Planning Services. We are proud of our reputation in the Coachella Valley, providing multi‐discipline consulting
services for completing major development and infrastructure projects over the past 30+ years. We understand the
demands placed on planning and development departments and are committed to helping our clients with cost‐

Expert Leadership. Project Manager, Darren Edgington brings more than 29 years of diverse and challenging work experience in
environmental and land planning. His broad experience includes project management for: CEQA/NEPA and other Environmental
Documents, as well as, specific plans and planned developments. Mr. Edgington will provide the day-to-day oversight of any Tasks
resulting from this On-Call, and will serve as the City’s main point of contact for the duration.
Local Knowledge. Michael Baker has completed numerous planning, transportation and environmental documents throughout the
Coachella Valley, fostering an excellent understanding of the special needs and criteria surrounding a desert environment, as well as
the environmental and multi-agency coordination required to successfully obtain CEQA/NEPA compliance.
Specialized Project Team. To better serve the City with a more comprehensive project team, we have teamed with BCR
Consulting to provide cultural resource review/assessment, and a local geotechnical firm, Petra Geotechnical for geological support.
In-House Parking Studies. Michael Baker’s Bob Davis is our Senior Traffic Engineer who specializes in both transportation

with the strengthened and extended service available through the numerous offices to provide
a comprehensive approach to community planning, public works engineering and land
development in the Coachella Valley Region.

Key Personnel
The Michael Baker Team is prepared to commit its personnel and its resources to serving the
City of La Quinta by providing On-Call Planning Services. Our team of professionals is well
balanced and experienced in working together on many successful projects. The key personnel
assigned to this project have functioned in similar responsible positions and have worked on
numerous projects together.
Principal In Charge
Chris Alberts, PLS, is the Firm Principal directly in charge of the Palm Desert Office operations.
Mr. Alberts has been a resident of the Coachella Valley for over 15 years and is strongly vested
in its development and success. Mr. Alberts will also serve as Principal In Charge for the La
Quinta On-Call Planning Services project.
Project Manager / Designated Administrator
The City of La Quinta On-Call Planning Services contract will be managed by Mr. Darren
Edgington. Mr. Edgington brings more than 20 years of diverse and challenging work
experience in environmental and land planning. His broad experience includes project
management for CEQA/NEPA and other Environmental Documents, as well as, experience with
specific plans and planned development projects and entitlement. Mr. Edgington will provide
the day-to-day oversight of any Tasks resulting from this On-Call and will serve as the City’s main

similar project experience, local knowledge and established relationships with the Michael Baker
Team and various entities that will be involved in the project. In this effort, Michael Baker is being

Resource Services). We have worked with both Petra and BCR on several projects throughout
Southern California and welcome them to our On-Call Team of professionals.
Petra Geotechnical (Petra) is a geotechnical and environmental consulting firm founded in 1975 as
Earth Research Associates, and incorporated in 1988 as Petra. Petra’s workforce consists of an
interdisciplinary group of professionals including licensed engineers, geologists, environmental
scientists, hydrogeologists, technicians, and administrative support staff. Petra’s current
geographical focus is throughout southern California. To serve their clients efficiently, Petra has
strategically positioned their current office locations within, or no further than, approximately 45
minutes from areas of major development. They maintain five offices serving the counties of
Orange, San Diego, Riverside, San Bernardino, Los Angeles, and the Desert Region.
BCR Consulting, LLC (BCR Consulting) is made up of a highly qualified team of
professionals that provide cultural resource compliance services for publicly and
privately funded projects pursuant to the California Environmental Quality Act
(CEQA), Section 106 of the National Historic Preservation Act (NHPA), and the National
Environmental Policy Act (NEPA). BCR Consulting clients are accustomed to receiving excellent
results ahead of schedule and within budget limits. Fields of specialization include Archaeology
(both prehistoric and historic), Historic Preservation (History and Architectural History),
Paleontology, and Geographic Information Systems (GIS). The BCR Consulting team exceeds the
Secretary of the Interior's Professional Qualification Standards for cultural resource management.
Planning Services
Michael Baker’s dedication to providing municipal planning services has established our
reputation as an industry leader. We provide professional planning services as extension of staff or
as independent consultants to cities, counties, state agencies, and special districts in an era of
limited financial resources. Public agencies have found the use of Michael Baker planning staff to
be an efficient and effective way to deal with fluctuating workloads, state and federal mandates,
and local priorities—all while finding ways to continue to provide effective and reliable customer
service. For agencies that need assistance with their short- and long-term staffing requirements,
we offer experienced and personable planning professionals on a contract basis. We also provide
planning services as independent consultants on a task order basis as well as dedicated, technical
experts to enhance and extend the reach of municipal clients.
We structure staffing and planning services task orders to match an agency’s needs. This can
include a range of options such as the provision of:
• One contract staff employee on a part-time, short-term basis
• Multiple contract staff to cover an entire department’s needs on a long-term basis
• Entry-level staff to work the planning counter and offer municipal staff time to focus on
current planning projects
• Experienced project managers and technical staff to take on special projects or to lead an
independent consultant team.
We build flexibility into our contract staffing and task order work programs to better respond to
what sometimes can be a fluctuating workload, resulting in cost savings to our clients.
Michael Baker’s approach to assisting the City of La Quinta—and to all staffing services we provide
throughout California—is to work in close cooperation with the City as a seamless extension of
your own staff. Our planners bring significant experience to their work, but we are of course
cognizant of our role and the need to implement the policy direction given by the City’s elected
officials and the procedures developed by internal departments. We will work with City staff to

