As requested by Mr. Wilner Dubon with Perkowitz + Ruth Architects, we have reviewed the
geotechnical aspects of foundation plans for the subject project. The plans were reviewed for
general conformance with the recommendations presented in our geotechnical report entitled
"Geotechnical Engineering Investigation, Proposed Wal-Mart Store #1805-02, Highway 111 and
La Quinta Center Drive, La Quinta, California," dated October 3, 2001. *Consideration of other
geotechnical investigation reports prepared for proposed projects at the site, including those by
Earth Systems Southwest dated April 30, 2002 and November 7, 20OZ were not considered in
our review and are not applicable to foundation design for the project The plans reviewed
included the foundation plans and foundation plan details, presented on Sheets SO, S1, S2, S2.1,
S4, S6, S7, S8 and S9 3 of the plan set prepared by Perkowitz + Ruth Architects and kpff
Consulting Engineers. These plans are dated January 11, 2003, with the last revision date of
March 20, 2003.
CONCLUSIONS
Based on our reviewed of the listed plans, we find that these plans have been prepared in general
accordance with our recommendations, as presented in the report identified above. With respect
to the geotechnical aspects of the plans, no modifications or revisions are recommended.
LIMITATIONS
Our plan review has been limited to checking the geotechnical aspects of the plan sheets listed
above. We have performed our services in a manner consistent with the level of care and skill
ordinarily exercised by firms of our type practicing in the same locality under similar conditions.

genenll conformance with the recommeridations presented in our geotechni.cal report entitled
"Geotchllical Engineering Investigation, Proposed Wal-Malt Store #1805-02, Highway 111 and
La Quinta Center Drive, La Quinta, Calil'omia," dated October 3, 2001, *Consideration of other
geotechnical investigation reports prepared for proposed projects at the site, including those by
_Earth Systems Southwest dated April 30, 2002 and November 7, 2002, were riot considered in
our review and are not applicable to foundation design for the project The plans reviewed.
included the foundation plans and .foundation plan details, presented on Sheets S0, Sl, S2, S2.1,
S4, ,.Sti, S7, S8 and S9 3 of the plan set prepared by Perkowitz + Ruth Architects and kpff

SUMMARY STATEMENT
This report provides the current available water supply for the proposed Wal*Mart Store #1805-02 located in between La Quints
Drive and Dune Palms Road and south of Highway I I I in La Quinta, CA, with a FFE of 55 ft. AMSL (no data was available so this is
based on assumption). Required fire sprinkler supply for this 137 prototype is 1,800 gpm @ 38 psi and 1,800 gpm a 52 psi.
Required domestic water supply is 110 gpm Q 40 psi.

-V The site is located in between La Quinta Drive and Dune Palms Road and south of Highway t 11. Due to no preliminary civil
plans being available, it is assumed that two new 8 in. mains would be tapped from the two 12 in. caps at the intersection of La
Quinta Drive and Auto Center Drive. This involves approximately 3,300 lineal feet of 8 in. pipe looped from the existing 12 in.
caps around the proposed building. This essentially will make the system looped for the Wal*Mart.
Water System
Water is distributed to the site by a system of wells containing booster pumps 'and reservoir storage tanks. The water system is
divided into zones with the site being in the Lower La Quinta Zone. The wells feed into the storage tanks (10 million gallons
max) via transmission lines with the storage tanks dispersing the water via gravity to the site. In addition, the booster pumps in

