Interwest Consulting Group is pleased to present this proposal to the City of La Quinta to provide On -
Call Engineering Plan Check Services. We are large enough - over 400 employees - to serve all of your
-� public and private project needs, yetsmall enough to ensure thatwe maintain focus and are responsive
to the needs of the City of La Quinta. We currently serve over 200 cities, counties and state agencies,
includingthe municipalities of La Quinta, Palm Springs, Palm Desert, Moreno Valley, Pomona, Eastvale,
l Corona and Wildomar, just to name a few.
'] Our proposal in response to the City's RFP provides a detailed overview of the engineering plan check
services we offer. Our proposed project manager possesses the experience and skills necessary to work
with the existing City staff to successfully achieve established goals. Interwest does not intend on
utilizing sub -consultants for this assignment. We view the keys to serving the City of La Quinta are as

and transparent manner
Providing a high level of customer service for internal and external customers
Balancing the need to ensure conformance to standards and regulations with the need for
predictability, uniformity and efficiency

services but rather a designated individual. Interwest is able to provide a highly experienced individual

Work Plans / Technical Approach
PROJECT UNDERSTANDING
We understand that the City of La Quinta is seeking qualified consultants to designate a specific
individual to provide as -needed engineering plan check services. We further understand that the duties
will include the review of plans submitted for subdivision (residential) improvements, commercial
developments and infrastructure improvements within the City's right of way. It is our understanding
that plans shall be reviewed for conformance with local and other applicable (County, State and
Federal) ordinances and standards with a strict attention detail. Services shall include but are not
limited to Grading Plans including mass grading, rough grading and precise grading plans; Street
Improvement Plans including street widening, rehabilitation and new street plans; Storm Drainage
Plans; Hydrology and Hydraulic Calculations and Reports; Engineer's Cost Estimate for the related
items of work for bonding purposes; Engineer's Reports including Fugitive Dust Control (PM10) Plans,
Storm Water Pollution and Prevention Plans; Water Quality Management Plans; Erosion and Sediment
Control Plans.
The tasks of the plan checkershall include checking for design conformance to the approved Tentative
Map; Related Specific Plans; General Plan and City Ordinances; Conditions of Approval; City Standards;
ADA Standards; the City's Subdivision Plan Check Lists; Other Agency Requirements, such as Riverside
County Flood Control District (RCFCD), Coachella Valley Water District (CVWD) and CalTrans. Plans are
to be reviewed for sound engineering practices, checked for accuracy of design in conformance with
the City's most current Plan Check Lists and checked for general mathematics and design criteria. The
plan checker shall call for redesign of any portion of plans that will not function due to poor
engineering; is not consistent with the Approved Tentative Map or Conditions of Approval; will be
potentially unsafe to the public; is impractical to construct.

Additionally, we understand that the City wishes to have a designated specific individual to be
responsible for all plan check services under this contract. We understand the importance of providing
a specific induvial as a reference and resource for the City to maintain a consistent level of service. We
believe timely and accurate plan checks are of high importance and are confident in our ability to
provide these services. If, however the workload in the City increases to a point that additional services
are required, Interwest has the collective, diverse team of people and experience to perform the full
range of Professional Engineering Plan Check Services necessary to meet such needs. All work will be
coordinated through the one specific proposed individual to maintain consistency and maximize the
effectiveness of communication.
More importantly, our project manager possesses the knowledge and skills necessary to effectively
integrate the necessary engineering services with the City's staff to create an engineering plan check
process that is coordinated, consistent and predictable.

