MONDAY, MAY 13, 2019
CALL TO ORDER
A regular meeting of the La Quinta Community Services Commission was called to
order at 5:33 p.m. by Chair Wyler.
ROLL CALL
PRESENT: Commissioners Blakeley, La Greca, Marley, Quill and Chair Wyler
PLEDGE OF ALLEGIANCE
Commissioner Blakeley led the Commission in the Pledge of Allegiance.
PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA – None.
BUSINESS SESSION (MOTION REQUIRED)
1. ADOPT ART IN PUBLIC PLACES GUIDELINES
Presented by Jaime Torres, Business Analyst
Commissioners comments for improving the document:
• Current flow too broad
• Rework for easy to understand
• All components are present
MOTION - A motion was made and seconded by Commissioners Blakeley/Marley to
rework the Art in Public Places guidelines contained in the document to include the
following categories 1) Overview/Guidelines, 2) Goals and Objectives contained in
the January 20, 2017 Commission principles, and 3) Implementation Plan and to
submit to Commission for adoption in the June meeting. Motion passes unanimously.
Commissioner Blakeley suggested that the reworked document be submitted to
Commission for preliminary review prior to the June meeting.
DEPARTMENT REPORTS
1. FACILITY REPORT
Presented by Robert Ambriz, Parks Superintendent
• Playground equipment status for Monticello and Desert Pride Parks
o Monticello – installation to be 2nd week in June
o Desert Pride – installation to be last week of May
• Fritz Burns Park
o Pool operating services awarded to Desert Recreation District
o Pool heater
• Gas company installing line and meter - week of May 20
• Heater installation expected in June

o Skate park lighting - completed
STUDY SESSION
1. SILVERROCK EVENT SITE UPDATE
Presented by Steve Howlett, Facilities Director
• Temporary club house area
o utilities installed
o graded and glued
o propane gas being used will utility work continues
o asphalt to be poured week of May 20th
• Ahmanson Ranch House - protected as a historical site and will remain
• Event Site
o SilverRock Development Co. completed the grading
o construction on schedule
o City-owned
• Parking and overflow areas
• SilverRock tour – tentative plans for October/November
• Landmark may remain to operate golf course
• La Quinta Art Festival 2021 – not confirmed to be held at event site
• Art pads – new art not secured yet. Talks of relocating some art pieces to
event site.
2. VOLLEYBALL COURT OPPORTUNITIES IN LA QUINTA COVE
Presented by Jaime Torres, Community Resources Analyst
Commissioner Quill appeals to Commission for a consensus to have staff explore
opportunities to provide volleyball courts in the Cove area.
Commissioner La Greca supports any opportunity to add activities. But information
needed to conclude the appropriateness volleyball courts.
Commissioner Marley supports the exploration of volleyball feasibility and possibility
of multi-use courts.
Consensus among commissioners to direct staff to explore the opportunities for the
addition of volleyball courts.
CONSENT CALENDAR
1. APPROVE MINUTES OF APRIL 8, 2019
MOTION - A motion was made and seconded by Commissioners Quill/Blakeley to
approve the April 8, 2019 minutes as amended. Motion passes unanimously.

• CITY PICNIC & BIRTHDAY CELEBRATION, APRIL 27 – all commissioners
Commissioner Blakeley mentioned a Desert Sun article regarding Sunline proposed
loop route as relevant to the CSC to be aware in advance.
Commissioner Quill suggested picnic tables at the following library locations:
1) Outside children’s room (2 children size) & patio (2 regular size)
Consensus to agendize for discussion in the June meeting.
2) SilverRock Event Site
Commissioner La Greca would like to explore the opportunities for bike racks at the
parks.
Consensus to agendize for discussion in the June meeting.
ADJOURNMENT
There being no further business, it was moved and seconded by Commissioners La
Greca/Blakeley to adjourn the meeting at 7:02 p.m. Motion passes unanimously.
