TO THE MEMBERS OF THE LA QUINTA CITY COUNCIL AND TO THE CITY CLERK:
NOTICE IS HEREBY GIVEN that a Special Meeting of the La Quinta City Council
is hereby called to be held on Monday, May 11, 2020 at 7:00 p.m. at La Quinta City

Teleconferencing and Telephonic Accessibility In Effect
Pursuant to Executive Orders N-25-20, N-29-20, N-33-20, and N-35-20, executed by

coronavirus disease 2019 (COVID-19) and enabling teleconferencing

Ms Evans, I understand you will be meeting on Monday to review the need of wearing masks in grocery
stores. As so many I am anxious to get back to some form of normalcy. Yet, the virus is still here. We are
not out of the woods. So many in our community have compromised immunities. Why the rush to

Hello City Council-
My name is Elena Bonilla and I own a STVR in the city of La Quinta. These past months have
been very difficult for me in terms of generating income to sustain my STVR. Please consider
lifting the moratorium on STVR. We have been impacted tremendously and now it’s become a
hardship. If the moratorium isn’t lifted very soon myself and other owners will take a massive
financial hit. Please make the decision to open short lodging. Covid-19 is here to stay we can
only now take the necessary steps to be precautious every step of the way back to STVR.

We live in Trilogy La Quinta, and want to make it known that we
DISAGREE 100% with overturning Gov. Newsom on the mandatory
facemask for grocery stores. We are an older population, and
therefore, are most at risk for contracting Covid 19, as are many/most in
the desert. Grocery stores and drug stores which are a necessity should
remain with MANDATORY facemasks to protect shoppers, and the
workers in these stores, who are putting themselves at risk on a daily
basis.
If you should decide to rescind Newsom’s order for mandatory
facemasks in these stores, we will NOT shop in La Quinta, and will shop
in Palm Springs or another desert city that protects and cares for its
constituents.

Dear Mayor Linda Evans,
First and foremost happy mother’s day! I hope you have a wonderful day! Yes we are on
Shinnecock Hills. My husband would love to provide comment at your meeting how do we
do so? We don 't want to go against the grain so if it determined short term rentals are not
safe at this time other than the exceptions that have been put in place we can accept that. I
would like to know the risk and effect that it might cause on the community. We have
blocked out the month of May and June on all rental sites to be in compliance with the order
of La Quinta. My husband and I are a big fans of yours so we know we are in good hands.
Unfortunately we were not able to make our mortgage payment for May, but with things
opening back up the future looks bright (fingers crossed). We do have a friend we would like
to allow to use our home in June after we leave. His name is Dr. Matt Kaplan. He is an ER
doctor at mission hospital. How do we get him approved to stay for a few days? We are not
renting it to him we will be allowing him to stay rent free in appreciation for all he has been
doing on the front lines. I have not offered it to him yet because I have no idea what
qualifies for the exception so if you can provide more details that would be great. Money is
not the cure all so it is our way to say thank you to those that have risked a lot. Thank you
for your service and please let me know how my husband can get involved in the meeting
tomorrow. Together we will all get through this and thank you so much for your help and
effort to guide us during such a tuff time. God bless us all.

I was holding off on responding as the Riverside County Board of Supervisors had
scheduled a special meeting held yesterday (for many hours) to discuss lifting the
more restrictive health orders in place just for our County. After hours of public
comment and deliberation, the orders were lifted with some modifications. One of
those was for short term vacation rentals. At this point in time, La Quinta still has
its own Executive Order in place that supersedes the County/State order because it
is more strict. Our order requires that in order for an exemption to be made to rent
to an essential worker, advanced approval is required. And the restriction overall
for STVR has not changed for LQ at this point.
I have requested our City Council hold a Special Meeting (simply one outside of our
normal rotation) on Monday evening (7pm) to discuss the decision by the County
Supervisors, and how that impacts our more strict orders. I cannot guarantee any
changes will be made, but they will certainly be discussed. If you are interested in
providing public comment, you are welcome to do so. I can also provide the
information you have already shared with me in terms of your desire to be allowed
to short term rent again.

