This statement of work ("SOW") is made and entered into this December 28, 2017 (the "SOW Effective Date') by
and between the undersigned, IPVision LLC. ("Seller" and "we"), and the City of La Quinta. ("Customer" "City" and
"you" and "La Quinta'�.
PROJECT DESCRIPTION
PROJECT SCOPE
The City of La Quinta is exploring a city wide public safety camera system to achieve efficiencies, enhance
safety, increase quality of life, reduce crime, and provide real-time information, identify vehicles or persons.
IPVision is uniquely qualified to work with La Quinta to provide these as well as additional benefits from the
implementation of a City -Wide Surveillance system based on the Video Management Platform of Genetec
www.genetec.com and their three software platforms of Omnicast (Video), Synergis (Access Control), and Auto
Vu (license plate recognition) which are managed and operated under their Management Platform called
Security Center.
IPVision will provide a complete turn -key solution.
Web Clients, Mobile Clients, and Desktop clients are all available for the use and management of this system.
With Security Center, La Quinta can also take advantage of Intrusion Detection (burglar alarm) integration,
Lobby Management integration, as well as other safety and security platforms into a single, centrally managed,
and highly secure overall security system.
IPVision is providing just a few of several case studies and documents demonstrating the Genetec Solution
working in multiple cities across the USA, which include:

IPVision is also proposing the deployment of AXIS and/or Hanwha(Samsung) network based cameras.

Both companies offer Pan/tilt/zoom, fixed dome, fixed bullet, Low Light, Infrared lights built-in, high
definition multi-megapixel up to 1080p and Ultra 4K, built-in Wide Dynamic Range, vandal proof, outdoor
rated, indoor fixed domes, and thermal cameras. Compression algorithms like H.264, H.265, Zipstream, etc.
will allow IPVision to maximize the modern camera benefits while minimizing La Quinta storage and
bandwidth requirements.
AXIS also offers radar detection devices for wide are surveillance using radar technologies as well as network
based speaker's systems for using two-way network based audio communication that is all integrated with a

camera and overall surveillance system. License plate recognition cameras are also included from Genetec as
well.
On board analytics are also available and some are already built into the cameras and configurable based on La
Quinta requirements for:

• Gun shot, explosion, scream detection
Both camera manufacturers are leaders in the network camera industry and can combined offer over 200
different form factors, sizes, shapes, resolution, quality, and functionality allowing IPVision and La Quinta to
design and deploy the best camera for all unique requirements.
IPVision will provide different solutions for different requirements based on the discussions and design
collaboration with La Quinta.
Sample cameras and demonstrations of the software are easily scheduled and will be provided once IPVision is
selected as a potential systems integrator for this project.

These three companies, Genetec, AXIS, and Hanwha, are the absolute best of breed, top of the line with
regards to quality and durability and are all warrantied to meet industry standards. In fact, these three
companies are active participants and leaders in the establishment of these industry standards.
In addition, all three manufacturers have dedicated Business Development Teams assigned to CITY
SURVEILLANCE that can be engaged for assistance in funding, grant writing, and programs to engage local
business
NETWORK:
IPVision will coordinate with the City of La Quinta IT resources on the network design and requirements of
this system.
Bandwidth and storage design and requirements will be mutually agreed upon based on overall camera design
and City retention policies. Options for redundant store and management will be included. Cloud based
storage as well as built-in onboard camera storage will also be reviewed and agreed upon, if appropriate.

with annual post -installation support.
Our post installation support is an on-line 7 x 24 x 365 days accessible Help Desk system. Our Engineering
response time is four hours. All support is closely monitored and maintained in this customer accessible Help
Desk system.

Another value-added deliverable from IPVision are the complete and detailed maps and final configuration
information provided post installation. These maps and configuration details provide all members with proper
documentation for reference, for support, for planning, and for general knowledge.

IPVision employees and do not sub -contract any physical labor or installation.

Our Inside Sales Teams can assist with quoting, order placement, order tracking, proof of delivery, and proof of

TRAINING:
This solution will also include different forms of training. Training for the IT staff for supporting the system,
training for the operators who use the system daily, and training for any other end users that La Quinta would like to
have access to the system.
In addition, there are very specific training modules offered from Genetec as well as on demand Genetec training
videos via YouTube.com.
Additional `refresher' training can be scheduled through the term of the support agreement at no
additional charge.
PROJECT MANAGEMENT;
■ A Project Manager is assigned and provides the following
o Coordinates and facilitates kickoff, status (at agreed upon intervals) and close out calls.
o Documents and distributes meeting notes/action items for all calls.
o Creates and distributes escalation and contact lists.
o Conducts daily status meetings to proactively identify any issues that may arise to mitigate risk
o Facilitates any necessary change orders and administrative tasks as necessary.
o Monitors project scope and expectations.
o Identifies and manages project risks.
o Monitors the status and progress of the project and quality of items provided.
o Communicates at regular intervals as agreed upon
o Acts as main POC to Customer if requested.

PROJECT SCHEDULING
Customer and Seller, who will jointly manage this project, will together develop timelines for an anticipated schedule
("Anticipated Schedule") based on Seller's Project Management Methodology. Any dates, deadlines, timelines or
schedules contained in the Anticipated Schedule, in this SOW or otherwise, are estimates only, and the Parties will not
rely on them for purposes other than initial planning.

PROFESSIONAL SERVICES FEES
The total fees due and payable under this SOW ("Total Fees") include both fees for Seller personnel's time
("Consultant Fees' and any other related costs and fees specified in the Expenses section ("Seller Expenses").
Unless otherwise specified herein, taxes will be invoiced but are not included in any numbers or calculations provided in
this SOW.
Customer will be invoiced for the Total Fees of $ III G 1 for product and services.
Service Fees hereunder are FIXED FEES, meaning that Customer will be billed for this precise amount, as specified
below.

EXPENSES
All Seller expenses in performance of the Services are included in the total cost. Seller Expenses include, but may not be
limited to: airfare, lodging, mileage, meals, shipping, lift rentals, photocopies, tolls and parking. Travel Time will not be
billed to the Customer for this project.
Two (2) weeks' advance notice from Customer is required for any necessary travel by Seller personnel.
Seller will provide Services benefiting the location specified by the customer.
PROJECT -SPECIFIC TERMS
1. Customer is responsible for providing all physical and communications access, privileges, environmental
conditions, properly functioning hardware and software, qualified personnel, project details, material
information, decisions/directions, and personnel and stakeholder interviews that are reasonably necessary
to assist and accommodate Seller's performance of the Services ("Customer Components").
2. Seller is not responsible for delays in performance directly caused by the unavailability of the Customer
Components and will have the right to invoice Customer, with prior written notice, for time Seller
personnel is thereby idled or to reassign Seller personnel to work unrelated to this SOW and the services
hereunder.
3. Customer will provide in advance and in writing, and Seller will follow, all applicable Customer safety and
security rules and procedures.
4. Customer will secure and maintain the confidentiality of all Seller personnel information.
5. When Services are performed at a Customer -Designated Location, the site will be secure; Seller is not
responsible for lost or stolen equipment.
6. This SOW can be terminated by either party without cause upon at least thirty (30) days' advance written
notice.

CONTACT PERSON(S)
Each Party will appoint a person to act as that Party's point of contact ("Contact Person") as the time for performance
nears, and will communicate that person's name and information to the other Party's Contact Person. The Customer
Contact Person is authorized to approve materials and Services provided by Seller, and Seller may rely on the decisions
and approvals made by the Customer Contact Person (except that Seller understands that Customer may require a
different person to sign any Change Orders amending this SOW). The Customer Contact Person will manage all
communications with Seller, and when Services are performed at a Customer -Designated Location, the Customer
Contact Person will be present or available.
The Parties' Contact Persons shall be authorized to approve changes in personnel and associated rates for Services
under this SOW.
PAYMENT TERMS

