Subject: Proposal for On -Call Traffic Engineer Consultant Services
Dear Mr. McKinney:
The City of La Quinta is seeking qualified firms to provide onsite part-time Traffic Engineer consultant services to establish a
proactive approach to resolving traffic -related issues and assist with planning for the growth forecasted by the City's general
plan. The City desires the proposed individual to be knowledgeable in traffic signal timing, capacity analysis, traffic opera-
tions, channelization and signing design, traffic studies relating to private development and corridor enhancements, traffic
calming techniques, grant funding, traffic operations and street lighting, safety studies and reports, complaint and claim in-
vestigations, and WATCH Manual for construction traffic control. This individual must be adept at dealing with the public. In
addition, the proposed individual and consultant firm must meet minimum requirements outlined in the City's Request for
Proposals. Willdan is especially qualified to provide the requested services to the City of La Quinta and offers:
• City of La Quinta Experience. Willdan has been partnering with the City of La Quinta since 1999 through services pro-
vided for traffic engineering, civil engineering, building safety, and financial consulting. In addition to serving as City
Traffic Engineer for two years, Willdan's staff members have lent their expertise to a wide range of City projects involv-
ing street and median improvements, traffic signal installations, engineering and traffic surveys, assessment and lighting
district formation, assessment district feasibility and benefit analyses and studies, plan reviews, traffic warrant and
warning sign studies, and public safety funding studies.
Highly Skilled Traffic Engineer. Willdan's proposed Traffic Engineer, Mr. Steve Libring, TE, offers over 45 years of engi-
neering and transportation planning experience. Mr. Libring has worked in various capacities for 11 local cities in Or-
ange, Los Angeles, and Riverside Counties, including Buena Park, Claremont, Corona, Covina, Irvine, La Canada
Flintridge, Lake Elsinore, Menifee, Orange, Riverside, and Temecula. This experience has afforded him the knowledge
and expertise to resolve a variety of complex traffic issues and situations. As part of his traffic engineering assignments,
Mr. Libring ensures City policies, procedures, and guidelines are incorporated into traffic studies; mitigation measures;
conditions of approval; signal designs; and striping, signing, and detour plans. He works with city managers, city coun-
cils, and other departments to coordinate implementation of neighborhood traffic solutions and designs and imple-
ments traffic management centers that oversee all real-time traffic signal coordination.
Contract City Traffic Engineer Expertise. We currently provide full-time and as -needed traffic engineering services to
approximately 42 cities throughout Southern California. Willdan serves as City Traffic Engineer for the Cities of Temec-
ula, Brea, Bell, Hawaiian Gardens, Inglewood, La Canada Flintridge, Lakewood, La Puente, Los Alamitos, Norwalk, Para-
mount, Rancho Palos Verdes, Rialto, Rolling Hills, Rolling Hills Estates, and West Covina. In addition, we recently pro-
vided these same services to the Cities of San Bernardino, Menifee, and Rialto — all three cities have since hired full-time
traffic engineering staff.
Understanding of City Traffic Engineering Services. Our front-line knowledge and understanding of local road and traf-
fic conditions are the cornerstone of our services. Willdan's traffic engineering staff applies city, state, and federal
guidelines to confirm the adequacy of transportation facilities, determine the need for traffic control devices, and en-
sure the safe and efficient operation of transportation systems. Our staff of experts conducts traffic surveys, investi-
gates and makes recommendations on traffic safety and traffic signal timing, and evaluates highway operations. We
have particular expertise in school safety. Willdan develops geometric design and channelization; traffic signal, street
lighting, and traffic control plans, and parking lot designs. We provide plan check, grant and funding application prepara-
tion, and traffic study review services.

Firm Profile
Willdan Engineering, a California corporation since 1964, is

Corporate -wide resources provide over 900 employees in
56 offices nationwide. Our firm organization enables staff
to efficiently communicate project challenges and goals
companywide — thus capitalizing on Willdan's full resources

There are no pending conditions such as bankruptcy, pend-
ing litigation, planned office closures, impending merger,
etc., that would impede Willdan's ability to complete task
assignments under the City's On -Call Traffic Engineer con-
tract. Willdan foresees no conflicts of interest since we do
not provide direct services to developers within the City of
La Quinta. Willdan certifies that the firm is not debarred,
suspended, or otherwise declared ineligible to contract
with any other federal, state, or local public agency.
Willdan's normal hours of service are 8:00 a.m. to 5:00 p.m.
Monday through Friday. Willdan's project managers are
available to provide after-hours support to City staff during
emergency situations if the need arises.

Traffic Engineering Expertise
Willdan's Traffic and Transportation Group specializes in
providing all facets of traffic engineering and transporta-
tion planning to governmental agencies. Services include
city traffic engineering and traffic analysis, design, plan re-
view, and management. In addition to our proven expertise
in traditional design services such as signing, striping, traffic
signal, and street lighting design, we are skilled in sophisti-
cated computer -based applications such as arterial corridor
and network signal coordination studies. We are proficient
in traffic impact analyses and evaluating transportation sys-
tems management. Our understanding and knowledge of
design is enhanced by our familiarity with Caltrans and lo-
cal standards, guidelines, and procedures.
Our team has experience in parking, neighborhood traffic
management (traffic calming), traffic impact, circulation,
crosswalk, suggested routes to school (neighborhood
school area safety), and pedestrian safety studies and pro-
ject reports; traffic signal and control system design, imple-
mentation, and operation; computer -assisted signal timing;

0 Willdan differs significantly from other firms in that contract
staff augmentation has been a cornerstone of our business
plan since our inception in 1964. One of Willdan's first con-
tracts was to provide contract staffing to Dairy Valley — now
the City of Cerritos.
Uniquely, Willdan provides contract staffing to public agen-
cies, providing a cost-effective alternative to employing
full-time staff. This service is provided through on -call, in-
terim, and long-term staff support and is utilized by public
agencies to provide technical expertise on a project -by -pro-
ject basis, relieve peak workload situations, or fill vacant

essary documentation to Caltrans and/or FHWA to assist in
securing federal authorization and obligation of funds for
projects. Willdan has prepared funding applications, award

tion -related funding and competitive grant applications.
Applications generally require extensive research to investi-

Ms. Vanessa Munoz has a long history of working with local municipal, state, and federal agencies on a wide variety of projects —through
which she developed good working relationships with many of the staff. From planning to funding, preliminary engineering and right-of-
way acquisition through complete plans, specifications, and estimates, construction support and management, she and the staff at Willdan
have worked side by side as an extension of City staffs to support planning/development services, public works, and engineering design
functions. Ms. Munoz has designed signalized intersections for local cities, regional agencies, and Caltrans. She understands the im-
portance of meeting schedules and developing the most cost-efficient solutions to meet budgetary constraints. Ms. Munoz is responsible

part-time on -site Traffic Engineer with on -call availability as
arranged with the City Engineer. Willdan understands that

Project Approach
Willdan's methodology for conducting project assignments
focuses heavily on client service and communications. As a
firm with a strong public agency orientation, many of our
client relationships are longterm and ones in which our
staff develops intimate familiarity with City processes as we
very often serve as an extension of City staff and it is ex-
tremely important that our presence on each assignment is
seamless. Willdan's fundamental goal is to provide the City
of La Quinta with the highest level of support in completing
requested services. This requires close personal coordina-
tion between Willdan and City staff that will be provided
through interactive meetings throughout the course of
each project to ensure all issues are addressed.
Our approach is to fully understand each project requested
by the City, review each project in detail with the City,
agree on the course or extent of action best suited, and
proceed accordingly. Having successfully completed many

processes and the technical and communication skills that
are vital to ensuring each project receives the necessary at-
tention, objectives are met, project schedules are adhered
to, and each project stays within budget.
To accomplish this, each assignment is led by a senior staff
member with strong project management skills who is spe-
cifically selected for the assignment based upon the antici-
pated project needs, geographical area, and anticipated
work environment. In doing this, Willdan is confident that

