CALL TO ORDER
A special meeting of the La Quinta City Council was called to order at 9:07
a.m. by Mayor Evans.
PRESENT: Councilmembers Fitzpatrick, Radi, Sanchez, Mayor Evans
ABSENT: Mayor Pro Tem Peña

STUDY SESSION
1. ANNUAL COMMUNITY WORKSHOP: “VISIONING FOR TOMORROW”
Mayor Evans welcomed all participants to the seventh annual community
workshop and explained the purpose of the workshop.
City Manager McMillen introduced himself, welcomed all participants,
introduced workshop facilitators – Marketing Manager Graham and Assistant
to the City Manager Villalpando, and provided an overview of the workshop
agenda and objectives.

Workshop participants were teamed by tables and asked to collaborate and
list the meaningful changes that have occurred in La Quinta over the last 10
years, rate them, and select a spokesperson to report out on the top three.
City Manager McMillen affirmed La Quinta’s sacred values set by the
community:
Health and Wellness
High Quality Aesthetics
Vibrant and Safe Community
Visually Beautiful City
Cultural Diversity
Finance Director Romero presented the City’s current financial status, and 10-
year revenue and expenditure projects; a hand-out of the financial projections
was made available to the public and incorporated into the record as part of
the agenda packet.
Finance Director Romero, Mayor Evans, and Public Works Director McKinney
answered workshop participants questions regarding CV Link funding, Art in
Public Places fund revenues and expenditure restrictions, skate park facilities,
affordable housing development opportunities, Dune Palms Road widening
and improvements, and Ironman 70.3 triathlon event turn-out.
Marketing Manager Graham and Assistant to the City Manager Villalpando
presented an overview of the City’s accomplishments over the last year.

THE COMMUNITY WORKSHOP WAS RECONVENED AT 10:46 A.M. WITH
ALL MEMBERS PRESENT AT ROLL CALL
Planning Manager Flores gave a brief presentation on the Highway 111
Corridor (Corridor) Area Plan visioning study; community outreach,
engagement, and efforts over the last year; and plans going forward to study
and implement the actions identified by the Plan, a form-based code, and
secure funding sources.
Design and Development Director Castro presented the community’s vision
for the Corridor which reimagines it as an iconic place, encourages
connectivity and walkability, and fosters economic growth and mixed-use
developments. The City’s efforts going forward will include support for CV Link,
development of a cultural trail, pop-up art and events, landscaping redesign,

and implement architectural design guidelines that support the Corridor’s Plan
vision.

Manager Villalpando presented the City’s initiatives and Big Rocks projects for
fiscal year 2020/21:

Citywide Historic Resources Survey Update
Short-Term Vacation Rental Program
Public Works Department
Highway 111 Landscape and Street Design Guidelines

New Signature Events
City Manager’s Office
Recycling education efforts, composting, and related legislature
Housing – affordable housing efforts, and expansion of homelessness
programs
Marketing – enhance the City’s marketing strategies through
advanced technology, digitization, and expanded research and
frequency
Workshop participants were asked to rank the top three Big Rocks projects
most important for the community.
The projects are listed below based on ranking order:
1. Highway 111 Corridor Plan Implementation – received 53 points and
ranked No. 1
2. Enhance Short-Term Vacation Rental Program – received 27 points and
tied No. 2 in ranking
3. Facilitate SilverRock Development – received 27 points and tied as No.
2 in ranking

4. Cultural Campus – received 24 points and ranked No. 3
5. Enhance Recycling Education Program – received 23 points and ranked

ranking
7. Splash Pad for Children in the Cove – received 19 points and tied as
No. 5 in ranking
8. Highway 111 Landscape and Street Design Guidelines – received 17
points
9. Technology Improvements to Hub/Permit Services – received 15
points
10. Fritz Burns Park Rehabilitation – received 10 points
11. Citywide Historic Resources Survey Update – received 9 points
12. Housing Education and Enhancements – received 8 points
13. Highway 111 Cultural Trail – received 8 points
14. Enhance Marketing Strategies Programs – received 4 points
15. Enhanced Signature Events – received 3 points
16. Washington Street Sidewalk Connectivity – received 2 points
PUBLIC SPEAKER: Joan Sanka, La Quinta – provided comments on how the
City can enhance its recycling and sustainability efforts.
Mayor Evans and Councilmembers thanked the participants for their time and
commitment to La Quinta, and noted community input and engagement are
vital in building our community and establishing the community’s vision of
tomorrow.

ADJOURNMENT
There being no further business, a motion was made and seconded by
Councilmembers Radi/Fitzpatrick to adjourn at 12:13 p.m. Motion passed –
ayes 4, noes 0, absent – 1 (Peña).
