SEALED BIDS will be received by the City of La QUlnta (City) at the Office of the
City Clerk located at 78.495 Calle Tampico, La Quinta, California, 92253, until
1D:00 A.M. an Thursday. July 25, 2019 at which time they will be publicly
opened and read for performing work as follows:
The proposed improvements will upgrade the Clt)i of La Quinta's existing signal
Interconnect network to fiber Dptic.communlcatiom eltyvnde. The pro ect will
include replacing existing signal interconnect cable with fiber optic cab�e inside
existing conduil; installing new fiber optic cable and conduit to fill communica-
tion gaps: providing new communication equipment upgrades at 52 signalized
IrnterseCnons; and installing new communication hub cabinets. All project work
and incidental items to complete the project shall be performed in accordance
With the plans, specifications, and other provisions of the contract. All of the
above improvements are to be constructed in workmanlike manner leaving the
entire project in a neat and presentable condition. Refer to Sections 3D00 and
4000 for more information.
This project shall be completed within 90 working days from the date specified

Bidders are advised that, as required by federal law, the City of La Quinta is im-
plementing Disadvantaged Business Enterprise requirements for Disadvantaged
Business Enterprises (DRE). Section 2000, "General Project Requirements," un-
der subsection titled "Disadvantaged Business Enterprises (DEE)" and subsection
titled "Performance of Subcontractors" of these special provisions cover the
DBE requirements. The DBE Contract goal is two percent (2%).
Pursuant to Public Contract Code Section 223A0, for monies earned by the Con-
tractor and withheld by the City to ensure the performance of the Contract, the
Contractor may, at its option, choose to substitute securities meeting the re-
quire menls of said Public Contract Code Section 223Do.
Affirmative action to ensure against discrimination in employment ppractices on
the basis of race, religion, sex, color, national origin, age, or disability will also
be required. The City hereby affirmatively ensures that minority business enter-
prlses will be afforded full opportunity to submit bids In respanse to this notice
and will not be discriminated against on the basis of race, religion, sex, color,
national origin, age, or disability in any consideration leading to the award of
contract.
The Contractor and Sub -Contractors shall comply with "Buy America" require -
menu (23 USC 313), and the implementing regulations issued pursuant xhereto
(23 CFR 5ection 635,410) and any amendments thereof.
All bidders shall be licensed under the provlslons of Chapter 9, ❑Ivlsion 3 of the
Bus]rness and Professions Code of the State of California SO do the tyype of work
contemplated in the project. In accordance with provislons of Cailfornia Public
Contract Code Section 3300. the City has determined that the General Contrac-
tor shall possess a Valid Class A (Genera$ Contractor) andlur C-10 (Electrical Con-
tractor). at the time that the bid Is submitted. Subcontractors shall possess val-
Id, suitable licenses for the work they will perform, all electrical work shall be
performed by a licensed C-10 (Electrical Contractor). Fallure to possess the
specified license(s) shall render the bid as non -responsive.
The successful bidder will be required to furnish a Labor and Materials bond in
the amount equal to, one hundred percent (11JU%) of the Contract price, as well
as a Falthful Performance Bond, in the amount equal to one hundred percent
(100%k) of the Contract price.
Each bidder shall submit with its bid a statement setting forth its experience on
the forms included in the Bid Proposal.
Telephones will not be available to bidders. Bid forms received after the desig-
nated time will not be accepted. Bidders and their authorized agents are invit-
ed to attend.
No bidder may withdraw its bid for a period of sixty (60) days after the date set
for the opening of bids.
