Subject: Proposal for On-Call Planning Services for the City of La Quinta
LSA is a full-service, multidisciplinary environmental planning and
project management professional services firm with nine offices
throughout California. LSA’s local office in Palm Springs will be the
managing office for all contracts with the City of La Quinta (City). By
submitting this proposal, LSA commits to providing the City with
prompt, efficient planning services and environmental document(s)
the City may require. LSA will assist the City in planning-related
activities and studies for future land use and development projects
as necessary. LSA’s experience provides familiarity with State,
federal, and local policies and regulations to assist the City in their
planning efforts. LSA’s Palm Springs office has recent experience
working with the City’s Public Works Department as noted in the
project experience section of this proposal and is also on the Planning Department’s California
Environmental Quality Act (CEQA) services on-call list.
The very foundation of LSA has been to provide planning assistance to public agencies and private
developers, in addition to the preparation and review of CEQA and National Environmental Policy Act
(NEPA) documents. LSA has provided these services for more than 43 years and today the firm
employs approximately 200 environmental and planning professionals, including specialists in
CEQA/NEPA documentation, traffic/transportation, biological resources, architectural and historic
resources, archaeology, paleontology, water quality, air quality, greenhouse gas emissions and global
climate change, and noise and vibration. As a 100 percent employee-owned corporation, all LSA
employees own stock and are personally vested in the firm’s commitment to providing quality service
and assurance to clients that they are in the hands of a stable company that will follow through on its
commitments.
A hallmark of LSA’s approach is to assign senior-level staff to the project team for oversight and
commitment of resources and appropriate staff throughout the duration of each project. LSA’s
Principals and staff are trained as planners and environmental analysts, bringing an enhanced set of
skills to environmental review. LSA’s combined expertise allows the firm to refine projects where
possible, develop mitigation measures that address identified impacts when necess ary, identify

Depth of Staff
LSA has nine offices throughout California and employs more than 200 full-time staff. LSA’s corporate
system allows Project Managers to engage staff from other offices, as needed, to ensure that client
expectations regarding schedule and quality of work are met. This system also encourages LSA Project
Managers to utilize staff members who are the most qualified for a particular task, regardless of their
home office location. The full resources of LSA will be available to the City of La Quinta (City) for
services required under this contract. LSA’s current staffing and depth of technical experts ensures
that the firm’s current workload will not affect its availability to successfully complete work for the
City.
Areas of Specialization
LSA Planning and Environmental Services. Navigating CEQA and NEPA requirements is
an important part of project development in California. LSA offers broad expertise in
environmental analysis and can guide City projects through all aspects of CEQA and
NEPA compliance and mitigation plans. Working across multiple technical disciplines,
LSA’s environmental planners and specialists combine their knowledge of science and
regulation with creative problem-solving skills to provide solutions that are innovative,
practical, and efficient. Planning staff from LSA are also well versed in standard city planning practice
because LSA has provided staffing services to multiple cities around the State. These services have
included counter work as well as project review and staff report development both on and off City
premises.
LSA Transportation/Mobility. Efficient travel promotes economic vitality,
environmental sustainability, and personal health and safety. LSA has been part of the
mobility solution for more than 40 years. The firm is a recognized innovator in critical
mobility strategies and traffic engineering design solutions. LSA has crafted strategies
to move people, goods, and services and to create meaningful and desirable places.
LSA has designed elements of the regional highway system to promote commuter travel and goods
movement and has been part of the teams providing solutions at ports, terminals, and airports
throughout California. LSA has also provided creative mobility solutions to various communities
nationwide and has supported local communities with alternative transportation planning and active
transportation implementation. LSA uses its experience in transportation and land use planning to
prepare long-range transportation plans, bicycle master plans, nexus studies and fee programs,
parking strategies, corridor studies, and preliminary engineering services.
LSA Biological Resources. LSA specializes in permitting for projects with impacts on
wetlands and endangered species. LSA uses extensive experience in biological and
wetlands consulting and technical expertise in wetland science, wildlife biology,
botany, entomology, soil science, and native plant horticulture to provide
environmentally sound solutions tailored specifically to your Project. The firm’s expertise and tailored
approach to project analysis has earned LSA a strong credibility and reputation for professionalism
with resource agencies, and that credibility enables LSA to efficiently navigate the permitting
processes.