4.. the wells also feed the system giving more pressure to the site. The Lower La Quinta Zone has a reservoir tank elevation of 235
ft. (bottom of tank). The tanks are approximately 32 ft. high with a refill height of 16 ft, which essentially means that the tanks
y.,<a will start refilling via the booster pumps when it is halfway down. The system is looped.
WATER FLOW TEST RESULTS
A flow test was conducted utilizing a hydrant off the 12 in. main on Highway I I I at the intersection of Dune Palms Road and a meter
on the backflow preventer across the street on Dune Palms Road off the 18 in, main. The 12 in. main on Highway I l l is connected to
the 18 in. main in Dune Palms Road as shown on Attachment #1. The meter was utilized as the gage'hydrant due to no other hydrants
being close to the site. A static pressure before and after testing was l 10 psi. A 2 % in. Pollard diffuser and a.2'/s in. hose monster
was used for the flowing hydrants and had pitot readings of 70 and 48 psi, respectively. The discharge coefficients were 0.9 and
0.906 (based on Hydro Flow Products, Inc.), respectively yielding a combined flow of 2,573 gpm at a residual pressure of 94 psi. The
test conducted on the 12 in. and 18 in. main at the intersection of Highway I I I and Dune Palms Road had an elevation of 50 ft. The
finished floor elevation is assumed at 55 ft. The test was conducted on August 28, 2001 at l 1:00 am PDT.
HYDRAULIC CALCULATIONS
Per telephone conversations with Dale Evenson of Riverside County f ire Department, a fire flow demand of 4,000 gpm is required on .
the street. This is based on a 50% credit reduction as per Uniform Fire Code Appendix Ill -A. Calculations presented in Conclusion
C2 indicate this requirement being achieved.
Adjusting to the low static as provided by tank elevation and refill height, results in a low static pressure of 87 psi at the intersection
of Highway 1 t l and Dune Palms Road and is included with the calculations.
The city system can be considered a reliable supply, with respect to Wal*Mart duration requirements. This acceptability is based on
the system capability to meet the calculated base of riser supply of 1800 gpm for the design 90 minute sprinkler flow duration.
For domestic calculation purposes, demand requirements for a 137 prototype were used. In addition, loss through a 2 inch Sensus,
SRH, compound water meter as well as a 3 inch copper lead-in was used.
Pipe lengths used in the calculations include equivalent lengths of fittings, and all new pipes are assumed to be ductile iron, except for
a copper domestic lead-in. Calculations are based on site plan (no utility plan available) received on 7-24-01 in this office as well as
water main maps from Coachella Valley Water District, shown on Attachments.
BACKFLOW PREVENTION REQUIREMENTS

CONCLUSION C1 - AS DESIGNED .PER PRELIMINARY SITE PLAN RECEIVED ON 7-24-01 IN THIS OFFICE
FIRE WATER SUPPLY: The available public water supplies combined with an 8 in. planned fire protection lead-in sizing and
arrangement as shown on Attachment #1, should yield a base of riser supply, downstream of a double detector check valve (3.5 psi
loss) backflow preventer, of 79.3 psi static and 1,800 gpm flowing at a 62.0 psi residual. This exceeds the target demand of 1,800
gpm at 38 psi and 1,800 gpm at 52 psi.
DOMESTIC SUPPLY: The available public water supplies combined with a 3 in. domestic water line sizing and arrangement as
shown on Attachment #I, should yield a domestic supply at the stub -up above the finish floor, downstream of an reduced pressure
principal assembly backflow preventor, of 76.8 psi static and 110 gpm flowing at a 68.1 psi residual. This exceeds the target demand
of 110 gpm at 40 psi for a 137 prototype rear entry.
CONCLUSION C2 -'FIRE FLOW REQUIREMENT
FIRE HYDRANT SUPPLY: The available public supplies combined with the planned main sizing and arrangement, as shown on
Attachment # 1, should yield a fire hydrant flow rate of 4,000 gpm at 35.6 psi (see attached calculations) off of two assumed hydrants
on the assumed site loop. The assumed hydrants were located at remote areas on the site loop. This was done to depict a worst case
fire flow condition on the site loop. This exceeds the 4,000 gpm at 20 psi required Dale Evenson of Riverside County Fire
Department.
CONCLUSION C3 — NOTE
This water flow report was based on no civil drawings. The new pipe sizes and locations encompassing the site were all
assumptions made by TVA. The fire line service entry and domestic line service entry were approximations based on the 137-
prototypical layout from the website depicting the Wal*Mart utility layout on 8-29-01. The fire -service line was assumed to be
an 8 in. lead-in and the domestic service line was assumed to be a 3 in. lead-in off the site loop into the building. Additionally,
the flow test,that was conducted resulted in a higher pressure than what is normally available. This was confirmed by Hector
Rodriguez and John Corella of the Coachella Valley Water District based on more pumps being turned on and contributing to
the system.
