2015 11 18 DH MinutesDIRECTOR'S HEARING MINUTES WEDNESDAY, NOVEMBER 18, 2015 CALL TO ORDER A Director's Hearing was called to order at 11:06 a.m. by Public Works Director Tim Jonasson. STAFF PRESENT: Public Works Director Tim Jonasson, Planning Manager Gabriel Perez, Principal Engineer Brian McKinney, Principal Planner Jay Wuu, and Executive Assistant Wanda Wise -Latta and Administrative Technician Dianne Hansen. PUBLIC HEARINGS 1. Tentative Parcel Map 2015-0008 (TPM 37010), submitted by BR2, LLC/LQ Land Company, LLC, proposing to subdivide an approximately 7.24-acre commercial parcel into two commercial parcels. Project: Washington Park - Phase 4. CEQA: exempt from further environmental review pursuant to Section 15315 (Class 15 - Minor Land Divisions). Location: 46800 Washington Street; Parcel 2 of Parcel Map 36883 at the northeast corner of Washington Street and Avenue 47. Principal Planner Jay Wuu presented the information contained in the staff report, a copy of which is on file in the Community Development Department. Public Works Director Jonasson declared the PUBLIC HEARING OPEN at 11:10 a.m. Public Speaker: Mr. Bryan Ingersoll, Project Manager with Adkan Engineers, Riverside, CA - introduced himself, explained the parcel subdivision was requested to facilitate a possible future Century Theatre expansion, and noted that currently no specific plans were in place. He said the original project provided more parking spaces than required, which would accommodate the expansion and ensure adequate parking. Public Works Director Jonasson reviewed the proposed Conditions of Approval and recommended applicable changes. Mr. Ingersoll said he was in support of the Conditions of Approval as proposed by staff. Public Works Director Jonasson declared the PUBLIC HEARING CLOSED at 11:27 a.m. DIRECTOR'S HEARING MINUTES 1 NOVEMBER 18, 2015 Motion - A motion was made by Public Works Director Jonasson to approve Tentative Parcel Map 2015-0008 (TPM 37010) as submitted with the following amendments to the recommended conditions of approval: ■ Condition No. 27 (No. 27) - revise language to state "rough grading plan as submitted" and include the reference number. • Condition No. 29 (No. 28) - replace "Tentative Parcel Map" language with "Rough Grading Plan" and include the plan reference number. • Conditions No. 28, 34 through 39, and 46 - delete ■ Condition No. 49 (No. 41) - revise language to be in accordance with the Best Management Practice maintenance agreement and include the maintenance number. Note: Adopted Conditions of Approval will reflect the renumbered format.
