(Z&K) proudly presents our proposal to the City of La Quinta for Professional Construction Management Services for the SilverRock Park Venue Site Project. Our team members’ versatile experience in Construction Management and Inspection Services of major infrastructure projects including numerous parks and staff augmentation for local jurisdictions makes the Z&K team uniquely qualified to provide the requested services. Our proposed professionals are recognized as leaders in the industry because we are a streamlined, low-cost provider of seasoned construction management and inspection personnel. We are recognized for our ability to deliver complex projects ahead of schedule, under budget, without claims, and with outstanding customer service for the local community. We have a track record of performing outstanding services on similar projects through saving significant time and cost from identification of the various critical elements controlling the project schedule to providing alternate practical solutions. Our Work Plan for this project explains the Z&K Team's approach to providing strict schedule control, effective communications, superior change order control, and quality. More importantly, our Work Plan reveals our team's ability to dig into the technically challenging aspects of the project and provide solutions to the key issues. Our Work Plan includes a preliminary draft CPM Schedule demonstrating that this project can be completed in approximately ~ 90 – WD for the project (time savings of 6 weeks). These estimates are supported by our preliminary construction schedule and three separate reputed contractors that we worked with in the past park projects; yielding a significant savings along with approximately 30% of overhead construction management and construction costs. The most significant saving is less inconvenience to the community and less City exposure due to shortened construction duration. This will help extend access project funds into other important projects. Our team members have achieved such savings on many other park projects, so our track record and previous experience supports our proposal to The City of La Quinta. Please see our project schedule control along with our preliminary constructability proposed approach and Quality Assurance/Quality Control plan section. Additionally, our proposed team performed a preliminary constructability review for the project, please see our Project Understanding and Approach. Page 2 of 15 STATEMENT OF QUALIFICATIONS - PERSONNEL QUALIFICATIONS AND EXPERIENCE Zack Faqih, PE, will personally lead the Z&K Team as the Construction Manager. Zack will perform all Construction Management tasks and oversee our full-time Senior Site Inspector/Deputy Inspector, Greg Hunkle. Mr. Hunkle will perform all construction inspection tasks. The Senior Site Inspector that we propose for this project, Mr. Hunkle, is a multidisciplinary site inspector and is ICC Certified. Mr. Hunkle can perform all inspections resulting in cost savings for the City. Mr. Hunkle is extremely knowledgeable of all aspects of park inspection, including construction inspection, deputy inspection, ADA compliance, electrical inspection, landscaping inspection, and water feature inspection. Additionally, Mr. Hunkle is ICC Certified and will also perform the required Special Inspection. The project team is committed 100% to this project from beginning to completion. Within the last five years, Z&K team has worked together on numerous projects with similar scope of work such as the Veteran Sports Park at Tustin Legacy and Yvonne Burke – John Ham Park Community Center. Mr. Faqih conducted weekly progress meetings and completed RE daily reports and weekly reports. He reviewed all communications and invoices submitted by material testers, contractors and their respective sub-contractors, performed regular and special inspections, monitored the progress of the BIM model, and coordinated materials sampling and testing, and survey requests to accommodate the contractor’s requests. He reviewed shop-drawing & calculations review, concrete mix designs, special RSC mixes and application, fabrication plans, quantity take offs and field measurement verification. Mr. Faqih monitored and tracked the progress schedule and the long lead items and discussed appropriate recovery schedule. He conducted project site employee interviews to ascertain certified payroll, maintained the proper daily and rain events reports for SWPPP, and verified the contractors’ files to assure uniformity. This park is the City of Tustin’s largest park carved from 31.5-acres. It is bounded by Lansdowne Road, Valencia Avenue, and Severyns Road. This project is 100% locally funded, utilizing several funding sources. Phase 1 of the construction for the Veterans Sports Park is complete and consists of demolition, grading, storm drain, water, reclaimed water, and sanitary sewer installation. The sports park contains a wide variety of recreational facilities such as softball, soccer, tennis, basketball, racquetball, sand volleyball and pickleball. The park will also include a passive recreation area, fitness stations, concession/restroom/storage buildings, a veteran’s memorial feature, skate plaza, a parking lot, and a children’s play environment. Additional relevant park features include lighting installation, retaining walls, outlet structures, outdoor seating areas, ADA compliant concrete walkways, ADA compliant parking lot spaces, landscaping, and water features. Phase 2 of the construction consisting of the remainder of the park improvements is currently on-going and is anticipated to open in late 2019. Cost: $28M. The building is utilizing a dual plumbed system and the site is using reclaimed water for irrigation. The passive use community park is approximately 14 acres within the SilverRock Resort at the Southeast Corner of Avenue 52 and SilverRock Way. The Z&K Team understands the importance of this park is completed on or ahead of schedul e to ensure that it is completed before the 2020 Arts Festival. In general; construction activities include the following: precise grading; landscaping and irrigation; utility installation including ¾” - 1 ½”water line, 6” fire line, 6” sewer line, 2” force sewer line, 6” clean out, 6” fire hydrant assembly, 8” meter, 6” backflow device, 4” irrigation line, gas, and electrical; drainage improvements including 24” drain basin, Caltrans standard headwall, drains, and 8”-18” storm drain line; site wrought iron fencing; water features including a grinder pump (per City of La Quinta and City Supplied), stream, lake, and floating fountain; PCC paving of concrete walkways, curb ramps, curb, cross gutter, and hardscape; decomposed granite trail and parking lot; PCC ADA compliant parking spaces (7 total, 2 van); outlet structures; signage; restroom building; storage building; retaining walls; and construction of a stage, outdoor theater, and seating area. PROPOSED CONTRACT APPROACH TO CONSTRUCTION MANAGEMENT The Z&K Team has completed many numerous similar park projects and much larger park projects for Cities and Counties. Our goal is to help deliver projects ahead of schedule, within budget, and to exceed the standards of the City Engineer and the City’s Construction Management Team. The Z&K Team has recently completed more than 14 projects with similar features/elements (all within budget, ahead of schedule, and some award winning). The Z&K Team is the best qualified to provide the construction management services outlined in the RFP and is ready to start assisting the City of La Quinta with the provision of Construction Management Services as outlined in the following RFP categories: Construction Management and Inspection services. The Z&K Team understands the importance of this park is completed on or ahead of schedule to ensure that it is completed before the 2020 arts festival. Our proposed Team has a proven track record of successfully delivering projects ahead of schedule. Our Work Plan includes a preliminary CPM Schedule. The schedule includes advancing the start date of some non- conflicting activities as well as re-sequencing/merging some contract work. This maximizes the contractor's use of resources, cuts down the schedule significantly, and incorporates utility relocation/coordination, thus minimizing delay risk. Our detailed schedule anticipates completion in approximately 90 WD for the construction of this project. This yields a time savings of 30 WD. These estimates are supported by three separate reputed contractors that we have worked with on the past few park projects. This saves the City about 30% of CM & Contractor’s overhead costs. This is a realistic schedule given the simple scope of work. The most significant saving is less inconvenience to the community and less City exposure due to shortened construction duration. Our team members have achieved such savings on many other projects, so our track record and previous experience supports our proposal to The City of La Quinta. Additionally, to further expedite the work schedule or to Page 9 of 15 be used in the case of a recovery schedule, nightwork, weekend work, extended work hours, and double crews can be employed to achieve duration savings. Various types of operations can be performed at night. The Z&K Team has an excellent Quality Control plan that has proven to be greatly effective in assisting quality assurance during the entire time work is in effect. Z&K has utilized our Quality Control Plan on numerous successful projects that have all been delivered with the project schedule, within budget, and without claims. It is our promise that, at a minimum, all work is independently checked, corrected and back-checked, in accordance with accepted practice, by a person qualified and appropriately registered in the State of California. Coordination and checks will be performed to ensure that conflicts and misalignment do not occur between different design documents. The Z&K Team has already performed a preliminary constructability review and will perform a full constructability review upon award of this contract. Additionally, our in-house land development design team will perform a constructability review. Detailed Schedule Tracking and Review: Our proposed Construction Manager/Inspector of Records is a scheduling expert that is well versed in Primavera and Microsoft Projects. Our Construction Manager/Inspector of Records will review the Contractors baseline schedule to ensure that schedule sequence is optimal and that all milestones will be reached. During the detailed analysis, we will eliminate avoidable additional time in the baseline schedule. Our Construction Manager/Inspector of Records will meet with the Contractor on a regular basis to reevaluate the schedule to ensure that all milestones are on track. Our proposed expert Construction Manager has delivered projects ahead of schedule, under budget, and without claims for many years. Schedule Control Project Management Techniques: Throughout our experience with projects that have experienced delays, either due to the clients expanded scope of services or due to differing site conditions, we have worked cooperatively in a partnering spirit with the contractor to identify the expected delays to the critical path and develop a recovery schedule. This is done by employing additional crews to complete tasks that can be done concurrently, and/or extending the working hours, night shift or weekend options. Additionally, the construction manager reviews the contractor’s submitted monthly schedule update to the baseline schedule and is able to identify potential areas of delays to the critical path and ascertain that the schedule logic, milestones, and floats are within allotted tolerances. All CM Inspection staff have intimate/thorough knowledge of the APWA green book and the City of La Quinta’s local standards. The Z&K Construction Manager and Inspector are dedicated professionals with proven track records that will carry their responsibilities as directed by the City Engineer and City’s Construction Manager, in accordance with the contract plans, specifications, addenda, City municipal codes and standards, Greenbook Standards, and other governing standards and regulations. In the interest of additional cost savings, it is important to have a multi-disciplined inspection team that can perform special inspections. Our Construction Manager and inspectors can inspect architectural, structural, plumbing, mechanical, electrical, water, sewer, paving, drainage, all site grading, SWPPP and pedestrian/ ADA accessibility inspections. Z&K will deliver this project successfully since there will be no learning curve. All Z&K Inspection staff will be utilizing an iPad tablet loaded with contract plans, special provisions, standard specifications for Public Works construction, standard plans for Public Works construction. Virtual Tours and Drone Technology: 360 Photography will be performed weekly for the creation of Virtual Tours to allow all stakeholders to view the project from different angles. Tours can also be made to show the direction of detours, educated stakeholders of project specifics and increase stakeholder involvement. Aerial photography will be taken weekly to document the progress of the project and ensure that stakeholders are always kept informed and in touch with the project as it progresses. Page 10 of 15 PRELIMINARY CONSTRUCTABILITY REVIEW: The Z&K Team has conducted an in-depth review of the plans, specifications, and addenda available, made a thorough field review of conditions, and evaluated proposed improvements for compatibility/constructability and potential impact to the community, businesses, residents, and other stakeholders. The following are the top activities/issues from our team’s preliminary constructability review. These are critical to the successful and timely completion of this project. 1. A significant potential claim identified in our preliminary constructability review is as follows: o Addendum 1 mentions that the site has been graded by others and is within 1/10th of a foot +/- of the subgrade except for the pump area enclosed by the screen wall is within 1-foot of the final grade; the lake Is graded within 1/10th of a foot +/- of liner level; and the stream is graded within 1/10th of a foot +/- of water surface elevation. Precise grading per the grading plan is a lump sum. It is important that these site conditions are verified before the contractor begins work. If contractor begins work and the site does not meet these tolerances and is not within the 1/10th of a foot stated, the contractor may claim differing site condition. o We recommend performing field measurement prior to start of work to verify graded areas to ascertain grading tolerances and assure no potential claims from the contractor, Urban Habitat, a rises. 2. Before construction begins, it is important to ensure that there is no biological nesting that will delay the contractor. Z&K will coordinate with biologists before construction begins to ensure no nesting so that the contractor work can commence unimpeded. 3. The Z&K team has been following this project and have attended the August 6th Council Meeting. The team has reviewed the staff report and also agrees with the City staff to have additional restrooms, storage building, and shade structure be part of this project, and thus saving the additional mobilization. 4. Long Lead Items: Upon award of this contract, Z&K will complete an internal preliminary review and quickly identify all potential long lead items and work with the relevant vendors and suppliers and assist the City’s Construction Management Group in coordinating and scheduling the delivery and installation of all items. The Z&K Team has identified the below potential long lead items: o Park Restroom Building (Pre-Engineered Structure) o Venue Restroom Building (Pre-Engineered Structure) o Venue Storage Building (Pre-Engineered Structure) o Assure that the Contractor, Urban Habitat, provides prepared building pads and extend utilities to within 5 feet of the building pads and have ready for connection to the building vendor o Parking lot pole lights and any electrical system associated with its fabrication and installation Page 11 of 15 5. The grading plan prescribes very specific cross slopes and running slopes, for example, 1.96% cross slope. This is possibly generated automatically by the design software as part of the grading plan. However, this could cause compliance issues given the limitations of concrete finishing and the accuracy of smart levels, risking exceeding the 2% maximum requirement. It would be more prudent to specify a minimum and maximum value so that the contractor can stay within those limits. 6. On Sheet 3 of the venue site plan, there is a note that all cross slopes are not to exceed 2%. This same note should also be included in the grading plan to ensure that it is clear this maximum applies to all walkways, not just the venue site. It is also prudent to include all ADA compliance requirements in the specifications as well as an amendment can be introduced to make sure it is binding on the contractor. 7. The specification calls for riprap to be installed using Caltrans Placement Method B (Specifications Page 4000-14) for the 300lb and the ¼ ton riprap. Method B allows for rocks to be placed by dumping and maybe spread in layers by bulldozers or other suitable equipment. Care should be exercised that there is a minimum void and larger rocks are in the toe course and on the outside surface of the slope protection. We recommend Method A for more deliberate placement. Also, there is no specification given for the required rock size gradation. 8. By shortening the schedule from 120WD to 90WD will have the intended consequence of compelling the contractor and his sub-contractors to coordinate all activities closely and engage more crews concurrently or simultaneously. This expedites the project completion and ensures real savings in overhead construction management as well as construction cost. 9. Other critical issues include: o Ensuring that all coordination with utilities that may conflict with the new improvements is completed prior to starting construction. If this is not possible, the contractor must demonstrate that all utility relocation is coordinated and incorporated into the base line schedule. o The contractor must verify all existing utilities are per plans. The contractor must start potholing as the first construction activity. o Maintaining traffic and pedestrian access throughout the duration of the project. Page 12 of 15 Scope of Services – Construction Management & Inspection Meetings & Project Start-Up: After award of the construction management contract, the Z&K Team will meet immediately with City personnel for an initial kick-off meeting with the City to discuss the proposed work plan and special concerns to be presented at the preconstruction meeting and be present at the pre-construction meeting. The Z&K Team will obtain a field office or use rotating space at the La Quinta City Hall for the duration of construction. The Z&K Team will administer the construction contract in conformance with the requirements set forth in the project plans and specifications including applicable requirements from Standard Specifications for Public Works Construction and the City. A pre-construction conference will be held with the City, construction management/inspection team, contractor, subcontractors, utilities, and all project stakeholders within a few weeks of the contractor’s award of contract. The Z&K Team will provide a preconstruction agenda using the City format and provide to the City for concurrence and notify all attendees. This will allow for sufficient coordination and communication with all project stakeholders. The construction management team will hold weekly construction progress meetings with the contractor, subcontractors, City staff, Design Engineer, subconsultants, affected outside agencies, and other stakeholders. The team will discuss current construction activities, procedures, progress, problems/issues, and go over the contractor’s “look ahead” schedule for upcoming work. The Z&K Team will prepare the agendas and minutes of all meetings and keep all records. Constructability Review: The Z&K internal design team will conduct a “third party” constructability review of the project plans and specifications that will be completed prior to the preconstruction conference. Prompt constructability reviews and alternative construction methods allow for cost and schedule savings. This review will identify potential problems that may need attention before construction starts. This review will also include identification of all long lead items for the project. The team will resolve the problems through fast and flexible problem solving. This approach will result in timely completion of the work, claims avoidance, and reduction of public inconvenience. To shorten the construction duration, we strongly recommend addressing and implementing the critical issues. Once the review is complete, the CM team will meet with the City and design team to discuss any comments. Supervision of Construction Inspection: The Construction Manager will review the inspectors’ daily reports and provide copies to the City on a weekly basis. Additionally, the Construction Manager will complete a daily/weekly report to the City which includes a summary/type of work completed, work scheduled for the next week, controlling operation, weather conditions, important decisions/agreements with the Contractor, and comments, concerns and project challenges. This will also include percentage of work completed, percentage of time elapsed, and any other important facts pertaining to the project that are not specifically covered elsewhere in the contract records. A monthly construction progress report will be submitted including accomplishments this period, anticipated progress next period, major closures, change orders, pending issues, recommendations, potential claims, environmental monitoring, public relations, safety issues, safety review, and project status. The Construction Manager will submit a monthly labor compliance report to the City and provide a Weekly Statement of Working Days, noting the controlling operations, to the contractor. The Z&K Team will have a Quality Control Plan in effect to assist quality assurance during the entire time the work is in effect. Our internal QA/QC process is simple and does not require additional time demands of the City. Routinely, our Construction Manager or Inspectors will conduct independent reviews of the project records for their adherence to the City policies and procedures. The Team will ensure accuracy and completeness of the calculations, related documents, and all other work furnished. The Quality Control Plan will establish a process whereby all work is independently checked, corrected and back- checked, in accordance with accepted practice, by our registered engineer, the Construction Manager. All original drawings and calculations will be maintained for the duration of the contract. As part of the constructability review and the Quality Control Plan, the Z&K Team will coordinate and check to ensure that conflicts and misalignment do not occur between different design documents he Z&K Inspectors understand the importance of verifying that the contractor’s dust control, Storm Water Pollution Prevention Plan (SWPPP), and traffic control plan implementation is consistent with the approved Plans. If there are deviations from the approved plan, the team will take contractually-stipulated action. All Z&K Inspection staff has completed their Qualified SWPPP Practitioner (QSP) and/or Qualified SWPPP Developer (QSD) training, and the majority are QSP/D certified for the new permitting guidelines. Page 13 of 15 Multi-Disciplined staff results in cost- effective construction management services through staffing efficiency. Our objective is to provide the most qualified construction management team members that have City project experience. Our team has managed similar projects and are high caliber engineers that have worked on numerous park projects. Our team will coordinate and monitor the activities of on-site inspectors and administrators such that appropriate coverage of all contractor activities is provided. Construction Schedule: On a weekly basis, the Construction Manager will review and analyze the contractor’s schedule, including activity sequence and duration, schedule submittal and schedule delivery for products with long lead times, and identify potential areas of delay to the critical path. The Construction manager will also review the Contractor’s weekly scheduled for compliance with project specifications and note any contractual non- compliance and request remedial action pan from the Contractor. From the weekly look ahead schedule, the construction manager will ascertain that the schedule logic, milestones, and floats are within allotted tolerances. Coordination: The Construction Manager will provide on-going coordination, including, but not limited to: o City of La Quinta City Engineer o Other City Departments o Design Team o Other Agencies o Contractor o Coachella Valley Water District – Water & Sewer o Spectrum - Cable o SoCal Gas - Gas o Imperial Irrigation District - Electricity o Frontier - Telephone o Burrtec - Waste & Recycling Services o Utility Companies and Connections, as Needed o Paleo and Cultural Monitors o Biologist and have them conduct nesting bird surveys as required o Training Sessions required for City Staff o Field Walks with inspector(s), design engineer, and City representatives o Construction Surveying o Materials Testing Project Correspondence: The Z&K Construction Manager and Inspection staff bring a detailed understanding of the City processes for administering Contract Change Orders and Contractor payment per City’s standards & procedures. We will work closely under the direction of the City and with the contractor to verify that the contractor’s payments are processed, provide recommendations, and ensure they are executed promptly by the contract documents and City’s procedures. The Z&K Team will also review and analyze the Change Orders and recommend necessary or desirable changes in the Construction Contractor’s scope of work to the City. Z&K will negotiate with the Contractor and submit recommendations to the City supported by field data related to any additional work. If change orders are accepted by the City, Z&K will prepare change orders for signature and authorization by the City. The team will maintain a log of the change requests that will be available to the City. Inspectors will verify all work performed under time and materials, including equipment, contractor crew, and field measurements quantities. The Construction Manager will receive, review, log and respond to all submittals and Request for Information (RFIs) as they are received. The tracking log will include the date delivered, who it was transmitted to for comment/approval, and when it was returned. The team will submit requests for Information as required on any items that should be coordinated with the design engineer(s). Z&K will also review and approve Subcontracting Request forms. Z&K will receive, process, review, and accept all shop drawings, project data, samples, and other submittals including coordination with the design engineer for review as needed. The CM team will also establish and implement procedures for expediting the processing and approval of submittal. Z&K will review and approve laboratory, shop, and mill test reports of materials and equipment. Review on Contract Claims: The Construction Manager will perform on-going review throughout the project to avoid any potential claims. If claims arise, the Construction Manager will work with the City and Contractor to find the best solution to resolve any claims in a timely manner. All potential claims will be documented and maintained for account records. The team will provide all necessary documentation and support to the City in settling claims. Final Walk Through and “Punch-List”: The Construction Management Team will check the near-completed facilities to identify discrepancies and deficiencies in the work performed by the contractor and prepare the necessary punch lists. The Z&K Team will promptly perform a walk-through inspection with the contractor to finalize the punch list. Z&K will provide construction management documents and records to the City within 60 days of the filing of the notice of completion. “As-Built” Plans: The Z&K Team will collect “As-Built” data from all contractors and subcontractors and continuously update the plans as changes are approved. When the project is completed, the Construction Manager will submit a complete set of “As-Built” plans to the City. During the course of construction, the Inspectors will maintain one set of plans, with markings and dimensions in red ink, to denote field changes or other corrections. The team will Create and maintain “As-Built” project schedule with Microsoft Project or equivalent program. Page 14 of 15 Project Closeout: Z&K will provide the following, at a minimum: o Administer and coordinate final inspections. Coordinate the correction and the completion of the work. o Assist the City in determining when the project, or a designated portion thereof, is substantially complete. o Prepare for the City, a summary of the status of the work of the Contractor, listing changes in the previously issued certificates of substantial completion of the work, and recommending the times within which the Contractor shall complete uncompleted items on the certificate of substantial completion of the work. o Calculate the amount of final payment due to the prime Contractor and prepare the proposed final estimate. o Obtain evidence of certification of all lien releases after the City files their notice of completion. o Secure from the contractor and transmit to the City, required guarantees. o Coordinate any startup requirements. Deliver all equipment manuals, special equipment, spare parts, catalogs, and other materials required by specifications. o Make recommendation for the release of retention. Public Outreach: Under the direction of the City, Z&K will be overseeing the Public Relations/Outreach activities. The key to any successful outreach campaign is to front load the outreach effort at the beginning of the project. The team will work closely with the City to ensure that the businesses and residents are well informed and will deal with any complaints. Construction Inspection: The Z&K Engineers and Inspectors have the knowledge, skill, and experience to inspect all the anticipated construction operations for this contract. Throughout the project, the inspectors will review contract documents, plans, and permits. Inspectors will monitor and enforce construction noticing requirements, including but not limited to, PM- 10 and SWPPP requirements. Z&K will monitor the Contractor’s fugitive dust control plan and ensure that the Contractor uses approved haul routes and that they are kept clean. The Z&K Inspectors will verify compliance with the construction contract by monitoring, evaluating, approving or rejecting the Contractor’s work in accordance with the approved construction contract documents. Inspectors will determine that the Contractor’s work is being performed in accordance with the requirements of the contract documents and endeavor to guard the City against defect and deficiencies in the work. As appropriate, the team will require special inspection or testing, or make recommendations to the City regarding special inspection or testing of work not in accordance with the provisions of the contract documents, whether or not such work is fabricated, installed, or completed. Our Z&K Inspectors have excellent of ADA compliance experience and will provide inspection