LSA Air Quality. LSA air quality specialists can ensure that your Project complies with
CEQA and local or regional requirements. The LSA Team provides construction-level
analyses of air quality impacts for transportation and development projects, identifies
unique sources of air pollution (e.g., airplanes, trains, and industrial equipment), and
assesses community health risks while developing community risk reduction plans.
LSA uses state-of-the-art computer modeling and current protocols to determine any
potential air quality impacts of your Project.
LSA Climate Change. It is challenging to understand global climate change as the
science evolves, and even more challenging to keep up with evolving strategies
developed by local, regional, State, and federal governments in assessing and reducing
our culture’s impacts on the environment. This is where LSA can step in. From
greenhouse gas (GHG) emissions to the carbon footprint of development projects,
LSA’s experts will work with City staff to develop an approach to climate change
analysis that meets current challenges, anticipates future issues, and reflects the needs of the
community and multiple regulatory agencies.
LSA Noise. LSA’s team of noise experts provides comprehensive acoustical assessment
services, including noise and vibration measurement, analysis, mitigation, and noise
abatement. LSA will work with the City to develop reasonable assumptions for
construction methods, equipment, and duration. LSA will coordinate with both the
design team and the traffic group to analyze operational noise impacts. LSA will work
with City Staff and the Project design team to develop creative solutions to noise control issues.
LSA Cultural Resources. LSA can help navigate the full spectrum of federal, State, and
local environmental review requirements governing the management and preservation
of cultural resources. The firm backs up its knowledge of regulatory framework with
region-specific expertise, professional certifications, and fully appointed laboratory
facilities. LSA’s specialists address regulatory requirements pertaining to archaeology,
architectural history, local and regional history, cultural landscapes, Native American consultation,
and traditional cultural properties. LSA identifies issues early in the planning and design process, when
the most cost-effective solutions are possible.
LSA Paleontological Resources. Paleontological resources (i.e., fossils) include the
preserved remains or other evidence of past life and are protected by various federal,
State, and local regulations and requirements. LSA’s paleontological resources
management is typically conducted through a three-step process: (1) an initial
assessment; (2) mitigation, if resources are found to be present; and (3) a final report documenting
compliance with all applicable regulations and requirements. LSA has provided professional
paleontologists for projects throughout the western United States since 1979, and the firm supports
its knowledge of the regulatory framework with region-specific expertise, professional certifications,
and fully appointed laboratory facilities.

Subconsultant
STV Incorporated (STV) has been included on the team to
augment environmental planning services. STV, An employee-
owned corporation established in 1912, is a leading
multidisciplinary planning, engineering, architectural,
environmental, program management, and construction management firm with more than 2,200
personnel in 41 offices across the United States and Canada, including more than 225 employees in
the Western United States. STV offers an integrated practice of environmental, planning, engineering,
architectural, and construction management services. STV planners collaborate with architects,
engineers, and construction managers as part of their work at a multi-disciplinary firm.
This collaboration allows STV planners to understand the range of potential issues that can arise
throughout multiple phases of a project, from preliminary design through construction and operation,
and to inform the design to avoid significant impacts to the extent possible. Their understanding and
experience in turn enables STV planners to prepare robust and dynamic CEQA clearance documents
that account for a wide range of potential opportunities and constraints associated with the life of a
project from multiple vantage points. Ali Mir, Environmental Planner, has direct experience in La
Quinta and other parts of the Coachella Valley. He will provide expertise based on that experience
and augment LSA staffing as needed.
Related Experience and References
LSA has been actively involved in land use and circulation planning in Riverside County since the firm’s
inception 43 years ago. LSA’s experience throughout Riverside County ranges from ongoing consulting
services provided to cities and private sector clients, to preparing environmental documents for some
of Riverside County’s most significant transportation projects. These projects are sometimes
controversial, requiring creative approaches to address challenging technical, politica l, and

LSA assisted the City of La Quinta with
environmental compliance for the La Quinta
Village Complete Streets Project. The proposed
improvements will convert the La Quinta Village
into a bicycle- and pedestrian-friendly
“Complete Streets” atmosphere. The three
major streets in the Village (Calle Tampico from
Eisenhower Drive to Washington Street,
Eisenhower Drive from Calle Tampico to Calle
Sinaloa, and Calle Sinaloa/Avenue 52 from
Eisenhower Drive to Washington Street) will be
reduced from four lanes of travel down to two
and will include bicycle facilities and on-street
parking. In addition, five roundabouts will be constructed in order to link the capacity improvement
project segments together. The proposed landscape palette for the roundabout shall blend the
existing landscape in La Quinta Village with the City of La Quinta's "Desert Oasis" plant palette. The La
Quinta Village CEQA Environmental Impact Report (EIR) was completed by the City in 2016. Several
minor changes to the roundabout configuration required that an addendum to the previous CEQA
document be prepared. LSA’s services to the City for this project included an Addendum to the La
Quinta Village CEQA EIR.
SALTON SEA SHORELINE RESTORATION PROJECT

