As part of the Annual Work Plan, representatives from local agencies have been
asked to present information regarding valley -wide services and services
specifically in La Quinta.
Ms. Karen Creasey and Alisa Rutherford from the Family YMCA of the Desert
(YMCA), have been invited to attend the meeting to provide the Commission with
information and answer questions about the summer swim programs, participation
numbers, and program expenses/revenues. The YMCA is contracted with the City
to operate the Fritz Burns Pool during the summer.
The YMCA offers youth after school activities at local schools, Vista Dunes and
Wolff Waters housing developments and provides full day preschool programs at
the facility located on Park Avenue.

Motion - A motion was made and seconded by Commissioners Engel/Blakeley to
approve the February 9, 2015 Community Services Commission Minutes as
revised. Motion passed unanimously.
BUSINESS ITEMS
1. RECOMMEND ANNUAL WELLNESS CENTER MEMBERSHIP RATES FOR LA
QUINTA AND CHAMBER OF COMMERCE BUSINESSES
Supervisor Calderon presented the staff report.
Motion - A motion was made and seconded by Commissioners Blakeley/Johnson
to continue decision on recommended annual Wellness Center membership
"business rate" of $50 for members of the La Quinta Chamber of Commerce La
Quinta businesses and their employees until more information is provided. Motion
passed unanimously.

2. CONSIDERATION OF PILLARS OF THE COMMUNITY NOMINATIONS
Supervisor Larson presented the staff report.
Motion — A motion was made and seconded by Commissioners Blakeley/Simonds
award all nominees, with the exception of Kristy Franklin, for the 2015 Pillar of the
Community Award Program. Motion passed unanimously.
3. CONSIDERATION OF TOP OF THE COVE IMPROVEMENTS
Manager Howlett presented the staff report.
Doug Hassett, Resident, spoke regarding his concern with the type of traffic that
will bring more parking needs. Currently people are parking across in the residential
area and crossing the street at a blind spat.
Kay Wolff, Resident, spoke regarding her concern with making sure tale landscape
improvements are water efficient and local desert plants are used.
Motion — A motion was made and seconded by Commissioners Johnson/Blakeley
to recommend the proposed landscape plan with a new project name of Cove Oasis
Trailhead. Motion passed unanimously.
STUDY SESSION
1. DISCUSSION OF SKATE PARK DESIGNS ACROSS FROM FRITZ BURNS
PARK AND AT LA Q'UINTA PARK
Manager Howlett presented the staff report.
Kay Wolff, Resident, opposed to the idea of moving the skate park across Avenue
52.
Commissioner Engel stated concerns with traffic and a disconnect from Fritz Burns
Park. She suggested a survey of local skaters for input of local park development.
Commissioners were concerned about skaters traveling across Avenue 52 to get
from park to park.

Recommend annual Wellness Center membership rates for La Quinta and Chamber
of Commerce businesses.
EXECUTIVE SUMMARY:
• The Chamber of Commerce (Chamber) has requested a "business rate" for
La Quinta businesses and their employees to utilize the newly opened
Wellness Center.
The Chamber anticipates business rates will promote health and wellness in
La Quinta and attract more users to the Wellness Center to help offset
operating costs.
FISCAL IMPACT:
Suggested La Quinta Business Fees for use of the fitness area are:
$50 annual memberships for employees (proof of Chamber Membership and
employment in a La Quinta Business required)
$75 annual memberships for non La Quinta businesses in the La Quinta
Chamber.
BACKGROUND/ANALYSIS:
The U.S. Department of Health and Human Services reports that reduced
healthcare costs of as much as 55% can be attributed to employee fitness and
wellness programs.

