STAFF REPORT
AGENDA TITLE: APPROVE THE SECOND-ROUND OF PREQUALIFIED ARTISTS
RECOMMENDATION
Approve the second-round of prequalified artists.
EXECUTIVE SUMMARY
• On May 13, 2019, the Commission approved the Art in Public Places (APP)
guidelines, which called for the creation of a pre-qualified artist list.
• The Commission established a prequalified artists list on October 14, 2019,
comprised of ten artists, to commission artwork for upcoming projects.
• LeBasse Projects International (Consultant) is recommending three artists
for Commission consideration.
• LeBasse and staff will continue to work with the City’s prequalified artists to
prepare projects for the Commission and Council consideration.
BACKGROUND/ANALYSIS
Staff and LeBasse initiated the second-round of prequalified artists and secured
three contenders that meet the art guidelines approved in May (Attachment 1).
These artists provide interactive and experiential art, a wide variety of mediums
ranging from murals to engaging-based sculptures and will create artworks
unique to La Quinta.
If approved, these artists will receive requests for proposals for future art
installations. Application for the City’s prequalified artist list is on a rolling basis
and the third-round of artists will be presented at a later Commission meeting.
ALTERNATIVES
The alternative is to accept all, some, or no artists from this round.

Pre-Qualified Artist Program
To Whom It May Concern:
I am requesting to be placed on the City of La Quinta’s Pre-Qualified Artist Program list for muralists.
I paint colorful and fun abstract murals that bring joy to the viewer and can be done as part of a community
event for kids and adults.
I’ve been painting murals both for the general public and private collectors for over twenty years and have
worked with the Palm Springs Unified School District as well as local businesses.
My mural work is born out of my passion for mid-century design, the abstract painters of the 1950’s and 60’s
and my work makes no political statements. Just fun shapes and bright, happy colors.
My background in the arts is extensive having worked in the gallery business on El Paseo Drive in Palm
Desert, owned my own gallery and art consulting business in Palm Spring and volunteered for various
arts-related non-profits in the Coachella Valley over the past two decades.
I’m easy to work with, open to input from others and always try to include members of the community,
school, or organization in the process of creating my work.

City of La Quinta Public sculpture - Letter of interest
In order for public art to succeed, it is essential in my mind for the artist to work closely with the project
team, the client group, architect, projects engineers and the general public who will use that space and
other stakeholders. Art does have a functional aspect when incorporated into public space and I feel that
exploring that aspect carefully is important to the work’s eventual success.
The team: I will lead this project and handle everything from my studio here in the Los Angeles area. My
daughter the talented sculptor and furniture maker Hannah Vaughan and I will work together on this
project and she will bring her considerable fabrication and 3D modeling expertise to this project. I will also
use my experience in museum and theme park design to put together a team of professionals with whom
I have often worked in the past. These include Frank Weigand, chief mechanical engineer at TWT. Lisa
Passamonte Green of Visual Terrain Lighting designers, and Peter Wynne Willson, of Pink Floyd fame and
lighting designer and inventor extraordinaire.
In the past I have done a significant number of public art projects in several different countries with
budgets ranging up to well over $1 million. Some of that more technical work has entailed the use of
electronics and light and virtual movement. In many of those pieces I have used the environment as a
factor to ground the work in its new home and to provide variation in the programming of the pieces
I will typically work with an electronics engineer to translate the desired motion into programming
language and hardware. On larger structures it’s often necessary to work with the planner and architects
and to enlist the services of a structural engineer. I welcome this kind of collaboration and teamwork and I
positively enjoy the cooperation. My experience in my “day job” as a designer in the masterplanning of
park spaces, design of theme parks, and design and fabrication of museum exhibits has taught me a lot
about how to work well with teams, how to plan efficiently so that things get considered and produced in
the right sequence and how to control costs and build to a budget. I have learned a lot in that world of
environmental design that translates very effectively in my sculpture work, including developing and
ability to work as part of a larger project team and to plan and stick to deadlines and budgets.
I have worked extensively in the realm of public art since the 1970’s, both in the UK and here in the US
and also all over the world. My past work carries a common thread of an abiding interest in interesting
structural systems, such as geodesics and tensegrity structures, that reflect the ways that nature makes
strong and complex elements. All my work is based on the observation of the structure and patterns
found in nature.
My interest in color theory in my college days back at Chelsea art school in London, led me to study the
differences between reflective color and incidental color. Out of that grew a fascination with the use of
light in my work and this has been sustained throughout my career. Initially I did a lot of work in Neon,
more recently I have been attracted to a whole new generation of light sources powered by LEDs, partly
because of their superior efficiency and low voltage safety characteristics and partly because of their
inherent light and color qualities.
Now we can bring this lighting and control technology to bear on the rapidly expanding field of
environmentalism and the challenges of crafting a sustainable future for the human race and the other
organisms that surround us. There is an important story to be told here and one that lends itself very well
to my mind to being told through art and especially public art.
I am pleased to submit my qualifications for this round of public art projects for the City of La Quinta. I am
a Brit and have lived in the Pasadena area for over 30 years, During those years and I have spent a good
deal of time in Joshua Tree, La Quinta and the Palm Desert area, camping with my kids, visiting good
friends in La Quinta and generally falling in love with the area. I adore the desert, that environment, the
light and the air and I would be delighted to be able to contribute to the cultural space of the City if I am
selected. I see this sculpture work as helping create that atmosphere and focus, drawing people to the site
through its energy and life and engaging the public in a conversation about all the arts and their place in
public life.
Philip Vaughan
Art Bio:
Philip was brought up in Le Havre, France the son of English parents and
went to boarding school in England at the age of 9. He met Gordon Taylor
his first mentor at Brighton College who started him on a lifelong love of
architecture and painting and sculpture. He went to Cambridge University
to study architecture and then transferred to art school graduating from
Chelsea School of Art.
After leaving his position as graduate research assistant at
Northumberland Polytechnic art school, Philip Vaughan completed his first
large public kinetic sculpture, the Neon Tower erected on the Hayward
Gallery in 1972 on London’s South Bank Art Centre.
He worked as kinetic sculptor in England and as a fine art lecturer in a
number of British art schools, including two years teaching at the City of
London University while he experimented with inflatables and kinetics
and built an ocean-going sailing boat in Rotherhithe, in east London. In
1979 he sailed that boat across the Atlantic with his new wife Alice. Shortly
after landing in Florida he started working for Walt Disney Imagineering
designing dinosaurs, rides and sets for theme parks.
In 1988 Philip set up his own design company in Los Angeles to work on
museums, cultural projects and theme parks and he has been running that
company since that time to the present. The firm designs works principally
for the Asia and the Far and Middle East markets and is a specialist in
technical design solutions including ambitious public art projects.
He lives in Altadena and has all along been working and showing his work
as a fine artist, working on sculpture, drawings, paintings and public art
commissions. He continues to plan and build large public sculptures, using
light and other media. Most recently he completed a large sculpture for the
Buffalo Creek art Park in Nevada, working on the piece at a residency
there.

