CALL TO ORDER
A regular meeting of the La Quinta Community Services Commission was called to
order at 5:31 p.m. by Commissioner Blakeley.

PRESENTATIONS
1. PRESENTATION BY THE FAMILY YMCA OF THE DESERT
Karen Creasey, Aquatics Manager and Alisa Rutherford, Program Coordinator
presented the Family YMCA of the Desert presentation.
Commissioner Simonds asked if the marketing plan included the encouragement of
local school participation.
Resident Janel Austin spoke regarding the need for an expansion of aquatic
programs in La Quinta or the possibility of developing an aquatics center. She
proposed the creation of a committee to communicate the needs and expectations
of the public.
Resident Kathy Kronemeyer spoke regarding the importance of water aerobics
classes for local senior citizens.
CONSENT CALENDAR
1. APPROVE MINUTES OF MARCH 9, 2015
Motion - A motion was made and seconded by Commissioners Johnson/Simonds
to approve the March 9, 2015 Community Services Commission Minutes as
submitted. Motion passed unanimously.

BUSINESS ITEMS
1. RECOMMEND ANNUAL WELLNESS CENTER MEMBERSHIP RATES FOR LA
QUINTA AND CHAMBER OF COMMERCE BUSINESSES
Supervisor Calderon presented the staff report.
Motion — A motion was made and seconded by Commissioners Johnson/Simonds
to recommend annual Wellness Center membership "business rate" of $50 for
members of the La Quinta Chamber of Commerce La Quinta businesses and their
employees to be limited to 500 memberships for a pilot period of one year. Motion
passed unanimously.
2. COMMUNITY SERVICES COMMISSION WORK PLAN FOR FISCAL YEAR
2015/16
Deputy Hylton presented the staff report.
Commissioners Blakeley and Johnson requested information regarding the
Community Services Grant.
Motion — A motion was made and seconded by Commissioners Johnson/Simonds
to recommend Community Services Commission Work Plan for Fiscal Year
2015/16. Motion passed unanimously.

COMMISSIONER ITEMS
Commissioner Johnson requested an update regarding crime/drug activity at the La
Quinta Park.
Commissioner Simonds asked about outreach programs for local schools; teachers
have voiced a strong interest to work with the City on health and wellness
programs for their students.
Commissioner Blakeley has received extremely positive feedback regarding the
Senior Inspiration Award luncheon.

ITEM TITLE: DISCUSSION OF NORTH LA QUINTA SKATE
PARK CONSENT CALENDAR:

RECOMMENDED ACTION:
Staff is updating the Commission on the potential development of a new skate in
north La Quinta, east of La Quinta High School.
EXECUTIVE SUMMARY:
• The skate parks at La Quinta Park and Fritz Burns Park are in need of repairs
and replacement.
• There is community interest for additional tennis and pickle ball courts at
Fritz Burns Park.
• The La Quinta Skate Park is a concern for residents because of the activities,
users, and lack of supervision at the facility.
• City Council directed staff to prepare plans and costs for a new skate park to
be constructed in north La Quinta. This project will be included in the
2015/2016 Capital Improvement Plan. City Council action on the plan is
scheduled for June 2, 2015.
FISCAL IMPACT:
The cost estimate to construct the new skate park is $3,400,000.
BACKGROUND/ANALYSIS:
During the January 6, 2015 City Council Meeting, Council Member Osborne noted
that the City skate parks are in need of maintenance. He asked staff to explore

improving the conditions of the facilities investigate staffing options, and provide
feedback about the skate parks from the Community Services Commission.
On March 9, 2015, staff presented to the Community Services Commission a
study session report for the La Quinta Skate Parks. Additionally, concepts for a
new skate facility to be constructed on the north side of Avenue 52 were
discussed. The Commission expressed concern about "splitting" the park, users
having to cross the busy street, and the importance of involving the local skaters in
the facility design. A resident also spoke to express concern about better uses for
the property where the concept was being proposed.
During the April 7, 2015 City Council meeting, the City's Capital Improvement
Program (CIP) was reviewed as a Study Session item. From that discussion, staff
was given direction to prepare designs and cost estimates to construct a new
premier skate park in north La Quinta on the corner of Blackhawk Way and Dune
Palms Road. This new skate park is expected to be a staffed facility with hours of
operation.
On May 4, 2015, staff met with designers from Spohn Ranch and Action Sports
Alliance at the proposed skate park site. Spohn Ranch is an experienced skate park
design and construction company that is used to develop facilities for the X Games
as well as skate facilities worldwide. Many municipalities have worked with this
company because of their ability to sole source the project through the HGAC
Program. The HGAC program is a nationwide government procurement service. If
contracted, Spohn Ranch will work with the City as well as have outreach
meetings with local skaters to create a custom design for La Quinta.
Considerations for the new skate park include:
• 20,000 square feet of skate surface
• Shared use or separate BMX facility
• 1000 square feet of concession area
• Restrooms with only interior access
• Shade
• Parking Lot
• Fencing
• Lightning
• Water efficient landscape
• Retention Basin
• Signature design
• Potential sponsorship and advertising opportunities
Upon completion of the new skate park, the facilities at Fritz Burns and La Quinta
parks will be repurposed for other community needs.

Fritz Burns Park
The Fritz Burns skate park was originally two tennis courts from the former Desert
Club Resort property. The City received the Desert Club property as a donation
from the Burns Family and it was developed into Fritz Burns Park in 1994. Two of
the existing tennis courts were converted into a roller hockey facility and then later
converted into a skate park. Since the establishment of the Fritz Burns skate park,
the skate park users and tennis court users have been occupying the same area
with a shared lighting system. These two recreational activities are often in
conflict. There is community interest for additional tennis and pickle ball courts at
Fritz Burns Park. Removal of the skate park will allow for an additional tennis court
and two pickle ball courts to be constructed
La Quinta Park
The skate facility at La Quinta Park was a component of the original park
construction in 2002. It features both metal skate structures and a popular
concrete bowl. This facility is continually vandalized, especially the fence, because
of the 24 hour accessibility. Complaints are received from other park users
regarding the conduct and actions of some of the skate park users. For this
reason, concerned park users are asking the City to provide on -site management of
this skate park. Building a new skate park in close proximity, but not at La Quinta
Park, will address these complaints and concerns. Additionally, the location of the
current skate park can be repurposed into additional basketball courts. There is a
shared lighting system for the existing skate park and basketball court.
On -Site Management
The City Council directed staff to explore the cost and benefits of providing on -site
management of the skate facility and charging an entrance fee to help offset the
cost of operations.
Staff has researched options for providing on -site management of the skate park
facilities. The City of Palm Springs contracts its skate park management services.
The advantages to outsourcing the management include; insurance, trained staff,
retail operations, reduced liability, maintenance, and providing operational hours
with supervision. The on -site supervision is an important factor because most of
the skate park complaints are related to graffiti/vandalism, drug/alcohol use, and
use/safety. On -site management will cost approximately $100,000 per year. It will
also require a concession building with restrooms.
