LeBasse Projects is eager to support the City of La Quinta in creating,
implementing, and launching a fresh and exciting vision for an annual Arts
Event at the SilverRock Event Site. We intend to build a modern platform
for art, culture, and community in the city called Arts La Quinta or ALQ.
As the Arts Consultant of Record for the City, our team is intimately
familiar with La Quinta’s arts programming, city collection, and
guidelines. Working with the city to develop ALQ as a long-term tentpole
event is the next step in our coordination of temporary and permanent
programming in the city.
Based in Los Angeles, LeBasse Projects has executed global art
installations, delivered permanent and temporary art projects, overseen
major fabrication, guided civic art programs, launched immersive
experiences, and developed cultural strategies, advertising campaigns,
social media activation and digital branding.
Our clients include the architecture firms of Gensler, KFA, HLW, Studio
111, and EYRC; private developers such as Lowe, Hudson Pacific,
CityView, Regency, PMG, Industry Partners, and FivePoint; major retail
centers including Hong Kong Times Square, IAPM Shanghai, and
Westfield; and the brands of Perrier, American Express, Nike, Converse,
Amazon, Target. Recent partnerships include Netflix, the J. Paul Getty
Trust, and the ACLU.
Due to our work with the LA County Arts Commission, our civic portfolio
expanded to the cities of San Diego, West Hollywood, Sacramento, Santa
Clarita, Oxnard, and La Quinta. Our team writes master plans and art
guidelines, manages annual arts budgets, and oversees artist RFQ and
selection processes. We broadened our services in order to support our
civic partners in conservation and resource management of their art
collections, including here in La Quinta.
ALQ has the potential to become one of the most
vibrant and singular art events in Southern California
and we believe our capabilities, methodology, focus,
and community relationships can deliver the project
through all phases, from strategic planning to
curation and implementation.

ABOUT BEAU BASSE
CREATIVE DIRECTOR, LeBASSE PROJECTS
Beau Basse is the Founder and Creative Director of LeBasse Projects, a
contemporary art and culture consulting firm working with cities, international
developers, and global brands to develop experiential art programming.
Prior to launching LeBasse Projects in 2012, Basse owned and operated two
contemporary art galleries in Los Angeles for over a decade, producing and curating
more than 150 exhibitions and events, including gallery shows, museum projects,
international art fairs, public art installations, and private receptions.
He is currently on the Board of the LA Design Festival, on the Private Network
Council for Americans for the Arts, a member of LACMA’s Curators Circle, and a
member of the Public Arts Coalition of Southern California. Basse has been actively
involved with other arts organizations including the Bonifacio Arts Foundation, the
Friends of the Sacramento Metro Arts Commission, and spent time as a Board
Member of the Museum of Contemporary Art's Contemporaries.

ABOUT KIM LUANGRAJ
FESTIVAL DIRECTOR, LeBASSE PROJECTS
Kimberly Luangraj is the Senior Project Director at LeBasse Projects. Luangraj
started with LBP nearly a decade ago as an intern and rose to Acting
Gallery Director of its flagship venue. She has since transitioned into the role
of Senior Project Director, managing a team that oversees everything from artist
design concepts to the final fabrication and installations of client projects.
With a BA in Art History and over a decade of experience in the arts, she offers a
unique approach and insight into creating experiential public art.
Her career as a gallery director saw her lead the production of over 80 exhibitions,
including art fairs and exhibits in Los Angeles, New York, Miami, London and Hong
Kong. Recently, her purview has expanded to include overseeing international public
art installations, working alongside major corporate clients across the U.S. and Asia.

ABOUT LAURA HESS
DEVELOPMENT DIRECTOR, LeBASSE PROJECTS
Laura Hess leads new business development for LeBasse Projects and has
worked in experiential marketing, event production, brand programming, film,
and theatre. At Imagination, a global creative agency, she developed and
produced experiential activations for Delphi, Banana Republic, Virgin America,
Patrón, Gioteck, and Yo-Yo Ma’s Silkroad among others.
Hess served as Associate Producer for the Academy Award-shortlisted
documentary film, Unrest , supporting distribution and social impact for the film,
and creative development for Unrest VR , a virtual reality companion piece. She
also consults for Film Independent's Global Media Makers, Documentary Lab,
and Fiscal Sponsorship programs.
A recent graduate of Northwestern University's Master of Science in Leadership
for Creative Enterprises program, she brings her rich background in audience
engagement and social impact to connect consumers with compelling narratives
for media and brands.

