Resney, Vice President Sunrise C xrpany 75-005 Country Club Drive Palm Desert, CA 92260 SUBJECT: Plot Plan No. 85-167, Sales Office for PGA°West Dear Mr. Resney: This letter is to inform you that the proposed real estate sales office for PGA West is approved in accordance with the following conditions: CONDITIONS OF APPROVAL General 1. Plot Plan No. 85-167 shall comply with all standards and requirements set forth in the City of La Quinta Land Use Ordinance. 2. Zhis approval is for a temporary tract sales office and will expire two years from the date of this approval. The Applicant may secure continuing use of the facility beyond the two-year limit for the purpose of real estate sales, resales and rentals within PGA West contingent upon securing a Zone Change to an R-3 Zone prior to said expiration date. Other approvals may be required for permanent use of the facility as a real estate sales, resales and rental office dependent upon the City's zoning regulations at tine of application. 3. In conjunction with the approval of a Change of Zone to R-3, the Applicant shall record a restrictive covenant to run with the land which shall limit the future use of the facility, when it is no longer needed for new tract sales, to the following: a. Real estate resales, rentals and related management services which shall be limited to those within the PGA West Specific Plan area only; and b. Management, administration, social and related activities associated with the operation of PGA West homeowner associations; and c. No additional sales facilities using permanent structures shall be allowed within the PGA West Specific Plan, unless located in the "resort core" or catynercial center, without an amendment to the Specific Plan. 5. Prior to issuance of a building permit for any use contemplated by this approval, the Applicant shall first obtain permits and/or other clearances from the following public agencies: ° Riverside County Environmental Health ° City Fire Marshal ° Coachella Valley Water District ° Ccmmmity Development Department, Planning Division Site &•Building Design 6. The design, location, orientation, size, color and details of the sales office shall conform with Exhibits "A" "B-1" 11B-2" "C" "D" and "E" as contained in the Canmznity Development Department's file and as modified by the following conditions of approval. 7. Parking facilities shall be provided generally as shown on Exhibit "B-1" and shall conform to City of La Quinta standards. a. Provisicn shall be made upon termination of use of the model sales complex to modify parking facilities by eliminating the 37 -space, employees parking, by reducing the 56 -space, custcmr parking area, by constructing additional gates and fencing, and by completing required road improvements. Plans consistent with with Exhibit "B-2" shall be submitted to the C mn3nity Development Department for review and approval prior to any revisions. b. When the model sales complex is expanded, a review of the adequacy of parking facilities and any revisions thereto shall be made by the Community Development Department. 8. All roof -mounted or ground -mounted mechanical and related equipment shall be adequately screened frau public view through approved methods unless otherwise authorized by the Commmity Development Director. Street, Traffic, Grading.and Access 9. PGA Boulevard shall be completed prior to granting occupancy of the sales office. 10. A grading and drainage plan prepared by a registered Civil Engineer shall be submitted to the City Engineer for review and approval. V James L. Applicant shall comply with the requirements of the Fire Marshal for the sales office and associated model complex. (NOTE: Irie Fire Marshal may require better access to the northerly model complex.) 12. Applicant shall comply with the requirements of Imperial Irrigation District for power. All utilities shall be placed underground. 13. Applicant shall comply with the requirements of the Coachella Valley Water District for water and sewer services. Walls, Landscaping, Lighting & Signs 14. All exterior lighting proposed for the building and parking areas shall be designed to minimize glare onto the surrounding areas. All exterior lighting shall be subject to review and approval by the Cormunity Development Department. 15. Any signing for the proposed real estate office facility shall be subject to review and approval by the Community Development Department. 16. Prior to issuance of a building permit for construction of the proposed building, the Applicant shall submit, for review by the Community Development Department, a detailed landscape plan. Said plan shall indicate the location, species, size and spacing of all plant materials. ,Provision shall include planting within parking areas to provide a shading effect. Miscellaneous 17. Prior to issuance of a building permit for the proposed office, the tract map phase for this portion of the tract shall be recorded. 18. Applicant shall be responsible for payment of fees for the City Infrastructure Program in effect at the time of permit issuance.
