Short Term Rentals give visitors an opportunity to enjoy attractions offered by the City at
reasonable accommodation rates. I was also astounded at the beauty of the landscape and
luxurious developments when I visited. Short term rentals are becoming an increasingly
important factor in tourism and economic development of the City’s boundaries. However, they
must also follow the City’s permitting and TOT requirements.
Harmari STR has made tremendous improvements in our full-service offering such as:
• User friendly web portal to search and browse by map, keywords, IDs, names and more
• On-demand reporting with 9 different reports and 7 different filters, with scheduled
delivery by email
• A 33-point checklist verified by senior analysts for each non-compliant listing before
mailout
• Hiring 35 Junior Analysts to assist with STR identification
• Phone and mail-based outreach
• Mobile-ready registration and TOT payment portal
Furthermore, we have recently found 300 non-registered STRs for City of Fort Lauderdale within
2 months of starting our project. We have 35 current STR customers.

2.3 DE-DUPLICATION
Harmari will deploy its proprietary matching technology to identify duplicate listings in La Quinta.
Many duplicates are identified via repeating of Business License number, STR permit numbers,
or photos. A sample of a de-duplication internal report is shown in Figure 2.

Once the above reports are generated, our trained staff verified and categorizes them the
following way:
1 Rent out the exact same house/condo
2 Rent out different bedrooms in the same house/condo
3 Rent out different condo/houses
De-duplication of listings is important to verify that the correct permit is being used for each
advertised rental unit, and also to accurately assess estimated sales and taxes owing by
summing reviews on each STR website.
2.4 MONITOR AND IDENTIFY OWNER CONTACT AND DETAILED LISTS
Harmari STR executes listing data collection 4 times per week, once in each of the four-time
intervals:

This strategy prevents any “fly-by-night” STR listing which only appears outside of weekday
work hours. Harmari STR covers 60 different websites shown in Figure 3.

When doing compliance mailout outreach campaigns the address must be exact to avoid a
Return-To-Sender, or a misunderstanding in mailing a non-compliance notice to the wrong
person or entity.
Harmari STR will utilize as many technologies and resources as it can to establish the identity
and exact address of the host. Our proprietary toolbox includes:
• Matching up host information on social media or any other public website
• Using public records to search phone number, business name, person name, property
address
• Use mapping and property data to identify the property put for rent and homeowner
Figure 4 shows a house listed on Airbnb that was matched on Google Street View picture.
Harmari STR doesn’t stop with just this evidence collection. It also goes into the parcel records
to verify that parcel and owner line up with the Street View listing. Until we have validated 2
data points that “triangulate” to each other, we do not report a hit

2.5 STR NON-COMPLIANCE
The non-compliance effort generally focusses on owner/operators due to owner/operators not
being aware of all the rules and regulations around operating a STR legally and the rigor to
follow them, for example:
◼ By using the Owners worksheet of the STR report, staff can easily generate outreach letters
for owner/operators.
◼ By using the Properties worksheet of the Harmari STR report, La Quinta staff can easily
generate outreach letters for Property Management companies.
Figure 5 is a sample Licensing Workflow, which includes a cross-check of all STR data sources,
against the business license and STR permit database and produces a report.
Active listings won’t be reported to you. They will simply be filtered out to not waste your
time. Unlicensed and Inactive Licensees will be sorted by priority score and reviewed by
analysts if required.