ENGINEERING PLAN CHECK SERVICES APPROACH
We view our role and mission as facilitating the efficient delivery of high -quality engineering plan check
projects by:
• Taking a partnering versus regulatory approach
■ Balancing the need to ensure conformance to standards and regulations with the need for
predictability, uniformity and efficiency
• Having a goal of "no surprises" for the applicant and the client
• Designating a specific individual which provides a seamless plan review process to prevent
unintentional "games of gotcha" for project applicants.
All plan reviews will be performed by the designated administrator to ensure quality of comments,
consistency with similar reviews, the avoidance of late hits or "gotcha" comments, the evaluation of
^� the design professional's submittal and whetherthey are addressing priorcomments or havejustifiable
reasoning in their designs that may allow leniency from standards. The administrator will meet with
the design professional and their client if prior comments are not being addressed. We have found this
will get the process back on track or provide the project owner / client with a more realistic schedule
1 based on their design professionals' actions.
Interwest proposes to provide plan check of all improvement plans related to private development
r (excluding building and related plans), including of a variety of street improvement plans (widening,
rehabilitation, and new); grading plans (mass grading, rough grading and precise grading); street
lighting plans; signing and striping plans; parcel / final maps; dedications, easements, vacations,
quitclaims and parcel mergers; lot line adjustments; storm drainage plans; hydrology and hydraulic
calculations and reports; soils reports; Engineer's reports; and storm water pollution prevention plans
and Water Quality Management Plans (WQMP, NPDES, MS4); as well as a variety of other types of
construction improvement plans, erosion and sediment control plans, sewer improvement plans,
j traffic signal improvement plans, and on -site improvement (grading and paving) plans.
1 Below is a typical scenario for "what" we do related to the review and processing of final maps,
} landscape plans, improvement plans, hydrology and hydraulics calculations and plans, and traffic
engineering and operations plans and reports, follows:
o Provide plan reviews for final maps, improvement and landscape plans. Review includes
J evaluation of required reports, studies, grading and improvement plans, and design
professional's recommendations. The proposed administrator will be committed to the
J project and will furnish all subsequent submittal reviews for the project. This maintains a
-} consistent review and avoids "late hit" comments.
J a Each plan review will be accompanied with a letter summarizingthe red -line comments. This
letterwill be addressed to the City. A complete red -lined set of drawings and any reports will
_) be returned to the City for any needed supplemental comments and to forward to the
J applicant.

J comments or to delineate the standards which are not being met to assist in the timely

completion of the review and meeting the maximum goal of two plan reviews. If necessary,
the third review will confirm that all previous comments have been addressed. This meeting
,-j can take place in the Design Engineer's office, if desired so that minor comments /
discrepancies can be immediately addressed and the improvement plans and reports can
be deemed technically correct and submitted for signature approvals.
Our administrator will meetwith other clientstaff and outside agencies, as needed, to review
their progress and / or their comments.
e Interwest can provide structural engineers to assist in any structural reviews, for any of the
assigned projects. We can provide these reviews concurrently with the improvement plan
1 reviews and within the stated timeframes.
• Map checkingwill be overseen by Professional Engineers Licensed to practice land surveying
in the State of California or by licensed Land Surveyors.
• Engineering review of grading permit/ applications is highly dependent upon the complexity
and location of the proposed grading. A single lot entitled commercial grading permit
application will be reviewed differently from a hillside lot or subdivision, or a project
adjacent to a drainage corridor.
• Soils reports will be evaluated and confirmation of recommendations will be included on the
plans. Boundary conditions will be evaluated to maintain continuity with surrounding
properties and maintain existing drainage patterns.
} Construction erosion control and post construction water quality control will be reviewed
for compliance with the storm water quality management permit in effect.
Communicating Plan Check Results
l Plan reviews will consist of written comments and redlined plans (1 copy). Comments and redlined
plans or approval / denial letter and 1 set of plans will be returned to the City after each review is
completed.
l
I Specifically, plan reviews, when not immediately approved, will result in lists of comments referring to
specific details and drawings, and referencing applicable code sections. Interwest Consulting Group
} will provide a clear, concise, and thorough document (i.e., comment list) from which clients, designers,
-� contractors, and owners can work. Comment lists are delivered to our clients and other designated
1 recipients (e.g., designers, contractors, owners) via email, FAX, and / or reliable overland carrier. If
requested, Interwest Consulting Group will transmit plan review comments and coordinate re -checks
directly to the applicant as required and competed plan review documents ready for approval will be
returned to the City forfinal approval.

Maximum Proposed Turn -Around Time
Plan checking shall follow a set schedule of turnaround timeframes as established by the City. It is
J strongly expected that plan checks should not exceed three (3) total plan check cycles. Turnaround
times are not to exceed the following:

l For larger more complex projects we propose an additional 5 working days to the turnaround
timeframes listed above. This turnaround time schedule does not exclude the option for expedited plan
reviews as needed by the City. Expedited reviews are not typical but is anticipated for certain projects
deemed as priorities by the City Staff to complete a thorough plan review. Periodic meetings shall be
scheduled to discuss plan check issues with the City's project engineers. Unless otherwise directed by
City staff, no plan check shall be returned to the developer, or the developer's representative, until the
City's project engineers have been updated on the status of the plan checks being returned.
For any reason, if a plan check is expected to exceed three (3) cycles, Interwest shall inform the City's
engineering staff and a meeting will be coordinated by the City with Consultant and developer to

