Desert Development, L.P., Palm Desert, CA - introduced himself, gave a brief presentation of the project and answered the Board's questions. Mr. Phil Pekarek, Project Architect and President with Pekarek-Crandell, Inc., San Juan Capistrano, CA - introduced himself and answered the Board's questions with regards to elevations and the architectural design of the development. Mr. Rob Parker, Landscape Architect and Design Principal with RGA Landscape Architects, Inc., Palm Desert, CA - introduced himself and answered the Board's questions with regards to the landscape design. PITASSI PROPERTY OWNER: LA QUINTA MALAGA LLC REQUEST: CONSIDERATION OF ARCHITECTURAL AND LANDSCAPING PLANS FOR 57 SINGLE FAMILY HOMES ON 21.28 ACRES FOR THE ESTATE COLLECTION AT CORAL MOUNTAIN PROJECT LOCATION: SOUTHWEST CORNER OF MADISON STREET AND AVENUE 60. EXECUTIVE SUMMARY This project was previously approved for 57 single-family homes. Three model homes were constructed, but never occupied. The applicant proposes to finish and sell these three homes, and to build out the balance of the tract with a different architectural style, consistent with the approved project at the northwest corner of Madison Street and Avenue 60. BACKGROUND The proposed project site was previously approved for single-family home development, including a Site Development Permit for the architecture and landscaping. The model homes were built, near the project entrance, but the project was abandoned during the last economic recession. In addition to this Site Development Permit, the original Tract Map is currently being finalized through the Public Works Department. Improvements associated with the site as a whole will be consistent with the original approval, and do not require further review. The applicant recently secured approval for a sister project (Site Development Permit 2014-1004) which is located immediately north of this site, on the north side Avenue 60. The applicant plans to market the projects as one, as the Estate Collection at Coral Page 1 of 3 Mountain. The architectural style proposed, therefore, is identical to that proposed for SDP 2014-1004. PROPOSAL & ANALYSIS As described above, the proposed Site Development Permit will result in the build out of a previously approved, partially constructed project. Current improvements on the site include three model homes, a small portion of the internal streets, main entry gate, perimeter landscaping and water features (not currently functioning) along Avenue 60. All the improvements for this project will be completed through this Site Development Permit. Architecture: The architectural style proposed for this project is Spanish in theme, and proposes several very different elevations. There are three floor plans, each with three elevations. Plan 1 is a single story plan; Plan 2 is also one-story, but has a second story option; and Plan 3 is a two story plan. The homes range in size from 2,756 to 3,762 square feet. The single story homes will have a height of 18 feet, while the two-story units will extend to 27 feet. Please see pages AI-01 through A3-13A of attachment 3 for elevations and floor plans. The last page of attachment 3 provides a materials board. The applicant received a number of comments from the Board on the previous Site Development Permit for the property across the street, and worked on extensive revisions. The plans represent these revisions as the architecture has been enhanced on all sides of each home, including extended eaves, the extensive use of stone veneers, ironwork and wood accents, and the improvement of the architectural character of the homes. The level of detail and architectural style are also consistent with the three existing models (please see attachment 4), so that the project will look like a unified whole when completed. Landscaping: The landscaping plan is consistent with the existing landscaping, and the plans originally approved for the project. A wide parkway is proposed on Madison Street, as well as a parkway on Avenue 60, and interior common areas, which will be landscaped with Acacia, Rhus Lancia and palms. The landscaping plan indicates tree calipers that are smaller than those required (1 .5 inch caliper rather than 2.5 inch caliper). A condition of approval has been included that requires the minimum tree calipers be increased to our usual standards. The existing improvements, which have been abandoned and degraded over time, will be revitalized through the implementation of this project. In addition to these common areas, front yard landscaping will be provided. It features desert landscaping consistent with the common areas. Rear yards will be the responsibility of individual homeowners. Lighting: Lighting proposed within the project includes sconces at the entry and garages of the homes, and landscape lighting in the front yards (please see individual model elevations Page 2 of 3 for exact location of outdoor lighting►. Lighting is typical of a single-family home development. RECOMMENDATION Recommend approval of Site Development Permit 2014-1007, including the attached conditions of approval, to the Planning Commission. The applicant shall comply with LQMC Sections 13.24.130 (Landscaping Setbacks) & 13.24.140 (Landscaping Plans) 2. Landscape and irrigation plans shall be signed and stamped by a licensed landscape architect. 