EXPIRATION AND TERMINATION
This SOW expires and will be of no force or effect unless it is signed by Customer, transferred in its entirety to Seller so
that it is received within thirty (30) days from the date written on its cover page, and then signed by Seller, except as
otherwise agreed by Seller.
CHANGE ORDERS
This SOW may be modified or amended only in a writing drafted by Seller, generally in the form provided by Seller and
signed by both Customer and Seller ("Change Order"). Each Change Order will be of no force or effect until signed by
Customer, transferred in its entirety to Seller so that it is received within thirty (30) days from the date on its cover page
and then signed by Seller, except as otherwise agreed by Seller.
In the event of a conflict between the terms and conditions set forth in a fully -executed Change Order and those set
forth in this SOW or a prior fully -executed Change Order, the terms and conditions of the most recent fully -executed
Change Order shall prevail.
MISCELLANEOUS AND SIGNATURES
This SOW and any Change Order may be signed in separate counterparts, each of which shall be deemed an original and

How the City of Detroit reduced crime

When a city is looking to invest in smart city solutions, safety is often
one of the key drivers for implementing an initiative. Crime prevention can be aided through
smart surveillance by enabling authorities to have real-time access to video surveillance
(https://www.genetec.com/solutions/al1-products/0mnicast) systems. The goal is to spot
potential incidents that threaten security and manage events as they happen. The City of
Detroit has taken this approach and created Project Green Light, which allows for efficient
incident management and a collaborative response between citizens and the Detroit Police
Department.
The challenge: address violent crime in the City of Detroit
When it comes to facing any challenge,
particularly in an urban environment,
understanding the situation goes a long
way. In Detroit, Michigan, city officials
looked at occurrences of crime and found
that in the first half of 2015, nearly a
quarter of the city's violent crimes
happened within 500 feet of a gas station
after 10 pm. Once they knew where crime
was happening, city officials were in a
better position to prevent or mitigate its impact.
In traditional policing, a crime occurs and someone alerts the Police Department (PD) via a
911 call and the police then arrives. The issue with this is that there needs to be an
investigation, the PD needs to find, question witnesses, and follow up; this can take many
days/weeks to move forward and to solve crimes. With Project Green Light, if there is an
issue at one of the greenlight locations, the PD has immediate access to the scene via
cameras and this insight/view enables them to act in seconds. They can dispatch a patrol car
and use a high definition video recording that is used to help the PD on the way to the scene.
Overall, it helps solve crimes faster, and in many cases, this project helps to deter crime.
The best chance any city's police force has of preventing or stopping crime is to intervene as
quickly as possible, and with as much information as they can gather. When police officers
arrive on a scene after the fact or if they enter a situation unprepared, it is much more
difficult for them to do their jobs.
While surveillance cameras can provide crucial information about what is happening in and
around any location, simply adding more cameras does not go the full way to helping police
officers respond in the most effective way. To leverage the full benefit of video surveillance
cameras, a police force must have easy access to video footage in real-time and have a good
coverage surrounding the area.
Knowing all this, the City of Detroit worked with its citizens and used technology to help
bridge the connection between businesses and the PD. To begin, business owners installed
HD cameras inside and outside their establishment with additional lighting to sufficiently
cover all areas of the property. Second of all, the business owners collaborated with the
Detroit Police Department (DPD) by providing them with real-time access to their cameras at
all times. This means that the PD can access the video from their central monitoring facility.
Lastly, they installed enhanced exterior lighting systems and a green flashing light,
identifying their participation in the program. The best part? There is no storage and no
maintenance; all video is stored on the Microsoft Azure cloud platform.
The solution: connect and share live video footage with police
Project Green Light (http://www.greenlightdetroit.org/) began in January of 2016. As the
first public -private community partnership of its kind, the project combines real-time crime -
fighting and community policing to improve neighborhood safety and promote the growth of
local businesses. At its core, Project Green Light strengthens the city's efforts to prevent,
identify, and solve crime.
The project began with the partnership of the Detroit Police Department with eight gas
stations that installed or already had high definition Axis video surveillance equipment set up
around their facilities. In addition, the police department and the city also assigned staff to
receive, monitor, and analyze video feeds from the various partnering locations. The
conntected video platform is the Genetec StratocastTM (https://www.stratocast.com/) cloud -
based video surveillance solution. By leveraging Microsoft Azure, we have been able to
provide a highly flexible solution for DPD to easily scale the available storage capacity of
their surveillance system and eliminate the need to invest in additional servers. The
partnering locations transmit live footage to the Detroit Police Department's downtown
headquarters, where it can be monitored by a 40-member police unit. This footage helps
officers catch criminals after the fact and search for suspects. It also allows them to pay
extra attention to areas where criminal patterns seem to be emerging or where crimes
typically occur.
The result: Increase in public and business safety
In a recent press conference, the Mayor of Detroit
(https://en.wikipedia.org/wiki/Mike_Duggan) stated that since the launch of Project Green
Light, violent crime has gone down by 50 percent.
As a result of the project's success, other businesses namely convenience stores, fast food
restaurants, liquor stores and numerous gas stations are now keen to join. The good news?
The city and technology partners are making it easier for them to do so. The list of other US
cities interested in implementing the project is growing rapidly. The ultimate success of the
project is measured in the reduction in crime and the peace of mind that the flashing green
light provides. It assures residents that it is ok to venture out past 10 pm to get milk, gas, or
dinner.