We are in PGA West on the Weiskopf course. Is there any way you can give
us some guidance or time frame on when you will be making an update or

Where is your home/address in LQ? When we get questions about
essential workers needing places to stay, or those in

Dear Mayor Evans,
My name is Chantel and I have owned a home in La Quinta
for 18 years. I almost lost the home in 2008, but struggled
with every penny I had to keep it. This home has always
been a second home to me and my family of 6. We Are still
underwater on the home owning more than it is worth as
values never returned. I have been making ends meet and
paying the bills on my home using short term renting.
COVID is serious and needs to be treated as such. Life's
matter, Business life's matter, peoples homes matter, a
way to make an income matters, and locking down short
term rentals does not help any. Vistors cannot visit places
that are not open. Homes will be used by guests that will
not even leave the property. I have been here for 30 days
now and have only left 3 times to get groceries. I
understand that the COVID is taking its toll on everyone
and I am no exception. I have lost my business and with
the city of La Quinta not allowing me to short term rent it I
am going to lose it. I am asking you to please open short
term rentals with guidelines and I will follow those
guidelines to ensure everyone is safe. What pains me the
most is I look around and homes are still renting breaking
the order that has been put in place. I am choosing to
obey the rules at the cost of losing everything including my
home and credit. It is not too late to save the people and
homes that this order has effected, but something needs
to happen fast. My mortgage company does not offer any
useful forbearance plans, the county of Riverside would not
defer property taxes, and I have no way to make income. I
know many others are in the same boat and having been
in the real estate business for the last 25 years I know the
fall out in the city of La Quinta will be worse than 2008 if
your office does not take action now. Short term rentals
give hope to homeowners like myself to carry on and make
it work. It puts food on the table, pays the bills, keeps the
foreclosure market low, and keeps home values strong.
The city os La Quinta is a getaway for a lot of people. If
my husband would allow us we would move there full time.

Of the economy and the safety of our residents is a tough balance..
I am extremely upset that Riverside County is rescinding the Governor’s mandate. By doing so, we are
negating all that we have accomplished and endured for the past 2 months. What is the point
Of some people wearing masks in public and others treating it as “optional”???
I am not asking that we do not reopen businesses or try not to get back to some sense of normality...
but how hard is it to mandate that people wear masks in stores and public (not out for exercise, or social
distancing) but I stores where everyone is exposed...
PLEASE vote to require masks in stores. How can I go into a store if everyone is not

To the honorable Mayor of the City of La Quinta and City Council:
We would like to first thank you for serving the great City of La Quinta and helping to minimize
the impact of COVID-19 as much as possible. We are writing to ask you to remove the ban on
vacation rentals at today’s council meeting.
The idea that we are protecting the City from “outside influences” is a noble and worthy
purpose. In addition, the provision for only allowing essential workers to rent was also a good
way to minimize infection. However, we self-manage our short-term vacation rental, and we
have seen many attempts come through to rent our home in The Cove by outsiders who either
want to work around the moratorium or are simply unaware of the moratorium. To comply
with the City’s ban, we finally had to take it off the market for the summer to stop the traffic
and time-wasting the inquiries were causing. Yet, we would surmise that some owners of
vacation rentals are stretching the rules and signing longer term contracts as a work around
but, in reality, are only renting short term – potentially depriving the City of the appropriate
TOT.
We believe that it is not only in our best interest, but also in the best interest of the City, to
open up this area of business. This is a time that the economic impact is far greater than the
risk of someone renting a home here for a week or two or even a weekend. We personally
have suffered financially by losing rental income for the last three months. The ripple effects of
not having TOT, work for those in the support services area, and the potential for real estate
values plummeting needs to be seriously considered.

protective coverings and end social distancing. Based on the data I have seen for La Quinta I fear that
relaxing said restrictions would be a regrettable mistake for all residents of La Quinta.
The White House has daily testing and screening yet they have at least two confirmed cases at high
levels. I myself have recently been tested negative, but I don’t believe that we have enough individuals
tested to truly understand the pervasiveness of COVID‐19 in La Quinta.
We all want the economy and society to return to normal as soon as possible, but to do so recklessly
would jeopardize the safety and health of the very residents you represent.

Please reconsider changing the new ruling back to mandatory masks
while in grocery stores. It protects the employees and shoppers. My
husband is compromised and I certainly don’t want him being at risk
more than he is, nor do I want to bring covid home.
This is extremely important to many people here in La Quinta.