fully understand not only the specifics of the projects we are assigned but the history and
background that will help us to create an analysis and recommendation that reflects City policies
and practices. Since we work for agencies throughout the Inland Empire, California, and the
United States, we can also provide examples of successful programs, policies, and documents
from other agencies, which is something our clients have found particularly helpful.
Several of the proposed staff included in this proposal have provided staffing support to
organizations that perform similar functions as the City of La Quinta. Emily Elliott, Siri Champion,
Peter Minegar, Alex Pohlman, Renee Gleason, and Kendell Hillis are all a part of the staffing support
for the Cities of Eastvale and Redlands. As part of those contracts, Michael Baker has task orders
for general staff support, including project management, coordination of development projects,
and implementation of the California Environmental Quality Act (CEQA).
In responding to the City’s needs, Michael Baker is prepared to provide the City with a team of
highly experienced planners who are fully capable of successfully performing all tasks associated
with the processing of discretionary development applications, including General Plan
amendments, zone changes, development agreements, specific plans, site development permits,
conditional use permits, variances, and subdivision maps. Our staff will also prepare any necessary
environmental documentation pursuant to CEQA, which is discussed further under Environmental
Services.
Michael Baker planners will be available on short-term notice to provide services on an as-needed,
task order basis for the processing of specific discretionary development applications. Our staff
will perform, coordinate, and manage all the tasks associated with the processing of such
applications. These tasks include:
• Receiving and determining the completeness of applications.
• Reviewing applications for compliance with the General Plan, Zoning Ordinance, and
applicable development standards and other City policies and regulation.
• Preparing the appropriate environmental documentation in compliance with CEQA.
• Preparing staff reports and making recommendations to the City Council with accompanying
conditions of approval, resolutions, and ordinances, as necessary.
• Facilitating and participating in meetings and coordinating the exchange of comments among
applicants, City staff, other consultants, and the public during the review and processing of
applications, as necessary.
• Attending and making presentations on discretionary development applications at City Council
meetings, as necessary.
• Preparing all required notices for filing with appropriate county and state agencies.
Michael Baker has a range of staff available to provide the as-needed services being requested by
the City, from assistant to senior planners. We will assign the appropriate level of planner to serve
as the case planner for each project commensurate with the complexity of the development
application being processed. While our staff may be required to periodically attend meetings in
the La Quinta area, our work will be performed either on- or off-site, consistent with the direction
provided by the City.
Environmental Services
Michael Baker is recognized as an innovative and strategic partner in the preparation and
processing of environmental documents and supporting technical studies. We have successfully
completed hundreds of planning and environmental documents in compliance with CEQA and
NEPA for public agency clients. We have prepared environmental documents for virtually any type
of project the City may encounter, from land development/planning entitlements projects to long-

range plans and programs to public works and capital improvement projects. We coordinate
regularly with local, State and Federal regulatory agencies both during the environmental process
and in acquiring regulatory permits/approvals for our clients. A description of our extensive
capabilities providing environmental services to our clients is provided below.
Environmental (CEQA Advising, Peer Review, IS/MND and EIR Preparation): Environmental
documents prepared at Michael Baker address the full spectrum of environmental and technical
issues, with in-house specialists providing technical evaluation for traffic and transportation, flood
control and drainage, air quality, climate change, noise, land use, socioeconomics, utilities and
services, energy conservation, biological resources, cultural resources, visual and aesthetic effects,
relevant planning, Phase I hazardous materials, neighborhood and construction effects, landform
modification, agricultural suitability and many other environmental issue areas.
Michael Baker produces environmental documents that
are sensitive to both the public’s concern for resource
protection and community impacts, as well as real-world
issues associated with cost and feasibility of implementing
mitigation measures. Michael Baker’s environmental task
managers have a broad resume of project experience in
urban and rural communities and have worked on
numerous complex projects requiring technical expertise,
creative solutions, and development of effective and
workable mitigation. Our team has a thorough understanding of CEQA, NEPA, the Endangered
Species Act, Clean Water Act, Clean Air Act, National Historic Preservation Act, and other local,
State, and Federal regulations.
Michael Baker also provides peer review of environmental documents and technical studies that
are supported by professionals with expertise in acoustics, air quality, climate change,
traffic/transportation, hydrology, water quality, water/wastewater, landscape architecture, urban
design, policy planning, structural design, civil engineering, GIS, mapping, and surveying.
Our staff is accustomed to meeting demanding project schedules by pooling our resources from
skilled staff throughout the region, when necessary, to ensure our clients are given the highest
quality of service and on-time performance.
Air Quality Studies/Health Risk Assessments: Michael Baker utilizes air
quality models that are developed by the U.S. Environmental
Protection Agency, California Air Resources Board, and local Air
Pollution Control Districts. Michael Baker’s air quality services include
project-specific analysis of regulatory impacts, short-term construction
emissions, long-term operational emissions, and computer modeling of
source-specific pollutant emissions and dispersion analysis.
Additionally, Michael Baker has carried out mitigation programs for
commercial, transportation, and industrial projects, as well as General
Plan Air Quality Elements.
Michael Baker also prepares Health Risk Assessments (HRA) in
accordance with U.S. Environmental Protection Agency and the
California Office of Environmental Health Hazard Assessment (OEHHA) guidelines to evaluate
potential health risks associated with Toxic Air Contaminants (TAC). Our capabilities include
emission inventory preparation, meteorological air dispersion modeling, and risk calculation.