2.7 VIOLATIONS REPORT
Harmari can generate a Violations Report which contains any STRs that have the following:
• Advertised a maximum guest occupancy that exceeds the number allowed based on
permit
• Any upcoming or past stays on the rental’s calendar that are fewer than the minimum
nights required to be exempt from STR registration (e.g. a less than 30-night stay)
• Any hotline complaints that resulted in an escalation to Code or Police. Harmari can be
put on an auto-email notification list for updates from the City’s hotline service
• Any escalated complaints from outreach that have bene exhausted by the vendor (e.g.
hanging up on call, 2 letters / 2 mailouts without response, disputed evidence)
• Other data (customizable to your needs)
A screenshot is provided in Figure 7. The report is currently sorted by the greatest number of
violations descending, but can be customized based on violation type, severity, and frequency.
Should the City require additional violations to be detected, columns can simply be appended to
the right of this report.
2.8 COMPLIANCE AND OUTREACH
As presented in the above sections, Harmari STR capabilities will allow us to identify STR
operators and exact addresses. With this data, we will contact and communicate with the
unregistered short-term rentals to elicit registration and compliance with City codes.
Harmari’s collective experience regarding STR operator outreach is that tax discovery is best
served on plan black/white letter, with personalization directed on the letterhead within a #10
envelope, and only the STR address is listed in the inquiry. Once the STR operator engages in
a dialogue with the agency disputing the letter, then that is the point where supporting evidence
can be cited. All can be found readily available on the web portal.
The phone outreach can coincide with the letters or can be in sequence with a delay between
round #1 and round #2 of 30 days to allow citizens to become compliant, and for City staff to
complete their paperwork.

Harmari/Customer will be responsible for mailouts and STR operator outreach regarding
unregistered STRs. The STR operator will likely respond in the following manner:
1 Skepticism that our company truly represents the City and
not to disclose any information
2 They are only renting out long term either listed 31+ minimum
nights in the ad, or denial saying they have a long-term
tenant or relative occupying the property
3 Denial of operating an STR or alternatively “I am just the
cleaning lady, I’m not the boss”
4 Having personal guests over or personal use of the property
that didn’t pay to stay at the STR
5 Was not aware they were doing anything wrong
Some examples of the evidence that can be leveraged for
compliance include:
◼ In situations (1 and 5) it is very easy to refer to existing City ordinances and laws related
to STRs.
◼ In situation (2), the columns “Shortest Stay Duration” and “Shortest Stay Dates” can be
presented to the STR operator as possible proof of a stay that is below the exemption
threshold of 31 nights. For example, Shortest Stay Duration=2 and Dates 2018-12-14 to
2018-12-16 (Friday to Sunday) may indicate that the STR operator rented the unit for a
weekend
◼ In situation (3), the name was obtained from reliable sources mentioned earlier through
data triangulation between public record, the STR listing itself, and social media.
◼ In situation (4), the indication of reviews left by different travelers (of different countries
and ethnicities) will prove that the guests are not friends or family but in fact stayed and
paid for it through the STR platform.

Listings with Identification status “Owner/Address Match” will go to owner/operators, and

Harmari STR will accept monthly uploads of STR operators that are filing Lodging Tax and/or
permit and/or business license data, to measure which STR operators are now in compliance
and who has not.

Figure 8 presents example results for Harmari’s phone and letter-based outreach and the
positive outcomes obtained by bringing new and unregistered STR operators into compliance.
As mentioned above, LTAS has the capacity to make the initial contact to educate the STR
operator of their obligations. LTAS has several compliance officers on staff who have
experience with the above workflow, with educating customers, and gaining compliance
numbers as shown above.
Harmari will assist the City with various tasks, including:
◼ Lookups on STR ads on specific addresses that don’t show up in our reports
◼ Investigate disputes to obtain the supporting evidence required by the City
◼ Attend a Webinar meeting to provide Council an overview of the project
◼ Update case history records when STR operators provide completed forms and licenses
to the City to avoid future letters
◼ Correct returned mail that City staff receives, in the rare occasion of an error
Once the STR operator is in the Harmari STR system, automated reminders are sent out each
month encouraging a timely remittance of TOT. Furthermore, customer service phone numbers
are provided for STR operators to first contact Harmari before contacting the City for support,
which saves you dozens of hours of time on the phone assisting citizens. Reminder
emails are also sent regarding renewal of their permits.
Evaluation of occupancy and tax revenue is performed as part of the analysis system which
includes an audit selection component which finds outliers that may be under-reporting taxable
income.
Harmari’s web portal also has add-on offerings to enhance the compliance effort.
◼ Timestamp PDFs which are web-browser rendered (WYSIWIG) format snapshots of
what the STR listings looked like (see Figure 9). This is very useful for fly-by-night
listings that only pop up for short periods of time, accept a booking and then shut down.