the selected project manager and team will fit the assign-
ment, have good communication among team members
and City staff, and be consistent in work efforts and prod-
ucts. This approach promotes good teamwork and ensures
that deliverables are completed on time and within budget.
In addition, Willdan's team keeps abreast of technological
advances that enhance our services. Electronic tablets used
out in the field for various aspects of a project, including —
but not limited to data collection with GIS or GoPro cam-
eras for field surveys — enable our team to minimize field
trips which results in project savings for our clients.
Technical Approach
Upon commencement of this assignment, Willdan's
Principal -in -Charge, Ms. Vanessa Munoz, and Traffic Engi-
neer, Mr. Steve Libring, will meet with City staff to discuss
the project assignment in more detail and establish the
specific days and hours of service to the City. It is antici-
pated Mr. Libring will be available to the City on an as -
needed basis up to 32 hours per week. Based upon the
City's needs, the routine hours at the City for Mr. Libring
are flexible and can be adjusted as work levels and tasks
fluctuate or as budgetary considerations arise.
Mr. Libring's approach to the assignment will depend
largely upon the City's specific needs at any given time;
however, he will generally start each day with a review of
ongoing work efforts, new work efforts assigned, and dis-
cussions with City staff. Since he is accustomed to City Traf-
fic Engineer assignments, many of these efforts will be self -
directed, except when given general or specific direction
from the City, as deemed appropriate.
While at the City, work efforts, such as development re-
view, traffic study preparation and management, and City
Planning Commission and Public Safety Commission meet-
ings preparation, Mr. Libring will work closely with City staff
to coordinate specific tasks and provide appropriate input
when needed. He will make necessary contacts with private
developers, other public agencies, and other City depart-
ments on an as -needed basis. To more fully understand all
issues relating to specific projects, Mr. Libring will research
available records at the City, make field reviews as appro-
priate, and hold discussions with City staff. At the end of
each day, he will review the events of the day, schedule
any remaining needed efforts by City staff, and establish a
preliminary list of efforts for the next regularly scheduled
day at the City.
From time to time, the traffic engineering duties may re-
quire Mr. Libring to be contacted while not at the City. In
such cases, he will routinely check for messages — both at
the City and at Willdan to keep current with ongoing issues

and formulate and deliver timely responses. This may re-
quire Mr. Libring to coordinate with or assign work efforts
to City or Willdan staff. Whenever feasible, Mr. Libring will
be available for direct communication while on other as-
signments.
Scope of Work
Willdan is very familiar with the services typically required
in providing City Traffic Engineering to Southern California
cities. The following presents the scope of work identified
in the City's Request for Proposals and includes — but is not
necessarily limited to — the services that can be provided by
our team.
Work Definition
The typical duties for this assignment include addressing
resident and business concerns, reviewing traffic impact
and parking demand studies, coordinating with develop-
ment projects, developing conditions of approval, review-
ing traffic control plans, preparing work orders, coordinat-
ing with Public Safety and the Los Angeles County Sheriff's
Department, reviewing traffic signal plans and traffic -
related capital improvement projects, and reviewing park-
ing programs. In addition, this assignment includes review-
ing traffic signal operations, analyzing traffic signal model-
ing and reviewing the models, preparing traffic signal plans
and traffic signal timing charts, preparing traffic signing and
striping plans, conducting traffic studies, and other duties
as assigned. Attendance at City Council, Planning Commis-
sion, and Public Safety Commission meetings may occur as
needed to support City staff.
Essential Duties
Essential duties will include — but are not limited to:
1. Address resident and business concerns.
2. Conduct and manage traffic studies and prepare re-
ports and recommendations with respect to traffic and
congestion -related issues.
3. Review development projects and/or traffic impact
and parking demand studies to identify traffic -related
impacts from new construction.
4. Prepare and recommend and/or manage preparation
and recommendation of necessary mitigation
measures where appropriate.
5. Prepare work orders for various traffic -related work,
including installing red curb, parking regulation signs,
and pavement markings.
6. Coordinate with Public Safety Department and Police
Department regarding various traffic -related matters.