for all ADA features. Our proposed ICC certified inspector, Gregory Hunkle, will provide the following required special inspections: structural concrete over 2,500 psi, field welding, and epoxy/expansion anchors. Additionally, Z&K inspectors will coordinate soils compliance prior to foundation inspection. Reporting & Project Documentation: Our proposed staff has extensive documentation and filing experience. Our Inspectors know that a complete record of the project must include a full set of all contract drawings, specifications, change orders, logs, submittals, and RFI’s. Filing will include correspondence with all stakeholders and permit agencies, reports (daily, weekly, monthly) showing all day-to-day operations, the contractor's workforce, and equipment. In addition to the materials on hand, materials testing reports and sampling, copies of all permits, SWPPP plan, all reports, updates, and all other contract documents related to the construction of the project will be documented. The Z&K Team will maintain, on a current basis, a record copy of all contracts, drawings, specifications, addenda, change orders, and other modifications, in good order and marked to record all changes made during construction; shop drawings, product data; samples; submittal; purchases; materials; equipment; applicable handbooks; maintenance and operating manuals and instructions; other related documents and revisions which are relevant to the contract work. The Z&K proposed staff will maintain a field diary (bound notebook) during construction including a cumulative record of quantities constructed, daily and weekly reports, working day reports, change order documentation, photographs and other documentation. Maintain a separate field diary for change order work. The team will complete a Daily Report including weather, equipment om site, number of workers, crews/personnel, activities, quantities, work accomplished, problems encountered, photos (before, during and after construction), contractor and sub-contractors’ work onsite, critical conversations that took place each day, and other relevant data. Daily Reports and any other reports will be accessible by City staff to ensure that the City is informed of the project progress. These will include information on the Contractor and the entire project, showing percentages of completion. In addition to the diary and reports, the inspectors will maintain copies of all permits needed to construct the project and enforce special requirements of each. The team will provide and maintain a digital photographic history of the progress of the project. Photos will also be taken of the following: showing existing conditions prior to construction, disputed work items, work that has to be duplicated, replaced, or removed, completed work, and extra work. Total Hours Subtotals: FTE (Weeks) Total Cost: City of La Quinta Request for Proposal Construction Management Services for SilverRock Park Venue Site City Project: 2016-08 Hourly Billing Rate Subtotals Including Markup: Markup (10%) : Scope of Services – Construction Management & Inspection Meetings & Project Start-Up: After award of the construction management contract, the Z&K Team will meet immediately with City personnel for an initial kick-off meeting with the City to discuss the proposed work plan and special concerns to be presented at the preconstruction meeting and be present at the pre-construction meeting. The Z&K Team will obtain a field office or use rotating space at the La Quinta City Hall for the duration of construction. The Z&K Team will administer the construction contract in conformance with the requirements set forth in the project plans and specifications including applicable requirements from Standard Specifications for Public Works Construction and the City. A pre-construction conference will be held with the City, construction management/inspection team, contractor, subcontractors, utilities, and all project stakeholders within a few weeks of the contractor’s award of contract. The Z&K Team will provide a preconstruction agenda using the City format and provide to the City for concurrence and notify all attendees. This will allow for sufficient coordination and communication with all project stakeholders. The construction management team will hold weekly construction progress meetings with the contractor, subcontractors, City staff, Design Engineer, subconsultants, affected outside agencies, and other stakeholders. The team will discuss current construction activities, procedures, progress, problems/issues, and go over the contractor’s “look ahead” schedule for upcoming work. The Z&K Team will prepare the agendas and minutes of all meetings and keep all records. Constructability Review: The Z&K internal design team will conduct a “third party” constructability review of the project plans and specifications that will be completed prior to the preconstruction conference. Prompt constructability reviews and alternative construction methods allow for cost and schedule savings. This review will identify potential problems that may need attention before construction starts. This review will also include identification of all long lead items for the project. The team will resolve the problems through fast and flexible problem solving. This approach will result in timely completion of the work, claims avoidance, and reduction of public inconvenience. To shorten the construction duration, we strongly recommend addressing and implementing the critical issues. Once the review is complete, the CM team will meet with the City and design team to discuss any comments. Supervision of Construction Inspection: The Construction Manager will review the inspectors’ daily reports and provide copies to the City on a weekly basis. Additionally, the Construction Manager will complete a daily/weekly report to the City which includes a summary/type of work completed, work scheduled for the next week, controlling operation, weather conditions, important decisions/agreements with the Contractor, and comments, concerns and project challenges. This will also include percentage of work completed, percentage of time elapsed, and any other important facts pertaining to the project that are not specifically covered elsewhere in the contract records. A monthly construction progress report will be submitted including accomplishments this period, anticipated progress