AGENDA TITLE: APPROVE SHORT-TERM VACATION RENTAL PROGRAM AD-HOC
COMMITTEE MEMBERSHIP; AND INTERVIEW AND APPOINT CANDIDATES TO
SERVE ON THE COMMITTEE
RECOMMENDATION
A. Approve Short-Term Vacation Rental Program Ad-Hoc Committee
membership.
B. Make appointments to fill all positions on the Short-Term Vacation Rental
Program Ad-Hoc Committee for a period not to exceed 12 months.
EXECUTIVE SUMMARY
At the November 19, 2019 meeting, Council approved the formation of a
Short-Term Vacation Rental Program (STVRP) Ad-Hoc Committee
(Committee) to evaluate and make recommendations regarding the STVRP.
The recruitment period was from November 19, 2019 through January 15,
2020; and interviews have been scheduled for 60 applicants.
FISCAL IMPACT
The fiscal impact of facilitating an advisory committee would be absorbed in the
Fiscal Year 2019/20 Operating Budget. Costs would entail staff time, materials,
and meeting noticing. Committee members would serve on a volunteer basis with
no City stipend.
BACKGROUND/ANALYSIS
Many residents have expressed interest, feedback, and opinions about ways to
enhance the STVRP. On November 19, 2019, Council approved the formation of a
Committee to provide an opportunity for community members to review the
STVRP, regulations, and process, and make advisory recommendations to Council.
Committee Composition
To assist with the selection of Committee members, the following are some
recommended parameters:
1.Size – membership can vary from 7 to 11 members

Staff support for a committee of this size will require a minimum of four
personnel; involvement of additional personnel will also be necessary on an
as-needed basis from the Code Compliance and Hub Divisions depending on
the subject matter under review. A greater number of members would
require additional Staff to support the administration of meetings, agenda
packets, research, etc.
2.Composition – applicants were grouped into five categories to ensure the
members will diversely represent the community:
HOA Board Member
Short-Term Vacation Rental Owner (current and past)
Property Management Company
Current City Board/Commission Member
Neighborhood Impacted
The effort to ensure membership diversity is further facilitated by including
information pertaining to the applicants’ primary residence, stance on
STVRP, and STVRP related topics/issues of interest to each applicant.
Committee Recruitment
Staff advertised the opportunity to serve on the Committee in The Desert Sun, the
City’s website, social media, and notified all stakeholders that have expressed
past interest in the STVRP. A total of 65 applications were received between
November 22, 2019 and January 15, 2020.
Following Council’s direction from the January 21, 2020 Study Session discussion,
applicants were asked to complete a supplemental survey to identify preferred
interview times, primary residency, guarantee time commitment, and list the top
three STVRP topics of discussion and interest, and explain why.
Interviews for 60 applicants have been scheduled based on their availability:
4 pm to 5 pm – 18 applicants
5 pm to 6 pm – 17 applicants
6 pm to 6:30 pm – 8 applicants
Meeting Recess
7 pm to 8 pm – 17 applicants
Timing Commitment
The Committee will be active for a period not to exceed 12-months. Meetings will
be held monthly, on the 1st Thursday of every month, starting at 4:00 p.m. at City
Hall; dates are as follows:
