As requested, Earth Systems Southwest [Earth Systems] is providing this structural plan review
.submitted to Earth Systems via dropbox from Gouvis Engineering. Earth Systems downloaded the
six sets of drawings on Friday, June 30, 20171. Our review was performed from a geotechnical
perspective. Our conclusions are provided below.
Background
Earth Systems performed a structural plan review (Gouvis, Plan 21 to 26) for the subject project,
and had several comments that were sent to Gouvis Engieering on Monday, July 3, 2017. On
Wednesday, July 5, 2017, Earth Systems received the revised plans from Gouvis Engineering
addressing and completing the Earth Systems' redline comments list. Earth Systems' comments
and the structural plans are based on some lots requiring ground modifications as stated in the
recent report updates (Earth Systems Southwest, 2017, Geotechnical Engineering Report Update
(Revised, Document No.: 17-05-708R)) and (Earth Systems Southwest; 2017; Geotechnical
Engineering Report Update, Document No.: 17-05-719). At the time of preparation of this
conformance letter, ground modifications to the lots identified within the update reports have
not been completed; therefore, geotechnical review of conformance for lots requiring ground
modification will be required as per the geotechnical report updates. Figure 1 in this letter
indicates the lots requiring ground modifications and listed below; however the actual update
report should be referred to for specific information and locations:

As indicated in the Earth Systems report updates, these lots require ground modifications to
reduce the potential for excessive lateral spreading (greater than 1 foot displacements).
Conclusion
Earth Systems comments have been addressed, and it is our professional opinion that, from a
geotechnical standpoint, the revised plans incorporating our comments were prepared in
substantial conformance with the intent of the recommendations in the referenced project soil
reports except for the lots identified in the above where further review is required. Additionally,
it is our opinion that the recommendations provided in the project soils report, includirg updates,
remain applicable to the proposed project and should be followed.
Proper geotechnical observation and testing during construction is imperative to allow the
geotechnical engineer the opportunity to verify assumptions made during the design process and
to verify that our geotechnical recommendations have been properly interpreted and
implemented during construction and is required by the 2016 California Building Code.
Observation of grading and fill alacement by the Geotechnical Engineer of Record should be in
conformance with Section 17 of the 2016 California Building Code. California Building Code
reauires full time observation by the geotechnical consultant during site grading (fill olacement)
and in accordance with the requirements of the project plans. Therefore, we recommend that
Earth Systems be retained during the construction of the proposed improvements to observe
compliance with the geotechnical recommendations, and to allow design changes i-i the event

that subsurface conditions or methods of construction differ from those assumed while
completing our study. Please review the limitations presented below as they are vital to the
understanding of this letter.
Limitations
Conclusions contained in this letter are based on our previously documented field observations
and subsurface- explorations, laboratory tests, and our present knowledge of the proposed
construction. Variations in soil or groundwater conditions could exist between and beyond the
exploration points. The nature and extent of these variations may not become evident until
construction. Variations in soil or groundwater may require additional studies, consultation, and
possible revisions to our recommendations. If during construction, soil conditions are
encountered which differ from those described, we should be notified immediately in order that
a review may be made and any supplemental recommendations provided.
If the scope of the proposed construction changes from that described in this report, the
conclusions and recommendations contained in this report are not considered valid unless the
changes are reviewed, and the conclusions of this report are modified or approved in writing by
Earth Systems. Additionally, this letter should be included with the project geotechnical (soils)
report and specification documents. This report is issued with the understanding that the owner
or the owner's representative has the responsibility to bring the information and
recommendations contained herein to the attention of the architect and engineers for the
project. The recommendations presented within are predicated upon the recommendations
presented in the referenced project soils reports. Information and recommendations presented
in this supplement should not be extrapolated to other areas or be used for other projects
without our prior review and response.
If Earth Systems is not retained to provide grading observation and testing during construction,
we can assume no responsibility for misinterpretation or the applicability of our
recommendations. The above services can be provided in accordance with our current Fee
Schedule. The geotechnical engineering firm providing tests and observations shall assume the
responsibility of Geotechnical Engineer of Record.
Earth Systems has striven to provide our services 'in accordance with generally accepted
geotechnical engineering practices in this locality at this time. No warranty or guarantee express
or implied is made. Please note that it is not within our scope of work to check the reviewed
documents for conformance to codes or other client and government requirements. As Earth

Construction Debris Management Plan
Summary of Requirements
As of January 1, 2017, The Green Building Standards Code (CALGreen) requires that the construction
of most new structures In the state of California comply with sections 4.408 and 5.408 of the code In
accordance with Assembly Bill 939 requiring that no more than 35% of jobsite waste be disposed of as
trash at local land fill sites and transfer stations. Exceptions may be made for certain projects under
certain conditions.
The City of La Quints is committed to the highest level of environmental respect, to conserving our
precious natural resources and setting an example to provide for a better world for generations to
come. Recycling helps keep reusable resources out of landfills and will also reduce disposal costs.
IMPORTANT: Burrtec Waste & Recycling Services is the City's franchise
hauler. If you choose to self -haul any recyclables or trash, you must
provide copies of all weight tickets and/or receipts from the transfer
station, landfill, or recycler as the job progresses. Clean-up companies
and other haulers are not permitted to haul waste or recyclables from the
City of La Quinta. Self -haul weight tickets should be submitted to:
