EXECUTIVE SUMMARY
The applicant proposes to amend the La Quinta Village Shopping
Center Sign Program (Program) to allow for additional signs for new
Starbucks building.
BACKGROUND
In 2004, the Planning Commission approved the first sign program
amendment for the La Quinta Village Shopping Center (Center). Currently
the sign program permits freestanding buildings total sign area not to
exceed 50 square feet on aggregate, with total size being increased to 75
square feet with no monument sign proposed. On December 4, 2019, the
City Council approved a new freestanding, drive-through Starbucks within
the Center.
PROPOSAL AND ANALYSIS
The applicant requests a second amendment to the Program be approved for
the Program (Attachment 1). The proposed amendment to the Program is to
allow Starbucks a maximum of 100 square feet on aggregate with signage
allowed on all four building elevations. The amendment would allow for
drive-thru signage and for a new monument sign to be located along
Washington Street (Attachment 2).
The proposed sign program amendment will not substantially alter the
aesthetics of the commercial center and will provide increased visibility to
the new Starbucks. Future signs for this location shall be submitted under
the general sign permit process as they are identified and reviewed
against the parameters of this approval.
ENVIRONMENTAL REVIEW
The Design and Development Department has determined that this project is
exempt from environmental review pursuant to Section 15301 (Existing
Facilities) of the California Environmental Quality Act in that the proposed
project includes on-premise signs.

FINDINGS
1. Consistency with General Plan
The project site is designated General Commercial on the General Plan land
use map and the proposed sign program amendment further promotes
Regional commercial uses at the center.
2. Consistency with Zoning Code
Sign program amendments are authorized by the Zoning Code and the
proposed sign program amendment is consistent with the purpose and
intent of Chapter 9.160.
The sign program amendment is in harmony with and visually related to:
a. All signs within the planned sign program, via the incorporation of
several common design elements such as materials, letter style, colors,
illumination, sign type or sign shape. The new tenant signs would be
similar in design with the existing tenant signs.
b. The buildings they identify. This may be accomplished by utilizing
materials, colors, or design motif included in the building being
identified. The amendment allows for larger identification for major
tenants.
c. Surrounding development. Implementation of the planned sign program
will not adversely affect surrounding land uses or obscure adjacent
conforming signs.
The sign program amendment would allow more square footage and
visibility for individual signs in order to overcome a disadvantage as a
result of the orientation and location of the commercial center and to
increase visibility for patrons traveling on Washington Street.
The sign program allows additional area in order to:
a. Achieve an effect which is essentially architectural. The monument sign
and building signs provides compatible and reasonable architectural
designs.
b. Allow a sign compatible with other conforming signs in the vicinity. The
new sign will be similar in design with the other tenant signs on the
building.
c. To allow a sign to be in proper scale with its building or use. The
individual business will be allowed signs and monument sign will be
approved for a business.

d. To allow a sign compatible with other conforming signs in the vicinity.
3. Compliance with California Environmental Quality Act (CEQA)
The Design and Development Department has determined that this project
is exempt from environmental review pursuant to Section 15301 of the
California Environmental Quality Act in that the proposed project can be
characterized as an existing facility.
4. Surrounding Uses
As conditioned, approval of the application will not create conditions
materially detrimental to the public health, safety and general welfare or
injurious to or incompatible with other properties or land uses in the
vicinity. The proposed sign program amendment design elements are
consistent in size and scale with the existing signage in surrounding
commercial centers.
GENERAL
1. The applicant agrees to defend, indemnify and hold harmless the City of La
Quinta (“City”), its agents, officers and employees from any claim, action
or proceeding to attack, set aside, void, or annul the approval of this Sign
Program Amendment. The City shall have sole discretion in selecting its
defense counsel. The City shall promptly notify the applicant of any claim,
action or proceeding and shall cooperate fully in the defense.
2. Any changes to the sign program, including sign size, sign placement
and/or sign design, will require a sign program amendment application to
be filed with the Design and Development Department.

