2019 11 12 CSC Minutes COMMUNITY SERVICES COMMISSION MINUTES November 12, 2019 COMMUNITY SERVICES COMMISSION MINUTES MONDAY, NOVEMBER 12, 2019 CALL TO ORDER A regular meeting of the La Quinta Community Services Commission was called to order at 5:30 p.m. by Commissioner Marley. ROLL CALL PRESENT: Commissioners Biondi, Blakeley, La Greca, Marley and Chair Wyler PLEDGE OF ALLEGIANCE Commissioner La Greca led the Commission in the Pledge of Allegiance. PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA – None. PRESENTATION 1. DESIGN AND DEVELOPMENT PROJECT UPDATE – CHERI FLORES, PLANNING MANAGER Presented by Cheri Flores, Planning Manager The following project updates were provided: • California Desert Museum • SilverRock, currently in plan check for building permits: - Montage guest rooms and residences - Pendry guest rooms • Highway 111 corridor 2. LIBRARY – MELISSA LUNDELL, LA QUINTA BRANCH MANAGER Presentation cancelled and rescheduled for the next meeting. CONSENT CALENDAR >>>Consent Calendar item addressed after Departmental Reports<<< 1. APPROVE MINUTES OF SEPTEMBER 9, 2019 MOTION - A motion was made and seconded by Commissioners La Greca/Blakeley to approve the Consent Calendar as submitted. Motion passes unanimously. BUSINESS SESSION (MOTION REQUIRED) 1. APPOINT TWO COMMISSIONERS TO SERVE ON THE ROUNDABOUT ART SUB- COMMITTEE Presented by Chris Escobedo, Community Resources Director Roundabout Art Sub-committee: Comprised of 2 members each of the Cove Neighborhood Association and Community Services Commission COMMUNITY SERVICES COMMISSION MINUTES November 12, 2019 Duration: 6 – 12 months Meeting frequency: 1/month to develop content, possible increase (biweekly) as site planning and site scoping are introduced Committee recommendations to be submitted to Commission for approval MOTION - A motion was made and seconded by Commissioners La Greca/Blakeley to appoint Commissioners Wyler and Biondi to serve on the Roundabout Art Sub- committee. Motion passes unanimously. 2. APPROVE RESCHEDULING OF NEXT REGULAR COMMUNITY SERVICES COMMISSION MEETING Presented by Chris Escobedo, Community Resources Director Captain Reynolds provided a brief history of the Blue Light Ceremony and requested permission to use the Study Session Room on the same evening as the regularly scheduled Community Services Commission meeting. MOTION - A motion was made and seconded by Commissioners Marley/Blakeley to cancel the next regular meeting of December 9, 2019. Motion passes unanimously. DEPARTMENT REPORTS 1. INDIAN WELLS LA QUINTA IRONMAN 70.3 UPDATE Presented by Jaime Torres, Analyst. Traffic Control: • Strike and deployments plans finalized (La Quinta race portion only) • Riverside County (County) has their own plan for that portion of the race o County recently made a change to their portion of the route Outreach Plan/Community Open-Houses: • Updates and announcements via Nixel mobile app (text IWLQ to 888777) • Additional signs to be installed • 2 rounds of mailers to residents and businesses Ironman Village December 6 – 8, kick-off event Captain Reynolds spoke to last year’s challenges regarding directing traffic. This year, officers will be briefed of their assigned areas prior to event. Ironman hired a local volunteer coordinator which proved to be effective. 2. FRITZ BURNS POOL UPDATE Presented by Christina Calderon, Community Resources Manager • Palm Desert Aquatic Center temporary alternative for La Quinta residents • Staff and Desert Recreation District considering Grand Opening after the pool heater is installed COMMISSIONER’S ITEMS EVENTS ATTENDED • SPECIAL JOINT MEETING – COUNCIL & PLANNING COMMISSION – OCTOBER 29 COMMUNITY SERVICES COMMISSION MINUTES November 12, 2019 • BREW IN LQ – NOVEMBER 2 • FACILITY TOUR – NOVEMBER 1 & 7 • VETERANS DAY CELEBRATION – NOVEMBER 11 ADJOURNMENT There being no further business, it was moved and seconded by Commissioners Blakeley/Biondi to adjourn the meeting at 6:00 p.m. Motion passes unanimously.