Chicago's Office of Emergency Management and Communications relies on GenetecTM

The City of Chicago, in the State of Illinois, is the third most
populous city in the United States. 2.7 million residents call the
`Windy City' home, and its Chicago O'Hare Airport is consistently
ranked amongst the busiest in the world. Rich in history, culture
and commerce, the City of Chicago has become a well-known
international hub.
In the post-911 era, the Chicago Police Department (CPD)
implemented the Genetec'" Omnicast'" video surveillance system
which was funded by a Homeland Security grant. The IP video
system helped the CPD protect the communities, businesses and
critical infrastructure which are vital to the city's success.
As the city grew and the use of video surveillance led to more
criminal prosecutions, the CPD was able to easily expand its
Omnicast'" system. More cameras were added regularly and other
city departments invested in `eyes on the ground' to better manage
their security responsibilities or those related to other department
functions such as transportation.
The ongoing growth of surveillance through the city eventually led
to some challenges. There was a rising concern for citizen privacy,
inconsistent department policies, and gaps in communication
between entities. The City of Chicago saw an opportunity to do
things differently; the answer was greater collaboration through
a new central command center called -the Office of Emergency
Management and Communications (OEMC).

and response
The success of the OEMC has led to safer communities and
better internal coordination for the City of Chicago. According
to Ruben Madrigal, Emergency Department Director at the
Chicago OEMC, "We are the centralized department that
manages and operates the city's public safety communications
systems and coordinates the response with all public safety
entities. We're not isolated or siloed. Instead, we work very
closely with all other departments and share access to cameras.
This collaborative model helps us streamline city-wide efforts
during major events, whether planned or unplanned, and
handle emergencies."

The catalyst of this collaborative model was the Genetec'"

impressive 22,000-camera system, pulling existing camera feeds
and footage from other city departments and command vehicles
into a central command center. OEMC operators work from a
world -class computer -aided dispatch (CAD) system which is fully
integrated with the Omnicast'" video surveillance system, radio
communication devices and portable data terminals in emergency

OEMC with the elaborate system design and implementation.
"We have access to cameras from organizations such as O'Hare
International Airport, Chicago Transit Authority, Chicago
Housing Authority, Chicago Public Schools, and more. That's the
strength of our system — the fact that we are able to bring all these
cameras into one central location," says Madrigal.
Security Center provides unified and
autonomous control
Each department still retains its autonomy. For example, depending
on roles and privileges, a CPD police officer can watch cameras to
monitor drug activity, or review video footage for investigations.
User permissions and system rules have been set to respect complex
hierarchies, but the OEMC reserves first priority rights.
After realizing the benefits of unified command, OEMC leveraged
the Genetec'" Security Center platform for other applications
beyond the Omnicast7 video surveillance system. In an area with
little coverage or to conduct covert operations, officers can stream
video back to OEMC operators using the Security Center Mobile
app on their mobile devices.
The Synergis'" access control system was added to hundreds of
doors within its main hub, allowing the team to closely monitor
and report door activity in the building. Fixed and mobile
AutoVe automatic license plate recognition (ALPR) cameras also
watch over busy intersections and roadways, alerting the OEMC to
wanted vehicles.

What's next for the Chicago OEMC?
The OEMC is always looking for ways to improve processes
and expand the unified platform's capabilities. Adding body -
wearable cameras to field officers, and bringing video back to the
central operations is next on their list. The team is also looking
at expanding the use of Synergis— access control to other city
buildings and using the map -based interface, Plan Manager to
increase efficiency at locating doors, cameras and other devices.

