Dudek has completed several similar park projects having recently completed a 5-acre park project for the Desert Recreation District, and just beginning an 8-acre park for the City of Fontana. The on-site representative for this project is Mr. John Przybyszewski, who was also the on-site representative for the City of La Quinta during construction of the Silverrock Golf Course. John is very familiar with the park site having been on-site during the initial mass grading and construction of the roads and utility stub-outs when the golf course was constructed. John is also very familiar with the City’s departments, processes and procedures, having gained this experience while managing the golf course project. Our approach is geared around public safety, particularly pedestrians and bicyclists, demanding a high quality of construction and completing the project on-time and within budget. Our preconstruction activities will focus on developing a comprehensive knowledge of the project and flushing out any issues well before the City issues the Notice to Proceed (NTP). Project Team The project team includes Mr. George Litzinger (Project Principal) and Mr. John Przybyszewski (On-site Representative), with backup support from Mr. Bill Gallegos, if required. John was the on-site representative during construction of SilverRock Golf Course and is very familiar with the park site. During construction of the golf course project, John coordinated daily with the City of La Quinta and is also familiar with the City’s processes and procedures. John recalls the details for the utilities and road, and how they were left after initial mass grading for the park site, knowing that the City was going to build the park site at a later date. John is relocating back to the area upon completion of his current assignment with the City of Huntington Beach. John has been an on-site representative on several park and golf course projects during his nearly 40-year career, and understands what it takes to construct a first-class facility. Figure 1 illustrates our team’s organizational structure, with key individuals and staffing functions. Brief biographies for the project team are presented in Table 2, with more detailed resumes included in Appendix B. The scope encompassed design and construction management services for this 30-acre recreational park adjacent to and north of Mission Hills High School. The park amenities include two (2) lighted baseball/softball fields, two (2) lighted soccer fields, tennis courts, an amphitheater, playground, dog park, skate park, parking lots, a care- taker residence, public restrooms, horseshoe pits, equestrian trails, and other site amenities. A unique feature of this project is that it is built on a brown field and is irrigated solely on well water. Construction management responsibilities included facilitating weekly on-site progress meetings, responding to all RFI’s, providing all design clarification & solutions, approving change orders & pay estimates, providing all landscape & hardscape inspection, providing photo documentation, and providing final as-builts and project close-out. Bradley Park Field Re-Grading Project Client: City of San Marcos, 1 Civic Center Drive, San Marcos, California 92069 Client Reference: Jim Chafe, Deputy Public Works Dir., 760.744.1050, jchafe@san-marcos.net The project consisted of re-grading, replacement of irrigation and turf for the outfield of the Northern Baseball Field and for the multi-use (Soccer/Football) Sports Field at Bradley Park. Both fields required 100,000 SF of turf removal, import of top soil, compaction, laser grading and installation of new fencing. Bradley Park is located at the Old San Marcos Landfill which is regulated by the County of San Diego Department of Environmental Health Solid Waste Local Enforcement Agency (LEA). Dudek provided construction management, inspection services and ensured the contractor complied with LEA requirements. The project was successfully completed while maintaining public access to the rest of the park. Alga Norte Community Park Client: City of Carlsbad, 5950 El Camino Real, Carlsbad, California 92008 Client Reference: John Maashoff, Public Works Manager, 760.434.2856, john.maashoff@carlsbadca.gov Dudek performed a constructability review in April/2008 and recently provided construction management and inspection on the City’s $40 million, 32-acre park project that includes a 50-meter competition pool, 25-meter activity pool, pool complex, administration building, baseball fields, skate park, dog park, basketball courts, restrooms and playground for the City of Carlsbad. The project required 350,000 CY of mass grading, storm drains, irrigation and landscaping. The center includes a 13,000 square feet of building space for a mechanical building, an administration building, locker-room facilities, group meeting facilities, a fitness room, and a concessions kitchen. The project required the demolition of existing buildings and the installation and inspection of new underground