regards to rear property walls, pedestrian access to the Clubhouse, and estimated
sales price of the homes.

the construction of 24 single-family homes on approximately 7.76 acre tract.
Project: Estates at Coral Mountain. CEQA: previously analyzed under
Environmental Assessment 2004-504; no further analysis is required. Location:
northwest corner of Avenue 60 and Madison Street.
Associate Planner Jay Wuu presented the information contained in the staff
report, a copy of which is on file in the Community Development Department.
Chairperson Wright declared the PUBLIC HEARING OPEN at 7:50 p.m.
Public Speaker: Mr. Peter J. Pitassi, AIA, LEED AP with Diversified Pacific, Rancho
Cucamonga, CA - introduced himself, gave a detailed presentation of the project,
and answered the Commission's questions with regards to the additional
landscaping requested by the Architectural and Landscaping Review Board at the
knuckles and at the bulb of the cul-de-sac. He noted that due to access conflicts
staff's recommendation was to omit the additional landscaping recommended at
the knuckles.
Public Speaker: Mr. Chris Texter, Project Architect and Principal with KTGY
Group, Inc., Irvine, CA - introduced himself and answered the Commission's
questions with regards to the roof lines, the architectural design and the image
corridor height restrictions.

Chairperson Wright declared the PUBLIC HEARING CLOSED at 8:00 p.m.
Commissioner Fitzpatrick stated that she would like to have the recommended
pedestrian scale lighting by the Architectural and Landscaping Review Board along
Madison Street on the multi -purpose trail omitted. Staff said the lighting was not
part of approval presented to the Commission. Staff would ensure it was omitted
when reviewing the Final Landscaping Plans application for the project.

Fitzpatrick/Bettencourt to adopt Resolution 201 5-004 approving Site Development
Permit 2014-1004 and Minor Adjustment 2014-0002 for the Estates at Coral

SUBJECT: DEPARTMENT REPORT — YEAR 2015 WORK ITEMS
During 2015, several key work items are scheduled to be underway that will be
brought forth for consideration by the Planning Commission. The following serves
as a summary introduction of these items:
General Plan Consistency
Background:
A few municipal code and zoning items remain outstanding that must be addressed
in order to ensure they are consistent with the 2035 General Plan. As some may
recall, the General Plan Land Use Map didn't propose much change from the
previous General Plan. There are a limited number of properties that will require a
change in zoning. In addition, staff has been reviewing the La Quinta Municipal
Code and has identified multiple standards that need to be amended as a result of
the General Plan.
Schedule:
Municipal Code consistency review is already underway. The code revisions and
zone change items are tentatively scheduled for consideration by the Planning
Commission in May.
Municipal Code Review
Background:
In addition to the aforementioned Code updates, further consideration of
amendments to the development standards and permit processes is scheduled to

be addressed in 2015. The review is intended to 1) address standards and
processes no longer applicable or relevant, and 2) identify opportunities to amend
permit procedures that reduce processing time. With the recent implementation of
permit software and establishing a customer service center, staff is now focused
upon addressing permit procedures and reducing processing time where appropriate
and applicable.
Schedule:
A schedule has yet to be determined. Consideration is being given to the option of
forming an ad -hoc committee and/or conducting one or more joint meetings of
Planning Commission and City Council. Staff would like to have the process and a
schedule defined by the end of March with the expectation of having the process
completed by the end of 2015.
Village
Background:
Recent City Council discussions have focused upon providing opportunities to
encourage development and strengthen the pedestrian scale of the Village. A
project action team has been formed to address completing a Project EIR for the
Village, defining street and pedestrian improvements, reviewing development
regulations, as well as considering locations for future public parking. Staff is also
working on conducting focus group meetings with residents, business owners and
property owners in an effort to gain insights and perspective regarding future
development within the Village.
Schedule:
The aforementioned Village work items are intended to be addressed in 2015. A
request for proposals for the Project EIR is currently being drafted and expected to
be out early April. The focus group meetings are tentatively scheduled for late
April -early May. Concept street and pedestrian improvement information is
scheduled to be available late summer. Development standards and parking will be
reviewed by staff this summer with reporting information available early Fall.
The listed work items will involve not only a significant amount of staff time but
will also necessitate engagement with the Planning Commission. Staff would like
to engage with the Planning Commission at various stages of the process with the
aforementioned work items.
Staff will be prepared to further discuss these items during the February 24
Planning Commission meeting.