Business challenge
Located between Tampa and Orlando, the City of Lakeland
is home to just over 100,000 residents, and the surrounding
Lakeland -Winter Haven area, known as Polk County is home to a
population of over 600,000 people. Its name stems from the thirty-
eight named lakes in the vicinity. The community and culture
of Lakeland revolves around these vast bodies of water and the
activities available at numerous parks and recreation centers.
While surveillance efforts had been initiated to keep citizens safe,
the City of Lakeland was dealing with many different disparate
analog and DVR systems. In 2004, the water utility department
first began the search to upgrade its video surveillance systems.
The City of Lakeland wanted a more robust, and reliable IP-based
security system which would help its departments take advantage
of the growing fiber infrastructure throughout the city. With
buy -in from city board members and the IT department, the water
utility department moved forward with Genetec Omnicast IP
video surveillance system.
Three years later, the city's IT department initiated a city-wide
expansion project which would expand the system across all other
local organizations, and upgrade to IP access control in various
buildings. After much deliberation, the City of Lakeland chose
to standardize on Genetec Security Center, the unified security
platform which includes video surveillance, access control and
automatic license plate recognition systems in one solution.
SiteSecure, a leading security integrator which was recently
acquired by Miller Electric Company, is currently contracted to
handle installations and maintenance for the
city-wide expansion project.
Security Center enables massive savings and
gradual growth
While the city-wide system is ever -evolving, Security Center is
currently installed at 53 sites throughout the City of Lakeland.
These sites include waste and water facilities, police and fire
departments, city hall, libraries, park and recreation buildings,
public works facilities, the regional airport and others. Omnicast
and Synergis, the video surveillance and access control systems
within Security Center, are managing a total of 650 cameras and
over 450 doors, respectively.

One of the biggest persuaders for the City of Lakeland to choose
Security Center was its innate open architecture which allows the
city to choose its preferred brands and models of hardware, while also

"We were able to preserve existing analog cameras and also the
cable, power and card technologies from previously installed
access control systems at various sites," explained Lee. "This was
a huge selling point for senior management, since we were able to
capitalize on existing investments and save around $300 per door
and $200 per camera."
Segmented for easier management but centralized
for support
All cameras and access control devices are located within the same
Platform, but the City of Lakeland has implemented very granular
partitioning so that each department has exclusive control of the
video and access control for their own buildings.
Over 200 system users have access to the system with specific
privileges set according to their various functions, and over 3300
cardholders can freely move through city buildings, when and where
permitted. Designated "partition leaders" at each department are

responsible for issuing badges, changing rules or accessing video,
where applicable. The Active Directory feature helps the city's IT
department streamline the whole process, offering centralized
management and synchronization of Windows user accounts with
Security Center's administrator and cardholder accounts.
With full administrative control over all local systems, the IT
department can also offer convenient and centralized support.
"We have become a one -stop -shop for servicing all of our city
departments, which saves everyone considerable time," explained
Lee. "There's no more need to jump through hoops. One call to
our department and we can we update door schedules, tweak
access control rights, and immediately activate or deactivate
cardholders. This helps to keep our buildings operationally
efficient and secure."
Standardization helps improve city living
While the new platform has certainly contributed to keeping
city buildings secure, the neighbourhood has benefited from
Security Center as well, making life in the City of Lakeland easier
and safer. For example, to accommodate community events or city
hall meetings, system administrators can implement temporary
door schedules to provide citizens with free -flowing access to
buildings after-hours.
An incident captured on camera at the aquatics center also
contributed to policy improvements. After a resident member
slipped at the aquatic center when exiting the pool, video archives
showed that the pool equipment container was used as a hand
railing. The container rolled and caused the fall. The City of
Lakeland was able to quickly address the issue by moving the
equipment container away from reach to keep people safer.
According to Lee, "Witnessing the efficiencies that have been
experienced by each department and the community as a whole,
the City of Lakeland has increased its budget year -over -year for
the last five years for continued city-wide expansion with Genetec
Security Center."

