Dear Mr. Hurtado:
The Community Development Department hereby approves your request for
modifications to the approved housing unit designs within the Santerra housing tract
(TTM 32225), within the City of La Quinta. The design changes to the single-family
homes are approved pursuant to L.Q.M.0 9.60.300 "Compatibility Review for Partially
Developed Subdivisions", and include changes to the exterior facades and interior floor
plans for approved units 2 - 5. The modifications of the homes are subject to the
following conditions:
1. The applicant is permitted to make design and architectural changes to the
home's exterior, changes to the home's square footage, and changes to the
interior floor plans of units 2 thru 5, approved under Site Development Permit
2006-861. No changes are permitted for approved unit 1 .
2. The proposed housing units shall conform with the following square footage
limitations:

As requested, we have reviewed the above referenced geotechnical report as it relates to the
design and construction of the proposed residential development. The project site is located on
the northwest corner of Avenue 58 and Madison Street in the City of La Quinta, California. It is
our understanding that the proposed residences will be a relatively lightweight wood -frame
structures supported by conventional shallow spread footings and concrete slabs on grade.
The referenced Geotechnical Engineering Report includes recommendations pertaining to the
construction of residential structure foundations. Based upon our review of the referenced
reports, it is our opinion that the structural values included in the referenced grading report
prepared by Sladden Engineering remain applicable for the design and construction of the
proposed residential structure foundations.
Because the development has been previously rough graded, the remedial grading required at
this time should be minimal provided that the buildings fall within the .previously graded
building envelope. The building pads should be cleared of surface vegetation, scarified and
moisture conditioned prior to precise grading. The exposed surface should be compacted to a
minimum of 90 percent relative compaction is attained prior to fill placement. Any fill material
should be placed in thin lifts at near optimum moisture content and compacted to at least 90
percent relative compaction. Several of the lots (14, 15 & 1.6) remain low and will require
additional fill placement to attain the designed grade.

Footings should extend at least 12 inches beneath lowest adjacent grade. Isolated square or
rectangular footings at least 2 feet square may be designed using an allowable bearing value of
2000 pounds per square foot. Continuous footings should be at least 12 inches wide may be
designed using an allowable bearing value of 1800 pounds per square foot. Allowable increase of
200 psf for each additional 1. foot of width and 200 psf for each additional 6 inches of depth may
be utilized if desired. The maximum allowable bearing pressure should be 2500 psf. The
allowable bearing pressures are for dead and frequently applied live loads and may be increased
by 1/3 to resist wind, seismic or other transient loading.
Lateral forces may be resisted by friction along the base of the foundations and passive resistance
along the sides of the footings. A friction coefficient of 0.50 times the normal dead load forces is
recommended for use in design. Passive resistance may be estimated using an equivalent fluid
weight of 300 pcf. If used in combination with the passive resistance, the frictional resistance
should be reduced by one third to 0.33 times the normal dead load forces.
The bearing soils are non -expansive and fall within the "very low" expansion category in
accordance with Uniform Building Code (UBC) classification criteria. Pertinent 2001 CBC
Seismic Design parameters are summarized below.
Based on our field observations and understanding of local geologic conditions, the soil profile
type judged applicable to this site is SD, generally described as stiff soil. The following presents
additional coefficients and factors relevant to seismic mitigation for new construction based upon
the 2010 California Building Code (CBC).
The seismic design category for a structure may be determined in accordance with Section 1613
of the 201.0 CBC or ASCE7. According to the 2010 CBC, Site Class D may be used to estimate
design seismic loading for the proposed structures. The 2010 CBC Seismic Design Parameters are
summarized below.

The sprinkler plans you submitted for the above referenced project have been reviewed by
Riverside County Fire Department Planning & Engineering personnel and are approved with
the following conditions:
NOTE: Refer to sheet FP2 for "re -lined" change to plan.
Permanently marked identification signs shall be attached to all control valves.
A warning sign, with minimum '/ inch letters, shall be affixed adjacent to the main shutoff valve
and shall state the following:
WARNING: The water system for this home supplies fire sprinklers that require certain flows and pressures to fight a
fire. Devices that restrict the flow or decrease the pressure or automatically shut off the water to the fire sprinkler
system, such as water softeners, filtration systems, and automatic shut-off valves, shall not be added to this system
without a review of the fire sprinkler system by a fire protections specialist. DO NOT remove this sign.
The following inspections/tests are required to be witnessed by the Fire Department Planning
Division staff:
(a) Overhead Rough and Hydro static test: All piping shall be visible and
pumped at normal operating pressure.
(b) Final inspection.
The Fire Department job card, approved plans and conditions letter must be at the job site or
NO inspection will be performed. Applicant/installer shall be responsible to contact the Fire
Department to schedule inspection(s) a minimum of 72 hours prior to the requested inspection
date.