The Torres Martinez Desert Cahuilla Indians Tribe (Tribe) selected LSA to provide assistance with CEQA
environmental documentation for their project approval through the Coachella Valley Mountains
Conservancy (CVMC). LSA was requested to verify whether the existing Final Initial Study/Mitigated
Negative Declaration (IS/MND) (which was previously prepared for the same project area and adopted
by the Salton Sea Authority in 2014) covered the components of the proposed project or if an
addendum was needed. The goal of the proposed project was to rehabilitate habitat and mitigate
exposed playa along the northern shore of the Salton Sea by removing invasive tamarisk species from
the holding ponds, distributing 35 acres of compost material, revitalizing habitat wi th native plants
and trees, constructing raised plant beds, implementing swales to assist in water flow, and providing
shade and greenhouse rehabilitation. The Tribe was seeking funding through the CVMC and leveraging
various sources of funding for future projects from the Bureau of Indian Affairs, the United States
Environmental Protection Agency (EPA), the United States Army Corps of Engineers (USACE), the
Bureau of Reclamation, and the Salton Sea Authority to complement the proposed project.

LSA determined that the project components were covered under the previously approved CEQA
document and therefore an addendum was not needed. LSA prepared a technical memo for the Tribe
to include in their documents to the CVMC for project approval.
AVENUE 44 LOW-FLOW CROSSING REPLACEMENT PROJECT

LSA is assisting the City of Indio with environmental
compliance under CEQA and NEPA on the Avenue 44 Low-
Flow Crossing Replacement Project. The project consists of
the removal of an existing low-water crossing at the
Coachella Valley Storm Water Channel (CVSWC) and
replacing it with a new all-weather bridge designed to
meet current structural, hydraulic, and geometric
standards and that provides adequate capacity to carry
expected future vehicular traffic, as well as being
constructed to avoid and minimize impacts on the environmentally sensitive area of the site. The
bridge will have an overall approximate length of 500 to 550 feet and will carry two lanes of traffic
plus pedestrian walkways along both sides. New roadway approaches will be constructed to connect
both ends of the bridge to the existing roadways.
LSA’s services to the City of Indio for this project included a Preliminary Environmental Study (PES) for
submittal to the California Department of Transportation (Caltrans), and a Categorical Exclusion (CE)
for compliance under NEPA. In addition, LSA has provided the required environmental documents for
CEQA compliance, including a Draft and Final IS/MND and a Mitigation Monitoring and Reporting
Program (MMRP), which included a biological resources report, a cultural resources report, a
paleontological resources report, a visual impact memo, a noise analysis, and an air quality conformity
memo. LSA also prepared the Notice of Intent to adopt the IS/MND and MMRP, and will prepare the
Final IS/MND and MMRP.
ALOHA SYSTEMS DESERT HOT SPRINGS PHOTOVOLTAIC PLANT

65-950 Pierson Boulevard, Desert Hot Springs, CA 92240
LSA prepared a CEQA IS/MND on the Aloha Systems Photovoltaic (Solar) Plant for the City of Desert
Hot Springs. The project consisted of constructing two adjacent ground-mount photovoltaic power
plants with a total capacity of approximately 1.47 megawatts (MW). Each of the two plants consisted
of approximately 7,500 photovoltaic panels supplying two inverter stations delivering approximately
750 kW at 12,000 volts AC into the utility distribution system. The project site is located south of Dillon
Road, approximately 500 feet west of the intersection of Dillon Road and Little Morongo Road in the
City of Desert Hot Springs in Riverside County, California.

TWO BUNCH PALMS RESORT ADDENDUM TO SPECIFIC PLAN EIR

LSA prepared a CEQA Addendum to environmental documents for
the Two Bunch Palms Resort Specific Plan. This was an Addendum
to the EIR of December 2006 (State Clearinghouse #2006051145;
Notice of Determination [NOD] dated February 14, 2007). The
project consisted of an increase of 14 acres to the resort area (from
56 acres to 70 acres). Additional hotel units may be added with
subsequent phases but may be limited by the zoning density. Other
resort improvements include providing 12 for-sale fractional or
time-share units and additional remodeling of the gate house and
surrounding landscape, plus a 9,000-square-foot spa and fitness
center, a grotto, a 2,000-square-foot meeting/conference room, an expanded citrus orchard, and a
pond as part of the expansion. The overall project area covers 270 acres, which includes the existing
56-acre Two Bunch Palms Resort and approximately 214 undeveloped acres. The proposed
development on the undeveloped acreage includes 1,200 residential units and commercial space.
HSIP INTERSECTION IMPROVEMENTS PROJECT

LSA assisted the City of La Quinta with environmental compliance for
Caltrans on the HSIP Intersection Improvements Project, which includes
intersection upgrades at 51 intersections throughout La Quinta. These
upgrades include replacing the existing “cobra head” high-pressure sodium
safety lights with light emitting diode (LED) lights. The LED lights will be more
efficient, using less energy than the existing lights. They will also provide
brighter light to the intersections, thereby improving safety. The street
name signs at these 51 intersections will also receive LED upgrades, and
faded or damaged street signs will be replaced as needed. In addition, the
project includes upgrading the traffic signal cabinet controllers at 15
intersections and cabinet replacements at 8 of these intersections. No
grading is anticipated with this work, and no project-specific technical
studies are needed for completion of NEPA clearance. LSA’s services to the
City for this project included a PES for submittal to Caltrans.

