We are large enough – over 400 employees – to serve all of your public and private project needs, yet small enough to ensure that we maintain focus and are responsive to the needs of the City of La Quinta. Interwest was founded by individuals with a passion for serving municipalities. We currently employ more than 400 employees spanning a variety of disciplines within planning, public works, city engineering and building safety departments throughout California. Interwest’s team of planners has extensive experience and a proven track record of successfully providing planning services to public agencies throughout California. We believe we are uniquely qualified to perform the services requested by La Quinta. Interwest’s planners bring a flexible and creative approach to our public agency clients that has been developed over years spent working on your side of the counter. Our staff has risen through the public agency ranks (either as employees or as contract staff) to levels of senior planner, principal planner and director. Our team’s professional focus has and will always be serving the needs of public agency planning departments. As planners that have weathered up markets and downturns and worked with cities as they seek to respond to a changing world, we understand the importance of a strong and respectful relationship with the development community. The trends of internet commerce are challenging cities to rethink how best to meet the City’s fiscal goals and the consumer and social needs of residents. As developers consider making investments in these uncertain times, the ability to quickly process project applications in a consistent and predictable manner is of critical importance. We strive to provide clear, consistent direction and work hard to avoid late surprises in the project review process. Each of our senior staff members noted herein has managed complex projects on behalf of cities and counties. Senior members of our proposed staff have served as Planning Directors/Community Development Directors and we understand the full breadth of the challenges that cities face. Whatever the need or challenge that La Quinta may face, one or more of our staff members has very likely addressed the same concern in other jurisdictions and we will bring options to assist with finding the right solutions for La Quinta. The City identified parking studies as a potential service need and we anticipate such studies would generally focus on commercial uses and possibly the Highway 111 retail corridor. Due to the technical demands of such analysis Interwest has enlisted Fehr & Peers to be an on-call resource to assist with parking analysis on an as-needed basis. Interwest’s planning staff have worked closely with Fehr & Peers on analyzing and developing creative parking solutions on complex planning projects throughout California. Our planning services for the City of La Quinta will be directed from our Coachella Valley Office located at 431 S. Palm Canyon Drive, Palm Springs. QUALIFICATIONS | RELATED EXPERIENCE Interwest is uniquely qualified to provide planning services to the City of La Quinta as we bring a deep knowledge of planning practices and current regulations and we apply our knowledge to reach successful outcomes. Our approach is to complete planning assignments in a manner consistent with the City’s adopted policies and regulations and, for development review projects, to assist applicants with meeting the City’s expectations. Our proposed team is able to provide the full spectrum of required planning services efficiently and effectively and team members have been selected specifically for their strong planning backgrounds, knowledge and experience. In addition, our planning staff has strong qualifications in urban design, corridor planning, and zoning/ form-based development regulations to support placemaking initiatives the City is currently undertaking. The Interwest planning team brings a depth of experience in the planning profession, with the substantial majority of our collective experience working in the public setting. As a team at Interwest, our group is relatively new, but as individuals most of our team members have well over 20 years 2 experience in the planning profession. Projects described below were completed by Interwest’s proposed staff members. Where noted, work was provided by a team member while employed by another company. Eastvale Marketplace The Eastvale Marketplace project was located on an approximately 5.5- acre site located on the northeast corner of Limonite Avenue and Sumner Avenue, Eastvale, CA. The project included a neighborhood retail center consisting of a grocery store, tire store, two multi-tenant buildings, three single-tenant buildings, and associated parking and landscape improvements. Total building size was approximately 72,779 square feet. The project required approvals of a Major Development Review, five individual Use Permits and a Tentative Parcel Map that subdivided the site into seven commercial parcels. Start and Completion Dates: May 2015 to November 2015 Staff Involvement: Eric Norris and Kanika Kith performed all review of the project, including managing the CEQA process, working as contract staff for the City of Eastvale. Nexus Residential Development EASTVALE, CA The Nexus Residential Development project was located on an approximately 10-acre site southwest corner of Limonite Avenue and I-15 Freeway, in Eastvale, CA. The project included development of 220 townhome-style condominiums with one recreation center and associated improvements on a vacant 10-acre site in the Eastvale Gateway South Retail Center. The project approvals included Major Development Review and a Tentative Tract Map/ condominium subdivision to allow individual ownership of the townhouses but common ownership of the land. Start and Completion Dates: January 2014 to October 2014 Staff Involvement: Eric Norris and Kanika Kith performed all review of the project, including managing the CEQA process, working as contract staff for the City of Eastvale. City Sports Club ANTIOCH, CA Located at the northeast corner of Hillcrest Avenue and Lone Tree Way, Antioch, CA, the City Sports Club project included an approximately 38,000-square foot fitness center with 444 parking spaces and associated improvements on a vacant portion of the Lone Tree Landing retail center. The project approvals included Design Review, Use Permit and Lot Merger. Start and Completion Dates: February 2015 to April 2015 Staff Involvement: Eric Norris and Kanika Kith performed all review of the project, including managing the CEQA process, working as contract staff for the City of Antioch. 