WORK HISTORY:
After leaving his position as graduate research assistant at Northumberland Polytechnic art school, Philip Vaughan worked as
sculptor in England and as a Fine Art lecturer in a number of British art schools. In 1972 he completed his first major public art work,
the 48ft tall Hayward Gallery Neon kinetic Tower in London. Later while teaching at The Sir John Cass art school in London, he built a
42ft sailing boat in East London. He married in 1979 and sailed that boat to the US with his wife, Alice. Shortly after arriving in
Florida, he started working for Walt Disney Imagineering designing and building rides and sets for theme parks. In 1988 he set up his
own design company, Vertex Productions, to work on museum exhibits and theme parks and on fine art projects. Meanwhile Philip
maintains a professional practice, working in his studio in Altadena, California, on large drawings, large paintings on canvas and on
sculpture projects. He has been regularly showing sculpture, drawings and paintings at both museums and galleries in the US and in
Europe. During this time he has also completed a significant number of public sculpture commissions and sculptural installations.

Owner and lead designer. Design and fabrication of contemporary furniture objects, public art and interior
design using new and recovered materials. Bid for projects and communicate directly with clients and gal-
leries. Produce highly descriptive drawings on paper and 3D computer renderings. Fabricate prototypes and
finished products and work directly with industrial fabricators.
2017 BOLT HQ, Autodesk, Pier 9, CA
Lead Designer, Project Manager. Design and built large public art ‘Rust Screen’, and shipping container cafe
for BOLT head quarters in San Francisco. Bid and won the job, travelled to San Francisco and worked
alongside Autodesk, learning their new technologies and machines to fabricate and design projects for
BOLT, an investment capital company. Managed and spearheaded the project from idea to fabrication to
installation.
Summer 2017 World Fellowship Center, NH
Chair Workshop Instructor. Taught the basics of woodworking from selecting lumber, cutting and various
means of joining to a mixed age group of students from 9 -70 years old. Lectured on the design process,
from ideation to prototyping to manufacturing and assisted students in construction of my own design
‘Hands to Work’ a DIY shaker chair.

Studio Manager of 3D Design Department. Managed a studio of 18 working artists and designers which
entailed scheduling and running weekly critiques, organizing and providing texts and research for academic
reading group on contemporary and historic design and art, and managed the organization and up-keep of
the studio facilities.
Summer 2015 Penland School of Craft, NC
Assistant Metal Furniture Instructor. Assisted teaching an introduction to metal furniture course. Designed the
course and assignments, led critiques, and worked one-on-one with students teaching MIG and TIG weld-
ing, sheet metal fabrication and forming metal with a hydraulic press. Course also included lectures com-
piled by myself on the history of craft furniture design.
2012-2014 Lagomorph Design, Chicago
Director of Metal Shop, Woodworker and Production Manager: Responsibilities included organizing and
running the metal shop, engineering furniture pieces from client specs for fabrication, material procurement,
actually fabricating and finishing pieces and working with manufacturing to fabricate and finish pieces.
Worked closely with clients from initial meetings through final installation.