PROPOSED STAFFING AND PROJECT ORGANIZATION
The most important aspect of our firm’s overall service is our project management skills. On a daily
basis, this translates into tracking and expediting documents through the steps necessary to
successfully achieve the completion of project requirements in a timely manner.
LSA employs a “Project Manager-centered” system for the
management of technical projects and planning document
preparation that puts the responsibility for coordinating and
conducting projects in the hands of the individual Project Manager.
Strong verbal and written communication skills, diplomacy, and
advanced organizational skills are critical in meeting LSA’s criteria for a well-qualified Project
Manager. LSA’s commitment of senior-level staff, depth of expertise, and emphasis on
communication between subject experts and lead agencies have earned us a reputation for thorough,
credible, and objective analysis.
Ms. Ahn, as Project Manager/Administrator, will have responsibility for the management and
administrative aspects of projects assigned by the City, as well as for the team’s performance with
regard to technical issues. Ms. Ahn will provide the LSA Team with all relevant information at the
outset of each assignment and will ensure, during the course of the work, that coordination with the
City is handled effectively and efficiently. Ms. Ahn will inform the City of all significant project
information on a timely basis throughout the life of this assignment by way of informal and formal
reporting via email, fax, or telephone.
Grant Wilson, Principal in Charge, will review each product to ensure it meets LSA’s expectations and,
more importantly, the City’s expectations. Mr. Wilson provides quality assurance and quality control
(QA/QC) and principal oversight.
The proposed key personnel will be available to the extent proposed for the duration of the project,
acknowledging that no person designated as “key” to the project shall be removed or replaced
without prior written concurrence by the City. Qualifications of the key staff are listed below, and
detailed résumés are provided in Appendix B.
Susan Ahn | Project Manager and Day-to-Day Contact
Susan Ahn will serve as Project Manager and Administrator for all task orders
under this on-call contract and will be the main point of contact for day-to-day
communication with the City. Ms. Ahn has been a Planner for the City of
El Monte, and in other capacities has also been heavily involved as an
environmental project manager in the research, preparation, and management
of a variety of environmental and community planning projects for commercial,
industrial, public facility, and residential projects. Her duties have included the
preparation of CEQA and NEPA environmental documents, the technical research and analysis of
environmental and community planning information preparation, and General Plan Amendment
consistency analyses for residential and commercial development. Ms. Ahn coordinates and manages
project-related work efforts, actively interacts with project applicants and agency staff, and drafts and

Grant Wilson is Managing Principal of the LSA Palm Springs office. With 30 years
of public and private sector planning experience, Mr. Wilson is responsible for
LSA project management, research, and preparation of documents related to
commercial, public facility, and residential development projects. He has
previously served as city planning staff in San Bruno, where he worked as staff

Ali Mir will serve as Environmental Planner and will be responsible for planning

WORK PLAN/TECHNICAL APPROACH
Understanding Planning Services Scope and Requirements
LSA’s approach blends diverse scientific expertise with broad practical experience in environmental
planning to provide high-quality service to the City of La Quinta. Since 1976, LSA has been refining an
approach to planning and environmental issues that resolves conflicts between growth and the
environment through a balance between progress and preservation, as well as maximum
effectiveness and minimum impact. Whether the project is preparing a community’s plan for its
future, designing a specific site for development, improving transportation infrastructure, or
protecting natural resources, LSA’s multidisciplinary staff has the breadth, expertise, and creativity to
provide balanced, workable solutions to the most complex problems.
Regular Communication with City Staff
As Principal in Charge, Grant Wilson along with Susan Ahn as Project Manager will maintain effective
communication with City staff through regular telephone correspondence and staffing at the City’s
planning counter. The PM will have responsibility for the management and administrative aspects of
projects assigned by the City, as well as for the LSA Team’s performance with regard to technical issues
(when technical services are needed). When planning studies are requested, the Project Manager will
provide the LSA Team with all relevant information at the outset of each assignment and will ensure,
during the course of the work, that coordination with the City is handled effectively and efficiently.
To this end, the Project Manager will conduct regular coordination and progress team meetings to
review a project’s progress.
The LSA Team will be available to work with applicants at City Hall with hours determined by the City.
The Project Manager will keep the City informed of all significant project information on a timely basis
throughout the life of this assignment by way of informal and formal reporting determined by the
City. Grant Wilson will review each product/service to ensure it meets LSA’s expectations and, more
importantly, the City’s expectations. LSA’s QC Plans and Procedures include these specific quality
management tasks:
The Project Manager will be assigned to the contract and have availability throughout its duration.
During contract negotiations, Grant Wilson, Susan Ahn, and the City will systematically review the
work program to ensure that everyone has a clear understanding of the project definition and
scope of work.
A project team with experience on similar projects will be assembled, and the Project Manager
will coordinate with the task managers to ensure staffing availability (based on specific tasks
requested).
All planning work performed will be Principal and peer reviewed prior to submittal to the client.
Principal review ensures that LSA’s quality standards are met. Peer review involves review by a
senior staff member who is not directly involved in the project. Peer review provides a “reality
check” to ensure that the study methodology, analysis, and conclusions are sound.