utilities such as water, sewer, joint trench, irrigation, and landscape. A clubhouse and campsite has been constructed, in addition to an 18-hole miniature golf course, splash pad water play area, metal lunch structures, new entry roads, and walkways. Sunset Park Client: City of San Marcos, 1 Civic Center Drive, San Marcos, California 92069 Client Reference: Jim Chafe, Deputy Public Works Dir., 760.744.1050, jchafe@san-marcos.net Dudek assisted with design and inspection services to the City of San Marcos for Sunset Park while working at a separate firm. The park amenities include a lighted soccer field, lighted indoor soccer arena with synthetic turf, large playground area w/shade structure, well/pump station, splash pad, basketball courts, sand volleyball court, 6-hole disc golf course, amphitheater, multi-use trails, caretaker's unit, and restroom and mechanical buildings. The lithocrete concrete splash pad (WaterPlay System) is a multiple actuator system feed by a domestic feed with a bioswale draingage treatment system. ►Winner of the APWA (San Diego/Imperial Chapter) Project of the Year award for 2010. Buelow Park and Autumn Drive Improvements Client: City of San Marcos, 1 Civic Center Drive, San Marcos, California 92069 Client Reference: Jim Chafe, Deputy Public Works Dir., 760.744.1050, jchafe@san-marcos.net Dudek provided construction management and inspection services to the City of San Marcos for Autumn Drive and Buelow Park. Services include improvements and reconstruction of the existing storm drainage system, private water and sewer systems, dry utilities, closed circuit television, lithocrete and natural stone seat walls, a 1,000 SF restroom building, street parking, lighting, fencing and gates, playground and shade structures, curbs and gutters, street surface and landscaping improvements, water play features, and basketball courts. This was a Community Development Block Grant federally funded project. ► Winner of the APWA (local San Diego chapter) Project of the Year award for 2011 Construction Management Services for Silverrock Park Venue Site Page 8 Connors Park/San Marcos Elementary School Park Client: City of San Marcos, 1 Civic Center Drive, San Marcos, California 92069 Client Reference: Jim Chafe, Deputy Public Works Dir., 760.744.1050, jchafe@san-marcos.net Dudek provided construction management, inspection, special inspection, and DSA inspection services on this project. Nearly half of the 4.65-acre park site was built on the old San Marcos Elementary School site under DSA jurisdiction. The project consisted of demolition of an existing school and park, mass grading, a reinforced concrete fenced and lighted multisport court (tennis, basketball, pickle ball), skate park, a fenced and lighted synthetic multi-use football field, Musco Sports Lighting 2 playgrounds, and an energy efficient lighting system. The project also included a separate design/build contract for a 2,000 SF masonry restroom/concessions and maintenance facility. This project was funded by a Community Development Block Grant (CDBG). Dudek was responsible for administering the CDBG funding during the project and enforcing work force and prevailing wage requirements in accordance with CDBG requirements. The project was completed on time and within budget. Construction Management Services for Silverrock Park Venue Site Page 9 C. Project Understanding & Approach 1 Introduction We have reviewed the plans and visited the site and have a full understanding of the elements to be constructed as well as the potential challenges. One of the most important issues will be to verify that the civil engineering is accurate, from the existing topography to the new control, and that all engineering works, especially ADA path of travel. Typically, we find busts and errors in the civil engineering that causes a domino effect to the other park design elements. For this reason, the first thing we will do is verify the project control, coordinate system and existing topography, and review the civil and precise grading plans. Once we are confident that the civil is correct and we are able to fine grade the site and have accurate grades and dimensions, we will concentrate on reviewing the other park elements that include: Lake construction/floating fountain Outdoor theater/seating area Lighting Parking lot Walk pathways These elements are all included in the four (4) park projects we are currently managing. We understand the challenges with this project and will work with the City and residents to be good neighbors throughout the project. Dudek recently completed the Connors Park Project for the City of San Marcos, which was very similar. During the nine (9) months of construction for Connors Park, Dudek coordinated with the residents, and strictly monitored dust, noise, and start times to minimize the impacts during the project, which resulted in no public complaints. Dudek recently completed a project for the City of San Marcos very similar to the one the City is constructing. Connors