Plan Check Log
Interwest uses a custom -designed database to maintain and track all plans throughout the review
process from the moment you request a pick-up and / or shipment to delivery of the final, approved
documents. Information such as project name, City's project number, assigned plan reviewer(s), fees,
date documents were received, plan check cycle and completion date for current review can be
provided. These records shall be maintained for a period of three years and any requested copies shall
be furnished to the City. Delivering projects under aggressive schedules requires careful management,
administration, and oversight from inception to completion with committed, complete ownership of
all aspects. Should there be an unexpected setback, Interwest will quickly review the reasons for the
delay, identify options for getting the project back on track, and implement the selected option after
consulting with the City. Scope, schedule and budget impacts of the delay will be scrutinized to ensure
critical elements are notjeopardized by implementation of the corrective action. We maintain active
email accounts and our staff will be responsive to any City or applicant needs. If we cannot speak
directly to a caller, we will return calls no laterthan 24 hours.
Electronic Plan Review
Interwest currently provides electronic plan check services for multiple jurisdictions throughout
California and we are prepared to provide electronic plan check services for the City of La Quinta.
Our staff is experienced providing electronic plan review and can work closely with the City to utilize
the City's TRAKiT software. Interwest is able to obtain the Bluebeam Revu software to provide
electronic review and comments to the City. Our goal is always to collaborate with and support the
building department by providing thorough, accurate and timely plan checks.

Sheet counts are based on the number of sheets submitted for plan check. Sheets
may include title and detail sheets, street plans, storm drain plans, meandering
sidewalk and parkway grading plans, rough & precise grading plans at 30, 40 or 50
feet per inch scale.
Consultant receives no additional compensation for review of supporting documents
including, but not limited to hydrology and hydraulic calculation reports, soils reports
& engineer's cost estimates, conditions of approval, tentative tract and parcel maps.
Consultant receives no additional compensation for delivery or postage fees
necessary to transmit or receive plans from City.
Consultant receives no additional compensation for travel to and from City Hall.
This rate shall be compensation for up to three (3) plan checks. Supplemental
payment for additional plan checks after the third check or for special engineering
reports including Water Quality Management Plans (WQMP) or other engineering

reports, shall be in made at the rates listed in the Schedule of Billing Rates attached
herewith for the actual hours submitted in conformance with Section 2.2 of the
Agreement. An estimate of hours to complete the plan check (after the third plan
check) or for special reports shall be made in writing to the Contract Officer for
approval as specified in Section 1.6 - Additional Services of the Agreement.
Compensation for the first three plan checks shall be distributed at the following

} The Consultant shall be compensated upon the completion of each plan check as
indicated in the above schedule and in conformance with Section 2.2 of the
Agreement. If a project is suspended, either definitely or indefinitely, the Consultant
shall be compensated based on the last completed plan check. If the plan check
' process is completed prior to the third plan check, 100% of the plan check fee will
be paid upon completion of the final plan check.
The Consultant shall separately invoice per plan and per plan check. No exceptions
will be allowed to the payment schedule.
Consultant also may be requested to provide general civil consulting services for
specific development related engineering projects for the City as applicable.
Payment shall be made in full at an hourly rate of:
$ 140.00 per hour - no overtime, travel time, expenses or other administrative
charges will be allowable over and above the stated hourly rate schedule.
Prevailing Wage - In accordance with Section 1770 of the Labor Code, the City has
ascertained and does hereby specify that the prevailing wage rates shall be those
provided in Article 1110-20.0, WAGE RATES. The said rates shall include all employer
' payments that are required by Section 1773.1 of the Labor Code. The City will furnish
1 to the Contractor, upon request, a copy of such prevailing rates. It shall be the duty
of the Contractor to post a copy of such prevailing wages at the job site.

Ludwig provided Design and Construction Management for various transportation and
parks Capital Improvement projects with the City of Costa Mesa as a consulting engineer.
He was the construction manager and resident engineer responsible for 5 construction
projects with budgets ranging from $1M to $5M. Each of these were delivered within
budget and on time. His design experience was also instrumental in overseeing the design
of 3 transportation projects, which were produced to meet a challenging schedule leading
to timely bidding and start of construction.

