RECOMMENDATION
Appoint a commissioner to serve as Chairperson for the Community Services

EXECUTIVE SUMMARY

STAFF REPORT
AGENDA TITLE: Community Services Commission Roadmap
RECOMMENDATION
Staff is seeking guidance and input from the Community Services Commission
on its roadmap and priorities.
EXECUTIVE SUMMARY
• Over the last couple of years, the Community Services Commission
(Commission) has focused on the areas of art, events, and recreation.
• The Road Map (Attachment 1) highlights key accomplishments or
initiatives that have been a part of the Commissions workplan.
• Staff is seeking input and alignment from the Commission on these items
so that priorities remain top of mind for future commissioners.
FISCAL IMPACT - None.
BACKGROUND/ANALYSIS
The Commission has helped evolve and grow arts, events, and recreation in
La Quinta. Projects ranging from the creation of new murals to installation of
the National Fitness Court add to the City’s focus on quality of life. The
Commission has expressed a desire to add new initiatives and keep regular
track of its progress. The Roadmap will help keep those items top of mind and
provide a framework for Staff.

• Quill – suggested focus on Fred Waring and Washington for an entry
monument for southbound traffic
• Marley – suggested more investment in Instagram pop-ups for shorter term
projects, large engaging art piece(s), art shade opportunities, marketing
campaigns

adopt the Art in Public Places (APP) guidelines a submitted. Motion passes
unanimously.

MOTION – A motion was made and second by Commissioners La Greca/Marley to
approve the meeting summer schedule. Motion passes unanimously.

• Playground equipment status for Monticello and Desert Pride Parks
o Desert Pride – installation complete
o Monticello – installation started today, June 10 and reopening
scheduled for the following week

Commissioner Quill suggested the installation of banners/signs announcing year-
round operations.
Commissioner Wyler suggested posting pool activities schedule on City website.
Christina Calderon, Community Resources Manager provided a verbal update
regarding a prior request for the installation of picnic tables in the Library’s outdoor
patios.
2. GET OUT GET ACTIVE (GOGA) UPDATE
Presented by Lisa Chaudhry, Administrative Technician
Commissioner Marley expressed the importance of motiving both parenting and
children. Suggested incentives like fanny packs for completing the program.
STUDY SESSION
1. VOLLEYBALL COURTS OPPORTUNITIES
Presented by Robert Ambriz, Parks Superintendent
• Staff explored costs and locations for volleyball courts in La Quinta north
of Hwy 111
• Two parks were identified that can physically accommodate a volleyball
court: Seasons Park and Fritz Burns Park
• The costs, including equipment, grading, surfacing and post footings is
approximately $100,000
• Added costs for ADA compliance at Seasons Park is an additional $30,000
to install a concrete pathway
• Challenges for Seasons Park:
• the area is a retention basin therefore prone to damages after
heavy rain storms
• Additional cost for lighting if evening play is intended
• Lighting would increase likelihood of vandalism
• Challenges for Fritz Burns Park:
• Currently has many amenities: skate park, year-round pool, tennis
and pickleball. Addition of volleyball court may impact parking.
Commissioner Quill stated that the cost is inflated.
Commissioner Marley suggested surveying residents for interests in additional
amenities.
Commissioner Quill suggested adding an amenity to the Civic Center Park to
encourage activity.
2. BIKE RACK OPPORTUNITIES

• Bike rack locations identified and confirmed at: Bear Creek Trail rest stop
areas, Fritz Burns Park, La Quinta Park, Civic Center Park, top of the Cove
Oasis picnic area.

appoint Commissioner Blakeley to serve on the Art Event Request for Proposals (RFP)
Review panel on July 25, 2019. Motion passes unanimously.

supplemental art events
o Expressed concern that having the event at the Civic Park will draw
comparisons to the La Quinta Art Festival (LQAF)

o Suggested that the awarded producer employee a local volunteer
coordinator
o Opportunity for event producer to create an event distinctively

continue to focus on providing La Quinta residents
and visitors with unique and memorable
experiences while maintaining La Quinta's stellar
reputation of being THE best City in the Coachella
Valley. Each event will encompass at least one of

