A regular quarterly meeting of the La Quinta Housing Commission (Commission) was
called to order at 4:00 p.m. by Chairperson Long.
PRESENT: Commissioners: Casto, Gaeta- Mejia, McDonough, and Chairperson

CONSENT CALENDAR
1. APPROVE HOUSING COMMISSION MINUTES DATED MAY 1, 2019
Motion – A motion was made and seconded by Commissioners Casto/McDonough to
approve the Consent Calendar as recommended. Motion passed: ayes 4, noes 0, absent
1 (Davidson).
BUSINESS SESSION
1. DISCUSS AND APPROVE FISCAL YEAR 2019-2020 PROPOSED HOUSING
BUDGET
Finance Director Romero presented the staff report, which is on file in the City
Manager’s Department.
The Commission and Staff discussed the fund balance summary and allocations for
2019-2020 of the proposed Housing Authority fund; Low-Moderate Fund; and the 2004
and 2011 Bond Funds.
Motion – A motion was made and seconded by Commissioners McDonough/Casto to
recommend City Council approval of fiscal year 2019-2020 Proposed Housing Budget.
Motion passed: ayes 4, noes 0, absent 1 (Davidson).

AGENDA TITLE: APPOINT HOUSING COMMISSION CHAIRPERSON AND VICE
CHAIRPERSON FOR FISCAL YEAR 2019/20
RECOMMENDATION
Appoint a Housing Commission Chairperson and Vice Chairperson to serve for
fiscal year 2019/20.
EXECUTIVE SUMMARY
• The September 11,2019 meeting is the first regularly scheduled meeting
of Housing Commission (HC) for 2019/20.
• Pursuant to La Quinta Code 2.06.050, the HC shall choose a member to
serve as Chairperson and a member to serve as Vice Chairperson for the
fiscal year.
FISCAL IMPACT - None
BACKGROUND/ANALYSIS
In accordance with La Quinta Code 2.06.050, “unless otherwise provided by
law, ordinance or resolution of the city council, each board, commission and
committee shall choose one of its members as Chairperson and one as Vice
Chairperson at its first meeting held after June 30th of each fiscal year.”
Pursuant to this section, staff has placed this item on the agenda for
appointment of a Chairperson and a Vice Chairperson.

This action is stated in City Code, staff does not recommend an alternative.

AGENDA TITLE: REVIEW 2019/20 HOUSING COMMISSION ACTIVITY
RECOMMENDATION
Review fiscal year 2019/20 Housing Commission Activity
EXECUTIVE SUMMARY
• The Housing Commission (Commission) was established in 2009 to
review and make recommendations on matters under the preview of the
Housing Authority (Authority).
• The Commission meets quarterly in the months of September, December,
March and June.
• Commission priorities for 2019/20 are looking at: next opportunities for
affordable housing, Cove rental properties maintenance, homeless funding,
disposition of housing properties, review Regional Housing Needs
Assessment (RHNA) numbers, and reviewing Authority waiting list
requirements.
FISCAL IMPACT- None
BACKGROUND/ANALYSIS
The Commission was established in 2009 to review and make recommendations
on matters within the preview of the Authority; except on emergency matters
which the Authority, by resolution, excludes from its review. The Commission is
comprised of five members appointed by the Authority (three non-tenant and
two tenant seats, with one over the age of 62).
The Commission meets quarterly; the fiscal year 2019/20 regular meeting
dates are:
• September 11, 2019 • March 11, 2020
• December 11, 2019 • June 10, 2020
Annually, the City Council holds two Special Joint Meetings with the City's
Boards and Commissions, which are usually held in January and July. The
Commission will be notified when these special meetings are scheduled.
Commission priorities for 2019/20 include:

CONDUCT DURING MEETINGS
Public
Any member of the public may address the
legislative body. He/she shall be called to the
podium by the Presiding Officer.
He/she shall state name, address, company
he/she represents, if any.
All remarks & questions shall be addressed to the Presiding Officer & not to any other
individual Member, staff, or other person.
All comments must be within the scope of the
subject matter jurisdiction of the legislative body.
Public Hearings –all remarks shall be limited to
the subject matter under consideration.
CONDUCT DURING MEETINGS
Staff
May assist the Presiding Officer in conducting the
meeting in accordance with the Brown Act:
Verbally announcing the motion and vote (if
omitted by the Presiding Officer)
Steering the discussion to the subject matter
under consideration if it has gone “off-track”
If division of opinion between the Members is
apparent, staff shall provide alternative options
(i.e. continuing the matter, revising the motion,
adding conditions of approval to address
concerns raised at the meeting, etc.)
