Commissioner Blakeley recommends that a Cove Association member or a prominent Cove resident to help Commission choose art for the roundabouts. There was a consensus among Commissioners for staff to introduce Commission’s recommendation at the weekly Cove Neighborhood Association meeting on September 10. DEPARTMENT REPORTS 1. 9/11 CANDLELIGHT VIGIL Michael Calderon, Management Assistant announced event during Presentations item number P3. Chair Wyler invited commissioners to volunteer at event. 2. LA QUINTA ART SIGNATURE EVENT – ART PRODUCER Presented by Chris Escobedo, Community Resources Director. Commissioner Blakeley who was served on the art event RFP review panel, reported to Commission the selection process. Signature art event producer will be invited to present to Commission in a future meeting. 3. ART GUIDELINES Presented by Jaime Torres, Analyst. EXECUTIVE SUMMARY • At the September meeting, the Community Services Commission reviewed its Road Map that will serve as a framework for staff and keep items at top of mind for future Commissioners. • The Road Map documents initiatives in art, events, and recreation and can be updated at Commission’s discretion. • Staff is seeking Commission approval of the Road Map for 2019/20. FISCAL IMPACT - None. BACKGROUND/ANALYSIS The Commission has helped evolve and grow arts, events, and recreation in La Quinta. At the September meeting, the Commission expressed a desire to add “Art on and north of the Hwy. 111 Corridor.” Staff updated the document to include this item and is seeking approval of the Road Map to solidify the workplan for 2019/2020. BACKGROUND/ANALYSIS The Christmas Tree Lighting Event is being held on Friday, December 6 at the Civic Center Park. Staff is requesting assistance from two commissioners to assist with event giveaways and deserts from 6 to 8 p.m. Due to a vacancy in 2018, one commissioner was appointed, Commissioner Marley. ALTERNATIVES The alternative is not to appoint commissioners to assist with the event. EXECUTIVE SUMMARY • Riverside County’s Senior Inspiration Award Program recognizes and honors outstanding senior citizens for volunteer involvement. • Each Coachella Valley city nominates a resident for this program. • City staff requested nominations and received 2 nominees. BACKGROUND/ANALYSIS Each year, the County of Riverside and Coachella Valley cities select a senior citizen, 65 or older, who best demonstrates “a zest for physical and mental well-being through volunteerism and active engagement in the community.” Staff solicited nominations (Attachment 1) from Greater Coachella Valley Chamber of Commerce, La Quinta Historical Society, La Quinta Rotary Club, Friends of the La Quinta Library, La Quinta Cove Neighborhood Association, Friends of the Desert Mountains, Coachella Valley Rescue Mission, FIND Food Bank, Trilogy, Desert Classic Charities, Riverside County Sheriff (La Quinta Police), Riverside County Fire, Riverside County Office on Aging, La Quinta Library and La Quinta Museum. A call out for nominees also was done through the La Quinta Gem and Instagram. The following nominations were received: • La Quinta Historical Society for Jeff Smith • Karen Hoeppner and Carol Jensen, Neighbors of La Quinta for Alan Woodruff Both nominees meet the criteria for the award and a brief synopsis is provided (Attachment 2). The award will be presented at the Senior Inspiration Award luncheon held on Friday, March 13, 2020 at the Omni Rancho Las Palmas in Rancho Mirage. ALTERNATIVES - None. It’s that time of year again, where we have the opportunity to recognize our senior residents who have gone above and beyond for our community. We’re seeking your assistance for nominations from La Quinta for the Senior Inspiration Awards. Since 1992, the County of Riverside and the nine incorporated cities of the Coachella Valley have sponsored the annual Senior Inspiration Awards. Each city selects one recipient annually as their outstanding senior for this event. This year the event will be held on Friday, March 13, 2020 at the Omni Rancho Las Palmas in Rancho Mirage. Please submit one or more names along with a brief summary (maximum 150 words) on why you chose that person. The following is the criteria: • The honoree should be at least 65 years or older; • Reside and/or volunteer in La Quinta; • Be actively involved in community affairs for a lengthy period of time; • Deserves to receive recognition and/or may not otherwise receive recognition for their service to the community; and • Personifies a healthy, active and contributing attitude and lifestyle. Sincerely, LINDA EVANS, Mayor City of La Quinta City of La Quinta COMMUNITY SERVICES COMMISSION MEETING: October 14, 2019 STAFF REPORT AGENDA TITLE: APPROVE THE FIRST-ROUND OF PREQUALIFIED ARTISTS RECOMMENDATION Approve the first-round of prequalified artists. EXECUTIVE SUMMARY •On May 13, 2019, date, the Commission approved the Art in Public Places (APP) guidelines, which called for the creation of a pre-qualified artist list. •In order to commission artwork for upcoming projects, the Commission needs to establish a prequalified artists list. •Ten artists were qualified by the City’s Art Consultant, LeBasse Projects International, for Commission consideration. •LeBasse and City staff will work with the selected artists to obtain prepare projects for the Commission and Council to consider for approval. BACKGROUND/ANALYSIS The Community Services Commission (Commission) expressed strong interest in constructing the City’s Art in Public Places program (APP) as a beacon and renown destination for public art. To assure and meet the demands of a strong APP program the highest quality art and artists needed to be secured. Subsequently, staff and LeBasse initiated the first-round of prequalified artists and secured ten contenders that match the art guidelines approved in May (attachment 1). These artists provide interactive and experiential art, a wide variety of mediums ranging from murals to engaging-based sculptures and differentiate La Quinta’s portfolio of art from other communities. The Commission generated an extensive list of spaces to program. If approved, staff and LeBasse will publish requests for proposals so the Commission can begin working with artists on art pieces unique to the City. Application for the City’s prequalified artist list is on a rolling basis and the second-round of artists will be presented at a later Commission meeting. ALTERNATIVES The alternative is to accept all, some, or no artists from this round. Prepared by: Jaime Torres, Community Resources Management Analyst Approved by: Chris Escobedo, Community Resources Director BUSINESS SESSION ITEM NO. 3 City of La Quinta COMMUNITY SERVICES COMMISSION MEETING DEPARTMENT REPORT TO: Honorable Chair and Members of the Community Services Commission FROM: Robert Ambriz, Jr., Maintenance & Operations Superintendent DATE: October 14, 2019 SUBJECT: Fritz Burns Pool Heater In August 2019, a Request for Proposals (RFP) to purchase and install commercial pool heaters for Fritz Burns Pool was posted on the City’s website. The two bids received exceeded the project budget. City management has since decided to issue a new proposal for this project as part of the city’s Capital Improvement Program (CIP). The anticipated timeline will now be late December 2019 or early January 2020. Staff is working with our contracted pool operator, Desert Recreation District, to modify pool programming and provide alternative activities and programs. Staff will also meet with the La Quinta Mermaids to update them on this project and the new timeline.
