MARTHA'S VILLAGE AND KITCHEN; THANKSGIVING WALK-A-THON
Dear Mr. Solis:
The Planning Department has approved your request to hold the inaugural Martha's Village
and Kitchen 5k Walk-a-thon at La Quinta Park, on Thanksgiving, November 22, 2007
pursuant to LQMC Section 9.100.140 (Temporary Outdoor Events).
This approval authorizes you to conduct the event pursuant to the application on file as TUP
2007-730, and in compliance with all Conditions of this letter. However, please be aware
that this approval only constitutes an allowance to conduct this event. You must obtain any
permits as may be required below in order to physically set up the event. Of course, any
requirements listed herein, which you may have already complied with to dale, will be
considered moot.
This approval is granted based on the following Findings:
A. The public roadways surrounding the event arms are capable of handling the
anticipated traffic volumes, generated from this ovent. No significant effects are
anticipated which would be detrimental to the health, safety and public welfare of
the community, with implementation of the proposed traffic control plan and
required Conditions of approval.
B. This event is categorically exempt from environmental review under the
California Environmental Quality Act (CEQA), under CEQA Guidelines, Section
15304(e).
C. Temporary facilities such as concessions, restrconns, security, lighting, staging,
fire and medical services, seating, lighting, etc., will be provided and/or required
to accommodate volunteers, employees, and even! guests.

D. The required Conditions will ensure that residents within the surrounding areas
will not be adversely affected by this event.
E. Temporary signs associated with the event and the traffic control plan will be
displayed along various public streets in the City. The signs will be placed so that
they do not interfere with traffic safety signs or other traffic safety facilities (i.e.
signals, warning signs, etc.): Sign removal will occur after.the event in order to
return to the typical traffic condition.
This approval is subject to the following. Conditions:
1. By holding this outdoor event, the applicant agrees to indemnify, defend and hold
harmless the City of La Quinta in the event of any legal claim or litigation arising
out of the City's approval of this event. The City of La Quinta shall have the right
to select its defense counsel at its sole discretion.
2. The applicant shall. comply with all provisions of the La Quinta Municipal Code
(LQMC), except where these Conditions call out specific exceptions.
3. The one -day event is permitted for November 22, 2007, Thanksgiving. Event set-
up may begin at 6:00 p.m. on Wednesday, November 21, 2007. Event hours
shall be limited to 6:00 a.m. and 8:00 p.m. at which time the site shall be return to
pre -event conditions. Take down of the site shall be completed by 8:00 p.m.
4. Applicant shall reserve the La Quinta Park for the day of the event. Reservations
for the park can be made with the City of La Quinta's Community Services
Department (760) 777-7090.
5. Applicant shall obtain all City and County approvals as necessary, for all event -
related facilities located outside the City of La Quinta's jurisdictional boundaries.
The applicant is required to consult with the City of Indio to obtain all necessary
permits within Indio's jurisdiction. For any additional requirements, please contact
Jim Curtis, Human Services Supervisor with the City of Indio's Special Events
Department.
6. Permits for any temporary structures (e.g. tents exceeding 200 square feet
and/or canopies exceeding 400 square feet), stages or open flame devices shall
be obtained prior to their installation. Prior to the event set-up, please contact the
La Quinta Building (760) 777-7012, and Safety Department and Riverside'County
Fire Safety, Planning and Engineering at (760) 863-8886, for any additional
requirements of the Fire Marshal. Fire lanes around the event and within the
event parking lot shall be established and/or maintained during the event.

7. Martha's Village and Kitchen shall contract with the . Riverside County Fire
Department for provision of services necessary to insure public safety, as
determined by their agency through such contractual arrangements. All such
contractual arrangements shall include coverage for all City properties used in
conjunction with this event. For any additional requirements, please contact
Riverside County Fire Safety, Planning and Engineering at (760) 863-8886. The
City shall have no responsibility, financial or otherwise, in establishment or
implementation of such contractual obligations.
8. Martha's Village and Kitchen shall contract with the Riverside County Sheriff's
Department for traffic and crowd control, and internal/external security in
conjunction with any private security for public safety, as determined by their
agency through contractual arrangements. All such contractual arrangements
shall include traffic control and security coverage for all City properties used in
conjunction with this event. For any additional requirements, please contact Sgt.
John Shields at (760) 863-8802. The City shall have no responsibility, financial or
otherwise, in establishment or implementation of such contractual obligations.
9. Security personnel shall be easily identifiable to the public by the provision of
uniformed personnel. All designated private securitypersonnel must be licensed
by the State of California and possess a valid Private Security license.
10. Notice shall be given to existing property owners and residents surrounding the
event areas one month prior to the event, informing them of the provisions,
restrictions and event conditions that will affect area traffic patterns and other
routine daily operations in the area. A 24-hour emergency contact phone number
shall be provided to all persons receiving this notice, in case problems arise that
need prompt attention.
11. Applicant shall provide to the City, 20 copies of a contact person information
sheet, listing all designated event liaisons and their contact information.
Specifically, event management staff shall be identified, with their respective 24-
hour contact phone numbers.
12. Certain areas providing access to the event area are public and, as such, general
public access may not be denied or restricted in any manner that extends beyond
the limits of this event as approved.
13. Obtain a building permit for temporary electric service and any other required
items (e.g. bleacher, portable generators, etc.). Contact the Building and Safety
Department at (760) 777-7012 for permit requirements.

