EXECUTIVE ORDER N-33-20
WHEREAS on March 4, 2020, I proclaimed a State of Emergency to exist in
California as a result of the threat of COVID-19 ; and
WHEREAS in a sh ort period of time, COVID-19 has rapidly spread
throughout California, necessitating updated and more stringent guidance from
federal, state, and local public health officials; and
WHEREAS for the preservation of public health and safety throughou t th e
entire State of California, I find it necessary for all Californians to heed the State
public health directives from the Department o f Publi c Health.
NOW, THEREFORE, I, GAVIN NEWSOM, Governor of the State of Ca lifornia ,
in accordance w ith the authority vested in me by the State Constitution and
statutes of th e State of California , and in particular, Government Code sections
8567, 8627 , and 8665 do hereby issue the following Order to become effective
immediately:
IT IS HEREBY ORDERED THAT:
1) To preserve the public health and safety, and to ensure the healthcare
delivery system is capable of serving all , and prioritizing those at the
highest risk and vulnerability, a ll residents are directed to immediately
heed the curren t State public health directives, which I ordered the
Department of Public Health to develop for the current statewide
sta tu s of COVID-19. Th ose directives are consisten t w ith the March 19 ,
2020, Memorandum on Id entifi cation of Essential Critical Infra structure
Workers During COVID-19 Response , found at: https://covid 19.ca.gov /.

To protect public health, I as State Public Health Officer and Director
of th e California Department of Public Health order all individual s li ving
in the State of California to stay home or at their place of residence
except as needed to maintain continuity of operations of the federal
critical infrastructure sectors, as outlined at
https://www.cisa.gov/critical-infrastructure-sectors . In addition, and in
consu ltati on w ith the Director of the Governor's Office of Emergen cy
Services, I may designate additional sectors as critical in order to

destruction wou ld have a debilitating effect on securi ty , economic
secu rit y, public health or safet y , or any combination th ereof. I order
t hat Californians working in th ese 1 6 critica l infrastructure sectors may
continue their work because of the importance o f these sectors to
California n s' health and well-being.
Thi s Order is being issued to prot ect th e public health o f Ca lifornians.
Th e California Depa rt ment o f Publi c Hea lth looks to es tablish
co nsisten cy across th e sta te in o rder to ensure that we mitigate the
impact of COVID-19. Our goa l is sim ple, we want t o bend th e curve,
and disrupt the spread of th e v iru s.
The supply c h ain must con tinue, and Californians must h ave access to
such necessities as food, prescriptions, and hea lth care. When peop le
need t o leave their homes or places o f res idence, wheth er to obtain
or perform the functions above, or to o therwise facilitate authorized
necessary acti vities , they should a t all ti mes p ra ctice social d ist ancing.
2 ) Th e h ealth care delivery sys t em sh a ll prioritize se rv ices t o serv in g th ose
w h o are the sickes t a nd sha ll prioritize resources, including personal
protective equipment, for the providers providin g d irec t care to th em .
3) The Offi ce of Em ergency Services is directed to take necessary steps to
ensure compliance with thi s Order.
4) This Order sha ll be enforceable pursuant t o California law, including,
but not limited t o , Governmen t Code section 8665.
IT IS FURTHER ORDERED that as soon as hereafter possible, this Order be
filed in the O ffi ce o f the Secreta ry o f State and that widespread publicity a nd
n o ti ce be g iven o f thi s Order.
Th is Order is not inten ded to, and does not, create any ri ghts or benefits,
substantive or procedural, enforceable a t law or in equ ity, against the State o f
California, its agencies, department s, entit ies , officers, employees, o r any other
person.