Security Center sets the stage for even
greater expansion
With federally -mandated compliance standards being imposed on
all electric utility organizations, the City of Lakeland is focused on
re-evaluating and upgrading all of the Lakeland Electric systems,
while possibly unifying perimeter protection with Security Center.
The city is also making the Lakeland Linder Regional Airport
a priority in its expansion, bringing more doors and cameras
online. Finally, the city is also looking into AutoVu license plate
recognition for both law enforcement and parking applications.
"We started with 12 cameras and a few doors, and now we are
closing in on 700 cameras and 500 doors, all connected to our
city infrastructure. It is really impressive to see where we have
come from, what we can do with the system and what the future
holds for the City of Lakeland. We have definitely chosen the right
platform as Security Center gives us the flexibiliry to achieve any
objective," concluded Lee.
The City of Lakeland chose Axis network cameras in the majority of locations, as well as Axis video encoders
for analog to IP conversion. HID Global V-100 and V-2000 controllers were chosen to get the 450 doors onto the
network. All systems are connected to the city's fiber network, streaming video and access control data back to
centralized archiving. As per Florida laws, video and data are kept for a minimum of 30 days.

Parking enforcement productivity surges at the City of Richmond with Autovu managed
services which delivers uncompromised reliability
Business challenge
The city of Richmond is considered the fourth most populous
city in the state of Virginia, United States. Located at the center
of the greater Richmond Metropolitan Area, and just 98 miles
south of Washington, DC, Richmond is known for its historic
and architectural charm, and flourishing cultural scene. For
residents and an influx of daily commuters and visitors, Richmond
offers just under 1,500 on -street metered parking spaces, 5,000
residential and time -limited on -street spaces, and over 5,000 off-
street spaces in approximately 20 lots and garages.
A few years ago, Richmond invested in a vehicle booting program
for its on -street parking to encourage better parking compliance.
While the booting program was effective, parking enforcement
officers spent their shifts walking up and down parking zones and
city streets checking vehicles at random to identify those with
outstanding infractions.
Enforcing the permitted residential and time -limited zones in
the city of Richmond was also a very time-consuming process
for parking enforcement officers. Officers would validate printed
permit decals one by one which was susceptible to errors, especially
when decals were not properly displayed or hidden behind dark
tinted windows. In areas where parking rules designated 15
minutes up to 4 hours of free parking without a permit, chalking
tires was routine. However, cunning visitors would monitor officers
and wipe chalk off their vehicles' tires to avoid ticketing on the
next walk -by.
With objectives to maximize resources and boost the parking
enforcement team's efficiency, the city of Richmond relied on the
expertise of SP+ Parking, whose team is contracted to oversee the
parking enforcement on behalf of the City of Richmond. SP+
Parking proposed Genetec AutoVu, the automatic license plate
recognition (ALPR) system as the proven solution to enhance city
parking enforcement.

In a phased parking solution upgrade, the City of Richmond first
equipped one vehicle with the AutoVu ALPR system for scofflaw
identification. Then later on, residential parking permits were

"While the city started with one AutoVu system for scofflaw
identification, there were always expansion plans in mind.
Once we were able to show how efficient the team could be
with the ALPR technology, we were confident that we would
be able to help them gradually add more mobile systems to
really ramp up the parking enforcement throughout the city.
AutoVu is a great tool that helps the parking enforcement team
excel at their jobs," said Johnnie Hogue, Regional Manager, CAPP,
at SP+ Parking.
Today, the two AutoVu mobile ALPR systems help to simplify
the enforcement task for parking operators who no longer have to
search for printed decals and chalk tires. Operators select the zone
to enforce on the touch -enabled, in -vehicle laptop and
drive up and down streets, while the AutoVu cameras scan
license plates and alert operators to unpermitted, overtime or
scofflaw vehicles.
Uniquely for overtime parking, the digital tire chalking feature of
AutoVu captures wheel images of parked cars to compare them to
images from subsequent passes. Operators are presented with wheel
images; if the tire valves have not shifted, the operator can then
confirm the violation.
"People don't even know that we are digitally chalking their tires
now. If someone calls to say they were not parked in the area or
did not surpass the time limit, we can pull up the images and
disprove their claims. We have pictures of the vehicle license

