During this time, Fabian was asked by the State of California's Attorney General's office to serve on the CLETS Technical Committee charged with designing the largest public safety network in the country. He also received numerous awards for his contribution to public safety including an award from the FBI for his work in building out the communications infrastructure for the Southern California Joint Regional Information Center. Because of his technical expertise in communications and public safety, Fabian was invited to serve on Cisco Systems' Public Sector Technology Advisory Board, and also served in an advisory role to several other technical organizations. Before he left the LASD, he was instrumental in overseeing the implementation of the Department's IT Governance structure including the implementation of the Department's Project Management Office and was responsible for starting and overseeing several programs including the Department's Advanced Surveillance And Protection (ASAP) program (CCTV, automated license plate recognition, and Gunshot Detection), and the Department's Mobile Data Computer deployment. Fabian holds an MBA and a Computer Science degree from CSULA. Jeff Duchac — Project Manager Jeff has been working in the Security industry since 1981 as an Installer, Lead Technician, Designing Security Systems, Engineering, and Project Manager. Amongst his numerous certifications, Jeff's certification includes Genetec Certification #241330 in Video and Card Access disciplines. Jeff is highly knowledgeable and well recognized in this security industry through the numerous successful projects he has led over the years. The City was incorporated on May 1, 1982 and today spans an area of 35.68 square miles with an estimated population of nearly 41,000. The City contracts its public safety services from the Riverside County Sheriff's Department. In an effort to enhance public safety to its community, the City is seeking to deploy a city-wide camera system with deployments at city intersections, parks and other city facilities. The city is undergoing an effort to provide fiber to the intersections which will ease in the deployment of the camera system. Convergint Technologies understanding of the Scope of Work is as follows: • The City is seeking to partner with a single security integrator to install and maintain a Citywide video camera system. • The City is in the process of deploying fiber throughout the city which will be available for the networking of the cameras back to the city. • The deployment of the cameras will include city intersections, parks, and other city facilities. • Security integrator shall install new video management platform with cameras consisting of high definition PTZ and fixed cameras with infrared capabilities for night vision. • The system should be capable of linking with other systems including other commercial systems in the community. • Security integrator shall demonstrate proven track record for assisting local government agencies in writing and obtaining grant funding for projects. • City may be interested in starting the project with a smaller scale prototype or conversely, may opt to move forward with comprehensive city-wide system.
