Motion - A motion was made and seconded by Commissioners Blakeley/Simonds to recommend Artist Jane DeDecker to the City Council for the design and installation of a Sculpture titled "On The Count of Three" at the Seeley Drive Roundabout. Motion carried 3 to 1, with Commissioners Engel, Blakeley and Simonds voting YES, Commissioner Johnson voting NO. 2. CONSIDERATION OF TWO COMMISSIONERS TO ASSIST THE CIVIC CENTER ART PURCHASE COMMITTEE Deputy Hylton presented the staff report. EXECUTIVE SUMMARY: • The Chamber of Commerce (Chamber) has requested a "business rate" for La Quinta businesses and their employees to utilize the newly opened Wellness Center. • The Chamber anticipates business rates will promote health and wellness in La Quinta and attract more users to the Wellness Center to help offset operating costs. FISCAL IMPACT: Suggested La Quinta Business Fees for use of the fitness area are: $50 annual memberships for employees (proof of Chamber Membership and employment in a La Quinta Business required) $75 annual memberships for non La Quinta businesses in the La Quinta Chamber (proof of Chamber Membership required). BACKGROUND/ANALYSIS: The U.S. Department of Health and Human Services reports that reduced healthcare costs of as much as 55% can be attributed to employee fitness and wellness programs. 5 Additional benefits: reduction in employee absenteeism, reducing injuries and an increase employee productivity and morale. The La Quinta Chamber is the only Healthy Eating Activity Living (HEAL) Chamber in the Coachella Valley and initiation of these rates could improve the health of employees and support the operation of the facility. The Wellness Center currently has 711 fitness memberships sold and there is an average of 10 daily fitness passes sold each day. We have the ability to accommodate approximately 4,000 members to use the fitness area year round. Daily use by members will vary seasonally throughout the year. ALTERNATIVES: As the City Council requested that fees be established to recover the new cost of services provided and create a healthy city for residents, staff has no alternative. EXECUTIVE SUMMARY: • At the March 18, 2014 City Council Meeting, the Council directed staff to present the Pillar nominations to the Community Services Commision for review and recommendation to the City Council. The nomination form has been updated to require more biographical information and omit the 25 signatures of support. p This year's nominations are attached (Attachments 1 through 5) for Commission consideration and recommendation to the City Council. FISCAL IMPLICATIONS: The total cost, which includes adding the names to the pillar plaque and creating the glass pillar plaques, will be approximately $300. There is sufficient funding in the Community Services Special Events budget. BACKGROUND AND OVERVIEW: On March 18, 2014, the City Council directed staff to seek additional information for future "Pillar of the Community" nominees. This additional information required a re- design of the nomination form to include specific questions about the nominee's contributions to the City of La Quinta, and include additional space for biographical information. Additionaly, the Council directed staff to present future "Pillars of the Community" nominee forms to the Community Services Commission for review and recommend approved "Pillars" nominees to the City Council. 7 For the 2015 "Pillar of the Community" program, five nominations have been submitted for consideration. The chart below contains updated information from the attached biographical submissions. These nominations include: Name Residency Contributions Since _ 1989 Don Adolph Former Mayor of La Quinta, numerous local, regional, and state boards and commitees. Terry Henderson 1985 Former City Council Member, numerous local, regional, and state boards and commitees. Eddie Gilreath 1994 Music industry executive, Black Music Association Board Member, Creator of La Quinta Black History Month program. Former Planning Commissioner, Architect of the John Walling 1980 original Senior Center building. Don Arends 1990 Former President of the La Quinta Historical Society, La Quinta Ambassador at Palm Springs Air Museum. Pursuant to City Council direction, the annual County of Riverside's Senior Inspiration Award program recipient would automatically be included in the "Pillars of the Community." Local service groups nominate one person from each City in the valley, and then present them to the Community Services Commission, who recommends an applicant to the City Council. Mr. Dick Anderson is La Quinta's 2015 Senior Inspiration Award recipient and he will be recognized this year. Once the Commssion selects the nominees to recommend to City Council, the nominee forms will be submitted to the City Council for review and approval on March 17, 2015. ALTERNATIVES: The alternatives available to the Commission is to not recommend any of the proposals submitted for City Council consideration and request staff to seek additional nominees. Arends, Inc. is based near Chicago and serves local, regional, national and multi -national corporate clients including Kaiser Aluminum, Canadian Pacific Railway, Lucent Technologies, Philips, and Miner Enterprises, Inc. Before setting out on his own, Arends worked as an advertising writer, specialist, and advertising coordinator for General Electric. Later, he handled communications for divisions throughout North America for Kaiser Aluminum. He is also president of a small publishing company called Mission Manuscripts that specializes in historical flying stories, books from World War II and children's books. Arends is a member of Sigma Delta Chi and has been active in the International Advertising Association. He served as president of the IAA's Mid -America Chapter, and conducted workshops on business -to -business communications campaigns worldwide. He earned the James W. Schwartz award in 1990. He has served as president of the ISU Foundation and is a lifetime member of the university's Board of Governors. BACKGROUND/ANALYSIS: There are currently several open space facilities and trails that all come together at the corner of Calle Tecate and Avenida Madero. These facilities include: The Bear Creek Trail (concrete) - constructed in 1991, it extends from Tampico to Tecate. The total length of the trail is 2.6 miles. Additionally, it is accessible from the Eisenhower sidewalk for guests at La Quinta Resort. 