Delivery Study for the City of La Quinta. The Matrix Consulting Group is comprised of
highly experienced management consultants who specialize in the analysis of fire
services. We have conducted fire studies for over 350 communities in California and

A Qualifications and References
This section of the proposal provides background information on our firm and the required
forms.
1. Introduction to the Matrix Consulting Group
The Matrix Consulting Group was formed by senior consultants who created it in order to
pursue a service in which the senior people actually do the work. Our only business focus
is the provision of organization and management analytical services to local government.
Our firm’s history and composition are summarized below:
• We were founded in 2002. However, the principals and senior staff of our firm
have worked together in this and other consulting organizations as one team for
between 10 and 30 years.
• Our only market and service focus is management, staffing and operations
analysis of local government.
• While we provide a variety of services to local government our most significant
service area is public safety. The Matrix Consulting Group project team has
conducted studies of more than 350 fire service agencies in California and
throughout the United States.
• Our firm maintains two offices in California (our headquarters is in San Mateo, CA
and we also have an Irvine office), and we have offices in Oregon, Massachusetts,
Illinois, North Carolina and Texas. We currently have 20 full-time and 4 part-time
staff.
• We typically operate Monday – Friday between the hours of 8:00 am – 5:00 pm,
but make ourselves available to clients for after hour meetings, interviews and
presentations as needed.
We are proud of our track record in providing analytical assistance to local governments
in general, and to fire departments specifically.

The County of Merced retained the Matrix Consulting Group to
conduct a complete evaluation of their fire delivery system. The
County contracts with CAL FIRE to provide services in the
unincorporated areas of the County. The project resulted in
several findings and recommendations to improve service levels
in the County which included consolidating stations to improve
staffing levels, changing deployment models in urbanized areas
of the County and developing a plan for increasing staffing as
growth occurred and density changes resulted in rural areas.

Placer County retained the Matrix Consulting Group to conduct
a Community Risk Assessment and Standard of Cover Report
for the County Fire Services in the Unincorporated areas of the
County. The County contracts with CAL FIRE to provide
services in the unincorporated areas of the County. Key findings
included the fact that the dispatch system was not accurately
capturing call process and turnout times due to system
processes, which made travel times appear shorter than
actually experienced. Several developments occurring in the
County would require expansion of the Fire Service system in
the next 5 – 10 years to provide services as population density
increased. It was also recommended to increase minimum
staffing on engine companies from 2 to 3 personnel in suburban
areas of the County.

Department to develop a Master Plan that would guide the
growth of the agency and ensure effective service delivery over
the next 10 years. The study examined the current staffing,
deployment, capital assets and administrative services for
services provided to the City of Big Bear Lake and the Big Bear
City Community Services District. The study found gaps in
service delivery that required the construction of a new station.
Call concurrence and long ambulance transport times were also
and issue, which required the Department to move from a 2
person to 3 person staffing of engine companies. We also found
opportunities to improve the paid call firefighter program and
enhance the use of paid call personnel to reduce overtime.

Sacramento to conduct a Fire Department Assessment. The
project assessed staffing levels, deployment, station locations
and growth impacts for a 25-year planning period. The project
recommended adding EMS quick response vehicles to alleviate
highly committed engine companies. There were also
opportunities to relocate a station to improve response
performance. An engine company will also be required to serve
the southern portion of the City as new development occurs.

The Matrix Consulting Group was retained by the City of Vernon
to develop a Standard of Cover Document to assess the
deployment and staffing of the Fire Department. The study
examined the current staffing, deployment and capital assets for
services provided to the City of Vernon. The study found
overlaps in service delivery and low utilization of response units
in the City. There was also significant delivery of automatic aid
outside Vernon with little request for aid in the City.
Recommendations included the closure of one station and
improvements in using automatic aid on critical incidents. This
allowed reduction in daily staffing by four (4) personnel on each
shift.