next period, major closures, change orders, pending issues, recommendations, potential claims, environmental monitoring, public relations, safety issues, safety review, and project status. The Construction Manager will submit a monthly labor compliance report to the City and provide a Weekly Statement of Working Days, noting the controlling operations, to the contractor. The Z&K Team will have a Quality Control Plan in effect to assist quality assurance during the entire time the work is in effect. Our internal QA/QC process is simple and does not require additional time demands of the City. Routinely, our Construction Manager or Inspectors will conduct independent reviews of the project records for their adherence to the City policies and procedures. The Team will ensure accuracy and completeness of the calculations, related documents, and all other work furnished. The Quality Control Plan will establish a process whereby all work is independently checked, corrected and back- checked, in accordance with accepted practice, by our registered engineer, the Construction Manager. All original drawings and calculations will be maintained for the duration of the contract. As part of the constructability review and the Quality Control Plan, the Z&K Team will coordinate and check to ensure that conflicts and misalignment do not occur between different design documents he Z&K Inspectors understand the importance of verifying that the contractor’s dust control, Storm Water Pollution Prevention Plan (SWPPP), and traffic control plan implementation is consistent with the approved Plans. If there are deviations from the approved plan, the team will take contractually-stipulated action. All Z&K Inspection staff has completed their Qualified SWPPP Practitioner (QSP) and/or Qualified SWPPP Developer (QSD) training, and the majority are QSP/D certified for the new permitting guidelines. Page 13 of 15 Multi-Disciplined staff results in cost- effective construction management services through staffing efficiency. Our objective is to provide the most qualified construction management team members that have City project experience. Our team has managed similar projects and are high caliber engineers that have worked on numerous park projects. Our team will coordinate and monitor the activities of on-site inspectors and administrators such that appropriate coverage of all contractor activities is provided. Construction Schedule: On a weekly basis, the Construction Manager will review and analyze the contractor’s schedule, including activity sequence and duration, schedule submittal and schedule delivery for products with long lead times, and identify potential areas of delay to the critical path. The Construction manager will also review the Contractor’s weekly scheduled for compliance with project specifications and note any contractual non- compliance and request remedial action pan from the Contractor. From the weekly look ahead schedule, the construction manager will ascertain that the schedule logic, milestones, and floats are within allotted tolerances. Coordination: The Construction Manager will provide on-going coordination, including, but not limited to: o City of La Quinta City Engineer o Other City Departments o Design Team o Other Agencies o Contractor o Coachella Valley Water District – Water & Sewer o Spectrum - Cable o SoCal Gas - Gas o Imperial Irrigation District - Electricity o Frontier - Telephone o Burrtec - Waste & Recycling Services o Utility Companies and Connections, as Needed o Paleo and Cultural Monitors o Biologist and have them conduct nesting bird surveys as required o Training Sessions required for City Staff o Field Walks with inspector(s), design engineer, and City representatives o Construction Surveying o Materials Testing Project Correspondence: The Z&K Construction Manager and Inspection staff bring a detailed understanding of the City processes for administering Contract Change Orders and Contractor payment per City’s standards & procedures. We will work closely under the direction of the City and with the contractor to verify that the contractor’s payments are processed, provide recommendations, and ensure they are executed promptly by the contract documents and City’s procedures. The Z&K Team will also review and analyze the Change Orders and recommend necessary or desirable changes in the Construction Contractor’s scope of work to the City. Z&K will negotiate with the Contractor and submit recommendations to the City supported by field data related to any additional work. If change orders are accepted by the City, Z&K will prepare change orders for signature and authorization by the City. The team will maintain a log of the change requests that will be available to the City. Inspectors will verify all work performed under time and materials, including equipment, contractor crew, and field measurements quantities. The Construction Manager will receive, review, log and respond to all submittals and Request for Information (RFIs) as they are received. The tracking log will include the date delivered, who it was transmitted to for comment/approval, and when it was returned. The team will submit requests for Information as required on any items that should be coordinated with the design engineer(s). Z&K will also review and approve Subcontracting Request forms. Z&K will receive, process, review, and accept all shop drawings, project data, samples, and other submittals including coordination with the design engineer for review as needed. The CM team will also establish and implement procedures for expediting the processing and approval of submittal. Z&K will review and approve laboratory, shop, and mill test reports of materials and equipment. Review on Contract Claims: The Construction Manager will perform on-going review throughout the project to avoid any potential claims. If claims arise, the Construction Manager will work with the City and Contractor to find the best solution to resolve any claims in a timely manner. All potential claims will be documented and maintained for account records. The team will provide all necessary documentation and support to the City in settling claims. Final Walk Through and “Punch-List”: The Construction Management Team will check the near-completed facilities to identify discrepancies and deficiencies in the work performed by the contractor and prepare the necessary punch