7. Review and/or prepare traffic signal and signing and
striping plans.
8. Review and/or prepare traffic signal timing plans, in-
cluding signal modeling.
9. As requested, attend meetings; advise City Council,
Planning Commission, and Public Safety Commission;
and report upon items that relate to traffic engineer-
ing.
10. Review City's traffic circulation system and recom-
mend modifications as necessary to improve and/or
protect public health, safety, and welfare.
11. Supervise work of engineering staff involved in collect-
ing data for traffic study preparation.
12. Prepare, review, and approve traffic control and chan-
nelization plans for City's capital and development pro-
jects.
13. Provide technical support to City Attorney for litigation
cases involving traffic safety issues.
14. Perform traffic engineering duties as set forth in Cali-
fornia Health and Safety Code.
15. Perform such other similar and related tasks as may be
assigned by Director of Public Works or City Engineer,
including — but not limited to — preparing plans, specifi-
cations, and construction estimates for traffic signal
and transportation projects.
Additional Scope of Services
The following is a sample of additional scope of work ser-
vices that may be required for specific assignments. This is
intended only as a guide. A specific scope of work will be
provided to the City for each project assigned.
Traffic Studies/Reports
1. Collect traffic data and observe traffic flow and field
conditions.
2. Prepare signs and marking plans of sufficient detail for
City crew or contractor to install improvement.
3. Perform traffic data collection such as tube/hose
counts, turning movement counts, radar speed sur-
veys, and photo documentation of field conditions.
4. Plan and coordinate traffic operational programs
within City; plan and promote traffic safety programs
for City.
5. Determine need for and type of traffic controls and
maintain traffic records.
6. Plan and supervise collection, analysis and reporting of
various traffic engineering studies.
7. Analyze problems, identify alternative solutions and
project consequences of proposed actions, and imple-
ment recommendations in support of goals related to
local traffic operations.
8. Provide studies investigating the need for various traf-
fic control devices (signs, signals, pavement markings,
school zone flashers, curve warning flashers, etc.).
9. Provide comprehensive analyses of existing and pro-
jected traffic conditions, intersection design, rail line
on at -grade crossing impacts, parking lot design, and
traffic/transportation data collection services.
10. Conductor review traffic engineering, traffic analysis
and transportation planning studies or project specific
traffic related issue analysis.
11. Evaluation of intersection capacity/level of service and
development of any necessary improvement(s).
12. Conduct traffic analyses as directed, i.e., complete
analysis on stop signs or traffic signal warrants, sight
distance evaluations; if required, provide written docu-
mentation of analyses.
Traffic Signal Operations
1. Monitor existing signals for ongoing optimum perfor-
mance — excluding physical traffic signal maintenance
and repair normally performed by contractor specializ-
ing in those services; recommend changes, improve-
ments, repair and/or replacement, when necessary.
2. Assess traffic signal operations and recommend traffic
signal timing and/or physical changes to improve oper-
ations and traffic flow.
3. Prepare, implement, and adjust as needed special
event and seasonal traffic signal timing plans.
4. Monitor signal operation from traffic management
center or field location(s) for special/seasonal events.
5. Review, prepare, implement and adjust traffic signal
timing and coordination plans as requested.
6. Provide monitoring and maintenance of City's traffic
control system.
7. Perform duties and responsibilities related to traffic
operations, as requested.

Traffic Design
1. Recommend scope of traffic engineering projects; re-
view consulting engineer and private contractor plans;
make recommendations for traffic engineering deci-
sions.
2. Design and/or prepare studies for:
a. Pedestrian crosswalk enhancements (for example;
striping, in -roadway pedestrian warning lights, pe-
destrian activated overhead flashing beacons)
b. Bicycle lane planning and design
c. Signing and striping design
d. Federal, state, and/or locally funded projects
e. Traffic signal design for both new and upgraded
facilities
f. Local street improvements (intersection modifica-
tions, bulb -outs, traffic circles, speed tables, re-
lated civil improvements, etc.)
g. On -street parking
h. Neighborhood traffic calming
3. Assist construction inspectors with interpretation of
plans, specifications, and other contract documents.
4. Perform field reviews of proposed construction site,
obtain measurements, and create preliminary plans.
5. Prepare/review plans, including construction traffic
control signing, striping, and traffic signal design.
Plan Check/Development Review
1. Review development proposals and conduct studies as
appropriate to ensure consistency with City, county
and state codes, standards, regulations, ordinances,
policies and statutes.
2. Assist City staff with preparing conditions of approval
for proposed developments.
3. Evaluate and provide recommendations regarding pro-
posed mitigation measures for development projects.
4. Review, check, and make recommendations for land
use applications.
5. Review plans for construction of traffic control im-
provements by private developers and as required to
oversee construction of improvements and make rec-
ommendations regarding acceptance of improvement.
Support Functions
1. Provide information to City staff on traffic engineering
policies and procedures related to public works.
2. Prepare staff reports, presentations, memoranda, and
other materials and information for public meetings.
3. Respond to citizen requests, questions, suggestions,
complaints and concerns, as requested.
4. Assist and implement as -needed emergency work as
directed by City staff.
5. Attend meetings and make presentations with staff to
City Council, advisory committees, residents, business
owners, and agency representatives as requested.
6. Attend and conduct meetings for the Traffic Safety
Committee as requested.
7. Coordinate with property owners and residents as di-
rected by City staff.
8. Provide traffic engineering support as needed to City
Engineer.
9. Prepare CAD exhibits, public outreach material, com-
plex Excel spreadsheets, Word documents, and Power -
Point presentations, as directed, for variety of engi-
neering and public works topics.
10. Maintain municipal traffic engineering records and
maps at City Hall.
11. Provide other traffic engineering support services, as
needed.
12. Process public records requests in coordination with
City staff.