3 The Merge Retail and Industrial Center EASTVALE, CA The Merge Retail and Industrial Center was located on an approximately 26.2-acre site at the northeast corner of Limonite Avenue and Archibald Avenue, Eastvale, CA. Development proposed by the project included six retail buildings totaling approximately 59,885 square feet, and eight industrial buildings totaling approximately 336,501 square feet. Approvals required by the project included: General Plan Amendment to change 10.8-acre of the southern portion of the project site from Light Industrial to Commercial Retail; Rezone the site from Heavy Agricultural to Industrial Park and General Commercial; Tentative Parcel Map to create 17 industrial and commercial parcels; Major Development Review; Variance for landscaping and shading requirements; and, Use Permits for proposed uses. Start and Completion Dates: June 2018 to December 2018 Staff Involvement: Eric Norris and Kanika Kith performed all review of the project, including managing the CEQA process, working as contract staff for the City of Eastvale. Goodman Commerce Center Business Park EASTVALE, CA The Goodman Commerce Center Business Park was proposed on an approximately 24-acre site within the City of Eastvale. The project included development of an eight-building business park totaling 192,875 square feet and associated improvements, and two water quality detention basins. Approvals required by the project included: Major Development Plan; Tentative Parcel Map to create six business park lots; and, Tentative Parcel Map to create 19 condominium units and one common lot along Hamner Avenue Start and Completion Dates: May 2015 to August 2015 Staff Involvement: Eric Norris, Kanika Kith, and Cathy Perring performed all review of the project, including managing the CEQA process, working as contract staff for the City of Eastvale. Capital Village Mixed Use Development Rancho Cordova, CA The Capital Village project included 113-acres of land surrounded by predominantly office/employment uses. The mixed-use project blended higher density single-family residential, townhomes and apartments with commercial uses in a highly walkable village configuration. Now largely built out, the project received awards from the American Planning Association and the Sacramento Area Council of Governments for its innovative mix of uses in an otherwise typically suburban community. The town green, generous walkways and close by services has created a highly desirable community. Entitlements for the project included a General Plan Amendment, Special Planning Area document 4 (rezone and design guidelines) and tentative subdivision map. The project review, including design charette, CEQA analysis and approval hearings, was conducted in eight months. Start and Completion Dates: Entitlements – 2006, project build out through 2018. Staff Involvement: Paul Junker was the project manager for the Capital Village project while with another consulting firm. City of Hope Campus Specific Plan DUARTE, CA The City of Hope Cancer Research Center is a medical campus that was established in 1913 and is today regarded as a global pioneer for cancer research. The City of Hope Specific Plan provides a comprehensive framework for the long-term growth and development of the 115-acre campus. The specific plan, adopted in Fall 2018, will provide the City of Hope the ability to implement its long-term vision while meeting the community-wide goals of the cities of Duarte and Irwindale. Several new buildings including medical, office, research, hotel, and parking structures will be built and phased in over the next 20 years with streetscape improvements, open space, and sustainable design features. Start and Completion Dates: June 2015 to October 2018 Staff Involvement: Nick Pergakes was the project manager while with another consulting firm. Temple City Zoning Code Update TEMPLE CITY, CA The Temple City Zoning Code Update followed the completion of the Temple City General Plan Update in 2017 to help implement the goals and vision of the plan. The updated zoning code includes revisions to the residential, commercial and industrial zone districts. The primary outcome of this update is to organize the provisions of the residential and non-residential districts for more effective implementation and make it easier for the public to use and understand. Two mixed-use designation categories have been developed in accordance with the General Plan to allow for low-intensity mixed use and medium- intensity mixed use throughout the City. The zoning code update also includes a complete overhaul of building design and architectural standards for residential and nonresidential districts including building facades, roof design and materials, windows, and mechanical equipment. The standards are streamlined and organized to help zoning staff and the public review the various standards more easily. To make this process manageable for public review and to receive public