Ensure that applicable agency standards, policies, and procedures are understood by all project
team members.
Ensure timely completion of project deliverables.
Review a project’s status with the City at regular intervals to ensure implementation of the
original scope of work and the harmonious functioning of all team members. Identify any
potential conflicts with schedule or budget due to potential changes in scope or City direction.
Review performance with the City on a regular basis to make any adjustments required for
successful project completion and to determine improvements for future projects.
Scope of Services
Tasks include, but are not limited to, the following on an on-call basis:
LSA will provide planning project management services for specialized and complex projects. LSA
has project management staff in their Palm Springs, Riverside, and Orange County offices who are
experienced with assisting clients on specialized and complex planning projects. The Palm Springs
staff is available to provide staff assistance at either the City planning office or in the LSA offices.
STV will be utilized for additional support as needed.
LSA will prepare specialized planning-related studies, as requested by the City. LSA has technical
staff in their Palm Springs, Riverside, and Orange County offices to assist in technical and
specialized planning studies. Technical services within LSA will be coordinated and managed by
the Project Manager, Susan Ahn, and overseen by various internal Principals by topical areas of
expertise.
LSA will conduct complex technical research and land use work activities for the Planning Division
that include the review of development applications submitted to the City, Gener al Plan
Amendments, Zone Changes, Specific Plans and Amendments, Site Development Permits, Tract
Maps, and Conditional Use Permits as requested by the City. LSA and STV have experienced staff
to assist the City with complex planning activities and are available to work at the City planning
office or in LSA offices.
LSA will prepare CEQA and NEPA documents at the City’s request, including but not limited to CEs,
Initial Study/Negative Declarations (IS/NDs), IS/MNDs, and MMRPs, and will provide mitigation
monitoring coordination for City projects. LSA has been providing CEQA/NEPA services to
municipal clients for 43 years, including the City of La Quinta in 2017 by preparing an Addendum
to the La Quinta Village CEQA EIR for the La Quinta Village Complete Streets Project, and is
currently on the City’s approved CEQA/NEPA On-Call Services list. In addition, LSA was recently
awarded a contract with the City of Palm Springs for CEQA/NEPA On-Call Planning Services.
LSA will prepare Parking Surveys at the City’s request with the assistance of a traffic counts
vendor. LSA has planners that can analyze parking and circulation for these studies. In addition,
LSA can provide full traffic studies if needed.

LSA has software licenses for Bluebeam Revu Standard software for the electronic review of plans
and maps. LSA can conduct plans and map review at the City’s planning office or at the LSA offices.
LSA will provide planning counter staffing as needed to assist residents and project applicants as
they navigate the process of Planning Department functions. This includes a variety of applications
and general services provided by the Planning Department (e.g., variance requests, conditional
use permits, special event permits, and zoning information requests).

LSA Invoicing
Monthly invoices shall be submitted for progress payment based on work completed to date. LSA will
invoice the client using our standard invoicing format and will submit the invoice to the client via
electronic mail. Clients requesting changes to LSA’s standard invoice or process for submittal may be
billed additional time to develop the invoice and monthly administration of the billing.
LSA Payment of Accounts
Terms are net 30 days. A service charge of 1.5 percent of the invoice amount (18 percent annual rate)
may be applied to all accounts not paid within 30 days of invoice date. Any attorney’s fees or other
costs incurred in collecting any delinquent amount shall be paid by the client.