Greenhouse Gas Studies: Michael Baker’s climate change experts are at the forefront in
developing sound scientific regulatory assessments and strategies within the rapidly changing
regulatory environment. We advise both government and private industry on greenhouse gas
(GHG) policies and methodologies and the impact that they have on the new carbon constrained
business future. To ensure a sustainable future, there is a great need to understand and manage
GHG emissions in ways that promote economic growth. As the climate change debate and private
sector market solutions evolve, Michael Baker continues to offer its clients unparalleled analytical,
policy, and business management services.
Michael Baker has developed proprietary models for quantifying and analyzing GHG’s from a
variety of direct and indirect sources including construction, vehicular traffic, electricity
consumption, water conveyance, and sewage treatment. Michael Baker’s analyses recommend
innovative GHG/air pollutant reduction methods during the construction and operation of a
project, conduct advanced dispersion modeling, investigate the use of renewable energy
sources/energy efficient products, and quantify the benefits of resource conservation (i.e.,
electricity usage and recycling).
Biological Resources: Michael Baker has expert in-house biologists experienced in the Federal and
State Endangered Species Acts, the Migratory Bird Treaty Act, the California Department of Fish
and Game Code, the Clean Water Act, and biological analyses under CEQA and NEPA.
Michael Baker’s relationships with wildlife agencies, regulatory agencies, federal land managers,
and various conservation groups allow the firm to serve as a liaison between the applicant and
these agencies/organizations. Michael Baker’s biological team has decades of experience in the
biological consulting process. Valued services provided by Michael Baker include conducting
habitat assessments to characterize the biological features of an area, rapidly identifying any
sensitive features, suggesting a compliance strategy to resolve identified impacts, and working
with the client to make sure their planning needs are met while meeting permitting and mitigation
requirements. Michael Baker biologists prepare general biological inventories, endangered
species/sensitive plant surveys, and biological monitoring. In consultation with resource agencies,
Michael Baker staff has extensive experience in mitigating biological resources impacts through
restoration/revegetation and conservation/mitigation banking.
Hazardous Materials/Environmental Site Assessment: Michael Baker provides a range of
Hazardous Materials Assessments to meet our clients’ needs for various project types. Michael
Baker has prepared hundreds of Phase I Hazardous Materials Assessments for a variety of projects
throughout California utilizing the American Society for Testing & Materials (ASTM) standards for
commercial real estate transactions (E1527-05 and E1528-06), All Appropriate Inquiry (AAI), as
well as appropriate protocol from lending institutions and regulatory agencies. The
comprehensive capabilities and professional experience of our in-house staff allows Michael Baker
to effectively and efficiently complete Hazardous Materials Assessments for any type of property.
Michael Baker’s capabilities include Phase I Environmental Site Assessments (ASTM E1527-05),
Transaction Screens (ASTM E1528-06), Preliminary Hazardous Materials Assessments,

Michael Baker also prepares shade and shadow analyses by overlaying shadow diagrams on a base
map that show the building footprints of the project and the surrounding buildings. The intent of
this work is to illustrate any change in shadow patterns that would be directly attributable to the
project, and to visually demonstrate the effect of these shadows on surrounding land uses,
particularly any adjacent residential or other sensitive uses.
Hydrology/Water Quality: Michael Baker has a broad base of experience that can provide a wide
variety of services to meet the challenges associated with storm water quality. Current projects
give the Michael Baker Team a unique and clear understanding of the requirements that the
regulated community faces in complying with court orders, fulfilling National Pollutant Discharge
Elimination System (NPDES) Permit obligations, and other related storm water activities.
Michael Baker’s storm water quality capabilities include the identification of constituents of
concern, research relative to Best Management Practices (BMP) effectiveness, BMP siting, design,
construction, construction management and operation, and maintenance and monitoring.
Furthermore, Michael Baker has completed studies relative to BMP effectiveness and cost

Noise and Vibration: Michael Baker’s acoustical services include
instrument-assisted noise and vibration field surveys, commercial
and industrial stationary sources noise impact analyses, Federal
Highway Administration (FHWA) computer modeling of motor
vehicle noise impacts for roadway and freeway projects, and rail