◼ Track Changes records, which enumerates how all information changes, when it
changes (date/time, field, old value, new value). This is useful for code compliance
cases when the number of rooms listed exceeds the maximum.
◼ Quickly and easily add compliance notes for people who call in and agree, dispute, or
have questions on the letters they receive, as shown in Figure 10.

2.9 SHORT-TERM RENTAL ONLINE REGISTRATION
Harmari’s permit registration system can accommodate registering. The screenshots
below are grouped in a “wizard” format that helps the user know how many steps are left
during their application. All steps are saved along the way for the applicant to revisit
when they get back to the page. See for example the screenshots in Figure 11

penalties, interest and fees. See Figure 13 below.

1.12 PAYMENT ADMINISTRATION

◼ Harmari STR has a user-friendly list for CCO to approve/reject all newly registered and/or
changed properties. It features all the requirements of the checklist including reminders and
escalation for 7 and 14 days passed respectively for City administration staff.

1.13 24/7 TIP / HOTLINE
The 24/7 Tipline offered by Harmari, where a live human
operator can take down the type of complaint (noise, garbage,
parked vehicles, violence, drugs), the address of the incident.
Then the 24-hour property manager for the STR will be called
back by a live human regarding this incident and to immediately
resolve the issue. If that incident is not resolved within 45
minutes, then the dispatcher escalates the call to code
enforcement, or to police after hours.
Figure 22 is a flowchart of an actual customized workflow for the
24/7/365 Tipline that Harmari has delivered, which is in full
compliance with the City ordinance.

Resumes of team members
◼ Allen Atamer, Founder, CEO and Principal Engineer
Allen did his Bachelor of Science in Aerospace Engineering at the University of Toronto and
graduated from MIT with a Master’s Degree in Aeronautics/Astronautics. Having spent the
past 17 years working on software engineering, artificial intelligence, and text mining, he is
able to apply his experience in building LTAS Technologies. He has 2 patents involving
artificial intelligence and guided aircraft diagnostics.
Allen founded LTAS Technologies in 2011 to make an impact on how the Internet is
regulated and kept safe for everyone. The Harmari Tools that are developed by LTAS are
used by hundreds of customers in state and municipal government, insurance, retail loss
prevention, and law enforcement. Evidence procured by investigators from Harmari Search
has proven case law in Ohio and Virginia. Allen has testified in Court as a subject matter
expert for clients’ multiple times in the US and Canada, with each time the Court admitting
into evidence investigative work performed by LTAS. Allen has made presentations at the
APA National Planning Conference, California Municipal Revenue Tax Administrators,
Federation of Tax Administrators, and dozens of other conferences and insurance,
government and law enforcement training events over the past 8 years. Allen will act as the
Industry Subject Matter Expert for this project.
◼ Tom Lee, Software Architect
Tom completed a PhD in Computer Science from the University of Toronto in 2016,
specializing in computer vision and machine learning, preceded by a Bachelor of
Mathematics degree with Honors from the University of Waterloo in 2009. Tom joined LTAS
in July 2015 to research and develop the Harmari Skycrawler that detects exotic and
recreational vehicles where sales tax was evaded using satellite view technology. Tom now
works on the Short Term Rentals software codebase. He will be the Internal Technical
Director for our team on this project.
◼ Ron Chan, Account Manager
Ron graduated from Simon Fraser University with a Bachelor of Arts degree. He also has an
Associate of Arts Degree from Douglas College. Over the last 15 years he was worked in
several different sectors including E-Commerce, Fraud Investigations, Insurance, and Retail.
Ron previously worked at eBay as a Fraud Community Support Representative and at Toys
R Us as a Product Safety Coordinator. Ron has gained significant experience with vendor
management, procurement, budgeting, and cost controls, which greatly assists the company
with bid response, customer relationships, project management, and consultancy. Ron will
be the Customer Service Director for our team on this project.
◼ Jennifer Guan, QA Lead
Jennifer graduated from the University of Toronto with a Bachelor of Science in Statistical
Science. She has worked at the Bank of Montreal front desk and as a Teaching Assistant at
A&A Daycare. She has strong organizational skills and has demonstrated exceptional skills
with STR identification and investigation. Jennifer will be the QA Lead for our team on this
project, reporting to the Subject Matter Expert.
