Senior Planner Carlos Flores stated that the code does not provide for detail as to covered parking or carports; and given staff’s understanding of the Planning Commission’s intent, staff would evaluate the design of the covered parking during the review process. CONSENT CALENDAR ITEM NO. 1 5 Commissioner Nieto recused himself from voting on the approval of the Planning Commission Minutes dated June 11, 2019 as his term as Planning Commissioner was effective July 1, 2019. Chairperson McCune recused himself from voting on the approval of the Planning Commission Minutes dated June 11, 2019 due to his prior recusal from discussion and vote on Public Hearing Item No. 1 related to the approval of Conditional Use Permit 2018-0005 and Site Development Permit 2018-0004 for the Desert Club Apartments project, reflected in the minutes due to a potential conflict of interest stemming from a business relationship. MOTION – A motion was made and seconded by Commissioners Currie/Proctor to approve the Consent Calendar as submitted. AYES: Commissioners Bettencourt, Caldwell, Currie, Libolt Varner, and Proctor. SELECT PLANNING COMMISSION CHAIRPERSON AND VICE CHAIRPERSON FOR FISCAL YEAR 2019/20 Chairperson McCune thanked all the candidates who submitted applications to serve on the Planning Commission and welcomed Commissioners Nieto and Libolt Varner to the Planning Commission. The Planning Commission waived presentation of the staff report, which is on file in the Design and Development Department. MOTION - A motion was made and seconded by Commissioners Proctor/Currie to select Commissioner Caldwell to serve as Planning Commissioner Chairperson for a period of one year. Motion passed unanimously. MOTION - A motion was made by Planning Commissioners Bettencourt/Currie to select Commissioner Proctor to serve as Planning Commissioner Vice Chairperson for a period of one year. STUDY SESSION - None PUBLIC HEARING - None REPORTS AND INFORMATIONAL ITEMS – None 6 STAFF ITEM 1. WIRELESS TELECOMMUNICATIONS INVENTORY UPDATE Senior Planner Flores presented the report that is on file in the Design and Development Department. At the request of Commissioner Bettencourt, Mr. Flores explained the difference between staff’s review of wireless telecommunication facilities as presented in the report and the ten-year review of wireless facilities per Municipal Code Section 9.170.080. He addressed Commissioners’ inquiries regarding applicants’ compliance and the use of natural vegetation and live palm trees to camouflage monopalms. 2. UPCOMING PROJECTS Planning Manager Flores presented a verbal report and PowerPoint regarding upcoming projects. The PowerPoint is on file in the Design and Development Department. Ms. Flores shared updates about projects in the Village; the Travertine project located south of Avenue 60 and west of Madison Street; the Pavilion Palms commercial center at the northwest corner of Avenue 50 and Jefferson Street; the Highway 111 Corridor Plan; the Indio project east of the Komar Desert Center; and the Interactive Project Map located on the City’s website. Staff noted that the City will hold a community workshop seeking input and ideas from artists and residents for a new art event March 5-8, 2020. The Arts Event Workshop will be held July 10, 2019 at City Hall. Staff answered questions regarding the Pavilion Palms project environmental determination and addressed comments regarding the public hearing schedule. Staff also answered questions regarding the Indio project east of Komar Desert Center. Design and Development Director Castro announced that at its July 16, 2019 meeting, the City Council will present proclamations to former Planning Commissioners Quill and Wright. He also noted that at a future Planning Commission meeting, the City Clerk will make a presentation regarding topics such as the role of a commissioner; the Brown Act; Rules of Procedure and Decorum; Conflict of Interest; and will distribute the updated Commissioner’s Handbook. Commissioner Bettencourt stated that he hoped staff would keep the Commission apprised of the actions of the Bermuda Dunes Community Council and the Vista Santa Rosa Community Council. Senior Planner Flores noted that he attends the Vista Santa Rosa Community Council meetings. COMMISSIONERS’ ITEMS 7 1. Discussion of Planning Commission Summer Schedule. Chairperson Caldwell suggested that the Planning Commission consider going dark for two meetings. Staff indicated that there are no items currently scheduled for both the August 27 and September 10, 2019 Planning Commission meetings. The Planning Commission concurred to cancel both the August 27 and September 10, 2019 Planning Commission meetings. Staff responded to Commissioners inquiries regarding the aesthetic standards of carports and covered parking. LOCATION: HIGHWAY 111, BETWEEN ADAMS STREET AND LA QUINTA DRIVE CEQA: THE DESIGN & DEVELOPMENT DEPARTMENT REVIEWED THE PROJECT IN COMPLIANCE WITH THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA). THE DEPARTMENT HAS DETERMINED THAT THE PROJECT IS CATEGORICALLY EXEMPT UNDER CEQA GUIDELINES 15301, MINOR ALTERATIONS TO EXISTING FACILITIES. RECOMMENDATION Approve Final Landscape Plan 2019-0002 and Sign Program 2019-0001. EXECUTIVE SUMMARY • At the joint City Council and Planning Commission meeting of October 10, 2018, staff received direction to proceed with amendments to the Centre at La Quinta Specific Plan to facilitate the reconstruction of sidewalks, installation of vehicle pads and modification of landscaping, and installation of signage for the auto dealerships. • The City Council