input, a website using ESRI Story Maps was produced. The draft code was broken into smaller pieces focusing on subjects such as single-family zoning, multi-family zoning, and mixed-use zones within Temple City. With a visually graphic layout with maps and diagrams, it explains the key changes for each zone and had specific questions to solicit feedback from community residents and business owners. Staff Involvement: Nick Pergakes was the project manager while with another consulting firm. 5 East Point TOD Master Plan EAST POINT, GA The Transit-Oriented Development (TOD) plan provided the City of East Point, East Point Business and Industrial Development Authority (BIDA), and other partners with a strategy to proactively plan for the future. With intensive community involvement, design charrettes, and advising from a national retail expert, the project armed the city with a feasible action plan and inspiring graphics that sent signals to the market about the city's potential. Utilizing a placemaking approach, the team identified and recommended new land uses and activities at the appropriate scale and location to support market findings and mixed income TOD principles (walkable, mixed-use areas within approximately a half-mile of a transit station). The TOD master plan process included seven focus areas within the study area. Recommendations for the focus areas included potential new land uses, connectivity, and urban design enhancements. Start and Completion Dates: August 2011 – September 2012 Staff Involvement: Nick Pergakes was the project manager while with another consulting firm. Irwindale Active Transportation Plan IRWINDALE, CA The City of Irwindale is in the process of preparing its first city-wide Active Transportation to establish policy and design recommendations to improve walking and bicycling throughout the City. The goal of the planning effort is to enhance the safety, convenience and comfort for people walking and bicycling to/from local destinations in the community. Destinations in the community include the Irwindale Metro Gold Line station, the Santa Fe Dam Recreational area, the San Gabriel River Trail, local parks and schools, residential areas, and places of employment. The plan also identifies recommendations and specific projects to guide future pedestrian and bicycle improvements in the City. Start and Completion Dates: – January 2018 - Ongoing Staff Involvement: Nick Pergakes was the Senior Project Advisor while with another consulting firm. Pasadena General Plan Implementation PASADENA, CA The Pasadena Planning & Community Development Department launched “Our Pasadena” in early 2018, a highly anticipated program focused on implementation of the recently updated General Plan. The program focuses on updating Pasadena's Specific Plans and Zoning Code to support the vision, goals, and policies set forth in the General Plan. This included producing existing conditions reports, an urban form analysis report, and a station access study to nearby Gold Line stations. For the preparation of the specific plans, alternative land use plan concepts were developed for five specific plan areas and included proposed land use types, Floor Area Ratios, building densities, and number of stories. Start and Completion Dates: August 2017 – Ongoing Staff Involvement: Nick Pergakes was the project manager of two specific plans while with another consulting firm. 6 Fehr & Peers - Downtown Parking Management Strategic Plan Garden Grove, CA Fehr & Peers assisted the City of Garden Grove with the development of a Downtown Parking Management Strategic Plan. The purpose of the Plan was to identify the parking issues, concerns, and needs—both current and future—and to outline recommendations and strategies for improved and effective management of parking in the downtown area. Development of the plan included a parking demand model that was used to estimate future parking conditions in the study area. The plan was developed to be a toolbox that recommends a variety of strategies that could be implemented either in isolation or combined as part of a larger management strategy. Start and Completion Dates: May 2017 to June 2019 Staff Involvement: Spencer Reed was the Project Manager. Fehr & Peers – Shared Parking Tool and Manual Rancho Cucamonga, CA Fehr & Peers is assisting the City of Rancho Cucamonga with the development of a shared parking tool and manual. The City of Rancho Cucamonga has a variety of areas and corridors where mixed-used development is supported, and the City is undertaking an update to their mixed-use design guidelines to provide a resource to City staff and developers related to the difference between mixed-use development and homogeneous development. Fehr & Peers is creating a custom shared parking tool that utilizes the information and research conducted by the Urban Land Institute. The tool allows for City staff to estimate future parking demand and shared parking reductions for proposed mixed-use projects. A manual is also being prepared that provides City staff with information on shared parking principles, terms, and how to use to tool. The tool and manual have been shared with City staff and on-going support is being provided. The Interwest planning team includes James Hirsch as the primary contact person for the City of La Quinta and James will be supported by our Team’s leadership and support staff. This approach will facilitate communication and coordination between Interwest and the City. You communicate your needs and expectations to one person and our team handles the work from there. Each of our staff members will be available to meet with the City team and present projects to decision makers as needed. Below are staff biographies for the senior staff we propose to provide services to the City of La Quinta. Interwest would