sure we meet this commitment, we prepare labor projec-
tions for all projects. Projections are made for each individ-
ual project and then aggregated by the technical director to
produce division/office-wide labor needs and to identify
shortages or surplus.
Labor planning for this contract will be done on an individu-
alized basis. Ms. Munoz will identify the staff required to
complete each awarded project and calculate the hours.
This data will be input into our project staffing needs plan
on a weekly basis.
For activities that do not require a specific person (i.e.,
draftsperson, tech aide, word processing, etc.), this esti-
mate will be done on a position basis. Project staffing as-
signments will match the experience of personnel with the
degree of project complexity. Because resources are often
shared for any given project, our project managers are very
involved in our staff workload projections.
Subconsultant Management Plan
One of Willdan's advantages over most of our competitors
is that we offer nearly all the services described in the City's
Request for Proposal through our in-house experts and
technicians. We do not need to hire and manage as many
subconsultants as other firms do. However, we understand
the City's may have individual task assignment goals for
small and disadvantaged business enterprises. Willdan has
made a commitment to teaming with disadvantaged, mi-
nority, women, and disabled veteran businesses whenever
possible. We always strive to meet or exceed the goals set
by our client agencies. We maintain a subconsultant data-
base that is utilized to fill DBE needs.
For this on -call contract, Willdan has teamed with Counts
Unlimited, Inc. (CUI) to perform data collection, including
turning movement counts, machine counts, speed survey
data, vehicle classification data, and any data collection
necessary for specific traffic engineering analyses.
All activities related to the administration of the subcon-
sultant agreement will be managed by Ms. Munoz, our pro-
posed Principal -in -Charge. She will review CUI's progress on
a weekly basis and include CUI's work in quality control re-
views.
Project Controls
Willdan's project control system is designed to provide a
coordinated effort between all task facets of a project in
the framework of the pre -established master schedule,
budget controls, and reporting system. The project control

Manhour Breakdown Structure
The manhour breakdown structure subdivides
the work into manageable segments and is the
Iro basis for our project managers' project control
plan. The work breakdown structure is tailored
to specific project needs, but generally has typical ele-
ments, including codes to identify work segments and engi-
neering disciplines, weekly reports, and project resources
schedule.
To monitor labor costs, each person performing work on a
project completes a weekly timecard that identifies the
project, segment of work, and engineering discipline by
code. Man-hour summary reports are developed weekly
from the timecards and are issued to our project manager
for review. Each project manager then updates the sched-
ule. This simple system provides accountability for Will-
dan's payroll, billings, and progress reporting and serves as
the basis for all cost -related project management data.
Cost Control
The budget control system is prepared in ac-
cordance with the work breakdown structure.
The budget becomes the control against which
performance is measured. The budget is time
phased by combining project master scheduling data with
budget data. Actual costs are compared with budgeted
costs and variances analyzed. Deviations between planned
and actual cost can then be evaluated to forecast and con-
trol future work.
Beginning with electronic timekeeping, project hours are
assigned to the appropriate tasks and subtasks and booked
as work -in -process. Pre -bill reports are generated that