Michael Baker’s goal is to achieve safe and efficient movement of vehicles and plan adequate
parking facilities for the projected land uses and economic growth. Pedestrian safety and
movement is factored into the overall plan. Currently, Michael Baker utilizes traffic models
derived from data collected at peak intervals to capture the current performance of the traffic
system and simulate potential need. It should be noted that our scope of services accommodates
recent updates to the CEQA Guidelines in December 2018. This scope assumes that further
coordination with City staff will be required to determine the appropriate methodology for the
analysis of traffic impacts, in light of pending updates to CEQA under Senate Bill 743. Michael
Baker anticipates the potential use of vehicle miles traveled (VMT) based thresholds in the
environmental compliance documentation.
Cultural Resources/Architectural History: The National Historic Preservation Act (NHPA) of 1966
and the NEPA of 1969, as well as a variety of State and local regulations, require planners to
consider the effects of federally funded or permitted projects on archaeological and historic
properties. Since 1991, Michael Baker’s cultural resources specialists have skillfully and efficiently
guided clients through the complexity of Section 106 requirements and the NEPA regulatory
process. With the recent passage of Assembly Bill 52, Michael Baker’s staff is prepared to assist

be drafted, and a project team would be assigned, which would be tailored to the specific needs

1. Project Initiation & Scoping
A kick-off meeting would be held between the City, the applicant and Michael Baker in order to
understand the issues at hand. The kick-off meeting also provides an opportunity to identify
existing information that is already available. Such information may include prior permit
approvals, as-built plans, operation and maintenance plans or past technical studies. In short, the
information gathering seeks to lower costs by not having to “recreate the wheel.” The kick-off
meeting is also an opportunity to discuss the project in greater detail, including the approach and
alternatives for the design, construction and/or operations and maintenance of the proposed
project, as well as, time constraints.
The initiation phase of a project is vital to the success of the planning and environmental process
and will be a key milestone in order to confirm the parameters of the analysis, the construction,
operations, and maintenance requirements, key assumptions, known regulatory conditions,
scheduling and overall communications strategy. Prior to the kick-off meeting, the Michael Baker
Team will distribute a kick-off meeting agenda and detailed list of information needs. Based on the
project information obtained at the kick-off, the Michael Baker Team will draft a preliminary
project description for review and approval by the City, or review an applicant project description
for quality and completeness.
2. Information Gathering
A. Collect and Review Existing Data
If available, Michael Baker will collect and review existing data and reports, both published and
unpublished to describe the existing conditions and setting of the project site and surrounding
areas.
B. Field Review and Reconnaissance
As a part of the early scoping for the project, the
Michael Baker Team will conduct a field study of
the site, reviewing existing land use and
environmental conditions, and take site photos
to record on-site and surrounding uses.
C. Research and Investigation
The Michael Baker Team will obtain and review
available data for the project, as well as policy
documentation from the City as well as involved State, and Federal agencies, and other agencies
and/or stakeholders which may be affected by the project. In some cases where state or federal
agencies are involved with permitting or other approvals, upfront meetings may be desirable to
better understand agency concerns and requirements.
3. Meetings, Management, and Coordination
A. Project Meetings and Coordination
To meet schedules for assigned projects, this approach assumes a high level of project
management and coordination of the project team. This assumes on-going calls and coordination
with members of the City staff to obtain information, guidance and approval on elements of the
proposed project as it is being developed and reviewed. This task also includes coordination with
City staff to answer any questions or follow up on any items necessary to obtain for approval of
the planning or environmental documentation. On-going project management from the Project
Manager and others on the Michael Baker Team will occur throughout the process to ensure

timely completion of products, coordination of meetings, and discussion of relevant issues or
concerns with the City, or other involved agencies as needed.
B. Public Meetings and Hearings
The Michael Baker Team would assist the City in conducting public meetings and hearings for
future planning and environmental documents, depending on the needs of a specific project.
These may include scoping meetings to help define project parameters and public hearings in
response to regulatory requirements. The Michael Baker Team will assist the City in preparing and
conducting meeting presentations. Depending on the nature of a given project and City direction,
Michael Baker would develop presentation materials, provide meeting facilitation, prepare
meeting notes and provided other types of support as needed.
Quality and Budget Control
The control of budgets, while at the same time maintaining quality control and adhering to project
schedules, has never been so important given today’s volatile economy. Michael Baker
understands that public and private revenues have decreased from past economic downturns, and
prudent stewardship of client resources is a must. Michael Baker’s ability to effectively plan and
organize a project is supported through the use and implementation of a variety of tools
(planning, organization and quality control) and procedures that begin during the proposal phase.
These tools, along with Michael Baker’s experience with planning, environmental and regulatory
on-call projects lead to on-time and on-budget project deliveries of quality products. A project’s
cost and schedule benefits from the synergistic relationship among Michael Baker’s planning,
engineering, regulatory and environmental services. Our cross-trained analysts ensure that a
project description identifies all technical information that is required to effectively implement a
project. This not only leads to a comprehensive project description, but it increases consistency
between the planning or environmental documents and permits and entitlements. This
consistency eliminates confusion during the permit process and leads to successful certification

Michael Baker utilizes Oracle, which provides detailed cost control reports for
project assignments. This system provides reports that are organized by labor
accounts and task codes to show each type of deliverable or activity for a project. In
addition, a cost system has been integrated which process reports for various levels of
accounting functions. The most detailed report identifies man-hour expenditures by task,
by labor account, and by discipline. More summary-level reports may be produced which
identify man-hour and labor dollar expenditure by discipline. This system can be utilized for
any type or size of assignment and not all the system must be employed to obtain the desired
results.
Michael Baker captures labor costs through weekly timecard entry and posting. Our accounts
payable department enters direct expenses on a daily basis (i.e., vendor invoices, sub consultant
invoices, employee expense reports). The Project Manager, on a weekly or monthly basis,
dependent upon project size, reviews all project costs. The Project Manager determines if all
costs are appropriate for billing and submits a mark-up invoice to the project accountant to
prepare a monthly invoice to the client.
In order to ensure a high level of quality is attained for work products, the Michael Baker Team
will operate under a quality management system. The quality management system is a
continuous process used not just at project milestones, but also on a daily basis as work flows

All submittals to the City will meet the project schedule agreed to by the client and will comply
with the standards and procedures established by the City for the development of the Planning
Document, CEQA checklist and permit applications. Each deliverable item will be developed,
checked, revised, and verified through a continuous process prior to submittal. The Project
Manager and Task Managers will perform a complete quality control review of the analyses,
plans, applications and costs.

The Project Manager will be responsible for providing an on-going review for quality assurance
and quality control.
C. Scheduling Software
Michael Baker utilizes Microsoft Project for planning, environmental and regulatory project
scheduling. Microsoft Project offers the ability to plan, build, and track tasks associated with
each project. Schedules are routinely submitted to the client starting at the proposal phase and
throughout the work effort.

task description, task percent complete, start date, end date, and task predecessors when
applicable.
Communication Plan
Key to our success is our persistent focus on meeting client objectives, coupled with our
commitment to clear and frequent communication on all aspects of a project to ensure that a
mutual understanding of such objectives is maintained throughout the
life of a project. We are well aware that objectives, issues and
conditions may change as a project progresses – new issues may arise,
project characteristics may change, or other unforeseen events can
crop up. Close communications on a regular basis allows project
team members to effectively respond to new issues and changing
conditions, before they become bigger problems. We understand

indicate tasks performed in the current month, planned activities for the following month
and budget information.
• Filing: Michael Baker maintains an extensive filing system for each of our contracts. All
incoming and outgoing correspondence is logged for ease of document retrieval. All
deliverables are copied to digital storage device and stored in the files along with a

Method and Timing of Payment
Michael Baker utilizes the Oracle management information accounting/project management system software. This
system provides the ability to isolate direct labor, direct subconsultant, and direct reimbursable related costs by
project. The Company accumulates these costs on a weekly basis based upon weekly time sheets and/or invoices
submitted/received from its employees, subconsultants or vendors. The Company has monthly billing periods of
four or five weeks each (generally, there are four five-week billing periods per calendar year). Invoices are requested
to be paid within a 45-day timeframe.

Christopher Alberts, PLS | Principal In Charge
Mr. Alberts has extensive years of combined experience in field surveying
and office mapping. As Project Surveyor, he is responsible for survey
support, calculations, coordination, and supervision of all field and office
operations. Additionally, Mr. Alberts has broad knowledge of title
research, map preparation including right-of-way documents and legal
descriptions, tentative and final maps. His experience includes ALTA
Surveys, boundary, topographic, subdivision, control, monitoring, 3D
modeling and construction surveys. Mr. Alberts is experienced in using
various types of surveying equipment, including GPS, reflectorless total
stations, lasers, CAD programs, computers and data collectors with
surveying and construction and grading software on various platforms.
Experience
Adams Street Bridge, La Quinta, California. City of La Quinta. Surveyor. Responsible for field surveys. Michael Baker
provided environmental clearance and oversight of the bridge and roadway improvements for a 440-foot bridge
project over the Coachella Valley Stormwater Channel. The project, which used Federal HBRR funds, replaced the
existing low-water crossing with a bridge to provide the city with a more reliable arterial roadway during inclement
weather for the general public and emergency personnel. The project provided a four-lane roadway and bridge with
raised median north of Highway 111 to Westward Ho Drive.
GPS Height Modernization - Survey Control Network, La Quinta, California. City of La Quinta. Surveyor. As project
surveyor, Mr. Alberts was in charge of field surveys to locate benchmarks in and around the city limits to be
surveyed for the vertical network. The work included coordination of multiple survey crews to observe all existing
and proposed benchmarks during the best use of satellite timing and positioning to obtain the required
accuracy. Michael Baker provided professional surveying services to assist to the City of La Quinta with updating
their survey control network. Michael Baker performed a control survey on the perimeter of the inclusive area and
located and observed established NGS benchmarks. Following post-processing and establishment of the perimeter
values, Michael Baker observed and processed interior points into the network. Multiple digital level runs were
performed to augment the GPS observations. Survey values were post-processed and data sheets for each
monument were prepared, including both horizontal and vertical values for each monument, along with a brief
description of the point, a location based on cross-streets or distance, and a photograph of the locations.
Date Palm Drive Bridge over Whitewater River, Cathedral City, California. City of Cathedral City. Surveyor. Responsible
for field surveys. Michael Baker provided environmental documentation and final engineering for a 760-foot-long
bridge project that consisted of widening from four lanes to six lanes of traffic; seismic retrofit; and roadway
improvements, including pedestrian and bike lane enhancements. The original 1981 bridge consisted of nine spans,
precast P/S I-girder supported on pier walls, and pile foundations. The symmetrical widening matched the existing
superstructure type on a 45 degree skew. Scour protection countermeasures were used for protecting existing piles
while new pile foundations were placed at sufficient depth to resist high scour conditions. Other features included
retrofitting with the existing bridge with girder cable restrainers, hinge retrofit, and deck repairs. The HBR project
complied with Caltrans latest 2010 Amendments, including SDC and LRFD criteria, and Local Assistance Procedures
Guide in District 8.

of the various power generation facilities. Most forms of electricity generation have environmental impacts on air,
water, land, and natural resources. In the near future, offshore wind energy projects will be built to satisfy the
growing demand for electrical power for the onshore grid. These offshore projects will, in turn, be available to
replace again onshore electrical power generation including coal and natural gas-fueled facilities and nuclear power
facilities.Net reductions are examined in: generation of solid wastes, such as reducing the amount of coal-ash and
scrubber sludge that would come from coal-fired power; once-through cooling (still used by some thermal
generating plants) and the associated impacts on impingement and entrainment of fish and plankton; water
consumption (during operation activities) due to the elimination of cooling tower makeup water; and wastewater
discharge with the elimination of cooling tower blowdown water discharge.
Plastic Bag Ban Ordinance. City of San Diego. Senior Project Manager. Provided services to Environmental Services
and the City Planning Departments for the Carryout Bag Reduction Ordinance, as well as proposed alternatives.
Coordinated closely with staff from both City departments in the preparation and production of the draft and final
EIRs, preparation for City Council approvals and hearings.
Waste Management Plan. Stadium Reconstruction Project, San Diego, California. Principal Planner. Development of
WMP to include analysis of the solid waste impacts anticipated for the project and mitigation to meet Assembly Bill
341 requirements. The goal of this WMP is to identify sufficient mitigation to reduce the potential impacts of the
project on solid waste services. The project includes construction of a new stadium on an approximately 17-acre
portion in the northeast corner of the project site and demolition of the existing 166-acre Qualcomm Stadium. The
project is located within the Mission Valley Community Plan area. The existing stadium is located on an
approximately 15-acre portion in the center of the site surrounded by stadium parking.
Jackson Highway, East Grant Line Visioning Plan & General Plan Update. County of Sacramento, California. Senior
Planner/Land Use Specialist. Consultant to County of Sacramento in leading the Jackson Highway and Grant Line
East Visioning Program, which examines the future urbanization and conservation opportunities for a 30,000-acre
area identified for potential growth in the County’s General Plan update. The community outreach and master
planning process included stakeholder interviews, community workshops, and participatory exercises to frame and
inform the near and long-term planning for the Jackson Highway Area.

Environmental Planner. Responsible for environmental planning. As part of the Jefferson Street Widening Project,
Michael Baker prepared structural plans, specifications, and estimates for a six-span, 175-foot slab bridge. The
project widened the bridge 36 feet on the left and 47 feet on the right to a total width of 131 feet. Structural design
included seismic analysis of the combined structure for the maximum credible earthquake. Removal of the concrete
slope lining around the existing pile shaft extensions and reconstruction of the lining with an expansion joint was
necessary to prevent shear failure of the pile extensions.
Washington Street Widening, Indian Wells, La Quinta, P.D., California. County of Riverside Transportation Department.
Environmental Planner. Responsible for environmental planning. Michael Baker prepared a project study report
(PSR) and preliminary environmental analysis for improvements to three miles of Washington Street from Highway
111 to Country Club Drive. Michael Baker was subsequently retained to prepare final plans, specifications, and
estimates for installation of landscaping, irrigation, and decorative lighting. Items included desert plants, boulders,
river cobble, decomposed granite, and drip irrigation.
Golden State Water Company On-Call Environmental Services, Statewide, California. Golden State Water Company.
Environmental Planner. Provided CEQA compliance support on an “on-call” basis for numerous existing and
proposed water facilities for Golden State Water Company. Michael Baker has provided a variety of civil