also provide staff at the Associate and Assistant Planner levels if so requested by the City. An organization chart can be found following the staff introductions and full resumes for each can be found in the Appendix of this proposal. STAFF BIOGRAPHIES Paul Junker Project Director | Administrator Paul serves as the Planning Services Group Leader for Interwest and his role with the City of La Quinta would be Project Director, ensuring that all services are efficient and responsive to the City’s needs. Paul brings more than 30 years of experience providing a broad range of planning services in the public and private sectors including management of several general plan updates, processing of urban development projects, environmental analysis of projects ranging from tentative maps to specific plans and general plans, preparation of jurisdiction-wide open space and farmland preservation plans, site-specific development proposals to citywide and countywide policy planning assignments, and consensus-oriented resource planning programs. Paul’s experience providing planning services to numerous cities and counties throughout California combined with his educational background in landscape architecture provide him with a strong understanding of how people interact with the built environment and how land uses can combine to create vibrant places. James Hirsch Principal Planner | Day-to-Day Contact James would serve as the day-to-day contact, coordinating efforts of the Interwest team with the City. James resides in Palm Desert and has access and availability to work onsite at the City and to attend City meetings as needed. James brings more than 40 years of experience providing a broad range of planning services including public and private sector development, multi-disciplinary environmental planning, entitlement processing, sustainable coastal urban design and project management of energy and telecommunications infrastructures. Through his vast experience and education, James has extensive knowledge in strategic planning and due diligence analysis to government and land use development entities. Throughout his career, James has successfully managed teams of environmental, engineering, architectural and legal consultants in planning, development and regulatory compliance. 9 Eric Norris Principal Planner Eric would serve as both a resource to City staff and would oversee all current planning projects for the City. Eric brings to his work more than 30 years of experience, including: preparing and managing the processing of major projects, including General Plans for several California cities and counties; serving as Planning Director/Planning Manager for several California cities; and preparing various planning studies, ordinances and resolutions as needed to implement policy direction from City Councils. Eric excels at finding creative solutions to problems, including making the most of limited budgets. His work on the City of Calimesa General Plan was highlighted by the State of California Department of Conservation Strategic Growth Council as an example of maximizing the benefit of the Council’s grant to the City. Nick Pergakes Principal Planner Nick would serve as a project manager or senior resource for projects involving advance planning, urban design and transit-related development. Nick is an AICP certified planner with more than 20 years of experience in land use planning, urban design, transportation planning, and zoning. He has worked in both the public and private sectors as an urban planner, urban designer, project manager, and team manager. Nick has overseen and prepared award-winning master plans, specific plans, corridor studies, and zoning/form-based codes in cities across California and the Southeastern U.S. Recent highlights of his work include the preliminary design of two high-speed rail stations and a campus specific plan for City of Hope in Duarte and Irwindale, California. As a member of the American Planning Association and Congress for New Urbanism, Nick presents regularly at conferences on downtown revitalization, transit-oriented development, and form-based codes. His research has been published by ITE and the Washington State Department of Transportation. Kanika Kith Senior Planner Kanika would serve as a project manager/project planner for moderate to complex development applications, as well as support advance planning projects as assigned to the Interwest team. Kanika has a Master’s in Public Administration and Policy, with over 15 years of experience working in local government managing and processing development proposals for compliance with local, state, and federal regulations, including CEQA and the National Environmental Policy Act (NEPA). Her work includes coordinating with other departments and agencies, conducting site design and architectural review, preparing staff reports, ordinances, resolutions, and other policy documents, and presenting to City commissions, City Councils, and other boards. Kanika is experienced in researching and writing long range planning documents, managing environmental consultants in the preparation of environmental documents for compliance with CEQA and/or NEPA. Kanika’s experience includes small to large-scale residential, commercial, industrial, and public improvement projects such as wastewater treatment facility, public parks, and wildlife refuge restoration projects. Cathy Perring Senior Planner Cathy will serve as a senior resource for projects and will be a lead CEQA contact for the City. Cathy has nearly 40 years of local and international planning and environmental experience for private firms, public agencies and non-profits. She has designed, written and managed an extensive range of projects including commercial, industrial and residential developments; general plan