Strategic Plan
ALQ’s inaugural fair will launch at the SilverRock Event
Site. This move leverages a beautiful and novel landscape,
drawing in new audiences and highlighting ALQ’s unique
brand identity. In contrast with the Civic Center Campus
Park, the SilverRock site offers an expansive footprint and
more varied opportunities for socialization and interaction
with art fair elements.
As the Arts Consultant of Record for the City, LeBasse Projects has been
developing proposals for cultural programming, experiential events, and
site-specific landmark sculptures for the SilverRock Event Site and we are
already considering their integration into and impact on ALQ. For ALQ
2021, we recommend programming and engagement opportunities in the
weeks leading up to the fair, generating maximum press and excitement for
ALQ as a major arts and cultural event.
ALQ FRAMEWORK
Exhibitors: Juried Arts Program Juried Arts Program
ALQ will launch with a similar format to previous festivals, including a significant
juried artist selection. We will be able to expand upon the reach of invited artists,
as our team has worked internationally with a comprehensive list of artists and
has managed RFP campaigns in cities from Los Angeles, Santa Monica, and
Sacramento to San Diego and currently in La Quinta.
Through these projects and campaigns, we built a robust
database of more than 6,000 artists. This allows us to steer a
higher caliber of artists into the juried program, while staying
focused on a dedicated section for local, desert-based
community artists.
Selected artists will also be grouped into “neighborhoods” by their
genres including: Fine Art, Modern Art, Contemporary, Emerging, Photography,
and more. These groupings will help attendees navigate while also creating more
intimate spaces within the fair.
With a comprehensive understanding of the City’s public art needs, LBP will
support and advise on building the annual collection during ALQ, as our team will
be managing both the public art collection and the ALQ event and artists.
Gallery Row
In addition to the juried artists, ALQ will launch a section for invited
galleries. This section will include galleries from La Quinta, the greater
desert area, Southern California, and beyond.
Gallery Row will invigorate the community’s experience
through new exposure to emerging and established artists
and will create a dialogue for local artists to connect with
gallery representation.
Included within Gallery Row will be a section for invited institutions and
nonprofits, generating a dynamic representation of arts and cultural
programming. This section will be completely hosted by ALQ, allowing for a
wider array of experiences for the community without restricting these
institutions from the commercial constraints of a typical fair.

Designers and Makers
Installations
ALQ will commission several large-scale, publicly-engaging art
installations. These will be site-specific and unique to
ALQ, serving as shade structures and/ or interactive installations
and sculptures. Interplay with these installations will be the
organic, hallmark memories and photo moments that every family
and visitor to ALQ will take home with them.
ALQ will host a group of invited makers and small designer booths. Building a
platform for designers and makers transcends typical art fair programming
and transforms ALQ into an inclusive, kinetic community event. Young families
that might be intimidated by an art fair will come to see these maker spaces
and experience how relaxed, open, and captivating a fair can be. Adding this
fresh perspective to the arts programming creates more opportunity for
community engagement and support.

The Village
Music and Performance
ALQ will have ongoing performances and concerts from local
and SoCal-based artists, musicians, and DJs. This programming
will be interspersed throughout each day and create lively areas
where attendees can relax, dance, and experience different forms
of performance and musical arts.
Within the ALQ grounds there will be a pop-up food village with rotating food
trucks, beverage carts, and beer and wine sampling from local and SoCal
vendors. Designed as a social hub for dining, the village will be centrally
located and adjacent to the performance space so that attendees
are surrounded with experiences even while dining.

VIP Launch Event
The inaugural ALQ will kick off with an extra night of programming, opening
with a VIP Preview Party.
The Preview will be created as an exciting social event, an
opportunity as a first look for collectors, a thank you to
partners and sponsors, and a way to raise additional money
for a local charitable organization.
Tickets will be available for sale for the one-night event, which will host
exciting musical programing, a silent auction, sponsored food and beverages,
and other memorable experiences for attendees, press, and partners.
The VIP Preview will become one of the most anticipated events of the year
in La Quinta and the perfect way to launch ALQ year after year.