Summer Artist Assistant. Assisted Artist Vivian beer in research, fabrication, concept and design of furniture
and large scale public art works made from steel, stainless, aluminum and cement. Also responsible for
organizing and instructing summer interns that worked in the studio.
Winter 2014 Desert Design Lab, Southwest US
Artist Assistant and Collaborator. Funded by the Mineck Foundation, I assisted and collaborated with Vivian
Beer on a two month long RV road trip and ‘Design Lab’ throughout California, Arizona, Nevada and Utah. I
was in charge of research of geological area and organized the schedules of visiting artists, helped facilitate
collaborative workshops including rubber casting desert textures and 3D scanning models. Also cooked and
organized elaborate outdoor dinners in the desert and assisted in video and photo documentation.

Artist Assistant. Assisted in the production of drawings and sculptures for museum exhibition, made detailed

RECOMMENDATION
Select an artist to fabricate artwork for the art pedestals on Calle Estado and
Avenida Bermudas, and Avenida La Fonda and Avenida Bermudas.
EXECUTIVE SUMMARY
•A Request for Proposal (RFP) was distributed to the City’s prequalified
artists list for art designs for the village art and pottery rows. (pedestals).
•The City received three proposals.
•Both pedestals will be programmed by the selected artist.
FISCAL IMPACT
Total project cost is not to exceed $15,000. Funds are available in the Art in
Public Places fund (207-0000-74800).
BACKGROUND/ANALYSIS
The Community Services Commission listed the pedestals as an opportunity
for art (Attachment 1). A Request for Proposal was distributed to the City’s
prequalified artist list; the proposed artworks (Attachment 2) are designed
specifically for La Quinta.
With the Village Complete Streets underway, the pedestals will play a key role
facilitating social interactions, connecting visitors to adjoining businesses, and
serve as a cultural asset in the Village corridor, by reflecting the surrounding
area’s natural beauty, and embracing the Village’s vibrancy.
ALTERNATIVES
The Commission has identified as a top priority from the Commission’s art
opportunity list, however the Commission may reopen the RFP.

This is a Project Proposal for the City of La Quinta Calle Estado and Avenida La Fonda
Pedestals Public Art Project RFQ.
I am a professional artist specializing in mixed-media public art design, fabrication, and
installation. My interest in public art has always been to expand the combination of
diverse techniques in hand-brushed acrylic murals and mobiles, and fired ceramic tile
mosaic, murals, and pavers that complement the built environment and show the culture
and history of the community.
My art celebrates the figure in ways that juxtaposes people with their environment. It
starts with the community and leads to the people that see it. The layered and
somewhat abstracted work becomes a thoughtful puzzle that stimulates dialogue
between the art and the viewer. In my tile work, this is done with layers of air brush
stencils and photosilkscreens. This thoughtful puzzle becomes an engaging part of the
public art experience, keeping the work “fresh” year after year.
The pedestals represent a surface area of approximately 60 square feet. They can
have tile treatments fabricated as shown in the examples renderings. The design is
arrived at by researching the history and culture of the client area, along with any
specific suggestions from the stakeholders.
All projects involve working in close collaboration with architects, engineers, planners,
and most importantly, the construction contractors and their crews. And I am well aware
of the adjustments that often happen with architectural and construction documents.
Current commissions include paver tiles for the Charlotte NC Hickory Grove Police

REFERENCES
This proposal aims to activate the
public space in La Quinta through
a composition of carefully arranged
sculptures called Planter Towers. The
different colored faces of each Planter
Tower engages the public as they
move around the pedestals.
The landscape-like towers are
constructed using an arrangement of
concrete masonry units. The masonry
units come in a variety of shapes and
sizes that could create an endless
amount of compositions. Concrete
masonry units have been used in
related art projects for their modularity
and durability.
Upon stacking and coating the various
masonry units into towers, drought
tolerant plantings would inhabit
the pockets created through the
composition.

Once stacked, the reinforcement

The sculpture is coated a second
time with a plaster or stucco.
This layer allows for patterning,
carving, or smoothing.

This section establishes that every 10 years, every
adult in the country must answer a survey. Based
on the surveys, Congress must determine how
many representatives (at least one required) are
to come from each state and how federal
resources are to be distributed among the states.

The census is confidential and required by Law.
Results of the census are reported in Statistical
format only.
We do not share personal information with other
government agencies or law enforcement.
All census employees swear to a lifetime oath to
protect respondent information.
Penalties for wrongful disclosure –Up to 5 years
imprisonment and or a fine of $250,000.

Before you answer Question 1, count the people living in this house, apartment, or
mobile home using our guidelines.
Count all people including babies, who live and sleep here most of the time.
If no one lives and sleeps at this address most of the time, go online at
survey.census.gov or call the number on page 8.
The Census must also include people without a permanent place to live, so:
If someone who does not have a permanent place to live is staying here on April 1,
2020, count that person.
The Census Bureau also conducts counts in institutions and other places, so:
Do not Count anyone living away from here, either at college or in the Armed Forces.
Do not count anyone in a Nursing home, jail, prison, detention facility, etc, on April 1,
2020
Leave these people off your questionnaire, even if they will return to live here after
they leave college, the nursing home, the military, jail, etc. Otherwise, they may be
counted twice.