General Plan Update, EIR, and Climate Action Plan, Murrieta, California. City of Murrieta. Planner. Responsible for
environmental planning. Michael Baker provided a comprehensive update to the city's 1994 General Plan and
General Plan Environmental Impact Report (EIR). The City Council's major priority with the update was to focus on
economic development and adding more jobs, specifically high-paying skilled jobs, along with retail establishments
to support the community. Michael Baker also prepared a climate action plan (CAP).
Wine Country Environmental Impact Report, Riverside County, California. Riverside County - TLMA. Assistant Project
Manager. Primary environmental planner. Michael Baker was retained by the County of Riverside to prepare a
Program-level Environmental Impact Report (EIR) for The Wine Country Community Plan located in the Southern
California Temecula Valley. The Project area covers approximately 18,990-acres of land and this region
encompasses one of the most important agricultural lands in Riverside County. Winery, Equestrian, and Residential
Districts have been established for the Plan Area. The Project also included a General Plan Amendment and Zoning
Ordinance Amendment. The Project involved extensive public and stakeholder outreach efforts as surveys were
conducted and outreach forums included the Ad Hoc Advisory Committee Meetings, Town Hall Meetings, Planning
Commission workshops and Planning Commission and Board of Supervisors public hearings. The EIR was made
available for public review and comment for 60 days and the Final EIR is expected to be presented to the Board of
Supervisors in the winter of 2013 for certification.
Temecula Creek Inn Specific Plan Environmental Impact Report, Temecula, California. City of Temecula. Environmental
Planner. Responsible for environmental planning. Michael Baker provided professional services to prepare an
environmental impact report for the Temecula Creek Inn Specific Plan. The plan proposes to expand Temecula Creek
Inn into a master-planned 18-hole golf course resort community. The development is on 305 acres, and the Specific
Plan proposes five planning areas. The Specific Plan will require a Specific Plan for the Temecula Creek Inn, a General
Plan Amendment for the Land Use and Circulation Elements, a Vesting Tentative Tract Map, and a Development
Plan. This project is challenged with water, sewer, traffic, and cultural resource issues.
Avenue 50 and 52 Crossing/Eastside Dike Levee Evaluation, Coachella Valley, California. PSAV, LLC. Environmental
Planner. Responsible for environmental planning. Michael Baker prepared regional hydrology, hydraulic, and
sedimentation analyses for the 51-square-mile watershed tributary to the Eastside Dike Levee along the Coachella
Canal. The project evaluated the condition of the existing levee and identified options for two roadway crossing
encroachments across the levee system. Regional hydrology was prepared for this arid region using the HEC-1
program. Flood routing and maximum water surface profiles along the dike were prepared using FLO-2D. The
analysis evaluated the dispersion of flows along the dike from the 10 major drainage systems which are tributary to
the system.
La Entrada Specific Plan, Coachella, California. PSAV, LLC. Environmental Planner. Responsible for environmental
planning. Michael Baker prepared the Delineation of Jurisdictional Waters for the 2,200-acre La Entrada Specific
Plan Project, located in the City of Coachella, California. The La Entrada Specific Plan consists of a master-planned
residential community and includes three village areas with mixed-use community cores, significant sustainability
elements, and a robust parks and open space plan.
Grand Avenue at S.R. 57/S.R. 60 Interchange, Diamond Bar, California. PBS&J. Environmental Planner. Responsible
for environmental planning. Michael Baker provided environmental support for the S.R. 57/S.R. 60 confluence at
Grand Avenue in Los Angeles County, within the Cities of Industry and Diamond Bar. The interchange is located
approximately at the midpoint of the two-mile common alignment of the S.R. 57/S.R. 60. Michael Baker assisted in
managing the preparation of technical studies anticipated to support a joint environmental impact

The proposed project consists of the development of a warehouse, as well as the annexation of adjacent parcels,

Camino Sierra Road Pressure Zone Conversion, Temecula, California. Rancho California Water District. Project
Manager. Responsible for managing the development of an IS/MND for the Camino Sierra Road Pressure Zone
Conversion Project. This project required technical study coordination for air quality, noise, greenhouse gas
emissions, cultural resources, and biological resources. The project required extensive mitigation to reduce
potential impacts to jurisdictional riparian areas proximal to the project site. Michael Baker provided design services
for the Camino Sierra Road Pressure Zone Conversion project. The project consisted of approximately 6,400 linear
feet of eight and 12-inch diameter pipeline connected to a higher pressure-zone system in order to convert
approximately 24 customers to a higher pressure zone.

Ms. Elliott has nine years of municipal and consulting experience in land

Specialist. Managed preparation of environmental documentation in support of the PID phase requiring processing
through Caltrans District 8. Michael Baker prepared two Project Study Report – Project Development. Support (PSR-
PDS) documents to streamline the Project Initiation Document (PID) phase. One PSR-PDS was prepared for each
interchange. The documents followed the new PDPM Appendix S guidelines. Three alternatives were evaluated for
each interchange, including the no-build alternative. The build alternatives would address the existing capacity
deficiencies, remove the existing bottlenecks, and accommodate growth and development utilizing context sensitive
solution design, such as a Neighborhood Electric Vehicle path. The PSR-PDS documents identified the need for

