DIRECTOR’S HEARING
MINUTES
WEDNESDAY, NOVEMBER 16, 2016
CALL TO ORDER
A Director’s Hearing was called to order at 10:00 a.m. by Design and Development
Director Tim Jonasson.
STAFF PRESENT: Design and Development Director Tim Jonasson, Planning Manager
Gabriel Perez, Principal Engineer Bryan McKinney, Code Compliance
Supervisor Anthony Moreno, and Executive Assistant Wanda Wise-
Latta.
PUBLIC HEARING
1. Tentative Parcel Map 2015-0009 (TPM 36964) and Minor Adjustment 2016-0001
submitted by Mr. Rick Morris, proposing to subdivide an existing 19,943 square-
foot lot into two lots of 10,000 and 9,943 square feet each and to allow a
reduction in one lot size of 57 square feet. CEQA: exempt from further
environmental review pursuant to Section 15303 Class 3 (New Construction);
Section 15315 Class 15 (Minor Land Divisions); and Section 15332 Class 32 (In-Fill
Development Projects). Location: southeast corner of Calle Quito and Avenida La
Jarita.
Planning Manager Gabriel Perez presented the staff report, a copy of which is on
file in the Design and Development Department.
Design and Development Director Jonasson declared the PUBLIC HEARING OPEN
at 10:03 a.m.
Design and Development Director Jonasson asked for clarification as to whether
the minimum lot frontage determination was within his purview with regards to
the Minor Adjustment.
Planning Manager Perez responded yes and that the applicant has addressed the
minimum lot frontage. He said that the minimum requirement is 60 feet along
the frontage of the lot and that it had not been labeled previously on the
tentative parcel map.
Public Speaker: Mr. Rick Morris, Applicant, La Quinta, CA – stated he had nothing
to add.

Design and Development Director Jonasson asked what the requirements were
with regards to the archaeological report.
Planning Manager Perez stated that there were no specific mitigation measures
required with regards to the archaeological report and Condition of Approval No.
27 addresses the process to deal with an unanticipated archaeological discovery
or the unlikely event human remains were encountered during the project
development.
Design and Development Director Jonasson asked the applicant if he agreed with
Condition of Approval No. 27 and the applicant responded he understood.
Design and Development Director Jonasson declared the PUBLIC HEARING
CLOSED at 10:10 a.m.
Motion – A motion was made by Design and Development Director Jonasson to
approve Tentative Parcel Map 2015-0009 and Minor Adjustment 2016-0001 as
submitted with staff’s recommendations.
2. Revocation of Minor Use Permit 2015-0004 for the establishment and operation
of a 135,000 square-foot convention center. Applicant: (MUP 2015-0004): La
Quinta Tourism LP. CEQA: exempt from further environmental review pursuant
to Section 15301 (Existing Facilities). Location: 79-315 Highway 111
Planning Manager Gabriel Perez presented the staff report, a copy of which is on
file in the Design and Development Department. He stated that the applicant’s
attorney had provided a letter requesting a continuance of the permit revocation
hearing to December 7, 2016.
Design and Development Director Jonasson declared the PUBLIC HEARING OPEN
at 10:12 a.m.
Public Speaker: Martin Dolemo, La Quinta Tourism LP – introduced himself and
asked if there could be an agreement to continue the item. Mr. Dolemo stated
that all trees had been planted. He said that he was three weeks ahead of
schedule and that most of the remainder of the work should be completed in
two weeks.
Planning Manager Perez stated that Code Compliance Supervisor Anthony
Moreno was present and has been observing the work being performed on site.
Code Compliance Supervisor Moreno stated that the secondary letter of
agreement entered into with Mr. Dolemo provided thresholds and requirements
to be met by the applicant; and accordingly, the applicant provided a fully-
executed copy of a contract with a legitimate landscape company and a copy of
their active city business license as requested. Mr. Moreno indicated that not all

of the landscaped area had been cleaned up; however, he felt that considerable
progress had been made and felt that the remainder of the work would be able
to be completed by December 6, 2016 based on the progress that had been
made thus far.
Design and Development Director Jonasson declared the PUBLIC HEARING
CLOSED at 10:19 a.m.
Motion – A motion was made by Design and Development Director Jonasson to
continue the Director’s Hearing of Minor Use Permit 2015-0004 to December 7,
2016 at 11:00 a.m.
ADJOURNMENT
There being no further business, this meeting was adjourned at 10:19 a.m.