This includes recent fire department assessments for Auburn (ME),

Lead Analyst
Robert Finn is a Senior Manager with the firm. He has over 30 years’
experience as a public safety manager and consultant. Mr. Finn is a
former Fire Chief and has led our fire service consulting practice the past
7 years. He has conducted numerous Standard of Cover, organizational,
staffing, feasibility, operational and performance reviews of fire
departments across the country. He has extensive experience developing
Standards of Cover documents, having developed the initial document for
the City of Southlake that was used as a model for CFAI. He also served
as a team leader, technical advisor and peer assessor for CFAI.
Mr. Finn has been the lead analyst on all our fire study projects for the
past seven (7) years.
He holds an MBA and BA in Public Safety Administration from Grand
Canyon University in Phoenix, AZ.
Terry Lewis
Senior Consultant
Project Analyst
Terry Lewis is a Senior Consultant with our firm and has over 30 years’
experience as a consultant and fire service manager. He worked in all
capacities of the fire service including financial management, fire
prevention, public education and operations, eventually becoming Fire
Chief. Terry also served as a Team Leader, Peer Assessor and Agency
Mentor for Departments seeking accredited status from CFAI.
Mr. Lewis has served as a member on all our fire study teams for the past
five (5) years.
Mr. Lewis has a Bachelor of Science in Fire and Safety Engineering
Technology and an Associates in Accounting from the University of
Cincinnati.
Ryan Peterson
Consultant
GIS/Data Analyst
Ryan Peterson is a Consultant with the Matrix Consulting Group,
specializing in GIS and data analytics. He has over five years of
experience in conducting geospatial analysis for local and regional
governments, having previously worked for the City of Portland and City
of Beaverton, as well as the Tri-County Metropolitan Transportation
District of Oregon (TriMet). Mr. Peterson has developed our GIS and data
analytics for all fire studies in the past two years.
He holds a BS in Geography/GIS from University of Oregon, as well as a
GIS Graduate Certificate from Portland State University, and a certificate
in programming from the Epicodus School.

C Work Plan/Technical Approach
This section of the proposal provides our detailed work plan for conducting the Fire
Service Delivery Study for the City of La Quinta.
1. Background Information
The City of La Quinta contracts for services from the County of Riverside, which has an
agreement with the California Department of Forestry and Fire Protection (CAL FIRE) to
provide fire services in the City. The City has a population of approximately 41,535
residents in an area of 35.1 square miles according to 2018 United States Census
estimates. Services are provided from three (3) fire stations with a staff of 24 full-time
firefighters and one full-time Fire Marshal Specialist.
This study is designed to evaluate fire services in the City and include the following
components:
• Identify opportunities for increased efficiency and effectiveness;
• Identify cost reduction opportunities;
• Identify the maximum staffing levels and staffing types needed to provide services;
• Identify opportunities to reduce the Insurance services Office (ISO) rating;
• Conduct a review of the current fire stations, apparatus and equipment used to
provide services;
• Investigate future needs based on current needs and planned growth and
development;
• Evaluate the current mutual aid model for effectiveness, efficiency and cost; and
• Evaluate the coordinated regional planning efforts.
The conclusion of the study is expected to develop options to ensure a best value service
for the delivery of fire services to the community.

2. Work Plan
The following sections outline the proposed approach by the project team to conduct the
Fire Service Delivery Study for the City of La Quinta.
Task 1 Project Kickoff, Data Collection and Initial Interviews
To fully meet the core requirements of conducting this study – including evaluating current
operating environment, as well as short term and long-range needs – the project team
will need to develop an in-depth understanding of attitudes towards existing service levels
and the unique characteristics of programs and community protection needs in the City
of La Quinta. To provide this level of understanding, the project team will:
• Review the existing contract with the County to determine cost saving opportunities
that will not adversely affect service levels.
• Interview elected and appointed officials.
• Conduct a kick-off meeting with the project steering committee.
• Interview the leadership of the Fire Department.
• Interview other eternal stakeholders identified by the City and the Fire Department.
• Initial interviews will focus on determining individual attitudes toward current fire
protection service levels, programs, and community protection needs, and
adequacy of existing service levels.
• We will also collect basic documents which "define" the Fire Department internally
and externally.
TASK RESULT
Based on the results of these interviews and initial data collection, the project
team will prepare an internal project team memo, which clearly develops the
primary tasks to be performed, the persons responsible, a timeline for the
project.
Task 2 Evaluation of the Current Conditions
A key to this analysis is the development of a detailed understanding of workloads and
service levels. To develop this level of understanding, we will document the current
community characteristics and analyze workload and service levels as described in the
following subsections.
(1) Description of the Community Served.
The project team will document basic descriptive information about how the Fire
Department is serving the community, including:

• Service area general population and demographics
• Governance and lines of authority and organizational design
• Operating budget, funding, fees, taxation and financial resources
• Description of the current service delivery infrastructure
(2) Review of Services Provided.
The project team will work to fully understand the services currently provided by the Cal
FIRE to the City and conduct evaluation on these services. Areas to be considered
include:
• Review of firefighter staff distribution and assignment
• Review of operation, administration and support staffing levels
• Review staff allocation to various functions and divisions in the Department
• Review of any current performance goals, objectives and measurements
(3) Review of Fire Stations and Capital Assets
The current stations will be toured to ensure they provide an appropriate and safe location
for employees to work and operate from. The project team will tour the facilities and review
the condition of the stations as well as the apparatus and equipment used to serve the
City.
(4) Review of Community and Performance Goals.
During this portion of the project, the project team will examine and document the
historical performance of the service provided by CAL FIRE as well as the level of service
historically desired by the community. The service area will be evaluated based on
population density and risks to assist in the development of future performance
objectives.
• Urban – Population density of over 2,000 per square mile
• Suburban – Population density of 1,000 to 2,000 per square mile
• Rural – Population density of less than 1,000 per square mile
This information will be used in conjunction with the input received from the internal and
external stakeholders interviewed to determine the appropriate level of service for each
area.

(5) Conduct a Community Risk Assessment.
The project team will work to fully understand the range of hazards found within the City
of La Quinta as well as growth projections for the City. Specific steps to understanding
the fire and non-fire risks present in La Quinta will include:
• Review of local planning/zoning data combined with Geographic Information
System (GIS) data to evaluate the physical risks of the community.
• Review and interpretation of available census and community development data.
• Evaluation of the workloads of the Fire Department and how it relates to risks.
(6) Review of Historical System Performance
The project team will review and make observations in areas specifically involved in, or
affecting, service levels and performance. Key areas to be reviewed will include:
• Distribution
• Concentration
• Reliability
• Ability of outside agencies to assist in the delivery of emergency services.
(7) Department Administrative Services and Management Capacity
The project team will work to fully understand the current management and management
systems in place to provide Fire Services in La Quinta. Key areas reviewed will include:
• The organizational structure, management capacity, configuration and lines of
authority.
• Human resource management practices
• Internal communications
• Department employee performance measures
• The use of technology and how data is collected and used to make decisions.
• The overall culture of the Fire Department.
TASK RESULT
This task will conclude in an interim project report showing the current
conditions and capabilities of fire services in La Quinta, including a detailed
facility and apparatus assessment. The Questions answered in this task will
include:
• Do the three fire station locations offer adequate coverage for the City?
• Are current staffing levels and types the most efficient and effective?
• How many calls for service does the La Quinta Fire Department receive?

Task 3 Evaluation of Growth and Community Trends
In this task the project team will examine the historical and projected growth in La Quinta
and how this growth will impact service levels and service delivery needs. The future
service demand will be developed with respect to the following:
• Interview leadership in Community Development and Economic Development to
gain an understanding of the planned growth in La Quinta over the next five (5)
years.
• Analyze the demographic and social changes that have occurred in La Quinta.
• Determine the future service demand expected in fire and emergency medical
services over the next five years based on planned growth and increased
population and density.
• Conduct analysis on future risks from growth and development and how services
will need to be staffed and deployed to mitigate those risks effectively.
• Examine the current data captured and analyzed by the Fire Department and
determine the optimal data to allow continued evaluation of trends as growth
occurs.
TASK RESULT
This task will result in the development of growth projections, performance
objectives as well as compliance methodology to ensure continual measurement
of future performance of fire services in La Quinta as growth occurs.
Task 4 Opportunities to Improve Service Delivery
This task will focus on how La Quinta can best provide effective and efficient services to
the community in the next five (5) years.
Key elements for evaluation in this task include:
• Changes to current policies or practices that can improve departmental operations.
• How changes to current automatic or mutual aid agreements can improve service
levels and reliability, as well as opportunities for increased regionalization of
services through partnerships.
• Analysis of the current financial issues facing the City and identification of any cost
avoidance, cost savings or cost increases that may arise from changes.
• How the current cost sharing of the ladder truck is benefiting the City.
• Ability of the system to respond accordingly on both an initial response and to
develop an effective response force.
• How prevention services are performed and opportunities for improvement.

