A special meeting of the La Quinta Housing Commission (Commission) was called to order at
4:00 p.m. by Chairperson Gaeta-Mejia.
PRESENT: Commissioners: Casto, Davidson, McDonough, Pacheco, and Chairperson
Gaeta-Mejia
ABSENT: Commissioner: Davidson

CONSENT CALENDAR
1. APPROVE HOUSING COMMISSION MINUTES DATED DECEMBER 11, 2019
Motion - A motion was made and seconded by Commissioners McDonough/Casto to approve
the Consent Calendar as submitted. Motion passed: ayes 4, noes 0, absent 1 (Davidson).
BUSINESS SESSION
1. RECEIVE AND FILE FISCAL YEAR 2019/20 MID -YEAR HOUSING AUTHORITY
BUDGET REPORT
Senior Accountant Martinez presented the staff report, which is on file in the City Manager's
Department.
Senior Accountant Martinez presented the Fiscal Year 2019/20 Mid -Year Housing Authority
Budget Report and the recommended changes to Commissioners.
The City purchased a portion of Housing Authority land located on Dune Palms Road and
Westward Ho; funds are currently restricted to affordable housing programs.
Regarding expenses, there is a capital improvement contribution for drainage
improvements; staff is asking for a budget increase in rental expenses for repairs and
maintenance for properties located in the La Quinta Cove; professional services for a
housing consultant to complete the Housing Element update that will be provided in Spring
of 2020; and staff has applied for SB2 Grant funding which is in the process of being
secured. Staff assured the Commission that any updates will be presented in a future
budget report.

SPECIAL MEETING
Commission requested clarification on what the budget increase in rental expenses would be
used for. Staff communicated that the increase will be for items such as old ac units or
renovations in homes needing to be updated.
Motion - A motion was made and seconded by Commissioners Casto/McDonough to
recommend Housing Authority approve the filing of mid -year housing authority budget
report for 2019/20. Motion passed: ayes 4, noes 0, absent 1 (Davidson).
STUDY SESSION
1. RECOMMEND FUNDING OPTION FOR AREA HOMELESS PREVENTION
PROGRAM
Management Specialist Kinley gave a presentation on the different funding options for the
Homeless Prevention Program; provided a brief summary of the budget allocation for 2019
and requested Commission's input.
Homeless Program Funding proposed for 2020 is categorized as two funding options to
consider. Option one would utilize the same program as 2019: distributing funds amongst
three different organizations; the Coachella Valley Rescue Mission (CVRM), Martha's Village
and Kitchen (MVK), and Path of Life Ministries (PoLM), which is run by Coachella Valley
Association of Governments (CVAG) and receives Matching funds by Desert Healthcare
District (DHD). Option two would still allocate the funds in the same manor and to the same
organizations but would have an additional amount that would be allotted to property
management company Linc Housing for a Homeless Prevention Trial Program for La Quinta
Residents.
Following discussion, Commission unanimously expressed their recommendation for option
two, as did Staff.

1. 2019 HOMELESS FUNDING METRICS MEMORANDUM
Management Specialist Kinley provided a verbal presentation of the 2019 Homeless Funding
Metrics Memorandum.
Metrics were provided by CVRM, MVK and PoLM to show the breakdown of how funds were
allocated for Quarter 1 (Q1) 2019 and Quarter 2 (Q2) 2019, broken down into the following
categories: face to face, phone contact; rentals, utility assistance; sheltering; case
management; rapid rehousing, placement and employment services.