At Norris-Repke, Ludwig's primary duty was to oversee all departmental functions of the
corporation. He managed capital improvement projects, private development and re-
development projects, and supported the operations and marketing needs of the firm.
In 2009, Mr. Smeets and his 3 partners sold the firm to Winzler & Kelly, and three years
later the firm was sold again to GHD. Throughout these shifts in ownership, Ludwig
continued to manage numerous public works improvement projects including arterial
highway projects for the Cities of Villa Park, Westminster, Irvine, Inglewood, Lynwood,
Stanton, Rancho Cucamonga, Tustin, Costa Mesa, County of Los Angeles, San Gabriel,
Moreno Valley, and the City of Placentia, Buena Park, Anaheim, Downey, Pico Rivera, as
well as the Port of Long Beach, Port of San Diego, City of Chula Vista, Lake Elsinore, and
the City of San Diego. These projects included coordination and/or the management of
other sub -consultants, funding applications (including OCTA and Caltrans), environmental
documentation, right-of-way acquisitions, and construction administration and inspection.
Additional public works experience includes extensive plan checking of plans completed
by other sub -consultants or other in-house design teams, managing pavement
rehabilitation projects, preparation of hydrology studies, Water Quality Management
Plans, NPDES compliance studies and several project studies and reports for various
agencies.

After 20 years in Southern California, Ludwig moved to Las Vegas, Nevada and joined
Vpoint. During his 9 years in the Nevada area, he was involved in one of the largest
development increases in the country, including the project management of three large
master planned communities — 1,100 acre McDonald Ranch, the 660 acre Sunset Greens,
the 2,000-acre Lake Las Vegas, plus casino/hotel development, sewer system expansions,
the Las Vegas transportation beltway design and construction management of various
projects, and numerous other developments in Northern Nevada. His clientele included
many private developers plus the Cities of Las Vegas, Henderson, Pahrump, Mesquite,
Clark County, and the City of Reno. The private development work included all approvals
and meeting all requirements leading to full entitlements for the properties in question.

Public Services Director I Senior Civil Engineer
1991-1994 City of Whittier
After the Whittier Earthquake, Ludwig joined the City of Whittier and undertook
responsibility for the Earthquake Damage -Related Improvement Projects, which included
the repair of all damaged infrastructure within the city limits. In this position, he was
responsible for the immediate repair and reconstruction of the city's damaged water
system, and the additional task for the City's Landfill Expansion Program. During his three
years serving the City, Ludwig completed all earthquake damage -related improvement
projects and expanded the Whittier Landfill by nearly 100 acres.

1985 —1991 Tait & Associates
During his five years with the firm, Ludwig managed both survey and engineering teams
and completed projects ranging from residential and commercial development to oil
company related work. He also obtained the company's first municipal agency projects.
Ludwig also began his experience working on private developments, multiple residential
and commercial subdivisions, entitlements, tract and parcel maps, from development
review application through full private and conforming public improvements as required
and in conformance with the Subdivision Map Act and all development requirements.
Included within the work to approval was obtaining environmental approvals with CEQA
and NEPA, and the Coastal Commission, if applicable.
Designer I Project Engineer I Associate Engineer
1972 —1984 City of Fullerton
While attending night school at Cal State Long Beach and working for Fullerton during the
day, Ludwig became proficient in roadway and arterial highway design, as well as sewer
and storm drain design for numerous projects. As an Associate Engineer, Ludwig provided
full project involvement in obtaining the preliminary engineering through final project
acceptance of two grade separation projects — the Lemon Street Underpass and the
Gilbert Underpass, both grade separations under the UP and SF Railway lines through the
City of Fullerton. Ludwig worked closely with 5 consultant teams, the City's surveyor,
design team, inspection team, the right-of-way agents, and the railroads.
Military Service
1970 — 2004 U.S. Marine Corps I U.S. Army Reserve
In addition to 2 years as an active duty draftee in the Marine Corps during Vietnam,
Ludwig has worked for over 32 years as a military reservist, engineering and artillery
officer. While he commanded combat arms troops and units, he planned and executed
numerous operational exercises by completing several active duty tours and deploying for
up to 13 months to various U.S. and NATO operations around the world, including
Republic of Korea (1984,1985,1989,1991, 1994), Panama (1995), Norway (1998),
Bosnia/Herzegovina (1995), Germany (1982 and 1984), Kuwait (1991), Ukraine and Russia
(2001 & 2004). As a retired Lieutenant Colonel in the U.S. Army Reserve, Ludwig feels very
confident in his management of personnel and the resources associated therewith. The
experience has been most beneficial and has carried into his private career as well.