updates; parks, recreation and open space plans; and CEQA documents. Cathy’s business and management skills 10 include starting a planning department for a private consulting firm, running her own consulting firms, and serving as Executive Director for a non-profit that builds houses for low income families. Strong technical and management skills have led her to coordinate large project teams of professionals and volunteers, and to facilitate numerous public workshops and citizens’ advisory groups. Spencer Reed, Fehr & Peers Parking Analysis Spencer brings a wide variety of skills and an innovative analytical perspective to all his projects. His parking project and technical experience includes code required parking analysis, shared parking analysis, parking management strategy development, parking facility design and layout, and parking demand and supply ratio development. ORGANIZATION CHART Our proposed personnel for this engagement with the City of La Quinta is shown in this organization chart, with the project manager and communication and reporting relationships clearly defined. 11 SECTION 3 Work Plan | Technical Approach We understand that the City of La Quinta is seeking qualified consultants to provide a range of planning services that include senior project management, special studies, project application reviews and environmental compliance. These are the foundational services of a municipal planning department and our staff is prepared and able to assume these responsibilities for the City of La Quinta. Our company emphasizes superior customer service to all of our employees. If consistent with our client agency’s practices, we participate in pre-application meetings to assist potential applicants with understanding the project review process and provide guidance for submitting a complete application. In addition, the staff at Interwest brings a can-do attitude to their work by always focusing on efficient project review processes and successful project outcomes. Upon award of contract, our Project Director/Administrator will set up a meeting with key City staff to learn the City’s planning and development review practices, acquire any needed regulatory and policy documents, gain an understanding of key issues and concerns of your jurisdiction, billing arrangements, contact information and any special requests you would like us to keep in mind. Within this meeting we would request: • Copies of or access to applicable policy documents that would govern review of projects (general plan, zoning code, specific plans, development standards, design guidelines, etc.). • Guidance and direction on the City’s project tracking systems and processes for preparing and reviewing project staff reports. • Schedule of meetings, including timing of hearing notices, submittal of draft and final staff reports/project packets. • Access to the City’s project application submittal and tracking system. • Briefings on key community issues that might not be clearly reflected in adopted policy documents. Project Management/Specialized and Complex Projects The Interwest team has deep experience preparing general plans, zoning codes, development standards and similar policy documents. We have worked across the range of regulations, from standard zoning regulations to form-based codes and have completed everything from minor amendments to comprehensive updates of general plans. The experience of our planners working in the public setting brings an awareness that allows our team to draft policies, regulations and standards that work in the real world. We have sat behind the public counter and worked with community members and developers. We understand the frustrations that result from ambiguous code language and we draft regulations that are clear to staff and community. At Interwest, we know that the difference between guiding development in a positive manner and creating regulations that will stymie development – and we know each jurisdiction is unique in the 12 level of control it wishes to apply to new development. We look to our clients to define the goals, policies and desired outcomes and we work hard to meet those client expectations. While the Interwest team is quite capable of producing planning documents, we also serve as an extension to our client agencies by managing consultant teams engaged on agency projects. Whether an EIR for a development project or an update to a regulatory document, our staff can make sure the City’s consultant team understands expectations, meets deadlines and provides the agency the needed work product. Special Studies Members of the Interwest planning team have participated in special planning studies covering a wide range of topic areas. We are well versed in research methods and working with regional planning agencies to collect the information needed for data driven solutions. We also have experience designing and executing community outreach programs to ensure the interests of community members are understood. Often our agencies require a sound basis for updating development standards and regulations that no longer serve the community’s interests. This could include addressing new land uses that were not prevalent in the past (ride share businesses, Airbnb, commercial cannabis, etc.), changing state regulations (housing, small scale cellular, MWELO, etc.) or other evolving conditions. In such cases our staff will research the topic area, identify the range of potential solutions and prepare summaries of options for the City to consider. If so requested by the City, our staff would present options to decision makers, consolidate input from public input and prepare draft regulations for consideration by the City. In a recent assignment with the City of Stockton, Paul Junker managed the analysis of repurposing two City-owned golf