REQUEST FOR QUALIFICATIONS
PROJECT: PUBLIC SAFETY/CITY WIDE CAMERA SYSTEM

PURPOSE OF CITY-WIDE CAMERA SYSTEM:
With the rising cost of public safety and need to utilize technology solutions, the
City of La Quinta is exploring a city wide public safety camera system. The system
aims to achieve the following objectives.
To provide efficiencies in the delivery of Public Safety in light of ever-increasing
costs and budgetary constraints.
To enhance Public Safety without putting more police on the street.
To increase the quality of life for our residents.
To reduce crime by utilization of cameras to deter crime from occurring, to
reduce time in investigations, and provide corroborating evidence helpful in
obtaining convictions.
To provide real-time information geographically to enhance emergency
management for first responders to be able to determine resource allotment,
and deployment necessary to manage an incident.
To be able to identify vehicles, and/or persons departing the scene of a crime or
an accident.
BACKGROUND:
La Quinta incorporated in 1982, and recently celebrated its 35th Anniversary at the La
Quinta Civic Center. It is bordered by Palm Springs thirty miles west and borders the
city of Indio known as the City of Festivals to our east. In that timespan, La Quinta
has grown from 2,247 residents to a population of 40,554. La Quinta has carefully and
tastefully planned their commercial centers to provide a substantial tax base as a
revenue source, including a recent Century Theater, a mix of restaurants, and
shopping opportunities from boutiques, to Big Box stores, numerous super markets,
long-standing auto dealerships, and our refined and growing Old Town. La Quinta has
become a destination site known for its world class golfing amenities, and luxury
hotels with La Quinta Resort being the initial existing one at the time of incorporation.
The excitement that has surpassed conception and is currently becoming a reality is
the SilverRock Golf Course soon to be enhanced by a Montage and Pendry luxury hotel,

with a branded residential village, renovation of the existing Ahmanson Ranch House,
and construction of a permanent golf clubhouse, evolving into a $420 Million Dollar
project. This will be the legacy project to put La Quinta on a strong financial
foundation into the future.
PROJECT DESCRIPTION:
The City of La Quinta invites experienced vendors to submit their qualifications for a
comprehensive camera system. Diagrams are provided (Attachments 1 & 2) to enable
you to visualize the layout of the City and proposed locations for camera placement.
The system should include identification, installation, and maintenance of a high
resolution, Pan/Tilt/Zoom capability and fixed camera system. The system should
include night vision, wide angle view, and provide clear facial recognition, and license
plate recognition capability as an option, and accessibility from mobile devices. The
City-wide camera system is to be installed on traffic signal lights at intersections,
utilizing (soon to be installed) fiber optics, throughout the city focusing on two main
thoroughfares including Washington Street and Highway 111, and may include parks,
and other public facilities. This system must have the ability to link other existing
camera systems at business centers and residential locations to this system with the
written consent of the property owners. The hardware must be top of the line, with
regards to quality, and durability and be warrantied to meet industry standards. The
vendor must also demonstrate a proven track record of successfully connecting the
clients with grants, and grant writer(s) associated with Federal or State agencies to
help curb costs for the camera systems installation, maintenance, and upgrades. Free
lifetime technical support via as many venues as possible consisting of phone, email,
and chat is required. The City may want to do a comprehensive city-wide camera
system to start or may decide to start with a partial prototype with the ability to add
to the system in future phases with availability of funding being one of the
determining factors.
PROGRESSION OF EFFORTS:
An Ad Hoc Committee was established consisting of Councilperson, Director,
and Manager directly involved in Public Safety, the Chief of Police, Fire Battalion
Chief, Traffic Signal Supervisor, and the City’s I.T. Specialist.
March of 2017, a survey with 714 respondents attained an 83% support from
the public.
July 5, 2017, City Council was updated; City Council recommended staff further
research the benefits of a city-wide camera system and present the concept to
the public to weigh support.

October 25, 26, & 31st, city staff from Public Safety conducted three community
outreach presentations.
The three community groups were receptive to the idea however were clear
they did not want to see a new tax to support this and wanted to know how it
would be funded.
November 2017, a Request for Qualifications is being prepared to advertise and
derive vendor submittals to commence engagement on the product
capabilities, installation, delivery of services, and associated costs.
STAFF REVIEW:
City staff will review the submittals. After review, City staff will rank the responses
based on a scoring matrix consisting of:
Vendor’s knowledge and understanding of the project.
Vendor possessing a quality camera system with associated capabilities,
durability, warranties, costs, and grant availability as outlined in the project
description.
Vendor history of contracts successfully delivered with measureable results;
reference list.
Identification of staff available and their expertise.
Vendor’s ability to deliver under budget and on time.
Description of vendor’s abilities to work with Cities for grant support.
Detail service offering and client list.
CITY COUNCIL REVIEW:
Staff will invite top ranked vendors for demonstration of camera system,
amenities, and capabilities.