approved the Specific Plan Amendment on April 16, 2019, following the Planning Commission’s recommendation for approval on March 26, 2019. BUSINESS SESSION ITEM NO. 1 9 • The Specific Plan Amendment included a requirement that the Sign Program and Final Landscape Plan be reviewed by the Planning Commission. BACKGROUND/ANALYSIS The City has worked with the auto dealerships on Highway 111 for several years to enhance the appearance of the auto center. Over time, a plan was developed to modify the sidewalks to be curb-adjacent, create a new modern sign program, and modify the landscaping to allow the display of vehicles, and the aesthetic enhancement of the frontage. A public/private partnership developed which resulted in the City taking responsibility for the relocation of the sidewalk and the design and installation of the signage program, while the auto dealerships take responsibility for the construction of vehicle display pads (pads) and the installation of landscaping. The first step in the process was to modify the Centre at La Quinta Specific Plan. The previously approved Specific Plan included very specific signage and landscaping designs, which reflect what was installed, but did not allow for modification. A Specific Plan Amendment was proposed that removed those signage and landscaping designs and allowed for sign programs and final landscape plans to be approved for flexibility. The Planning Commission considered the Specific Plan Amendment at a public hearing on March 26, 2019, and recommended approval of the Amendment, with a condition that the Sign Program and Final Landscaping Plan be reviewed by the Planning Commission prior to their construction. The City Council approved the Specific Plan Amendment on April 16, 2019. This item fulfills the condition of approval included by the Planning Commission. The City has designed the 10-foot wide curb-adjacent sidewalk, and the City Council approved the construction contract at its meeting of August 6, 2019. After the sidewalks are relocated, landscaping and signage will be installed. As shown in Attachment 1, and proceeding from west to east, the plans include a communal pad area (one vehicle per dealership) with a project-wide sign (see Sign Program discussion below) at the corner of Adams Street and Highway 111. Between Adams and Auto Center Way, there will be pads, signage and landscaping for two dealerships (Hyundai and Genesis), and a corner landscaping feature at Auto Center Way. Between Auto Center Way and La Quinta Drive, there will be pads, signage and landscaping for three dealerships (Nissan, Cadillac and Chevrolet). At the corner of Highway 111 and La Quinta Drive, a second project-wide display will be created, including pads, landscaping and one project-wide sign. Final Landscaping Plan The Final Landscaping Plan is substantially consistent with the plan provided to the Planning Commission and City Council at the October 10, 2018 joint Study Session. Some modifications have been made to address conditions on the 10 ground, and to assure an equitable distribution of vehicle pads for all 5 dealerships. The landscaping design and palette (Attachment 2, pages L4.0 and L4.1) provides a greatly enhanced environment and visual character for the dealerships. Trees will consist of California and Mediterranean fan palms, accented by agave, yucca, and an assortment of bushes and grasses. As shown on the plans, the number of specimens is substantial, and will create a lush visual environment. All landscaping materials are drought tolerant. The plans will be reviewed and approved by CVWD to assure consistency with the City’s and the District’s water conservation standards. Sign Program The Sign Program has been designed to create a statement on the Highway 111 corridor. All existing signage will be removed. The Sign Program consists of two parts: two project-wide signs (at Adams and La Quinta Drive) that include all five dealerships’ names; and individual signs for each dealership on their frontage on Highway 111. As shown in Attachment 3, sheet 4, the base of the signs will consist of modern, metallic vertical elements, extending to a height of 14’9”. These were designed to reflect the peaks of the Santa Rosa mountains, which will be visible behind them. On the project-wide signage, all 5 dealerships’ names will be displayed in white, internally illuminated letters. Attachment 3, sheets 7 and 8, show the design of the individual dealer signs, which will consist of smaller versions of the project-wide signs, with double-sided, internally lit cabinets that provide each dealer with their corporate design. These signs will extend to a height of 11’6”, and will consist of the same metallic vertical elements. All signage will be lit with a combination of internal LED and landscaping up- lights (please see Attachment 3, sheet 3). All signs will require building permits, as they are substantial structures that will require footings and electrical permits. The signage requirements for individual dealerships remain as they have been in the Specific Plan. Individual dealerships will be able to change their signs on- property consistent with those requirements. ENVIRONMENTAL REVIEW The project was reviewed under the provisions of CEQA. The Director determined that the project qualifies for Exemption under CEQA, as minor modification to existing facilities (CEQA Guidelines Section 15301). The project qualifies for this exemption because it will result in the modification of existing sidewalks, landscaping and signage that have been in the same locations for the last twenty years.