PROFESSIONAL RESPONSIBILITIES
As a Principal in LSA’s Palm Springs office, Ms. Borrego is primarily responsible for
assisting various clients in conducting and managing the coordination of biological
resource evaluations and assessments; managing and overseeing construction
compliance projects; preparing environmental documentation for renewable energy
projects; managing on-call service contracts with utility providers; and preparing
biological reports for transportation projects, including bridge replacement, road
widening, and interchange modifications; and environmental permitting. She works
with various resource and regulatory agencies to analyze impacts and recommend
mitigation measures as part of the CEQA/NEPA documentation for both private- and
public-sector projects.
In addition, Ms. Borrego has extensive experience in Southern California, particularly
in the Colorado and Mojave Deserts. She has conducted biological studies in a variety
of terrestrial and aquatic habitats, including specific special-status species surveys for
the Casey’s June beetle, arroyo toad, desert tortoise, Coachella fringe-toed lizard,
flat-tailed horned lizard, burrowing owl, coastal California gnatcatcher, least Bell’s
vireo, Mohave ground squirrel, and Coachella Valley round-tailed ground squirrel, as
well as a variety of plant species.
PROJECT EXPERIENCE
Adams Street / Whitewater River Bridge Crossing Project
La Quinta, California
LSA, in cooperation with the Caltrans District 8 Office of Local Assistance, assisted the
City of La Quinta in replacing the existing low-water crossing spanning the
Whitewater River at Adams Street with an all-weather crossing. Ms. Borrego wrote
the Natural Environment Study (NES) (Minimal Impacts) for this project.
Coachella Flats Wind Energy Repowering Project
Palm Springs, California
LSA is currently providing biological resources support for this wind energy
repowering project, which involves the decommissioning of multiple existing wind
turbines and their replacement with fewer, new, and more efficient turbines. Ms.
Borrego is overseeing field surveys, the preparation of the Biological Resource
Assessments and the Coachella Valley Multiple Species Habitat Conservation Plan

Indian Canyon Drive Widening Project

Water Quality Assessment Report, and the Initial Site Assessment in support of
NEPA/CEQA clearance for an Environmental Assessment/Initial Study for the Indian
Canyon Widening Project. The project would widen the existing Indian Canyon Drive
from two to four lanes and is a multiagency endeavor; agencies involved include
Caltrans, the FHWA, the City of Palm Springs, the USFWS, and the CDFW. Ms.
Borrego prepared the Natural Environment Study, the Biological Assessment, and the
Jurisdictional Delineation and conducted associated field surveys for this project.

Mr. Mukherjee prepared this TIA to assess the potential circulation impacts
associated with the proposed development of the Desert Rose Townhomes, in
the City of Desert Hot Springs in Riverside County. The project consisted of
194 dwelling units located on the northwest corner of Verbena Drive and
Climbing Rose Way and the TIA included the analysis of seven intersections
and project driveways.
Riverside County Traffic Analysis Model (RivTAM) On-Call Modeling and
Support
Riverside County, California
Mr. Mukherjee is the project manager and lead analyst on this project
performing various modeling tasks using the RivTAM model since 2009.
RivTAM, which was developed as a sub-regional model using the SCAG RTP
model, is a TransCAD 5.0 based model and is extensively used for preparing
transportation studies within Riverside County.
Madison Plaza IS/MND
Riverside, California
LSA is currently preparing an Initial Study/Mitigated Negative Declaration for a
75,000-square-foot commercial development at 3530 Madison Street. The
Denny’s restaurant, which is currently located on the site, is a historical
resource as defined by CEQA. LSA is also preparing technical studies for traffic,
air quality, greenhouse gas emissions, historic resources, and noise for the
project.
Perris Marketplace
Perris, California
Mr. Mukherjee conducted the traffic study to evaluate the potential traffic
impacts associated with the proposed development of an approximately
520,000 sf retail center, which included a Wal-Mart Supercenter, in the City of
Perris. The project site was located north of Nuevo Road and west of Perris
Boulevard (north of the existing Perris Plaza). The TIA included the analysis of
20 intersections and project driveways.

Adelanto, California
Mr. Mukherjee prepared this TIA to assess the potential circulation impacts
associated with the proposed development of Adelanto Towne Center. The
project consisted of approximately 606,000 sf of retail uses, which included a
183,600-square foot Target store on a site located on the southwest corner of
the intersection of U.S. Highway 395 and Mojave Drive. The project was
proposed to be completed in two phases and the TIA included the analysis of
46 intersections.
Citrus Industrial District
Upland, California
Mr. Mukherjee coordinated in the preparation of the TIA to assess the
potential circulation impacts associated with the proposed development of
the Citrus Industrial District mixed-use project located on the north side of
Eighth Street, east of Euclid Avenue, and west of Campus Avenue. It consisted
of 732 residential condominiums and 29,000 sf of commercial space to be
built in two phases. The TIA included the analysis of 14 intersections.
Butterfield Specific Plan
Banning, California
Mr. Mukherjee prepared the initial study and constraints analysis, which
included the analysis of three design alternatives and three roadway network
alternatives. The final TIA included the analysis of 50 intersections and project
driveways. An analysis of freeway mainline levels of service was included in
the TIA.
City of Loma Linda General Plan
Loma Linda, California
Mr. Mukherjee completed the Traffic Impact Analysis and the Circulation
Element for the General Plan for the City of Loma Linda. The primary objective
of the analysis was to define a circulation system that supports the
development anticipated in the Land Use Element and other elements of the
amended General Plan while also complying with the provisions outlined in
Measure V, a voter-approved initiative laying stricter limitations on
development projects vis-à-vis implementation of transportation mitigations.