September 11, 2019 (7pm-8pm), Civic Center Park
9/11 Vigil
-Join the Mayor, Council Members, and your neighbors in honoring the victims
of the 9/11 terrorist attacks. There will be performances by the LQHS band and
speeches by local dignitaries followed by a candlelight vigil.
Street Food Cinema
October 5, 2019 (5:30pm-10pm), La Quinta Park
-More than just an outdoor movie, Street Food Cinema brings together pop
culture films, gourmet street food, and live music. This month's featured
movie: Ghostbusters.
Brew in LQ
November 2, 2019 (5pm-9pm), One Eleven La Quinta Center
-Visit the new location to sample signature creations from 15 local and
regional craft breweries. In addition to the award-winning beer, Brew in LQ
will feature 4 food vendors, a live DJ, and plenty of games.
Veterans Day Recognition Ceremony
November 11, 2019 (9am-11am), City Hall
-Join the City in acknowledging La Quinta's veterans who served in the United
States' armed forces. The event will feature live musical performances,
speeches by dignitaries, and a visit to the Veteran Acknowledgment
Panel.

Tree Lighting
-The annual Tree Lighting is a must see extravaganza. Meet Santa Claus,
decorate ornaments, and enjoy a ride around Civic Center Park on the Holiday
Train! Live musical and dance performances will be sure to entertain all
evening.
Toast to LQ
-Perfect for date night, Toast to LQ offers guests an opportunity to sample fine
wine and delicious hors d'oeuvres. Delight in listening to live jazz as you
mingle with your friends and make new friends along the way.

Black History Month
February 1, 2020 (1pm-5pm), La Quinta Museum
-The Black History Month event celebrates African American culture and
achievements through the art of music and inspiring words from prominent
community members.

Desert Youth Olympics
-Join in on the fun at the 9th annual Desert Youth Olympics! Children ages 3-8
have the opportunity to compete in the 20 yard dash, long jump, hurdles, and
more. Medals will be given to 1st, 2nd, and 3rd place winners.
Mission LQ: Rocket Launch
-This FREE event is an opportunity for all ages to build and launch their very
own model rocket. The City of La Quinta will provide all of the materials
necessary for the rocket launch, including rockets, engines, and launch pad.

Pillars of the Community
March 25, 2020 (10am-11am), Council Chambers
-La Quinta continues the tradition of honoring residents who have made a
lasting impact on the community with the Pillars of the Community Awards.
-Celebrate the grand opening of the SilverRock Event Site with live music, art,
food, and games. This kick-off bash is the perfect opportunity for businesses
and families to see what the event site has to offer. *Event date pending
construction timeline.

Soaring Over LQ: A Kite Experience
-All ages are welcome to create and design a customized kite. Kite materials
are provided FREE of charge but quests are more than welcome to bring their
own kites as well.
Easter Egg Hunt
-Gather with friends and family at the City of La Quinta's annual egg hunt!
Children up to age 10 are welcome to participate in egg collecting as they
search for candy and toy filled eggs. There will be photos with the Easter
Bunny, a chalk drawing contest, face painting, and more!
April 11, 2020 (9am-11am), La Quinta Park
City Picnic and Birthday Celebration
April 25, 2020 (9am-1pm), Civic Center Park
-Celebrate the City's 38th birthday at this fun filled family event. There will
be plenty of entertainment, live performances, and food! Get to know La
Quinta businesses and fill your swag bag with giveaways!

Tequila and Tacos Fiesta
-Tequila and Tacos is an upbeat fiesta featuring unique flavors from some of
La Quinta's finest restaurants, folklorico dancers, and live mariachis.
Restaurants will have tequila tastings and tacos at a special price.
Street Food Cinema
-More than just an outdoor movie, Street Food Cinema brings together pop
culture films, gourmet street food, and live music. This month's featured

May 23, 2020 (5pm-9pm), La Quinta Park
Summer Golf Tour
June-August 2020 (7:30am), Various golf courses
-The Summer Golf Tour is a great opportunity to play some of the best golf
courses in La Quinta and the Coachella Valley. This 13 week tour features a
different course every week and finishes with an end of the year banquet
featuring awards and raffle prizes.
Concert in the Park
May 16, 2020 (5pm-8pm), Silverrock Event Site
-Enjoy FREE live music at this picnic style concert for all ages. Games and
crafts will be available and select food trucks will offer delicious bites.