courses. Faced with escalating maintenance costs, rising deferred maintenance and falling use levels/revenues, the City requested a study to inform discussions regarding converting one course to private development and repurposing the second course as a regional park. Prepared in conjunction with City departments, the study included analysis of site constraints, cost of infrastructure, feasibility of development, residual land value and the revenue the City could reasonably anticipate on the sale of the golf course to a private developer. From 2014-2015, Nick Pergakes managed a major 8-mile corridor planning study in Charleston, SC. The Rethink Folly Road: A Complete Streets Study was prepared by a consultant team led by Dover, Kohl, and Partners over a 15-month period including a week-long design charrette and extensive public outreach. The plan provided a series of recommendations formulated to make the corridor a more desirable environment by addressing pedestrian, bicycle, transit, and vehicular circulation, land use/development standards, public landscaping and open spaces, and implementation/funding considerations. Development Application Review One of Interwest’s common roles with our public agency clients is processing development applications. Key steps in the processing of a discretionary development application are described below. The sequence and details of these actions vary from city-to-city, but we have found all projects require these steps. 13 Project Initiation: Within 5 days of City notification to proceed: Conduct an internal review meeting with City; Receive project application materials; Establish a preliminary understanding of the project - level of complexity, required entitlements, initial thoughts on CEQA review and schedule/level of urgency. Application Routing: Within one week of the Project Initiation: Organize application materials for routing to City departments and affected agencies; Circulate materials electronically to City departments and affected agencies; Coordinate internal hard copy circulation as needed. Application Completeness Review: Prior to 30-days from submittal of application: Conduct a completeness review in compliance with the Permit Streamlining Act. A completeness letter is provided to the applicant within 30 days of the submittal of the application. Coordination and Communication: Throughout Project Review: Coordinate the review of the entitlement application with City staff and the applicant team; Schedule meetings to review project materials; Circulate work products to appropriate parties. CEQA Review: Within 15 days of determination of complete application: Evaluate required level of CEQA analysis; Identify lowest appropriate level of review – Exemption, IS/MND, EIR; Consult with the City on CEQA options; Prepare exemption if appropriate; Secure City direction if IS/MND or EIR is required. Tribal Consultations: Upon determining project is not CEQA exempt and/or within 30 days of General Plan Amendment application: Circulate notifications to tribes as required under AB52 and/or SB18. If a tribal request for formal consultation is received, seek direction from City. Project Conditions of Approval: Begin upon determination of complete application: Consultation with City staff; Utilize City standard Conditions of Approval (COA’s) as available; Consult with affected agencies as appropriate; Prepare and circulate draft COA’s; Revise as appropriate. Packet Preparation: Complete consistent with City’s established schedule: Prepare complete packets for Planning Commission and City Council hearings - staff report, conditions of approval, CEQA determination, resolution(s) and ordinance, associated project exhibits and hearing notice. Adjust deliverables based on client preferences/practices. Planning Commission and City Council Hearings: Present projects in community meetings and in hearings before appointed and elected bodies. Some jurisdictions prefer that City staff present projects. We defer to the City on how projects should be presented. Closeout of Application: Within five days of final action: Notice of Exemption/Determination as appropriate; Organize project files and all key documents consistent with the City’s record retention policy. In addition to the more complex process of discretionary actions, our staff can quickly process ministerial projects in a timely manner consistent with City expectations. Such reviews consider the City’s adopted regulations, compliance with any previously adopted conditions of approval and environmental mitigation measures that apply to the project, and input from City departments and affected agencies. For such ministerial reviews, we work closely with City staff prior to initiating any reviews so that we understand the City expectations and move projects forward in a manner 14 consistent with City practices – we will move as quickly as the City requests while respecting the need for adequate review by City departments and affected agencies. Environmental Compliance At Interwest, we understand the value and importance of environmental documentation to allowing informed decisions that will meet regulatory requirements and stand up legally should a project be challenged. We also approach environmental clearances with an eye for the lowest appropriate level of analysis. Our process is to first consider CEQA exemptions and whether a previous environmental document might provide adequate CEQA coverage. If additional environmental analysis is required, we immediately inform our client, offer options and seek direction on how to proceed. The project team we have proposed is capable of providing informed guidance on the level of analysis required under CEQA and, should it be required, preparing up to an Initial Study/Mitigated Negative Declaration. Should an Environmental