Mr. Mir is an urban, transportation, and environmental planner with over 17
years of experience managing and directing the preparation of general plan
updates, community plans, specific plans, development projects, alternatives
analyses, feasibility studies, National Environmental Policy Act (NEPA) and
California Environmental Quality Act (CEQA) clearances. He has worked on
a wide variety of public and private sector projects throughout California. In
addition, he has extensive inter- and intra-agency coordination, community
outreach, and consensus-building experience for a broad range of projects.

City of La Quinta Eden Rock at PGA West EIR – Environmental
Planner
Responsible for overseeing the preparation of a Draft EIR and Final EIR
pursuant to the CEQA for the $200 million master-planned infill development
of 292 residential units and a 7,000-sf clubhouse/recreation facility on a 42-
acre site in La Quinta, CA. The Final EIR included mitigation measures for
potentially significant impacts to air quality during construction, cultural
resource, noise, public services, transportation, traffic, and parking and
circulation. The City of La Quinta certified the Final EIR and approved the
developer’s plan.
City of La Quinta SilverRock Specific Plan and CEQA Addendum –
Urban and Environmental Planner
Responsible for the preparation of the Specific Plan and a CEQA Addendum
to the Final Mitigated Negative Declaration for the development of resort and
retail uses on a 525-acre tract in La Quinta, CA, that is the site of the Arnold
Palmer Classic Course at SilverRock. The plan for SilverRock included private
development of a boutique hotel, a feature hotel, a resort retail village with
possible second-floor office and residential space and a proposed 7,000-sf to
7,500-sf black box theater, and two additional development pads for future
hotel development.

allowed an increase in attendance for the Coachella and Stagecoach Music
Festivals and for two additional events in the fall through 2030.
City of Coachella General Plan Update - Environmental Planning Lead
Maintained overall responsibility for the development of recommendations to
avoid or minimize environmental impacts associated with the update of the
development plan for Coachella, CA, through 2020. The scope of work
involved the review and analysis of the existing Environmental and Public
Facilities Conditions report and updated information provided by the city. Ali
was responsible for a comprehensive EIR comprising an executive summary;
a project description consistent with the requirements of CEQA guidelines;
and an environmental impact analysis addressing issues associated with land
use, transportation and circulation, air quality, noise, biological resources,
cultural resources, public services and utilities, visual resources, hydrology
and water quality, geology and soils, agriculture, hazards and hazardous
materials, mineral resources, and growth-inducing impacts. Tasks Ali
oversaw included a traffic study consisting of the review of existing roadway
and intersection traffic volumes and operations, future roadway and
intersection traffic volumes and operations, and a non-automotive impact
analysis.
RCTC Perris Valley Line - Environmental Planning Lead
Oversaw environmental planning for the introduction of Metrolink commuter
rail service on the largely disused Perris Valley Line, which runs 24 miles
between Riverside and Perris, CA. The $248.2 Riverside County
Transportation Commission (RCTC) project includes four new stations, the
upgrade or closure of grade crossings, the installation of a signal system, the
replacement of two railroad bridges, and a new layover facility with
locomotive service and inspection areas. Mr. Mir oversaw specialty
subconsultants in the development of solutions for meeting NEPA and CEQA
requirements and complying with Section 106 of the National Historic
Preservation Act and EPA requirements for determining the least
environmentally damaging project alternatives.