PURPOSE:
The purpose of this Sign Program Modification is to establish the sign standards necessary for
the development of one (1) new Single-Tenant DRIVE-THRU PAD BUILDING within LA QUINTA
VILLAGE SHOPPING CENTER.
Any and all existing sign criteria related to all other specific tenant types, set forth in the
currently approved “La Quinta Village Shopping Center” Sign Program date April 13, 2004, to
remain in-affect as is unless otherwise revised and approved in writing by the Landlord and City
of La Quinta respectively.
JUSTIFICATION:
The adjustments to the Approved Sign Program are being made to allow for the required
exposure and proper safe operation of a New DRIVE-THRU Tenant, previously not
contemplated as part of the original development nor were they included in the previously
approved Sign Program. The proposed changes are specific to one (1) new, Single-Tenant,
DRIVE-THRU PAD BUILDING within LA QUINTA VILLAGE SHOPPING CENTER. The intention is to
outline and specify any Revisions, Adjustments, Additions, or Subtractions to the current
approved Sign Criteria as it relates to the New DRIVE-THRU PAD Tenant ONLY.
CONDITIONS:
We make no attempt to Revise, Adjust, Add, or Subtract any of the Conditions of the Sign
Criteria as they relate to other Tenant Types already described within the currently approved
Sign Program. Changes of Conditions and Specifications, as they relate to the one (1) new,
Single-Tenant, DRIVE-THRU PAD BUILDING, are as follows:
SPECIFICATION FOR (STARBUCKS COFFEE COMPANY)
DRIVE-THRU PAD TENANT - SIGNAGE
1) BUILDING SIGNAGE
i) The maximum Sign Area for STARBUCKS COFFEE, DRIVE-THRU PAD BUILDING, to be
100 Sq/Ft, and includes allowable signage on all (4) Building Elevations. One sign, or
sign grouping to be allowed per elevations. Secondary, DRIVE-THRU Signage, to be
allowed inclusion as part of said sign grouping as long as total square footage
allowance is not exceeded.
ii) Only (LED), or Fluorescent, internally illuminated signs shall be permitted.
iii) Individual Channel Letters and Logo/Cabinet Signs shall be permitted. All signage
types not to exceed 3”-5” depth, and to be painted BLACK, or to match National
Branding Standards, subject to Landlord Approval. Returns and Retainers to match
unless otherwise approved by the Landlord.
iv) Both Face Lit (Standard Channel Letters) and/or Halo Illuminated (Reverse Channel
Letters) shall be allowed. Both Illumination types (Face Lit & Halo Illuminated) shall
also be allowed as related to Logo/Cabinets Signage also.
v) National Corporate Branding, including tenant’s Registered Trademark; Logo’s,
Font’s, and Colors, to be allowed, per tenant’s discretion, subject to La ndlord
Approval.
2) DRIVE-THRU DIRECTIONAL SIGNAGE
i) One (1) DRIVE-THRU ENTRANCE Directional Sign and one (1) EXIT ONLY Directional
Sign to be allowed as needed for safe navigation of automobile traffic within the
parking lot Drive Thru Lane and adjacent surrounding areas. Not to exceed 46” OAH
each, and 6 Sq./Ft. of Total Sign Face Area.
ii) Only (LED), or Fluorescent, internally illuminated signs shall be permitted.
iii) Additionally, (1) Non-illuminated HEIGHT RESTRICTION / CLEARANCE BAR to be
allowed at the DRIVE-THRU Lane Entrance to designate the Maximum Clearance for
Automobiles entering the DRIVE-THRU Lane.
iv) National Corporate Branding, including tenant’s Registered Trademark; Logo’s,
Font’s, and Colors, to be allowed, per tenant’s discretion, subject to Landlord
Approval.
3) DRIVE-THRU SINGLE TENANT MONUMENT SIGNAGE
i) One (1) Monument Sign, to be located along Washington Street, in a mutually
agreeable location, to be allowed constructed for the specific sole use of the DRIVE-
THRU PAD Tenant (STARBUCKS COFFEE COMPANY).
ii) The Monument Sign shall be double-sided, and be consistent in design to the New
DRIVE-THRU PAD TENANT BUILDING being constructed at this location.
iii) The Monument Sign shall be a minimum of 100’ feet from any existing Monument
Sign.
iv) The Monument Sign shall be internally illuminated by LED or fluorescent lighting.
v) The Monument Sign shall not exceed eight (8) feet in height.
vi) Total Signage Area per Sign Face not to exceed 25 Sq./Ft..
vii) Sign Cabinet to be designed with Opaque Tenant Panel Faces, either Routed -Out and
Backed-Up, or Routed-Out Push-Thru Tenant copy.
viii) See attached Branding Book Exhibit for Materials & Location specifications.
ix) Monument Sign design, materials, and location to be approved by Landlord and City.
4) DRIVE-THRU MENU BOARDS & ORDER POINT
i) A total of two (2) Menu Boards and (1) Order Confirmation Screen / Order Point to
be allowed within drive-thru lane.
ii) Menu Boards shall not exceed 6’ OAH.
iii) Pre-Menu Board not to exceed 12’ Sq./Ft. of sign face area.
iv) Main Menu Board not to exceed 36’ Sq./Ft. of sign face area.
v) Order Confirmation Screen / Order Point, to be mounted within a Freestanding Sun
Shade Canopy structure or Post Mount, not to exceed 10’ OAH. Order Point, is not a
3rd Menu Board. It is to be specifically used to facilitate order taking an d to display to
the customer their Order is correct.

•Fabricated .125” aluminum housing painted black to match
RAL 7021M with end caps as shown.
•Areas using black paint to match RAL 7021M shall have a gloss
level matching control sample.
•Back to be .125" [3mm] aluminum.
•Directional copy and chevrons backed up with .125” [3mm] White
acrylic. All acrylic face elements to be attached to aluminum face
panel with weld studs.
•Interior aluminum surfaces of sign cabinet to be painted white with
Lacryl Starbrite.
•Welded aluminum construction with no visible fasteners. Fasteners
retaining the hinged face will be located on the bottom such that
they are not visible. All fasteners used in the assembly of internal
components shall be coated to prevent corrosion.
•Internal structure of cabinet shall be per approved shop drawings.
•Graphic elements are internally illuminated using Sloan LED’s
or Starbucks approved equal. LED's to be mounted on back
panel with self-contained power supply. All electrical components
are removable for service.
Regulatory:
•Sign must meet all regulations in the National Electric Code as well
as any local or state electrical codes.
•As per NEC 600.6, sign is equipped with a service disconnect
switch.
•Sign must be listed as an Electric Sign per Underwriters
Laboratories UL48 and/or CSA and bear the appropriate UL, CUL
or CSA relevant certification marks.
•Primary power by electrical contractor per NEC.