14. . Portable generators shall be shielded to prevent accidental contact with guests.
Extension cords shall be ground -secured to prevent tripping. Any lighting shall be
directed away from surrounding residential properties. No spot or searchlights
are permitted.
15. An adequate number of portable rest room facilities shall be provided, to
accommodate participants and guests. ADA -compliant portable restrooms shall
be provided as required by the Building and Safety Department.
16. All temporary electrical wiring to any concession/vendor spaces shall be secured
to prevent physical hazards to the public and participants. Wiring/cords shall not
be subjected to environmental or physical damage. Portable generators, if used,
shall be shielded to prevent accidental contact with guests. Extension cords shall
be secured to the ground to prevent tripping.
17. No on -street parking outside the approved event area may be utilized for event
parking. All on -street parking areas not otherwise restricted under the traffic
control plan as approved shall remain available for public use. Please contact the
Desert Sands Unified School District for their approval and use of the school's
parking lot for event overflow parking (760).777-4200.
18. Roadways/traffic aisles to structures and activities in and around the `event willbe
maintained accessible to emergency vehicles at all times. Any/All parking
monitors shall wear light-colored clothing and reflective vests as needed.
19. The applicant shall not restrict public access to the park. A monitor shall be
provided during. event hours to coordinate pedestrian and vehicular traffic
between the park and the La Quinta High School parking lot.
20. If any ground excavations are required, please contact Underground Service
Alert (USA) at 1-800-227-2600 or 1-800-422-4133. This service is free of charge
provided USA is given two days notice prior to commencement of work.
21. The applicant shall obtain encroachment permit(s) as may be required for:
a. The off-site directional signs placed in the City's right-of-way that are allowed
and as conditioned with this permit, as part of the submitted traffic control
plan.
b. Any grading associated with the use of all off-site unpaved parking areas.

requirements. All required measures shall be implemented by the applicant at
no cost to the City of La Quinta.
22. The Traffic Control Plan has been approved, subject to the following
requirements:
a. Since this is a competitive event, proper .handling of traffic control at
signalized and unsignalized intersections, especially at Dune Palms Road
and Miles Avenue, and Dune Palms Road and Westward Ho Drive, shall be
done by the Riverside County Sheriffs Department/La Quinta Police.
b. There shall be concurrent coordination among the City of La Quinta, City of
Indio, and the Riverside County Sheriffs Department/La Quinta Police
regarding this event.

Please contact Ms. Amy Yu at (760)777-7047 to finalize your traffic control plan
requirements. All required traffic control measures shall be implemented by the
applicant at no cost to the City of La Quinta.
23. The applicant shall remove all non -applicable traffic control devices on Miles
'Avenue, Dune Palms Drive, Adams Street and Westward Ho Dirve, at the
conclusion of the event. All barricades associated with the event shall have
adequate reflectorization and visibility.
24. All vendors shall obtain a City Business License. The serving of food and
alcoholic beverages during the event shall be subject to the rules and
requirements of the Riverside County Health Department and State of California
Alcoholic Beverage Control, respectively. The applicant shall provide the City
with proof of ABC approval prior to the event.
25. Applicant shall reimburse the City for costs of providing employee services and
remedial repairs to City properties that are directly associated with this event.
The City shall determine these costs in accordance with established City policies,
and will submit an invoice for all event -related costs within 30 days, and Martha's
Village and Kitchen shall reimburse the City for all costs within 60 days of receipt
of said invoice.
26. Temporary trash receptacles shall be provided in and around the event areas. All
event areas shall be left free of debris at the end of each day's activities, and
after the event concludes.
27. The applicant shall conform to the City of La Quinta Large Venue and Event

Waste Management Plan for waste and recycling coordination (copy attached).
Burrtec Waste and Recycling Services can be contact at (760) 340-2113.
The City may elect to add Conditions to this application request to mitigate any problems
that arise not previously addressed herein.
This decision may be appealed to the Planning Commission, provided the written appeal
and filing fee of $175.00 are submitted to this Department within 15 calendar days. Please
contact this office should you wish to file an appeal, and we will assist you in that regard.