Yucaipa Public Library/ Senior Center Shared Parking Demand Analysis, Yucaipa, California. Transportation Planner.
Project manager responsible for preparing a parking study that evaluated the feasible of shared parking between
the proposed library expansion and relocation of senior center to library site. Mr. Mizell conducted parking
occupancy surveys to determine the peak parking demand for the library and senior center at their existing
locations. The calculated parking rates were utilized to determine the feasibility of shared parking between the two
uses, and to determine the minimum number of parking spaces needed for the site.
UCSD East Campus Health Sciences Parking Structure Design-Build, San Diego, California. International Parking Design,

services for a new 500,000-square-foot design-build parking structure consisting of two cast-in-place concrete
structures housing 1,253 parking stalls. Located on a steeply sloping site and adjacent to sensitive wetlands, the five-
story westerly structure and three-story easterly structure are tied together by walkways and hidden among their
hilly environs. A 62,000-square-foot soccer field sits atop the westerly structure.
San Diego County Parking Code & Parking Design Manual Update, San Diego, California. County of San
Diego. Transportation Planner. Responsible for reviewing and evaluating existing County parking regulations and
standards, researching current standards, updating graphics, and preparing the updated regulations and design

West Valley Logistics Center, Fontana, California. Hillwood Investment. Biologist. Responsible for community
planning. Michael Baker was retained by Hillwood Investment Properties to perform a jurisdictional delineation of
the West Valley Logistics Center project located in the City of Fontana, County of San Bernardino, California. The
applicant proposed to develop seven light industrial buildings on the project site. The project site included nine
parcels and one lettered lot of which eight are existing legal parcels. The seven light industrial buildings would total
214.89 acres on the 298-acre project site. Michael Baker conducted a field investigation and determined that the
on-site waters and wetlands were isolated. Michael Baker then prepared a jurisdictional delineation and processed a
jurisdictional determination through the USACE Los Angeles District to confirm the isolated finding. An isolated
waters finding would eliminate USACE jurisdiction over the project site. Michael Baker also prepared and processed
state applications with the RWQCB and CDFW for impacts to isolated waters of the state. A Habitat Mitigation and
Monitoring Plan was also prepared which addressed permanent impacts to the isolated surface waters located on-
site. In addition, Michael Baker prepared a Habitat Assessment which inventoried various species both present and
potentially occurring within the proposed limits. According to previous biological monitoring it was discovered that
the California gnatcatcher (Polioptila californica) inhabited the hills surrounding the project site.
Upper Santa Ana River Habitat Conservation Plan, San Bernardino, California. San Bernardino Valley Water
Conservation District. Biologist. Responsible for community planning. Michael Baker has been supporting San
Bernardino Valley Water Conservation District with the development and implementation strategy for the Upper
Santa Ana Wash Plan and Habitat Conservation Plan (HCP), including Plunge Creek, for four years. Initial efforts
involved assessing the quality and quantity of flood plain habitat associated with the Santa Ana River in the foothills
of the San Bernardino Mountains. The overall project site is approximately 4,400 acres with conservation occurring
in approximately 1,900 acres. Michael Baker is transitioning into preparing the environmental impact statement for
the project and is continuing to support the ongoing preparation of the HCP. It is estimated that two more years will

David Brunzell is owner and principal investigator of BCR Consulting. He
holds a Master of Arts in Archaeology from California State University,
Fullerton. David is a Registered Professional Archaeologist (RPA) and has
conducted professional archaeological work in California, Alaska, Utah,

Mr. Torres serves as the director of Technical Studies, with a specialty in
acoustics, air quality, climate change, and visual impact assessments. Mr.
Torres leads Michael Baker’s efforts to be at the forefront of Global Climate

North Lake Area and South Lake Area Projects EIR, San Bernardino, California. San Bernardino Valley Muni Water
District. Environmental Specialist. Responsible for technical studies. Michael Baker prepared lake design studies and
the program environmental impact report for the North Lake Area and South Lake Area projects, to provide needed
surface-water storage capacity and redevelopment of blighted areas near downtown San Bernardino, California. The

Valley project, located in unincorporated San Bernardino County, near Apple Valley. The 1,557-acre site is located

family residences. In addition, portions of the project site abut BLM land. The project includes the development of

Ms. Bilezikjian has extensive experience in stormwater management and
water quality, including prior experience as a Water Resources Control
Engineer at the RWQCB, Los Angeles Region. She is a project manager
for several large permit holders in California including Southern
California Edison, Caltrans, and Riverside County Transportation. She
works with each of these clients to implement and enhance their
stormwater programs. She provides guidance and assistance to Caltrans
on enforcement action tracking, Construction General Permit (CGP)

Kendell Hillis | GIS
Mr. Hillis has professional experience using GIS and related technologies
to support Michael Baker's Natural Resources team members, as well as
associated departments throughout the company. As a GIT associate, he
is responsible for creating maps and exhibits that accurately represent
natural resource findings and data that are used in environmental
reports and mitigation plans. Data and information included in maps and

Contracting Party shall be liable for and shall pay to City the sum of One Thousand dollars ($1,000.00) as liquidated
damages for each working day of delay in the performance of any of the Services required hereunder, as specified in