ALQ will actively support itself in the short- and long-term through a
partnership with La Quinta and by creating revenue streams from the
application process, booth rentals, sales commissions, ticketing,
sponsorships, and advertising.
One exciting aspect of our budget plan is to support La
Quinta’s public arts programming by funneling 10% of all
commission revenue back into the City’s Art in Public Places
fund (the full 20% of sales commissions will be equally
divided between ALQ and the City).
We recognize that the City is currently 80% developed and the future
stream of public arts funding from private development will slow in
the coming years.

Our intent is for ALQ to be the signature arts and cultural
happening for the City and to become the leading financial
partner for the City’s ongoing public arts funding. This funding
stream will put approximately $250K - $300K in annual arts
funding into the City’s programs.
With LeBasse Projects already supporting La Quinta’s current arts
guidelines and developing temporary and permanent arts
programming, this type of financial partnership becomes a symbiotic
relationship: LBP supports ongoing arts initiatives that will culminate
in the annual ALQ, which will, in turn, create funding to support
citywide arts programming for subsequent years. LeBasse Projects
will be expertly primed to focus on delivering a truly integrated
annual arts and culture program for the City of La Quinta.

Partnerships
ALQ will partner with local and national brands and businesses to support the
growth and awareness of the event. Partners and sponsors will include everything
from financial institutions and F&B to transportation and travel.
LBP has existing relationships with brands such as American Express, Perrier,
Toyota, Microsoft and Lyft, all of which we have supported artist-driven
brand campaigns. We would expect to leverage some of those relationships
to bring enhanced amenities, programming, and funding for ALQ.

IN NATURE
With more than 150,000 visitors to Hong Kong Times
Square per day, LeBasse Projects transported viewers on
a unique tour of the incredible colors of nature through
highly approachable and immersive installations.
Created for visitors of all ages and nationalities, each of
the ten rooms emulated natural atmospheres and
landscapes through a wide use of materials.

In 2018, Santa Monica hosted more than 8.4 million
visitors and 82% of hotel visitors walked to get
around Santa Monica once they arrived.
For ROAM, LeBasse partnered with five artists, with
more than 500,000 combined Instagram followers,
to launch a series of temporary art installations
across downtown Santa Monica, creating an
opportunity for millions of visitors to actively
engage with the artwork and their environment.

ONE FESTIVAL

In 2015, LeBasse Projects launched an international arts festival for
the Bonifacio Arts Foundation, creating an annual signature event in
the Bonifacio District of Metro Manila. Working with the foundation,
LBP drafted goals and plans for the festival, curated the murals and
events program, brought key local brand partners to sponsor the
campaign, and managed an army of volunteers to make the festival’s
first three years a huge success.
As a result of the media and social activation generated by its
inaugural year, LBP was able to bring major Philippine brands to
sponsor and underwrite the event, creating more expansive
programming and activations across Bonifacio Global City.

with art…where visitors are encouraged to touch,

During its sold-out runs in Los Angeles, Chicago,
Toronto and Boston, Happy Place has welcomed
more than 750,000 guests to date. Its new location
in Las Vegas opens next month.

GREAT PARK
Creating community requires more than homes and
parks. Cultivating a public art collection designed to
activate and engage residents fosters a more vibrant
and connected neighborhood.
In partnership with FivePoint, LBP commissioned
eight site-specific and permanent public sculptures,
integrated into the landscape and pathways of a
community art walk in Great Park Neighborhoods, a
new 8,000 home community in Irvine, California.

Growing City (2019)

The art-design collective Dog & Pony collaborated with two
classes at Portola High School in the creation of this piece for
Great Park’s Art Walk. Students worked in small groups to
envision a theme that would best represent their community.
Based on the winning theme, these same groups then worked
together on proposals for artworks that would become part of the
Art Walk alongside artwork by community-selected professional
artists. Growing City is a vision of this neighborhood as lotus
flower with a blooming urban landscape within it.

Influenced by the burgeoning graffiti and
skateboard culture of Fresno, California in the
late 1980’s - early 1990’s, Aaron De La
Cruz’s sculpture relies on the strength of steel
to demonstrate the beautiful asymmetry of
family life. The design overcomes barriers of
separation to find connection, leaving the
viewer with a feeling that much is contained.
There is a sense of the imminent outgrowing,
earning an appreciation for the moment in
which all fits neatly together. This piece is
inspired by family - the difference, the balance,
and the intentionality of each member.
