Public Notices
• The La Quinta Study Session Room is handicapped accessible. If special equipment is
needed for the hearing impaired, please call the Community Resources office at 760-
777-7106, twenty-four (24) hours in advance of the meeting and accommodations will
be made.
• If special electronic equipment is needed to make presentations to the Community
Services Commission, arrangements should be made in advance by contacting the
Community Services office at 760-777-7106. A one (1) week notice is required.
• If background material is to be presented to the Commissioners during a Commission
meeting, please be advised that eight (8) copies of all documents, exhibits, etc., must
be supplied to the Secretary for distribution. It is requested that this take place prior to

STAFF REPORT
AGENDA TITLE: APPOINT TWO COMMISSIONERS TO SERVE ON THE
ROUNDABOUT ART SUB-COMMITTEE
RECOMMENDATION
Appoint two Commissioners to serve on the Roundabout Art Sub-committee as
deemed appropriate by the Community Services Commission.
BACKGROUND/ANALYSIS
At the September meeting Commissioner Blakeley suggested that the Cove
Neighborhood Association (CNA) participate in the art procurement for the
roundabouts. There was a consensus among the Community Services
commissioners to have staff reach out and request their involvement.
Staff met with CNA to establish an Art Roundabout Committee (Committee)
composed of two CNA members and two commissioners. This Committee will
work closely with staff to commission art for the five roundabouts that are being
constructed as a result of the Village Complete Streets project. Staff is requesting
two commissioners for the Committee.
ALTERNATIVES
The alternative is not to appoint commissioners to assist with the selection of art.

AGENDA TITLE: APPROVE RESCHEDULING OF NEXT REGULAR COMMUNITY
SERVICES COMMISSION MEETING
RECOMMENDATION
Approve rescheduling of the next regular Community Services Commission
meeting on December 9, 2019.
EXECUTIVE SUMMARY
The Blue Light Ceremony is taking place at City Hall
FISCAL IMPACT – None.
BACKGROUND/ANALYSIS
The Riverside County Sheriff’s Department sponsors an annual Blue Light
Ceremony that honors officers fallen in the line of duty. The La Quinta Sheriff’s
Department (LQSD) will be hosting this year’s event for our local desert
communities at La Quinta City Hall on December 9 from 6 to 8 p.m.
The LQSD is requesting the use of the Study Session room for event staging.
Staff recommends the following options for your consideration:
December 9 at 2:00 p.m.
December 10 at 5:30 p.m.
ALTERNATIVES
Commission may select to not reschedule or cancel the December meeting.

CALL TO ORDER
A regular meeting of the La Quinta Community Services Commission was called to
order at 5:30 p.m. by Chair Wyler.
ROLL CALL
PRESENT: Commissioners Biondi, Blakeley, La Greca, Marley and Chair Wyler

Commissioner Blakeley led the Commission in the Pledge of Allegiance.

Ms. Richards provided an update on current and upcoming exhibits and events.
CONSENT CALENDAR

2. ADOPT COMMISSION ROADMAP 2019/20
MOTION - A motion was made and seconded by Commissioners Blakeley/La Greca to
approve the Consent Calendar as submitted. Motion passes unanimously.
BUSINESS SESSION (MOTION REQUIRED)
1. APPOINT COMMISSIONERS TO PARTICIPATE IN THE CHRISTMAS TREE LIGHTING
EVENT
Presented by Christina Calderon, Community Resources Manager.
MOTION - A motion was made and seconded by Commissioners La Greca/Biondi to
appoint Commissioners La Greca and Marley to participate in the Christmas Tree
Lighting Event on Friday, December 6 from 6 pm to 8 pm at the Civic Center Park.
Motion passes unanimously.
2. RECOMMEND TO COUNCIL A RECIPIENT FOR THE 2020 SENIOR INSPIRATION
AWARD (SIA)

recommend Jeff Smith to Council to receive the 2020 Senior Inspiration Award.
Motion passes unanimously.
3. APPROVE FIRST-ROUND OF PRE-QUALIFIED ARTIST LIST
Presented by Jaime Torres, Analyst.
MOTION – A motion was made and seconded by Commissioners La Greca/Blakeley
to approve the first-round of qualified artist list as presented by staff. Motion passes
unanimously.

2. FRITZ BURNS POOL UPDATE
Presented by Robert Ambriz, Jr., Maintenance and Operations Superintendent
• Staff and La Quinta Mermaids met to discuss latest developments
• Possible options to be posted on La Quinta Mermaids Facebook page:
1) Pawley Pool on Jackson in Indio – not currently in use but heated,
or
2) Palm Desert Aquatic Center (PDAC)
- Temporarily extending Palm Desert resident rate to La
Quinta residents until project completion
• Staff presenting to Council on October 15:

COMMISSIONER’S ITEMS
EVENTS ATTENDED
• 9/11 CANDLELIGHT VIGIL – Commissioners La Greca and Wyler
Christina Calderon, Community Resources Manager presented options for City
embroidered polos requested by Commission to available to purchase.
Commission decided on the color black and staff is to follow-up via email for
information (i.e. size, men’s/women’s style) needed to place the order and provide
Commissioners cost.
Commissioner Blakeley shared that herself and Commissioner La Greca are chairs of
the La Quinta Art Celebration committee to promote the partnership between the art
event and the City. Commissioner Blakeley is the chair of the Champaign booth where
she will be joined with Council Member Fitzpatrick on Thursday and Friday, and
Community Resources Director, Mr. Escobedo on Saturday and Sunday.
Commissioner La Greca is assigned with event set-up.
ADJOURNMENT
There being no further business, it was moved and seconded by Commissioners
Marley/Biondi to adjourn the meeting at 6:28 p.m. Motion passes unanimously.