Impact Report be required, we would anticipate the City would release an RFP and secure a consultant. Interwest staff would be able and prepared to manage such a consultant to ensure an effective outcome for the City. Parking Studies The City has identified parking studies as one of the services it may require. The Interwest team members have assisted our client agencies with both establishing parking standards and applying those standards to development project reviews. We understand the tension between providing adequate parking to meet the needs of residents and businesses and the potential negative results that historic parking approaches have created in some communities. Adjusting parking standards can respond to an historic preference for automobiles that has left land communities convenient, but fragmented, and difficult to travel for bicyclists and pedestrians. This is particularly apparent in commercial land uses where developers have often requested more than minimal parking to ensure customer convenience. Many factors must be considered when reviewing parking standards in a commercial setting, including the needs of commercial businesses, preferences of customers, availability and convenience of transit options, time of demand and evolving alternative transportation modes such as ride services and bike/scooter rentals. The above noted factors, combined with a desire to create walkable places, require careful analysis to support changes to commercial parking standards. For this more complex parking analysis we would engage the firm of Fehr & Peers as a subconsultant to the Interwest team. Fehr & Peers will conduct parking analysis and studies as needed and requested by the City of La Quinta. This could include collecting parking supply and demand data, parking code requirement assessment, development of project specific parking demand rates, parking supply recommendations, shared parking analysis, identification of parking management strategies, and parking facility layout. Technologies and Innovation By virtue of the extensive work our staff has provided to public sector clients, we are familiar with many of the internal project tracking and electronic plan review programs currently in use at public agencies. We welcome remote access to our client’s project files, but also recognize that some agencies limit access to on-site users. We will adapt to your systems. 15 Widely used for Building Safety plan review, electronic plan review can provide an efficient and easily tracked solution for the review of development plans and the communication of such reviews to City staff and project applicants. Interwest is prepared to utilize any electronic plan submittal processes employed by the City. In addition to Planning, Building and Safety and Engineering services, Interwest also provides Information Technology and GIS services to our agency clients. Our staff is tech trained and able to assist with developing effective solutions to facilitate work flow and make information available to agency staff as well as members of the public. As planning needs require the analytical tools of GIS, we will be capable of interfacing with the City’s GIS team or operating independently to complete mapping and project analysis as required. The regulatory world of land use planning is constantly evolving to meet the ever-changing priorities of our communities and the State. Our staff stays current on regulatory trends and is able to provide expert guidance on specific planning issues as they arise. Whether as a result of new types of businesses not previously address in the City’s zoning code, changes to State regulations or recent court decisions, our staff will help the City of La Quinta to be aware of and respond to these changing circumstances. 16 SECTION 4 Cost and Price The rates displayed in the fee schedule below reflect Interwest’s current fees. City of Clayton, Interim Community Development Director Paul initially assisted the City of Clayton with processing development applications then served as Interim Community Development Director while the City recruited to fill the then vacant position. He represented the City at the Contra Costa County Transportation Authority, participated in the East Contra Costa County Habitat Conservation Plan process, coordinated the City’s response to a County sphere of influence/urban limit line review, and processed a variety of current planning projects. City of Biggs, City Planner As the City Planner, Paul provided current and long-range planning services including conducting a General Plan update, preparing the City’s first comprehensive Zoning Code and Health and Safety Code, and the Biggs Industrial Area annexation. He secured grant funding for the City Storm Drainage Master Plan and the General Plan received awards from regional and state chapters of the APA. City of Ione, Planning Director Paul completed all planning-related tasks for the City, including processing of land use applications, enforcement of historic district regulations and environmental review for all City projects. In addition, he addressed flood protection and FEMA floodplain designations and modification of various City Code sections to reflect current planning law. County of Sutter, Planning Staff/ Project Manager Paul provided services on the General Plan update, including identification of issues, development of policies, implementation programs and land use alternatives, and presentation of results. He processed current planning applications, including the first project to be considered under the County’s design review process. In addition, he assisted Sutter County with the Natomas Basin Habitat Conservation Plan (NBHCP). Paul served as one of two project managers and the staff lead for Sutter County on the revision of the NBHCP.