plate, comparable wheel images and date and time stamps. There
is no disputing the evidence," explained Javon Barner, On -Street
Parking Enforcement Manager for the SP+ Parking.
Moving to AutoVu Managed Services delivers
99% reliability
While the AutoVu systems were delivering as promised by helping
the parking enforcement team cover more ground in less time,
IT -related issues began surfacing. Since the system was being
hosted on internal servers, compatibly issues with IT policies
would randomly cause the system to go offline. After some
initial troubleshooting, the city of Richmond and SP+ Parking
reached out to the AutoVu experts at Genetec for assistance. The
recommendation was to transition to AutoVu Managed Services
(AMS), the cloud -hosted parking enforcement service offered by
Genetec, from the server -based AutoVu system.
"When the ALPR system was hosted on our own servers, we used to
experience some performance lag and internal IT conflicts. We spent
a lot of time troubleshooting for issues, so our system was only up
around 55% of the time. Now, with the hosted service from Genetec,
we have upwards of 99% uptime, and no issues," said Barner.
AutoVu Managed Services allows Richmond to experience all the
benefits of efficient scofflaw identification and parking enforcement

no on -site servers, freeing up IT resources for other business tasks

Compliance and customer service gets a boost
with AutoVu
Since implementing AutoVu, the City of Richmond has seen
tremendous gains in parking enforcement. Not only has system
reliability increased significantly, but improved accuracy has
minimized the number of errors in citations. With AMS working
at peak efficiency, parking officers have been able to maximize
their productivity, making the most of each shift. The City has
experienced a 6.5% increase in citations, and 13% increase in
scofflaw identification.
With these results, Richmond is looking to further expand their
AutoVu mobile fleet, and cover even more parking zones. The
next phase is likely going to include integrating over 160 metered
pay stations into the system for real-time enforcement of more
time -limited zones. The parking team is also looking to tap into
the advanced reporting features of the ALPR solution to better
understand how residents and visitors are using its parking services
at various times of the day or year.
"During the day, we cannot afford gaps in our parking
enforcement. We need to be as efficient and effective at enforcing
permitted and time -limited zones as well as detecting those
scofflaw vehicles. Since moving to AutoVu Managed Services, our
system is constantly up, and complaints about enforcement gaps
from neighborhood committees are down. And there's nothing
to do on our end, except to use the system and encourage better
parking compliance," concludes Steve Bergin, Parking Manager,

Located on the Atlantic Coast of Florida, just 23 miles north of Miami, the City of Fort Lauderdale (http://www.fortlauderdale.gov/) is a popular tourist destination.
Welcoming over 12 million visitors annually, Fort Lauderdale offers a vast amount of parking services including permitted, time -limited and transient parking in all
kinds of locations, providing 15,000 parking spaces spread on streets, within 39 lots, and in 5 garages.
The challenge
Enforcing these parking regulations across the entire city was complex and time-consuming: "Our previous process was manual, so our enforcement officers would
walk around with handhelds, pull up the lists for permits or regulations they were enforcing, and visually verify if any vehicles were in violation," said Bryan Greene,
Parking Enforcement Supervisor at the Transportation and Mobility Department, City of Fort Lauderdale.
"In comparison to the old, manual system, the numbers speak for themselves. We are far more efficient at
covering more ground, and our customer service continues to be enhanced."

The City of Fort Lauderdale has a total of four ALPR systems which help simultaneously enforce different regulations. Within the first eight months of installing its
first AutoVu ALPR system, the City of Fort Lauderdale was able to boot over 600 scofflaw vehicles and collect over $200,000 in unpaid fines. Because of a sharp
1400% increase in scofflaw identification, the City recouped its investment on the ALPR system after only two months.
"Very soon after installation, we really began to understand and appreciate the capabilities of the ALPR system," said Greene. "The system automates everything for
us. Our officers drive in and out of parking lots and areas, selecting the zones to enforce, and the AutoVu— SharpX ALPR cameras scan the license plates, and alert us
to infractions. Our enforcement officers are covering more ground in less time because the process has been simplified."

The AutoVu system helps the City simultaneously enforce long-term parking permits, transient parking from pay stations and a pay -by -phone app, time -limited
regulations, and a scofflaw list.
