about 15 cities in Southern California, some on a
long-term basis and some on an interim basis.
▪ Willdan’s survey department can review Condominium Plans that are submitted to the City. Our
preparation of numerous Condo Plans has given us a unique understanding of various types of
Condo Plans. We work with the developer and the City Attorney in such matters.
▪ Willdan’s office staff prepares and reviews hundreds of easements each year. We can work with
the developer and the City in the preparation of the front (signature) sheet of the easement
document and can advise on the record-ability of the executed document.
Water Quality Management Plans
In 2014 the Whitewater River Region Water Quality Management Plan (WQMP) Guidance document
was developed to assist project proponents to comply with requirements to address post-construction
Urban Runoff from New Development and Redevelopment projects and is an appendix to Whitewater
River Watershed Stormwater Management Plan (SWMP). It is intended to provide guidelines for desert-

appropriate, project-specific post-construction Best Management Practices (BMPs) and for regional and
sub-regional Treatment Control and Low Impact Development (LID)/Site Design BMPs. It addresses the
management of Urban Runoff quantity and quality to help protect Receiving Waters. This guidance
document identifies the BMPs, including criteria for LID/Site Design and Treatment Control BMPs that
may be applicable when considering any map or permit for which discretionary approval is sought.
Examples may include tentative tract maps, parcel maps with land disturbing activity, discretionary
grading permits where the Project is not part of a master plan of development, and conditional use
permits. The Whitewater River Region WQMP includes tables and exhibits that are based upon current
information regarding local land use authority organizational structures; BMP design, technologies, and
effectiveness, Receiving Waters, and Pollutants of Concern. The primary objective of the WQMP, by
addressing Site Design BMP concepts, Source Control, and LID/Site Design and/or Treatment Control
BMPs applied on a project-specific and/or sub-regional or regional basis, is to ensure that the land use
approval and permitting process of each local land use authority will prevent or minimize the impact of
Urban Runoff on Receiving Waters to the Maximum Extent Practicable (MEP). The WQMP became
effective after the Colorado River Regional Water Quality Control Board's (Regional Water Board)
Executive Officer approved it on December 31, 2014.
Storm Water Pollution Prevention Plans
Dischargers whose projects disturb one (1) or more acres of soil or whose projects disturb less than one
acre but are part of a larger common plan of development that in total disturbs one or more acres, are
required to obtain coverage under the General Permit for Discharges of Storm Water Associated with
Construction Activity Construction General Permit Order 2009-0009-DWQ. Construction activity subject
to this permit includes clearing, grading and disturbances to the ground such as stockpiling, or
excavation, but does not include regular maintenance activities performed to restore the original line,
grade, or capacity of the facility.
Fugitive Dust Control (PM10) Plans
Temporary impacts result from project construction activities. Air pollutants are emitted by
construction equipment and fugitive dust generated during demolition activities as well as during
grading of the site. Implementation of fugitive dust control measures are required by South Coast Air
Quality Management District (SCAQMD) under Rule 403. The City of La Quinta Municipal Code Section
6.16 PM 10 Ordinance addresses requirements for construction and demolition activities. The City has
also developed checklists and specifications for development of PM 10 plans. Willdan will review the
submitted plans for conformance with the PM 10 Ordinance, checklists and specifications.
Resource Management
Staffing and Resource Management Plan
Willdan is completely committed to providing the staffing and resources required to complete projects
under this contract on schedule and with high quality. To ensure we meet this commitment, we prepare
labor projections for all projects. Projections are made for each individual project and then aggregated by
the technical director to produce division/office-wide labor needs and to identify shortages or surplus.
Labor planning for this contract will be done on an individualized basis. Mr. Ron Stein, PE will identify the
staff required to complete each awarded project and calculate the hours. This data will be input into our
project staffing needs plan on a weekly basis. For activities that do not require a specific person (i.e.,
draftsperson, tech aide, word processing, etc.), this estimate will be done on a position basis. Project
staffing assignments will match the experience of personnel with the degree of project complexity.
Because resources are often shared for any given project, our project managers are very involved in our
staff workload projections.

Cost Price
Method of Billing and Payment. Willdan will submit to the City of La Quinta no later than the tenth
(10th) working day of the month, in the form approved by the City’s Finance Director, an invoice for
services rendered prior to the date of the invoice. Such invoice will describe in detail the services
provided. For projects which are to be compensated at a fixed fee rate, the invoice will itemize fees per
plan type and per plan check. Invoices will contain a certification by a principal member of the team
specifying that the payment requested is for services performed in accordance with the terms of the
agreement. Upon approval, the City shall pay Willdan for all items stated thereon which are approved
by the City pursuant to the Agreement no later than thirty (30) days after invoices are received by the
City’s Finance Department.

was awarded a grant by the State of California Natural Resources Agency in the amount of $2,853,000 for the
construction of Lynwood Urban Bicycle Trail Project. The project is in the undeveloped Caltrans’s excess land
adjacent to I-105 Freeway between Atlantic Avenue and Birch Street and will feature drought-tolerant planting,
lighting for safety and visibility, including permeable pavers and bio-swale to reduce storm water runoff. The