Park, featured here, was sandwiched between residential buildings and an elementary school, and located on a busy thoroughfare. Construction Management Services for Silverrock Park Venue Site Page 10 2 Project Approach We understand the complex nature of constructing a park that involves construction of water features, architectural concrete, and a large amount of ornamental landscaping. Parks are not only a work of art and centerpiece for the City, they must be built to the highest standards to withstand heavy use for many years. They must be cost effective and user-friendly for City crews to maintain. Ensuring that the park is built to these standards is Dudek’s #1 goal. Dudek will provide a full turnkey construction management team to drive the project through the construction phase to successfully deliver the project. Our construction management team is a collaborative group with the proven ability to find practical, cost effective solutions park projects. We will oversee that the contractor’s work meets contract documents standards, and delivers the highest-quality materials and workmanship. We strictly enforce the project specifications to verify a quality installation that meets or exceeds the project requirements. All field oversights will be followed up with a daily construction report submitted to the City at the end of each day. The report will document construction activities, changes in conditions, labor, and equipment used. Dudek will monitor the contractor to provide the City with a high level of performance starting at the preconstruction meeting and continuing throughout construction. Delays or deficiencies will be brought to the attention of the project team and the contractor immediately with corrective action to follow, which will include withholding of payment for unsatisfactory work. Upon award of this project, Mr. Litzinger and Mr. Przybyszewski will be dedicated to this project. Mr. Przybyszewski will be in the field, reviewing submittals, requests for information (RFIs), correspondence, schedule review, change orders and providing day-to-day coordination of the entire project. Coordination and General Project Management The representative will maintain ongoing interaction with the City, contractor, and design engineer through progress meetings and project updates conducted at regular intervals after the start of construction. Mr. Przybyszewski will conduct weekly progress meetings at the site with, at a minimum, the City and contractor attending. Management and Coordination Activities The construction manager, in conjunction with the representative, will provide the following management and coordination functions shortly after consultant contract execution: Dudek will be responsible for aspects of contract compliance, quality assurance, verifying quantities for payment, project coordination and change orders, RFIs, submittals, monitor project schedules/updates, coordinating with multiple City departments, resident coordination, and submittal review and processing. Our goal is to communicate regularly and keep the City informed and up to date throughout the course of the project. The City can be assured they will receive a call from us first on an issue, rather than getting a phone call from the public or contractor. Dudek will review and monitor the contractor’s progress, workforce, and equipment to ensure they are adhering to their schedule throughout the course of the work. Mr. Przybyszewski will stay in regular contact with the City’s project manager to discuss and provide updates on the project. He will be available at all times by cell phone and will keep in regular contact with the City. He will ensure the contractor adheres to the required hours of work. We We will monitor the contractor closely to ensure delivery of an end product of the highest quality materials and workmanship. Construction Management Services for Silverrock Park Venue Site Page 11 will make it a point of emphasis at the preconstruction meeting that the contractor must keep accurate and up-to- date as-builts on site. We will review and verify these on a monthly basis as a prerequisite for each month’s progress payment. Dudek will keep a separate set of as-builts as a check for the contractor’s as-builts. Our approach has always been that early coordination and planning is the key to project success. We believe our job is to fill gaps and make sure that construction management and City responsibilities are identified and scheduled well in advance, ensuring project progress is not affected. We will deal with the contractor, the City, utility companies, the public, and others involved with the City’s best interest in mind. Our team will perform and complete all of the items listed in the RFP. Following is our approach to handling some of the key issues to successfully complete this park project. Irrigation and Planting At the start of construction, Dudek will field verify the static pressure of water service at the connection point supplying the irrigation system. The