identify the hours to be billed along with any other direct
charges to the project. This is the information used to de-
termine each month's invoicing. Once hours and charges
are billed, they are shifted from Work -in -Process to Ac-
counts Receivable to ensure that billed hours are inacti-
vated. Monitoring is easily accomplished through team
member progress updates and comparisons between the
scope of work, schedule, and budget.
Schedule Control
A critical path method master schedule will be
prepared following the notice to proceed. The
schedule will identify major items of work and
will be the vehicle for monitoring, controlling, and tracking
progress. The schedule will be updated monthly to reflect
actual and forecasted completions. This allows our project
managers to anticipate and forecast potential issues and
develop an advanced strategy to proactively mitigate prob-
lems before they impact the schedule.
If it is determined that a project is falling behind schedule,
project managers meet with the respective team members,
identify the problem, and ensure that extra support and ef-
fort are expended to bring the project back on schedule.
Willdan will keep City staff informed of the overall sched-
ule, including advanced notification of any necessary ad-
justments or actions to remain on track. Project managers
monitor all progress on a weekly basis
Progress Reporting

sistent monthly reporting of project costs and
status will be confirmed with the City during
project start-up. The status report will contain a
project performance summary, action items, outstanding
items to be resolved, an updated schedule, and a compari-

and quality deliverables are produced for our cli-
ents. Project -specific quality assurance/control activities
will be planned at the beginning of each awarded task as-
signment. Typical quality assurance/control activities in-
clude assigning the appropriate technical staff to the pro-
ject, selecting the proper project technical approach, estab-
lishing a project schedule that meets City and internal Will -
clan deadlines, and determining the proper level of quality
assurance/control review. These project deliverables re-

Libring, our proposed City Traffic Engineer, to monitor and
adjust the project quality assurance/control activities to en-

Willdan carries professional liability, general liability, auto-
mobile, and worker's compensation insurance. Each policy
has a limit of $1 million per occurrence. The general and

survey to re -certify 55 segments throughout the city. The
report included radar survey study, 24-hour counts, acci-
dent data analysis, review of existing and not -readily -ap-
parent conditions and report documenting 85th, 50th per-
centile speeds and average speeds as well as 10-mile-per-
hour pace. The survey complied with California Manual on
Uniform Traffic Control Devices (CA MUTCD) Section 213.13
Guidelines and as required by California Vehicle Code Sec-
tions 627 and 40802.
Fred Waring Drive Improvements, City of La Quinta, Cali-
fornia. Project Manager responsible for overall project
management and oversight for 1 mile of street widening
improvements between Washington Street and Adams
Street. The project involved widening Fred Waring Drive to
accommodate a third lane of traffic in each direction, con-
crete median design, traffic signal installation at Palm Roy-
ale, traffic signal modification at Washington Street, signing
and striping, and interconnect design.
Madison Street/Avenue 54 Traffic Signal Warrant Analy-
sis, City of La Quinta, California. Traffic Engineer responsi-
ble for a traffic signal warrant analysis for the intersection.
The analysis was performed in accordance with CA MUTCD
guidelines. Accident and pedestrian data and 24-hour ap-
proach counts were collected as part of the warrant re-
search.
Highway 111 Street Improvements, City of Indian Wells,
California. Project Manager responsible for overall project
management and oversight for 3 miles of street improve-
ments from the west city limit to the east city limit. The
project involved street widening to add through -lanes for
eastbound and westbound traffic; landscape medians;
storm drain; eight traffic signals; signal interconnect; sign-
ing and striping; environmental impact report; legal deeds

fic Engineer responsible for performing a peer review for
traffic signal, highway lighting, signing and stripping, and
traffic handling plans for a new diamond interchange.
Ninth Street and Alameda Avenue Intersection Improve-
ment Analysis, City of Azusa, California. Project Manager/
Task Leader responsible for performing all -way stop war-
rant studies and plans for improving striping and signing.

itan Transportation Authority transfer center.
School Pedestrian and Traffic Safety Improvements, Cities
of Fairfield and Hayward, California. City Traffic Engineer
responsible for developing safe route to schools, preparing
plans for improving bicycle and pedestrian movements by
installing bicycle lanes, and improving and installing side-
walks for several schools.
Naglee Park Neighborhood Traffic Management Plan, City
of San Jose, California. Program and Project Manager re-
sponsible for developing, designing, and implementing traf-
fic calming devices to reduce commuter traffic through the
neighborhood and improve safety for pedestrian and bicy-
cle movements. The neighborhood — located in central San
Jose just east of San Jose State University —contains approx-
imately 830 dwelling units. The area also contains various
commercial establishments along the neighborhood
boundaries and several quasi -public facilities throughout
the neighborhood. The traffic management plan reduced
traffic volumes by 25 percent with the number of accidents
declining by 40 percent.