Additional benefits: reduction in employee absenteeism, reducing injuries and an
increase employee productivity and morale. The La Quinta Chamber is the only
Healthy Eating Activity Living (HEAL) Chamber in the Coachella Valley and initiation
of these rates could improve the health of employees and support the operation of
the facility.
The Wellness Center currently has 867 fitness memberships sold and there is an
average of 10 daily fitness passes sold each day. We have the ability to
accommodate approximately 4,000 members to use the fitness area year round.
Daily use by members will vary seasonally throughout the year.
Last month the Commission requested that staff seek answers to a few questions
about the Chamber regarding number of member businesses and the potential
impact on the facility.
The La Quinta Chamber has 230 La Quinta business members and 195 non La
Quinta business members for a total of 425 businesses to date. The La Quinta
business members and their employees would receive the residential rate of $50 to
for a Wellness Center Fitness Membership. They would need an employee
identification card or paycheck stub as proof to receive the residential rate. Non La
Quinta businesses and their employees would receive the non-residential rate of
$75. There will be no additional discounts offered to La Quinta Chamber members
for use of the Wellness Center fitness facility.
The Desert Recreation District operates fitness facilities in Indio, Palm Desert and
La Quinta. They offer resident and non-resident fitness membership rates to join
their facilities. Currently the Desert Recreation District does not offer business
rates to Chamber members.
ALTERNATIVES:
As an alternative, the rates offered to the La Quinta Chamber of Commerce
businesses could be introduced as a one year pilot program that would allow City
staff to monitor the number of members from the public and from the Chamber or
the Commission could recommend that the City wait for one year to evaluate
attendance increases within the first year of operation.

EXECUTIVE SUMMARY:
The Annual Work Plan serves as direction for the activities of the Community
Services Commission. The plan outlines the general services that the Commission
will embark on during the next fiscal year.
BACKGROUND AND OVERVIEW:
The Community Services Commission submits a Work Plan for City Council
consideration prior to the next fiscal year. Attachment 1 is a draft of the
Community Services Commission 2015/16 Work Plan for review and approval.
The Commission may have additional goals that they wish to undertake; however,
if additional projects are suggested it may require a reduction in another area of the
department.
ALTERNATIVES:
Approve the Community Services Commission Work Plan for Fiscal Year 2015/16
with modifications.

COMMUNITY SERVICES COMMISSION PHILOSOPHY
The general purpose of the Community Services Commission is to encourage the
development of a planned and orderly approach to the delivery of leisure and community
services in the City.
The objectives of the Commission are to:
♦ Serve in an advisory capacity to the City Council on identifying matters pertaining
to recreation, cultural arts, and community services;
♦ Communicate the availability of services to citizens through both private and public
resources to avoid duplication and conflict of effort;
♦ To evaluate the effectiveness of services provided.

from outside sponsorships and partners including local

opinion of the commission, will increase goodwill and

Identify potential locations where public art should be
recommended. Review the proposed artwork in
relationship to the site and appropriateness of scale with
consideration to diversity of artists, art work, and
proposed budget. Continue the art preventive
maintenance program based upon the condition of each
art piece. Support and promote cultural offerings held in
the City.
Staff Time: 20 - 30 hours per project.
Fiscal Commitment: Funds appropriated from the Art in Public Places Account.
Staff Role: Consider site, art piece, and appropriation of funds.
City Council Role: Art placement subject to final City Council approval.

February 2015
The shade covers for the playground at La Quinta Park have been replaced.
The landscape crew has finished filling the washed out areas along the Bear Creek
Trail that are in front of the Yucatan Cove. The landscapers will continue covering
the washed out areas along Montezuma to Ensenada. The flood event on
September 8, 2015 caused extensive water erosion throughout the Cove.
Thieves stole the backflows from Adams Park. This is the second time in the past
year that the backflows were taken from this location. We are also noticing that
these thefts occur more often during holiday weekends. The Coachella Valley
Water District owns and replaces these backflows when they are taken. Any
damage to the irrigation system is the responsibility of the property owner.

March 2015
The water feature at La Quinta Park is being prepared for the upcoming summer season. The
nozzles and gaskets have all been replaced as well as leveling four mounded surface areas: The
pool contractor is servicing the pumps and filters. The safety surface will receive some touch-up
paint in a couple of weeks. We are planning to open the water feature at the end of April (same
as previous years).
