City of La Quinta COMMISSION MEETING: September 9, 2019 STAFF REPORT AGENDA TITLE: APPOINT A CHAIRPERSON FOR THE COMMUNITY SERVICES COMMISSION RECOMMENDATION Appoint a commissioner to serve as Chairperson for the Community Services Commission EXECUTIVE SUMMARY • Per Municipal Code, the selection of a chairperson is required at the first meeting held after June 30th of every year. • A chairperson presides over the meetings and is selected by open vote. EXECUTIVE SUMMARY • Over the last couple of years, the Community Services Commission (Commission) has focused on the areas of art, events, and recreation. • The Road Map (Attachment 1) highlights key accomplishments or initiatives that have been a part of the Commissions workplan. • Staff is seeking input and alignment from the Commission on these items so that priorities remain top of mind for future commissioners. FISCAL IMPACT - None. BACKGROUND/ANALYSIS The Commission has helped evolve and grow arts, events, and recreation in La Quinta. Projects ranging from the creation of new murals to installation of the National Fitness Court add to the City’s focus on quality of life. The Commission has expressed a desire to add new initiatives and keep regular track of its progress. The Roadmap will help keep those items top of mind and provide a framework for Staff. FACILITY REPORT Presented by Robert Ambriz, Parks Superintendent • Playground equipment status for Monticello and Desert Pride Parks o Desert Pride – installation complete o Monticello – installation started today, June 10 and reopening scheduled for the following week CONSENT CALENDAR ITEM NO. 1 COMMUNITY SERVICES COMMISSION MINUTES June 10, 2019 • Fritz Burns Pool o Pool operating services o Pool heater • Gas company install • Heater installation expected in June Commissioner Quill suggested the installation of banners/signs announcing year- round operations. Commissioner Wyler suggested posting pool activities schedule on City website. Christina Calderon, Community Resources Manager provided a verbal update regarding a prior request for the installation of picnic tables in the Library’s outdoor patios. 2. GET OUT GET ACTIVE (GOGA) UPDATE Presented by Lisa Chaudhry, Administrative Technician Commissioner Marley expressed the importance of motiving both parenting and children. Suggested incentives like fanny packs for completing the program. STUDY SESSION 1. VOLLEYBALL COURTS OPPORTUNITIES Presented by Robert Ambriz, Parks Superintendent • Staff explored costs and locations for volleyball courts in La Quinta north of Hwy 111 • Two parks were identified that can physically accommodate a volleyball court: Seasons Park and Fritz Burns Park • The costs, including equipment, grading, surfacing and post footings is approximately $100,000 • Added costs for ADA compliance at Seasons Park is an additional $30,000 to install a concrete pathway • Challenges for Seasons Park: • the area is a retention basin therefore prone to damages after heavy rain storms • Additional cost for lighting if evening play is intended • Lighting would increase likelihood of vandalism • Challenges for Fritz Burns Park: • Currently has many amenities: skate park, year-round pool, tennis and pickleball. Addition of volleyball court may impact parking. Commissioner Quill stated that the cost is inflated. Commissioner Marley suggested surveying residents for interests in additional amenities. Commissioner Quill suggested adding an amenity to the Civic Center Park to encourage activity. 2. BIKE RACK OPPORTUNITIES Presented by Robert Ambriz, Parks Superintendent COMMUNITY SERVICES COMMISSION MINUTES June 10, 2019 • Bike rack locations identified and confirmed at: Bear Creek Trail rest stop areas, Fritz Burns Park, La Quinta Park, Civic Center Park, top of the Cove Oasis picnic area. There will be performances by the LQHS band and speeches by local dignitaries followed by a candlelight vigil. Street Food Cinema October 5, 2019 (5:30pm-10pm), La Quinta Park -More than just an outdoor movie, Street Food Cinema brings together pop culture films, gourmet street food, and live music. M A R C H March 14, 2020 (9am-11am), La Quinta High School Desert Youth Olympics -Join in on the fun at the 9th annual Desert Youth Olympics! Children ages 3-8 have the opportunity to compete in the 20 yard dash, long jump, hurdles, and more. Medals will be given to 1st, 2nd, and 3rd place winners. Mission LQ: Rocket Launch -This FREE event is an opportunity for all ages to build and launch their very own model rocket. The City of La Quinta will provide all of the materials necessary for the rocket launch, including rockets, engines, and launch pad. March 21, 2020 (8am-10am), Monticello Park Pillars of the Community March 25, 2020 (10am-11am), Council Chambers -La Quinta continues the tradition of honoring residents who have made a lasting impact on the community with the Pillars of the Community Awards. -Celebrate the grand opening of the SilverRock Event Site with live music, art, food, and games. Easter Egg Hunt -Gather with friends and family at the City of La Quinta's annual egg hunt! Children up to age 10 are welcome to participate in egg collecting as they search for candy and toy filled eggs. There will be photos with the Easter Bunny, a chalk drawing contest, face painting, and more! M A Y -A U G May 2, 2020 (6pm-9pm), Old Town La Quinta Tequila and Tacos Fiesta -Tequila and Tacos is an upbeat fiesta featuring unique flavors from some of La Quinta's finest restaurants, folklorico dancers, and live mariachis. Restaurants will have tequila tastings and tacos at a special price. Street Food Cinema -More than just an outdoor movie, Street Food Cinema brings together pop culture films, gourmet street food, and live music. This month's featured movie: TBD May 23, 2020 (5pm-9pm), La Quinta Park Summer Golf Tour June-August 2020 (7:30am), Various golf courses -The Summer Golf Tour is a great opportunity to play some of the best golf courses in La Quinta and the Coachella Valley. This 13 week tour features a different course every week and finishes with an end of the year banquet featuring awards and raffle prizes. Concert in the Park May 16, 2020 (5pm-8pm), Silverrock Event Site -Enjoy FREE live music at this picnic style concert for all ages. Games and crafts will be available and select food trucks will offer delicious bites.