lists. The Z&K Team will promptly perform a walk-through inspection with the contractor to finalize the punch list. Z&K will provide construction management documents and records to the City within 60 days of the filing of the notice of completion. “As-Built” Plans: The Z&K Team will collect “As-Built” data from all contractors and subcontractors and continuously update the plans as changes are approved. When the project is completed, the Construction Manager will submit a complete set of “As-Built” plans to the City. During the course of construction, the Inspectors will maintain one set of plans, with markings and dimensions in red ink, to denote field changes or other corrections. The team will Create and maintain “As-Built” project schedule with Microsoft Project or equivalent program. Page 14 of 15 Project Closeout: Z&K will provide the following, at a minimum: o Administer and coordinate final inspections. Coordinate the correction and the completion of the work. o Assist the City in determining when the project, or a designated portion thereof, is substantially complete. o Prepare for the City, a summary of the status of the work of the Contractor, listing changes in the previously issued certificates of substantial completion of the work, and recommending the times within which the Contractor shall complete uncompleted items on the certificate of substantial completion of the work. o Calculate the amount of final payment due to the prime Contractor and prepare the proposed final estimate. o Obtain evidence of certification of all lien releases after the City files their notice of completion. o Secure from the contractor and transmit to the City, required guarantees. o Coordinate any startup requirements. Deliver all equipment manuals, special equipment, spare parts, catalogs, and other materials required by specifications. o Make recommendation for the release of retention. Public Outreach: Under the direction of the City, Z&K will be overseeing the Public Relations/Outreach activities. The key to any successful outreach campaign is to front load the outreach effort at the beginning of the project. The team will work closely with the City to ensure that the businesses and residents are well informed and will deal with any complaints. Construction Inspection: The Z&K Engineers and Inspectors have the knowledge, skill, and experience to inspect all the anticipated construction operations for this contract. Throughout the project, the inspectors will review contract documents, plans, and permits. Inspectors will monitor and enforce construction noticing requirements, including but not limited to, PM- 10 and SWPPP requirements. Z&K will monitor the Contractor’s fugitive dust control plan and ensure that the Contractor uses approved haul routes and that they are kept clean. The Z&K Inspectors will verify compliance with the construction contract by monitoring, evaluating, approving or rejecting the Contractor’s work in accordance with the approved construction contract documents. Inspectors will determine that the Contractor’s work is being performed in accordance with the requirements of the contract documents and endeavor to guard the City against defect and deficiencies in the work. As appropriate, the team will require special inspection or testing, or make recommendations to the City regarding special inspection or testing of work not in accordance with the provisions of the contract documents, whether or not such work is fabricated, installed, or completed. Our Z&K Inspectors have excellent of ADA compliance experience and will provide inspection for all ADA features. Our proposed ICC certified inspector, Gregory Hunkle, will provide the following required special inspections: structural concrete over 2,500 psi, field welding, and epoxy/expansion anchors. Additionally, Z&K inspectors will coordinate soils compliance prior to foundation inspection. Reporting & Project Documentation: Our proposed staff has extensive documentation and filing experience. Our Inspectors know that a complete record of the project must include a full set of all contract drawings, specifications, change orders, logs, submittals, and RFI’s. Filing will include correspondence with all stakeholders and permit agencies, reports (daily, weekly, monthly) showing all day-to-day operations, the contractor's workforce, and equipment. In addition to the materials on hand, materials testing reports and sampling, copies of all permits, SWPPP plan, all reports, updates, and all other contract documents related to the construction of the project will be documented. The Z&K Team will maintain, on a current basis, a record copy of all contracts, drawings, specifications, addenda, change orders, and other modifications, in good order and marked to record all changes made during construction; shop drawings, product data; samples; submittal; purchases; materials; equipment; applicable handbooks; maintenance and operating manuals and instructions; other related documents and revisions which are relevant to the contract work. The Z&K proposed staff will maintain a field diary (bound notebook) during construction including a cumulative record of quantities constructed, daily and weekly reports, working day reports, change order documentation, photographs and other documentation. Maintain a separate field diary for change order work. The team will complete a Daily Report including weather, equipment om site, number of workers, crews/personnel, activities, quantities, work accomplished, problems encountered, photos (before, during and after construction), contractor and sub-contractors’ work onsite, critical conversations that took place each day, and other relevant data. Daily Reports and any other reports will be accessible by City staff to ensure that the City is informed of the project progress. These will include information on the Contractor and the entire project, showing percentages of completion. In addition to the diary and reports, the inspectors will maintain copies of all permits needed to construct the project and enforce special requirements of each. The team will provide and maintain a digital photographic history of the progress of the project. Photos will also be taken of the following: showing existing conditions prior to construction, disputed work items, work that has to be duplicated, replaced, or removed, completed work, and extra work.
