HR Green is pleased to present its proposal for construction administration and inspection services to make this project a reality for residents and future visitors to the resort. Our team has successfully collaborated on many similar projects to deliver high quality public projects tailored to the needs of the agency and we believe we have the right team to help the City of La Quinta realize its vision to create a multi-use public parks facility compatible with the high standards of the SilverRock Resort. Roel, a resident of the City of Coachella, will be the City’s day-to-day contact on the project with Gary supplying construction management and oversight as needed. He has managed or contributed to parks and parks and sports venue projects: ▪Indian Wells Golf/Resort ▪St. Margarete Sports Field ▪Travel World RV Park Renovation ▪Carson Veteran’s Park Sports Complex Renovation ▪City of Paso Robles 4-Acre Sports Park (See Appendix for details.) CONSTRUCTION MANAGEMENT & INSPECTION Roel Sanchez Roel brings 35+ years of experience in construction, with a strong emphasis on parks, campuses and public facilities. His project work specializes in concrete flat engineering, foundations, curb and gutter, road paving, grading, storm drain, sewer and water installations. Roel has managed high profile projects in La Quinta, the Coachella Valley area and has worked with Urban Habitat. He led the design and construction of the Remembrance Fountain at the Coachella Veterans Memorial Park. Roel is a licensed landscape contractor who lives in Coachella. He will be available for extended or unusual hours to keep the project on track. (See Appendix for details.) PRINCIPAL-IN-CHARGE Tim Jonasson, PE Tim brings 30 years of design, CIP program management, design management, plan review, NPDES/water quality compliance, and construction management experience of municipal public improvement projects, including eight parks projects in La Quinta. For 15 years he served as City Engineer/Public Works and Design and Development Director for the City of La Quinta and was part of team for the original Master Plan of SilverRock Resort through the recent changes to the Palmer Course. This experience brings familiarity not only with the SilverRock venue but also with Urban Habitat who constructed the most recent golf course modifications. (See Appendix for details.) CONSTRUCTION MANAGEMENT & INSPECTION Scott Gibson, QSP, CISEC Scott will serve as Co-Project Manager as well as Construction Manager and Inspector. He brings more than 25 years of experience in the construction industry. His experience includes parks, roadways, bridges, sewer, water, storm drain, concrete and steel structures and landscape construction. For the past 20 years he has managed more than 20 park and recreational facility improvement projects and was the inspector on the Richard Rollins Park in the City of Grand Terrace. He has also managed park projects involving ADA improvements in the Cities of Paramount and Jurupa Valley. He has extensive experience working in Coachella Valley communities and is a nearby resident. (See Appendix for details.) We have been the quality assurance inspectors of more than five sport parks, ball fields and recreational facilities associated with 2,000+ new land development tracts (construction cost ranges from $400,000 to $1,000,000). High profile park projects include Serrano Park and Turnleaf Park, with PCC basketball courts, play equipment, storm drains, ADA accessibility and lighting. Our teams utilize field inspection apps for real-time digital reporting and paperless processing. Our teams have coordinated all aspects of compliance with MS4 Permitting, providing comprehensive program oversight, inspection and documentation. We have provided grading and ROW inspections citywide tied to land development, third party agency projects within City boundaries, encroachment permits and City CIP projects. Construction Management / Inspection Services City of Laguna Hills “HR Green staff members have provided consistent and excellent services for the City for the past 20 years. [They] are well qualified in implementing CIP projects from inception to completion.” -Ken Rosenfield, PE, Director of Public Services HR Green currently provides on-call engineering, inspection and building services to the City. Our team has inspected multiple park renovation projects with budgets between $350,000 to $500,000. In particular, we have inspected the renovation of Stockport Park, which involved upgraded park equipment and replacement of play area with rubber surfacing. The project also included a new beach volleyball court and drainage. HR Green also inspected the renovation of the City’s Community Center Sports Complex and Cabot Park. The Sports Complex involved site improvements of equipment replacement, artificial turf, excavation, concrete sidewalk replacement, parking lot, curb and gutter, and water features (fountains and ponds). Cabot Park involved rebuilding its horse trail fencing and replacing the rubberized surface play area. It was easy to work with the HR Green staff to get a good project for the citizens of the City. “ -Alan French, Public Works Director/City Engineer In 2017 HR Green provided Construction Observation and Inspection services for the playground safety surfacing at Richard Rollins Park. With Scott Gibson, QSP, CISEC as inspector, our team conducted inspections of two project sites. They produced a detailed daily inspection report with photographs and detailed description of work. Inspectors ensured work was built to plans, and issued correction notices to the contractor if work was not to specifications. HR Green inspectors measured and quantified work for progress payments and generated detailed punchlists for the contractor for project close out, in addition to the typical inspection services associated with poured-in- place surfacing. The “Hero Walk” features a fountain and inscriptions from famous veterans and officials, and leads park goers from the granite travertine tiles featuring local veterans’ names over to the Supreme Sacrifice Monument, where those who lost their lives in the line of duty are honored. The fountain was designed by Roel to honor veterans with a five-point star depicting the five branches of service. The project was constructed by Urban Habitat. STATEMENT OF QUALIFICATIONS Construction Management Services for SilverRock Park Venue Site Project 2016-08 Z City of La Quinta | 6 PROJECT UNDERSTANDING AND APPROACH HR Green has hand-picked an experienced team to provide construction management and inspection services with input and coordination through the City’s Construction Management Group on the City’s SilverRock Park Venue Project. As a premier destination in the Coachella Valley as well as the City’s largest economic development project undertaken to date HR Green understands the importance of this project to both meet the needs of the residents while enhancing the visitor experience to SilverRock Resort. Details of the project include the location which sits at the foot of Santa Rosa Mountains with the proposed park site consisting of approximately 14 acres with approximately eight (8) acres of walking paths, turf, and landscaping. The site has previously been graded to within one tenth of a foot of the final contours and then sealed for dust control. The construction work for this contract includes precise grading, landscaping and irrigation, utility construction including a grinder pump, stream and lake construction with a floating fountain, lighting installation, decomposed granite parking lot construction, installation of concrete and decomposed walkways, construction of a stage as well as construction of outlet structures, retaining walls and an outdoor theater with seating. The City desires a passive park facility with the ability to accommodate special events such as an arts festival, craft beer festival or similar events as City functions or in coordination with the future hotels. We believe the HR Green team offers multiple benefits to the City on this project including the following: 1. A team with park, landscape, and sports field construction experience including in depth knowledge of SilverRock and previously constructed parks in the City. Roel Sanchez and Gary Yeo both have parkland construction experience and specifically with precise grading, landscaping and irrigation, utility construction including a grinder pump, stream and lake construction with floating fountain and installation of pump for lake, furnishing and installation of lighting, decomposed granite parking lot construction, concrete ADA parking space construction, concrete and decomposed walkways, construction of a stage, construction of outlet structures, construction of retaining walls, construction of an outdoor theater with seating area. In fact, Gary Yeo managed the construction of Barney Swartz Park that included a water– lake feature. Tim Jonasson became part of the City’s team shortly after acquisition of the SilverRock Resort site in 2002 and was intimately involved in its development. He helped design and construct all of the improvements currently on the site as well as numerous flood and golf hole redesign projects since the first golf course opened in 2005. Tim has coordinated extensively with the City’s golf course operator, Landmark Golf, on the above mentioned projects as well as well as with the City’s resort developer, The Robert Green Company, during entitlement of the SilverRock Resort. 2. A team that is local and will be available when you need us. This is critical for after or before normal work hours for oversight of the contractor’s work as well as being available for weekend inspection work if necessary. Roel Sanchez, a long-time resident of the City of Coachella, has overseen several capital projects for the City of Coachella and will be available for full or part time inspection as required for this project. Gary Yeo and Tim Jonasson are both frequently in the Coachella Valley meeting with other clients or in Tim’s case staying at his second home in La Quinta. 3. A cost that meets your budget and level of effort expectations. HR Green is overseeing other construction work in the Coachella Valley and has tailored this proposal to be available as needed for the City’s project without overrunning its budget for construction support services. HR Green’s work plan includes construction management and inspection services at approximately 2% of the total construction costs, with 120 working days and 90-day maintenance period; this helps the City meet is budget constraints. Our team will provide services through the acceptance of the project. HR Green’s overall approach to managing and inspecting projects starts with providing administrative services that are common to all projects. We can provide in-house design and submittal review, including traffic engineering and SWPPP to ensure contract compliance. Our staff is experienced in working with multi-agency relationships and have been successful in complying with their jurisdictional regulations. Our primary goal is to implement a staffing/resource plan, administrative services, best practices, and a service delivery model that not only aligns to the agency’s mission and expectations, but also provides the best value, quality, and operational efficiency by incorporating technology, paperless processes, and streamlined communication. Quality Assurance and Control As part of an overall Quality Control Plan HR Green has established protocols to follow for quality service delivery. These quality control items include: Reviewing plans and meeting with engineer of record prior to inspection to determine compliance with design and/or code provisions, to identify project related issues, and to document corrective action for compliance. Participating in pre-construction conferences, for the benefit of the contractor to orient the contractor to the various reporting procedures, and site rules prior to commencement of actual construction to orient the contractor to the various reporting procedures, and site rules prior to commencement of actual construction. Inspect work for compliance with the latest approved drawings. Maintain schedule by strictly adhering to timelines for submittals and separate permit items, and making sure PROJECT UNDERSTANDING & APPROACH Construction Management Services for SilverRock Park Venue Site Project 2016-08 Z City of La Quinta | 8 that these items are approved by the City prior to work being performed. Inspecting grading and right-of-way for compliance with approved plans and applicable codes, ordinances, conditions of approval, and permits set by the City. Proactively coordinating inspection services with other City departments, government agencies providing services, etc., as required for