actual static pressure must be verified with the design static pressure in order to allow for adjustments that may be needed, such as adding a pressure reducing valve, changing nozzles, upsizing the main line, etc. A pre-irrigation/planting preconstruction meeting will be held with the contractor’s landscaper, Dudek, and City staff to discuss installation and testing requirements so the contractor clearly understands the City’s expectations. Dudek will coordinate regularly with City staff to schedule and perform pre-inspections (verify line depths, solvent welding of joints, proper head/nozzles, and pressure tests) of the work so the City’s time will not be wasted if the work is not ready. In addition to an irrigation coverage test prior to planting, we suggest a water audit performance test be performed to measure the system coverage with catching devises. Dudek will coordinate with City staff of all plant materials upon delivery and prior to any planting. Only healthy, properly sized and high-quality plant specimens will be planted. We also suggest requiring percolation pit testing of each tree well prior to ordering trees to ensure there is sufficient drainage for each tree to prevent drowning and root rot. The contractor will be required to complete all of the irrigation and landscaping work, including all punch list items before the maintenance period can begin. Dudek completed this park project for the City of San Marcos, Buelow Park, which included basketball courts, skate park, splash pad, picnic areas, restroom facilities, decorative hardscape, and landscaping. Construction Management Services for Silverrock Park Venue Site Page 12 Coordination of Special Inspection (By Others – Dudek to Coordinate) A certified ICC inspector will need to perform all of the special inspections required for the project. These inspections will include concrete, masonry, plumbing, and mechanical components as required per the plans and the City’s Building Department for the outdoor theater. We will meet with the Building Department prior to construction to verify all of the special inspection requirements are completed to sign-off. Video Documentation of Existing Conditions & Video Tape Construction Places The contractor and Dudek team shall document existing conditions prior to the start of construction. Existing street, driveways, roadways, walls, park trails, private property, and habitat shall be documented to record their conditions so that they can be returned to existing conditions prior to the start of construction or to resolve a dispute regarding damage caused by the contractor. We should even consider joint pre-construction surveys with the property owners prior to the start of any construction. Also, survey monitoring requirements will be done per the contract. Erosion Control – Storm Water Pollution Prevention Plan (SWPPP) Strict enforcement of the SWPPP will be necessary along the park boundary and roadways. We will ensure the contractor uses BMPs approved in accordance with the contract specifications. Public Relations We understand that the City is committed to effective communications to the residents that will be impacted by the project. It will be absolutely critical that the public are notified well in advance of construction activities, particularly traffic/access impacts, and have an outlet to voice their concerns/complaints. This notification should take place not only through regular signage, but also placing a message board on the street. Potholing Prior to starting the project, the contractor shall pothole the existing utilities per the plans. The contractor shall allow at least 10 days for the engineer to make changes. All pothole information reported on the City’s pothole reporting form to be given to the representative. Construction Management Services for Silverrock Park Venue Site Page 13 D. Scope of Work and Work Plan Task 1 Project Management We will coordinate all work efforts for this project, including regular project progress meetings and regular updates on the project status and budget. A. Kick-Off Meeting We will facilitate a “kick-off” meeting with the City to discuss the scope and parameters of the project. We will prepare and distribute a draft agenda in advance of the meeting for review and comment by the City. B. Progress Meetings We will conduct monthly progress meetings with the project team. He will prepare an agenda that will include the following topics: safety, RFI, submittals, change order, schedule, and construction progress. C. Invoices Dudek will submit invoices for CM services on a monthly basis with all supporting documentation in accordance with the contract terms. D. CM Plan Dudek will prepare a CM Plan utilizing the final contract documents that will include the following elements: Organization Chart CM Project Team and description of duties and responsibilities Safety compliance Claims avoidance strategy Special inspection requirements Inspection procedures List of all tests required for project Materials testing