Roadside Bridge Widening, City of Agoura Hills, CA. Senior Engineer. Willdan is providing structural, civil, and
traffic engineering design and other appurtenant services for the federally-funded widening. The four-span
reinforced-concrete slab bridge – constructed in 1964 – is located approximately 0.3 miles east of Kanan Road and
crosses Medea Creek. Two east/west traffic lanes provide a travel width of 24 feet. Narrow approaches create
traffic bottlenecks in both directions. The bridge has 2 -foot-wide sidewalks on the north and south sides with no
pedestrian walkway at the west approach. Based upon a Caltrans inspection report, the bridge has a sufficiency
rating of 78.6 and is classified as functionally obsolete due to poor deck geometry and the narrow travelways.

by the Authority (Expo). The scope work includes preparing a new concept site plan, updating and processing
PS&E (Plans, Specifications and Estimates), and providing support to the Expo during construction. Previously
prepared plans (Rev0, 100% plans dated 10/31/13) will be used as a basis for preparing the new concept as well as

Hot Spots Arterial Intersection Improvements, City of Norwalk, California. Traffic Designer responsible for
assisting with preliminary engineering design services for intersection improvements at Studebaker Road and

Schedule A – Service Term, Schedule & Cost Proposal
Consultant _______________________________________________ shall provide
services for a term of three years beginning July 2, 2019 and terminating on June
30, 2022.
OFFICE HOURS
The Consultant shall maintain normal office hours between 8:00 a.m. and 5:00 p.m.,
Monday through Friday. The Consultant shall be available to meet with City Staff
during normal working hours with 48 hours advance notice.
SCHEDULE
The Consultant shall adhere to the following plan check schedule:

For larger, more complex projects such as golf course developments, one (1)
additional week for the 1st and 2nd plan check shall be provided, if necessary to
complete a thorough plan check. The consultant shall advise the Contract Officer, in
writing, if additional time is needed.
Normal plan check operations will be conducted as follows:
1st Submittal
Upon completing the 1st review, the Consultant shall submit the “red lined” plans and
a copy of the applicable Plan Check List to the City. The City will provide supplemental
comment as necessary and forward “red lined” plans to the applicant.
2nd and Subsequent Submittals
Upon receipt of the 2nd round plan check submittal from the applicant and upon
completing the 2nd review, the Consultant shall submit “red lined” plans and a copy
of the applicable 2nd review Plan Check List to the City. The City will provide
supplemental comment as applicable and forward 2nd review “red lined” plans to the
applicant. The process of applicant correction, Consultant review followed by City
review and “red lined” plan return to applicant shall continue until approvable plans
are generated and a plan approval letter is submitted to the City by the Consultant.
If necessary, the Consultant shall be available to meet with City staff and/or the
applicant to review the plan check comments. The Consultant will communicate
directly with the applicant regarding plan check issues and clarifications. The City
desires an average of no more than 3 plan check rounds before final plan approval.
The Consultant shall be required to use the City’s TRAKiT software in the plan check
process. The Consultant shall also be required to purchase or obtain the Bluebeam
Revu software to allow electronic review and commenting of plans.
The Consultant shall maintain all files for a period of three years. Copies of requested
files will be furnished to the City upon request.
Plan Check Compensation
Plan check payment shall be made in full at a “fixed fee” rate of:

Sheet counts are based on the number of sheets submitted for plan check. Sheets
may include title and detail sheets, street plans, storm drain plans, meandering
sidewalk and parkway grading plans, rough & precise grading plans at 30, 40 or 50
feet per inch scale.
Consultant receives no additional compensation for review of supporting documents
including, but not limited to hydrology and hydraulic calculation reports, soils reports
& engineer’s cost estimates, conditions of approval, tentative tract and parcel maps.
Consultant receives no additional compensation for delivery or postage fees
necessary to transmit or receive plans from City.
Consultant receives no additional compensation for travel to and from City Hall.
This rate shall be compensation for up to three (3) plan checks. Supplemental
payment for additional plan checks after the third check or for special engineering
reports including Water Quality Management Plans (WQMP) or other engineering
reports, shall be in made at the rates listed in the Schedule of Billing Rates attached
herewith for the actual hours submitted in conformance with Section 2.2 of the
Agreement. An estimate of hours to complete the plan check (after the third plan
check) or for special reports shall be made in writing to the Contract Officer for
approval as specified in Section 1.6 - Additional Services of the Agreement.
Compensation for the first three plan checks shall be distributed at the following
schedule:
First Plan Check 65% of the Total Plan Check Fee
Second Plan Check 20% of the Total Plan Check Fee
Third Plan Check 15% of the Total Plan Check Fee
The Consultant shall be compensated upon the completion of each plan check as
indicated in the above schedule and in conformance with Section 2.2 of the
Agreement. If a project is suspended, either definitely or indefinitely, the Consultant
shall be compensated based on the last completed plan check. If the plan check
process is completed prior to the third plan check, 100% of the plan check fee will
be paid upon completion of the final plan check.
The Consultant shall separately invoice per plan and per plan check. No exceptions
will be allowed to the payment schedule.
Consultant also may be requested to provide general civil consulting services for
specific development related engineering projects for the City as applicable.
Payment shall be made in full at an hourly rate of:
$______ per hour – no overtime, travel time, expenses or other administrative
charges will be allowable over and above the stated hourly rate schedule.
Prevailing Wage - In accordance with Section 1770 of the Labor Code, the City has
ascertained and does hereby specify that the prevailing wage rates shall be those
provided in Article 1110-20.0, WAGE RATES. The said rates shall include all employer
payments that are required by Section 1773.1 of the Labor Code. The City will furnish
to the Contractor, upon request, a copy of such prevailing rates. It shall be the duty
of the Contractor to post a copy of such prevailing wages at the job site.