FEES FOR PROFESSIONAL SERVICES
Fixed-Fee Contracts
If a fixed-fee proposal, the professional services described in the Scope of Services Section of the
attached proposal shall be provided for the fixed fee noted in the proposal. Invoices will be generated on
a monthly basis based on the percentage of work completed and/or an agreed-upon schedule of values.
The fixed fee includes all labor and expenses required to complete the defined scope of work. Any
changes in the scope of work, significant delays or additional tasks will be considered extra services. Extra
services shall be provided on a time and expenses basis at the same rates specified for hourly contracts,
unless other arrangements are made in advance.
Hourly Contracts
If an hourly plus expenses proposal, the professional services described in the Scope of Services Section
of the attached proposal shall be provided on a time and materials basis at current hourly rates. These
rates are as shown on a Rate Schedule that is attached, or can be made available. Hourly rates are
subject to review at least annually on or about June 1 of each year, and may be adjusted to reflect
changing labor costs, at our discretion, at that time. (A schedule can be made available upon request.)
Direct costs (including cost of subconsultants) shall be reimbursed at cost plus 10 percent, unless other
arrangements are made in advance, and are not included in the hourly fee for professional services.
The total estimated amount of time and expenses noted in the proposal will serve as a control on the
services to be provided. The specified amount will not be exceeded without prior approval of the client.
EXTRA SERVICES
Services provided by LSA under this Agreement are defined in the Scope of Services Section of the
attached proposal. The Scope of Services was created with the intent of executing the specific tasks and
level of service requested by the client. Any additions, changes to the Scope or substantial delays to the
schedule as defined in the Scope will be considered extra services. Extra services shall be provided on a
time-and-expense basis at the hourly rates in effect when the extra service is provided, unless other
arrangements are made in advance. Extra services will be communicated to and authorized by the client
prior to commencing work. Should an alteration to the Scope include removing tasks or reducing the
scope of the level of service, LSA shall invoice for the work performed prior to receiving written notice of
the change.
INVOICING
Monthly invoices shall be submitted for progress payment based on work completed to date. LSA will
invoice the client using our standard invoicing format and will submit the invoice to the client via
electronic mail. Clients requesting changes to LSA’s standard invoice or process for submittal may be
billed additional time to develop the invoice and monthly administration of the billing.

PAYMENT OF ACCOUNTS
Terms are net 30 days. A service charge of 1.5 percent of the invoice amount (18 percent annual rate)
may be applied to all accounts not paid within 30 days of invoice date. Any attorney’s fees or other costs
incurred in collecting any delinquent amount shall be paid by the client.
STANDARD OF CARE
Services provided by LSA under this Agreement will be performed in a manner consistent with the degree
of care and skill ordinarily exercised by members of the same profession currently practicing under
similar circumstances. LSA will endeavor to maintain consistent staff on the project; however,
unforeseen issues outside of our control such as employee illness, relocation, injury or departure can
occur. From time to time, unforeseen circumstances require us to replace project staff or project
managers with other equally qualified staff in order to meet our commitments. The terms of this
proposal are not contingent upon work being performed by named staff. LSA reserves the right to
substitute equally qualified staff when necessary.
PROJECT DELAYS
The terms of this Proposal are based on the anticipated project schedule. In the event of unanticipated
project delays, the scope of services may be subject to amendment, change, or substitution.
INDEMNIFICATION
Client and consultant each agree to indemnify and hold the other harmless and their respective officers,
employees, agents, and representatives from and against liability for all claims, losses, damages, and
expenses, including reasonable attorneys’ fees, to the extent such claims, losses, damages, and expenses
are caused by the indemnifying party’s negligent acts, errors, or omissions.
ELECTRONIC FILE DATA CHANGES
Copies of documents that may be relied upon by client are limited to the printed copies (also known as
hard copies) that are signed or sealed by LSA. Files in electronic media format or text, data, graphic, or
other types that are furnished by LSA to client are only for convenience of client. Any conclusion or
information obtained or derived from such electronic files will be at the user’s sole risk. When
transferring documents in electronic media format, LSA makes no representations as to long-term
compatibility, usability, or readability of documents resulting from the use of software application
packages, operating systems, or computer hardware differing from those of LSA at the beginning of the
assignment.
FORCE MAJEURE
Neither party shall be deemed in default of this Agreement to the extent that any delay in performance
of its obligation results from any cause beyond its reasonable control and without its negligence.
LITIGATION
In the event that either party brings action under the proposal for the breach or enforcement thereof,
the prevailing party in such action shall be entitled to its reasonable attorneys’ fees and costs whether or
not such action is prosecuted to judgment.

NOTICES
Any notice or demand desired or required to be given hereunder shall be in writing, and shall be deemed
given when personally delivered or deposited in the mail, postage prepaid, sent certified or registered,
and addressed to the parties as set forth in the proposal or to such other address as either party shall
have previously designated by such notice. Any notice so delivered personally shall be deemed to be
received on the date of delivery, and any notice mailed shall be deemed to be received 5 days after the
date on which it was mailed.
TERMINATION OF CONTRACT
Client may terminate this agreement with 7 days prior notice to LSA for convenience or cause. Consultant
may terminate this Agreement for convenience or cause with seven days prior written notice to client.
Failure of client to make payments when due shall be cause for suspension of services, or ultimately
termination of the contract, unless and until LSA has been paid in full all amounts due for services,
expenses, and other related charges.
If this Schedule of Standard Contract Provisions is attached to a proposal, said proposal shall be
considered revoked if acceptance is not received within 90 days of the date thereof, unless otherwise
specified in the proposal.