compliance with applicable design standards, codes and regulations. Providing daily inspection information to the City and project management team in a form consistent with the City’s policies and procedures. Thorough photography logs supporting daily inspection reports to track progress, design/code deficiencies, alternative construction means and methods, corrective actions taken, etc. Effectively manage documents approved for construction purposes. Maintain Proficiency in wide array of tracking software. Communication The speed with which we process communications can aid or restrict the progress of construction. Effective communication is far more than simply submitting progress reports on time. Communicating is about knowing what level of detail to provide, the urgency that each item should receive and choosing the right method to distribute the message. We will provide concise summaries using laymen’s terms for management reviews and easy to understand executive summaries will accompany technical reports. Timely communication will be provided to you and your targeted audience using a wide array of options. Whether it is continuing the City’s current public outreach programs or, for example, delivering education via a public relations campaign using twitter, Facebook or website updates to engage citizens or returning a quick text message, email or phone call to staff, we will respond appropriately and in the manner you desire. Some of the communication precepts we can incorporate will include: ▪The City and the developer, the contractor and/or property owner will be kept in the loop at all times. This will be achieved through meetings, progress reports, photo logs, and other documentation. ▪The lines of communication should be followed as closely as possible. ▪Our Inspector will not give instructions to subcontractors performing the work. All directives to the subcontractor shall be given to the prime Contractor. HR Green aspires to provide a safe, attractive, and inspiring passive park for your residents and visitors to the resort. The process requires both proactive and responsive inspection in order to achieve these goals. HR Green employs a “customer centric” approach to construction inspection. Our inspectors will work to educate and inform contractors of applicable standards to monitor constructability. Also, our staff will interface with residents and the travelling public to apprise them of planned construction and identify ways to mitigate construction impacts Documentation is one of the most important tools we have for protecting the City’s interests. Documentation in the form of daily reports, photos, telephone logs, conversation logs, meeting minutes, etc., must be timely and accurate. All administrative and technical oversight on the project needs to be clearly documented and maintained. This includes contract change orders, extra work bills, time and materials tracking, ensuring that plans are redlined with changes and reported regularly, materials testing, tracking and checking all permits, licenses and bonds. A key aspect of ensuring deliverables free of errors involves HR Green’s strong commitment and focus on staff training. This includes keeping all staff current with their certifications, formal and informal training workshops, and regular group/ staff meetings to review internal and contract agency policies and procedures as well as engaging in discussions on appropriate responses to “what-if” and “how to” scenarios. This keeps everyone on the same page, establishes shared expectations, hones technical and public relations/customer service competencies, and allows for the free flow of information sharing in a team setting. Key Issues From our review of the RFP and local knowledge HR Green has identified the following issues as well as our approach to resolving them for the City’s consideration: 1. Site access and Staging – The contractor will have to set up and work around a variety of other contracts that will be ongoing for both the hotel construction as well as the ongoing golf operation. Since there is only one access point to the PROJECT UNDERSTANDING & APPROACH Construction Management Services for SilverRock Park Venue Site Project 2016-08 Z City of La Quinta | 9 site off of Avenue 52 for both construction and golf patrons there will be a need for coordination between the various contractors to not block the entrance and create problems for golfers trying to access the course. Solution: HR Green will work closely with the developer and the golf course manager on a daily basis to insure work for that day will not unduly delay access to the temporary clubhouse location off of SilverRock Way nor will construction activities for the park venue site conflict with the hotel construction, SilverRock Way extension, or overall grading of SilverRock Resort. Additionally, if requested HR Green will review the signal timing at Avenue 52/SilverRock Way to insure no back-ups occur and/or access to the Citrus development to the north of this intersection are impacted. 2. Temporary Irrigation and Drainage – Since this project sits on one of the lowest points on the site and construction is taking place at the end of the monsoon season and beginning of winter the contractor may need to provide additional erosion measures to protect the site from flooding during construction. Additionally, the contractor will need to have access to irrigation water for dust control and plant establishment. Solution: HR Green will review the contractor’s erosion control plan as part of its constructability review to insure additional erosion control is either incorporated at the outset or available if needed prior to a storm. HR Green will also review the temporary access to irrigation water through the golf course lake system or existing irrigation system in the Avenue 52 parkway to insure irrigation and dust control is established without affecting irrigation to the golf course. 3. Precise Grading Elevations Review – In order for this site to function as envisioned the final grades will be critical for establishing proper site lines and art installation pad heights in relation to the walking paths and other locations from where art will be viewed. Solution: As part of its Quality Assurance Plan HR Green will review the precise grading plan with the existing elevations that have been previously graded to a tenth of a foot of final elevations.