3. All landscape areas shall have landscaping and permanent irrigation improvements in compliance with the City's Water Efficient Landscape regulations contained in LQMC Section 8.13 (Water Efficient Landscape). 4. All landscaping shall consist of, at minimum, 36" box trees (i.e., a minimum 2.5 inch caliper measured three feet up from grade level after planting), 5-gallon shrubs, and groundcover. Double lodge poles (two-inch diameter) shall be used to brace and stake trees. 5. The applicant shall submit the final landscape plans for review, processing and approval to the Community Development Department, in accordance with the Final Landscape Plan application process as a minor final landscape plan. Community Development Director approval of the final landscape plans is required prior to issuance of the first building permit unless the Community Development Director determines extenuating circumstances exist which justify an alternative processing schedule. NOTE: Plans are not approved for construction until signed by the appropriate City official, including the Community Development Director and/or City Engineer. Prior to final approval of the installation of landscaping, the Landscape Architect of record shall provide the Community Development Department a letter stating he/she has personally inspected the installation and that it conforms with the final landscaping plans as approved by the City. If staff determines during final landscaping inspection that adjustments are required in order to meet the intent of the Planning Commission's approval, the Community Development Director shall review and approve any such revisions to the landscape plan. COMMUNITY BUILDING, AND COMMON RECREATION AREAS FOR THE ESTATES AT GRIFFIN LAKE PROJECT LOCATION: 81345 AVENUE 54 (SOUTH SIDE OF AVENUE 54, 1 /4 MILE EAST OF MADISON STREET) EXECUTIVE SUMMARY The proposed project is a 40 ± acre site located on the south side of Avenue 54, between Monroe and Madison Streets. The property was originally developed during the late 1970's through mid-1980's as Mery Griffin's residential and equestrian compound. The City is currently processing development applications (Specific Plan, Tentative Map, Site Development Permit) proposing to subdivide the site into 78 single-family lots (Attachment 1). The Mery Griffin Estate will be retained separate from the project. BACKGROUND The property is bordered by the Griffin Ranch residential project to the south, east and west, with Madison Club located across Avenue 54 to the north (Attachment 2). The project concept retains 5.2 acres of the Mery Griffin estate as a private/public event venue, expands the existing 2.1-acre pond to a 6-acre lake, and subdivides the remaining site area into 78 single family lots (Attachment 3). The lake system utilizes irrigation canal water (non -potable) and provides stormwater management, project irrigation water, and recreational uses. The project also includes renovation of the existing 9,000 s.f. stable/paddock building into a 3,600 s.f. community building with pool, BBQ and gathering areas, and several boating slips/docks along the interior lakefront properties for non -motorized boating. Page 1 of 3 PROPOSAL & ANALYSIS Architecture: The proposed site development permit plans encompass the residential units, renovation of the current stable building to a community recreation building, and site landscaping, walls, and water features for the project's residential and common facility areas (Attachment 4). Residential units consist of four (4) floor plans, each to be made available in a Tuscan or Italian Farmhouse architectural design (Attachment 4; Sheets 1.0 — 4.3). The floor plans range in size from 3,025 square feet to 3,680 square feet. All four plans are single story, though Plan 1 will include a small second story option which adds a 365 s.f. bonus room. This second floor area represents only a portion of the structural mass, and is located central to the unit, therefore minimizing the massing effect over the front or rear areas. Each architectural style will have four color/material schemes. The single story units are all at approximately 19 to 20 feet in height to the main ridge line, while the highest point of the two story Plan 1 option is shown at 24 feet 3 inches. Per the specific plan proposed, no two-story unit will be located along Avenue 54 as it is an Image Corridor. The architectural style and materials proposed are not dissimilar to that being constructed at the adjacent Griffin Ranch project, which surrounds this project on the south, east and west sides. The overall architecture features primarily stucco finishes with stone accents and exposed rafter, wood accents on garage doors, and concrete S-tile roofs. The Tuscan and Italian Farmhouse styles are primarily defined through variations in roof lines, window and door shapes, trim and area surrounds. The approximately 9,000 s.f. existing paddock and stables