37 The Cove Oasis - constructed in 2001, this rest area is a trail head for the continuation of the natural Bear Creek Trail, Boo Hoff Trail, and Cove to Lake Trail. The Fred Wolf Nature Preserve - first designated by City Council in 2006 for the 19 acres located between Calle Ensenada and Calle Chillon. In 2010, another 9 acres between Calle Chillon and Calle Tecate was added to the Nature Preserve. Currently, the entrance at Calle Tecate and Avenida Madero has the appearance of serving utility operations. Improvements to the landscape, hardscape, and signage at this location will create a park appearance as well as provide a destination and gathering point for visitors of these open space facilities. Hermann Design Group worked with City staff to create a preliminary design based on the site needs. This design was then shared with the Stewards of the Fred Wolff Nature Preserve, the La Quinta Cove Association, and the homeowners adjacent to the site. These groups and individuals provided the following feedback for consideration: Officially name the site the "Top of the Cove" Provide map stations for each trail entrance • Consider drainage during heavy rain events • Accent lights on the boulders to highlight the street corner Check the elevation for the relocation of the concrete trail • Create a "Cove Loop" with the Bear Creek Trail and Bermudas sidewalk Staff is seeking recommendations from the Community Services Commission for the proposed design as well as a project recommendation to the City Council. EXECUTIVE SUMMARY: The skate parks at La Quinta Park and Fritz Burns Park are in need of repairs and replacement. • There is community interest for additional tennis and pickle ball courts at Fritz Burns Park. FISCAL IMPACT: The cost estimate to construct the new skate park across from Fritz Burns Park is being developed and based on the skate park selected. The cost estimate (Attachment1) to improve the La Quinta Park skate area is $50,000. Quimby funding would be used for these improvements if approved. BACKGROUND/ANALYSIS: During the January 6, 2015 City Council Meeting, Council Member Osborne noted that the City skate parks are in need of maintenance. He asked staff to explore improving the conditions of the facilities and bring it to the Community Services Commission for their feedback. 43 Fritz Burns Park The Fritz Burns skate park was originally two tennis courts from the former Desert Club Resort property. The City received the Desert Club property as a donation from the Burns Family. The property was developed into Fritz Burns Park in 1994. Two of the tennis courts were converted into a roller hockey facility and then later converted into a skate park. The metal skate structures of the skate park need to be replaced because of heavy use and vandalism. Additionally, the concrete needs to be replaced because of surface failures. Since the establishment of the Fritz Burns skate park, the skate park users and tennis court users have been occupying the same area with a shared lighting system. These two recreational activities are often in conflict. Building a new skate park facility across from Fritz Burns Park will separate these activities, allow for an additional tennis court and two pickle ball courts, and provide the skate park users a new and more functional facility. If the skate park is relocated, staff would prepare a separate project and request funding for the additional tennis/pickle ball courts. Staff researched skate park designs, construction, and management. Spohn Ranch is an experienced skate park design and construction company that was used to develop facilities for the X Games. They provided the City with three concept designs for the City owned parcel located on the northeast corner of Avenida Bermudas and Avenue 52. Design 1 is 12,000 square feet Design 2 is 20,000 square feet Design 3 is 25,000 square feet _ $500,000 (Attachment 1) _ $1,000,000 (Attachment 2) _ $1,500,000 (Attachment 3) Staff believes that Design 3 is too costly and may be too large for a facility adjacent to a neighborhood. Once a design is selected, Spohn Ranch will work with the City to create a custom design with similar size and features that will fit the property. Many municipalities have worked with this company because of their ability to sole source the project through the HGAC Program. The HGAC program is a nationwide government procurement service. There are also additional costs for the new skate park that will include lighting, parking, fencing, and possibly a concession/restroom building. La Quinta Park The skate facility at La Quinta Park was a component of the original park construction in 2002. It features both metal skate structures and a popular concrete bowl. The metal structures are in need of replacement because of heavy use and vandalism. Spohn Ranch can replace metal skate structures with prefabricated concrete structures (Attachment 4) that are seamlessly installed into existing facilities. The cost estimate for this improvement is $50,000. 44 There are also additional cost for the facility improvement that will include fencing and possibly a concession/restroom facility. Operations It was requested by Council that staff explore the cost and benefits of charging an entrance fee with the resulting revenue being used for staffing and maintenance. Currently, decisions need to be made about the improvements and construction of the skate parks before the staffing and user fees can be considered by the Commission. Staff has researched options for providing on -site management of the skate park facilities. The City of Palm Springs contracts its skate park management services. The advantages to outsourcing the management include; insurance, trained staff, retail operations, reduced liability, maintenance, and providing operational hours with supervision. The on -site supervision is an important factor because most of the skate park complaints are related to graffiti/vandalism, drug/alcohol use, and use/safety. The landscapers will now return to the Bear Creek Trail to continue the repairs of the washed out areas along the trail. New picnic tables have been installed at La Quinta Park.