location Document management system Field office location (if applicable) Project closeout process Task 2 Construction Documents Reviews Dudek will perform a brief review of the construction documents. A. Constructability Reviews Dudek will review the documents for clarity, conflicts, consistency, and completeness with respect to bidding and construction purposes. B. Construction Sequence and Staging Dudek will review the project for sequencing and staging particularly with regards to pedestrian safety and environmental concerns. Administration: Administer construction contracts and provide technical Construction Management support to the City. 2. Operations and Maintenance Manuals Dudek will receive final O&M equipment manuals from contractor and coordinate their review. Final O&M manuals will be delivered to the City. G. Change Order and Claims Management Dudek will implement a comprehensive claims management program. When agreement cannot be reached, we will formulate a claims defense and participate in resolution including: 1. Document Managing: Coordinate, assemble and review supporting documentation for change order processing and make final recommendations to City staff. 2. Mr. Litzinger provided pre-construction services, construction management, and construction inspection services for the swim center and skate park at the Poway Community Recreation Facility. The City of Poway completely renovated the Poway Community Swim Center to rebuild a 10,000-square-foot, 800,000-gallon competitive pool and diving area. The existing pool was demolished down to the structural shell by carefully removing all existing tile and plaster. New construction consisted of plaster, tiles, concrete cantilever drain and decking system, inlet and outlet piping, pumps, motors, filtration system, heaters, and chlorine tanks. Specialty features included new disabled handicap lifts, starting blocks, aerial locators, and low and high diving boards. Dudek provided full-time construction inspection and construction management during all work, monitoring installation and workmanship quality, reporting all findings, and directing material testing, weekly site progress meetings, schedule compliance, change order negotiations, and final processing. The construction budget was approximately $520,000. The City’s new 20,000 -square-foot skateboard park contains three separate ramp/bowl depths, several grinding edges, and a staging area. It offers some great flow and transition skateboarding. Features of the park include a really fun reservoir section and a snake run leading into a 6 -foot-square bowl with a 6 foot - wide, 3-foot extension. The concrete is fast and smooth with perfect transitions. Skate park hobbyists rate this skate park as being in the top 20 skate parks in Southern California. The Crossings at Carlsbad Municipal Golf Course, Carlsbad California. Mr. Litzinger was the Engineer of Record and construction manager for the city’s $50 million golf course project. He managed three separate contracts – mass-grading – $10 million, golf course construction – $20 million, and clubhouse, maintenance, and restroom facility buildings – $20 million. Mr. Gallegos provided interim public works director services for a one-year period while the City recruited for a permanent director. Reconstruct existing pavement by cement treating base material, utilizing cold central plant recycling, and installing rubberized asphalt pavement. Install new traffic signals, modify existing traffic signals, install striping and loops. Install new irrigation conduits and appurtenances, relocate existing irrigation appurtenances, and restore parkway landscaping. Install and remove traffic control components which include temporary asphalt, custom signs, temporary traffic signal detection cameras, paint. Page 2 Dogwood/Interstate 8 Freeway Ramp Widening and Signalization Project, City of El Centro, California ($2 million). Mr. Gallegos was the construction manager for the widening of four ramps, new signalization, Landscaping, and new road sections. This is a Caltrans project that is being administered by the City. As such, Mr. Gallegos is coordinating daily with Caltrans District 11 personnel and providing all project documentation in accordance with the Caltrans Local Assistance Procedures Manual. Dogwood Avenue Improvements Project State Street to Interstate 8, City of El Centro, California ($1 million). Mr. Gallegos was construction manager on the City’s upcoming Dogwood Avenue Improvement Project. Mr. Gallegos will coordinate daily with Caltrans District 11 personnel and providing all project documentation in accordance with the Caltrans Local Assistance Procedures Manual. The project is funded by the American Recovery and Reinvestment Act (ARRA) and Prop 1B. The project includes removal of the existing road and replacement with new base, geofabric, geogrid, and asphalt. In addition, all curb returns will be removed and replaced to comply with ADA requirements. Rancho Santa Fe Road North Phase I, City