Executive Summary/Scope of Work STK Architecture’s approach is to fulfi ll the City of La Quinta’s mission statement “challenging our- selves and our community to create an unparalleled city living experince through cutting edge technology and customer service” for the citizens of La Quinta. The City of La Quinta is requesting proposals from Professional Architects to prepare the plans and/or details, specifi cations, and estimates to modernize and revitalize Fire Station 70 (Station). Fire Station 70 was constructed and placed into service in 1985. Station is a “working” Fire Station, located on the southwest corner of Madison Street and Avenue 54 within the City. The proposed improvements will modernize the stations interior, including reception area/control room, dormitory, Captain’s bedroom, two bathrooms, and paint and fl ooring throughout. The exterior patio will be updated to make it more user friendly. The project will include energy effi ciency improve- ments such as replacing the single pane windows, possibly upgrading the generator, and updating the lighting fi xtures with LED. The project will be designed in a manner that recognizes this is a “working” fi re station. All improve- ments will be staged in a manner that ensures minimum disruption to the fi refi ghters living and work- ing within Station. Specifi cally, the renovation will consider: 1. New paint and energy effi cient lighting throughout Station; 2. Floors – polished concrete in all spaces except dormitories and bathrooms; 3. Restrooms; a. Replacement of fi xtures, lighting, and tile. b. Men’s Dormitory; a. All furniture will be removed and replaced with furniture specifi ed by the Fire Department. Carpet will be removed and replaced. The new furniture layout will consider three to fi ve bunk- ing stations (space permitting) that include extra-long twin bed, desk, and cabinet. Cabinets will be placed in a manner that promotes privacy. b. Sliding glass exterior door will be replaced with a single commercial door with key pad. 5. Captain’s Bedroom – All furniture will be removed and replaced with furniture specifi ed by the Fire Department. Carpet will be removed and replaced. The new furniture layout will consider two bunking stations that include extra-long twin bed, desk, and cabinet. Cabinets will be placed in a manner that promotes privacy; 6. Reception/Control Room – All furnishings will be removed, including built in book shelf. The renovated space will include polished concrete fl ooring, a small Captain’s offi ce, one reception/ computer desk, and one work station; 7. Exterior Patio – The existing wood trellis will be painted and modifi ed to provide a more effi cient shaded environment for personnel and exterior equipment (Generator). The City will also consider possibly removing the wood trellis and replacing it with an Alumna Wood Trellis; and 8. Energy Effi ciency; a. Consultant will evaluate the existing windows and provide its opinion on whether or not they should be replaced with new double pane windows to promote a more energy effi cient interior environment. b. Consultant will evaluate the existing Generator and provide its opinion on whether or not the Generator is functioning effi ciently or should be upgraded. Requested Services • Preparation of the Plans and/or Details, Specifi cations, and Estimate of Probable cost to mod- ernize and revitalize Station. • The project will be developed using a Project Development Team format. The Project Develop- ment Team will include representatives from the Fire Department, City Staff , and other stake- holders. Salts STATEMENT OF QUALIFICATIONS PACIFIC HIGHLANDS RANCH FIRE STATION #47 Located in the Carmel Valley area of San Diego, this 10,500 S.F. facility is designed to LEED 2.1 Silver green building standards. It consists of a three-bay semi-rural station that hous- es 11 fire-rescue personnel including a Battalion Chief. This project will be built by Pardee Homes, the developer of the entire community; and is to be purchased by The City of San Diego as a Capital Improvement Project. The building is designed in the Romantic Mission style reminiscent of Early California, in stewardship of the history of San Diego architecture, and is destined to serve as an icon of the community. LEED strategies include the use of local and regional, recycled and low- emitting materials, bicycle storage to encourage alternative transportation, water-efficient landscaping and low- flow lavatory faucets reducing water consumption, as well as additional commissioning procedures, indoor air quality measures, and diversion of construction waste. The HCFC and Halon-free mechanical systems, the building envelope, and lighting design have all been optimized for maximum efficiency, approximately 25% better than CA Title 24 standards. STK will establish a meeting agenda based on the RFP’s contents. Each item will be discussed and documented in writing/meeting minutes. At the initial meeting we will review/confi rm the existing di- mensions for ADA compliance. STK and our MPE Consultants will provide a preliminary cost estimate based on the meeting minutes and our fi eld investigation. Task #2 Schematics Once the City has reviewed the meeting minutes and cost estimate, STK will make modifi cations as the City directs to keep the project within budget. We will then develop the Schematic fl oor plan and interior elevations with options. STK will input the design in a 3D model which can be used to visualize the spaces and input fi nish materials. We will then update cost estimate, meet with the Design Team and document all changes in writing. Task #3 Design Development STK will proceed once City has reviewed/accepted. We will make up to three project review meet- ings with City Planning or City Council. Once Public Works informs us to begin, we will complete the Design Development Phase. The purpose of this phase is to confi rm sizes of all equipment, furniture, layout, power/comm. locations, fi nishes and lighting layout. STK will review drawings with Design Team, document all modifi cations and update cost estimate. Task #4 Construction Documents STK will proceed once Public Works authorizes/accepts the previous task. STK and our MPE Con- sultants will proceed with the Construction Documents. The Design Team will have two opportunities to review the drawings and update cost estimate at the 50% and 90% phases. STK will submit drawings for Building and Safety plan check. We will make all revisions requested and provide a book-set of Specifi cations. We will prepare a 100% cost estimate. Prepare a fi rm project schedule and kick-off meeting minutes. Deveop a project program and cost estimate with City and Fire representatives. (1 month) Build upon the conceptual drawings to meet the current building codes and standards, modify the fl oor plans (Attachment A) to meet the Fire Department’s current needs. Develop a space plan for the new Fire administration sleep quarters considering the current spaces and get the City staff approval. Meet with Planning and Building Departments to review all requirements including design reviews and approval process, in coordination with the City’s project manager; assist City staff with Condi- tional Use Permit application and documentation. Design Development Phase The consultant team shall refi ne design of fl oor plan, building elevations and site plan and will coor- dinate the site requirements. The building mechanical, plumbing and electrical systems will be developed consistent with the design concept. The consultant will coordinate with appropriate City staff , systems for phone/data/cable, station alerting requirements, interior material and color board and will develop preliminary fi xture and fur- niture sections.