will be renovated into a 3,600 s.f. community facility building (4,800 s.f. w/breezeway), to include a lounge, fitness area and restrooms (Attachment 3; Sheets 5.0 — 5.6). Architecturally, the building appears to use elements from both the Tuscan and Italian Farmhouse styles. The main roofline of the structure is at 23 feet 3 inches; the north elevation will include a small tower element that will house the pool equipment, and is shown at a height of 31 feet 3 inches. Outside, the facility will include a pool with cabana seating, BBQ area, and a social event/gathering area. Docks and boating slips will also be provided along the lake's shoreline. Development standards are to be consistent with the proposed project Specific Plan and the La Quinta Municipal Code. Landscaping: The proposed conceptual landscaping plans for the project include walls and fences, main entry and fountain designs, community facility area, the Avenue 54 parkway, residential front yards, the upper lake design and landscape/hardscape materials (Attachment 4: Sheets L-0 — L-1 1). Overall, the landscape material and design concepts are acceptable and do not appear to conflict with City standards for private projects. Page 2 of 3 The main entry areas will incorporate a modernist design scheme for the main and secondary entry gates and a proposed water feature (Attachment 4; Sheet L-3). The landscape materials will be consistent with the palette proposed in the project Specific Plan (Attachment 5), which is considered acceptable. The tree species include Palo Verde and Acacia species. Accents, shrubs and groundcover include flowering species and succulents. No turf is shown for the individual lot landscape concepts, which utilize decomposed granite and fractured rock in lieu of turf. The proposed water feature is integrated with the lake system, which uses non -potable canal water. The lake concept will conserve domestic household and irrigation water that would otherwise be sourced using potable groundwater for a non -lake project. The proposed Avenue 54 parkway landscaping, albeit in a reduced width configuration as the existing wall will remain, is generally consistent with existing improvements along the Griffin Ranch frontage, using Palo Verde, Desert Willows and other similar plant species and accents (boulders, etc.), with a more colorful and varied use of shrubs such as Spanish Dagger, Red Yucca, Barometerbush and Resin Spurge. The common area hardscape (Attachment 4; Sheet L-10) will consist mostly of patterned concrete pavers with accented colored concrete banding on the main entry drives, boat docks and the community area. Some exposed aggregate, stone, plaster and brick will also be employed for wainscot areas, retaining walls and step areas. Lighting: Lighting proposed within the project includes wrought iron sconces at the entry and garages of the homes, and low-level LED landscape lighting in the front yards (Attachment 4; Sheets L-6, L-8). Lighting is typical of a single-family home development. A preliminary photometric provided for the south clubhouse building (Attachment 4; Sheet L-1 1) shows six vintage -style LED powered pole lights at 12 feet in height. The average foot-candle readings show no obtrusive light wash over surrounding properties. RECOMMENDATION Staff recommends approval of Site Development Permit 2014-1003, subject to the attached conditions of approval, to the Planning Commission. Landscape and irrigation plans for landscaped lots and setbacks, medians, retention basins, and common areas shall be signed and stamped by a licensed landscape architect. 2. All new and modified landscape areas shall have landscaping and permanent irrigation improvements in compliance with the City's Water Efficient Landscape regulations contained in LQMC Section 8.13 (Water Efficient Landscape). 3. Front yard landscaping for each dwelling shall consist of, at minimum, 36" box trees (i.e., a minimum 2.5 inch caliper measured three feet up from grade level after planting), 5- gallon shrubs, and groundcover. Double lodge poles (two-inch diameter) shall be used to brace and stake trees. 4. The applicant shall submit final landscape plans for review, processing and approval to the Community Development Department, in accordance with the Final Landscape Plan application process, as a major final landscape plan. Plans shall include construction design for all walls, fences, gated entries, trellises, etc. Community Development Director approval of the final landscape plans is required prior to issuance of the first building permit unless the Community Development Director determines extenuating circumstances exist which justify an alternative processing schedule. NOTE: Plans are not approved for construction until signed by the appropriate City official, including the Community Development Director and/or City Engineer. Prior to final approval of the installation of landscaping, the Landscape Architect of record shall provide the Community Development Department a letter stating he/she has personally inspected the installation and that it conforms with the final landscaping plans as approved by the City.