of Carlsbad, California ($30 million). Construction manager for realignment and widening of approximately 9,000 ft. of roadway and construction of four to six lanes of asphalt pavement and raised concrete curb medians with earthwork and drainage facilities necessary to support the city’s prime arterial standards. The project included waterline, sewer, and related facilities construction and relocation. Street Rehabilitation Program Phases 1 thru 6, City of Coachella, California ($2 million). Construction manager for this project. Project consisted of various street segments structural road section replacement, paving, curb and gutter and sidewalk throughout the City. Van De Graff Ave and Cole Blvd, City of Calexico, California ($1 million). Construction manager for oavement replacement, curb and gutter, raised median, electrical services, and traffic signals. New 18” Water Line, Goleta Water District, California. Inspector for installation of new waterlines located in Hollister Avenue and Cremona Drive. The new waterlines serve The Village at Los Carneros development and consist of new 18” PVC water pipelines along with new services, valves, and tie-ins to existing facilities. He also provided inspection services during installation of new 54” steel pipe, valves to upgrade the water system to increase capacity to the new 18” PVC waterline. Most of the project was constructed at night because the streets are heavily used during the day. Mr. Gallegos monitored all aspects of construction, including traffic control, paving, and scheduling shut-downs. Avenue 54 Wastewater Treatment Plant Expansion, City of Coachella, California. Construction manager for a $30 million expansion of the existing treatment plant from a capacity of 2.4 mgd to a capacity of 5.4 mgd and construction of two miles of 54-inch and 45-inch main sewer lines. Entertainment District Avenue 52 Sewage Pump Station, City of Coachella California. Construction manager for a $10 million pump station and sewer project consisting of a new 16-inch force main, a new 12-inch water line, 30- inch gravity sewer, a new pump station building, structural appurtenances, and site work, installing new pumps, motors, piping, valves, fittings and appurtenances, a new diesel engine generator, and a new electrical system. Avenue 48 Reservoir and Booster Pump Station 5 MG, City of Coachella, California. Mr. Gallegos was construction manager for this $5 million project which consisted of a new water well and 5 MG steel tank as well as two (2) miles of 24-inch ductile iron pipe and appurtenances. Main Reservoir Mainline Replacement, City of Coachella, California ($3 million). Construction Manager to replace two (2) miles 18-inch ductile iron pipe and appurtenances from the reservoir under Coachella main canal and I-10 to Avenue 48 Entertainment District. Construction manager for installation of two (2) miles of 24-inch HDP pipe, 1000 feet of direction boring, pump station, and appurtenances. Town Center/Portico Industrial Development, City of Calexico, California ($5 million). Mr. Gallegos was construction manager. The project included road, signals, curb and gutter, sidewalk, pump station, sewer main and laterals, main water line and services, electrical services, and phone. Santa Ana River Project, County of Orange, California. Resident engineer responsible for the construction of the $800 million Santa Ana River project. The project consisted of a 400-foot-wide flood control channel 30 miles in length through the County of Orange, California. The trapezoidal and rectangular channel was constructed of rip rap, grouted stone, and concrete lining. Also included in the project was the construction of five major bridges, 20 retrofitted bridges, reconstruction of numerous streets, substantial city storm drain connections and relocations, numerous 6- to 12-foot-diameter sewer relocations and new construction, major electrical distribution line relocations, major water line relocations, traffic signal relocation, bike and horse trail construction, and landscaping and irrigation. Mr. Gallegos coordinated with Caltrans, railroads, 15 Cities, the County of Orange, utility companies, water agencies, property owners, school districts, and members of the public at public awareness meetings. The project consisted of constructing a 12 ft. x 12 ft. double concrete-reinforced box 4 feet below grade. Reconstruction of a one lane each way major arterial to a three lane each way with curb and gutter, sidewalk, and six new traffic signals. Special coordination and scheduling with two major developers of two strip malls and three residential housing tracts and Caltrans had to be achieved. Mr. Gallegos was responsible for all RFIs, change orders, redesign of construction and design deficiencies, all material testing, quality control coordination of all surveying, inspectors, pay estimates, City Manager briefings, haul routes, traffic control, detours, public awareness, stormwater pollution plans, and emergency response agencies coordination.