TASK RESULT
This task will result in development of options available to improve the
effectiveness and efficiency of fire services in La Quinta. Options will be
discussed with the City prior to development of the draft and final report. This
task will fully examine the following questions/options:
• Will a fourth station be needed to ensure appropriate service levels?
• Is there an option for a shared station to serve the City?
• Identification of optimal service levels for operations and prevention.
• Opportunities to alter the service model based on calls for service.
• Opportunities for alternate staffing models to serve the city.
The Project Team will utilize the data and information gathered and analyzed in the
previous tasks to work in cooperation with the City to develop alternatives that will provide
short and long-term direction for the City and assist in setting goals and objectives based
on the shared vision of the City, Community and service providers.
Task 5 Develop the Draft and Final Report
The project team will work closely with the City to develop the draft and final report
detailing the current capabilities, performance, goals and objectives for maintaining and
improving services and developing a plan for measuring performance and determining
when change is needed.
Key components of the report will be:
• Goals and objectives prioritized with timelines and objectives.
• Actions needed to achieve the goals along with any organizational changes,
financial implications and partnerships.
• The costs or savings associated with any changes and expected system
improvements that will be realized from the changes or investment.
• A plan for the implementation of new technologies, if any are recommended.
• Establishment of performance measures to track achievement of the goals and
objectives.
• Identification of any processes needed to implement recommendations, including
those requiring approval or action of the City Council.
TASK RESULT
This task will finalize the development of the draft report. The draft report will
be submitted for input from the City and final edits made. Once finalized we will
present the findings and recommendation to the City Council if desired.

3. Project Timeline
The chart, below, shows our proposed schedule for completing the project and
accomplishing the work tasks described above. As shown in the chart, we propose to
conduct the project in 16 calendar weeks. The chart also portrays points at which it is

The Matrix Consulting Group works to minimize the impact to the City and City staff during
the course of our projects. We do request assistance in setting up one on one and group
interviews and with data collection efforts. We also request a room be available to conduct
one on one and group interviews while we are onsite.

Different types of residential, commercial, and
industrial zoning spaces have unique impacts
on public safety service needs.
We will meet with planning personnel in the city
to understand how land is used currently, as
well as the configurations of any anticipated
development and redevelopment, in order to
accurately model how these needs will evolve.
The data collected from Planning and other
resources will form the basis of our GIS model
of how fire service needs will evolve over the
projection timeframe.
Regional Interactions
Understanding the context of the community
within its surrounding region is essential to
forecasting its planning needs.
This includes developing an understanding of
factors such as the daytime working population,
tourism, traffic patterns and the effects on field
resource demands.
Workload-Based Projections
Rather than base projections for future staffing
needs on a simple ratio such as personnel per
capita, our analysis builds staffing needs from
how workloads change – whether driven by
calls for service, inspections, investigative
cases, or plan review and administrative
workloads.

BACKGROUND
Richard Brady is the Matrix Consulting Group's President. Mr. Brady has been a
management consultant to local government for more than 39 years. Prior to joining the
Matrix Consulting Group, he was the MAXIMUS national Vice President in charge of its
local government consulting practice, and before that the managing partner of the
California-based management consulting firm of Hughes, Heiss & Associates. The vast

Terry Lewis has over 30 years of experience in the fire service. He began his career in
