MINUTES
TUESDAY, JUNE 10, 2020
CALL TO ORDER
A meeting of the La Quinta Housing Commission (Commission) was called to
order at 4:00 p.m. by Chairperson Gaeta-Mejia.
This meeting was held by teleconference pursuant to Executive orders N-25-
20, N-29-20, N-33-20, and N-35-20, executed to by the Governor of California
in response to the state of emergency relating to novel coronavirus disease
2019 (COVID-19) and enabling teleconferencing accommodations by
suspending or waiving specified provisions of the Ralph M. Brown Act
(Government Code § 54950 et seq.).
PRESENT: Commissioners Casto, McDonough, Pacheco, Chairperson Gaeta-
Mejia
ABSENT: Commissioner Davidson
STAFF PRESENT: Finance Director Romero, Management Specialist Kinley,
and Commission Secretary Camarena

Chairperson Gaeta-Mejia led the audience in the Pledge of Allegiance.

MOTION – A motion was made and seconded by Commissioners
McDonough/Casto to approve the Consent Calendar as recommended. Motion
passed – ayes (4), noes (0), abstain (0), absent (1 – Davidson).
BUSINESS SESSION
1.DISCUSS FISCAL YEAR 2020/21 PROPOSED HOUSING
AUTHORITY BUDGET, AND MAKE RECOMMENDATION TO THE
HOUSING AUTHORITY
Finance Director Romero presented the staff report, which is on file in the
Clerk’s Office.
The Commission discussed revenue and expense projection updates; and
housing fund balances. Staff noted the budget will be presented to the Housing
Authority for consideration and adoption on June 16, 2020.
MOTION – A motion was made and seconded by Commissioners
McDonough/Pacheco to recommend Housing Authority approval of fiscal year
2020/21 Housing Authority Budget as recommend. Motion passed – ayes (4),
noes (0), abstain (0), absent (1 – Davidson).

STAFF REPORTS AND INFORMATIONAL ITEMS
1.VERBAL UPDATE BY HOUSING SPECIALIST KINLEY REGARDING
PAST ACTIONS BY HOUSING AUTHORITY
Management Specialist Kinley said in July 2020 the Housing Authority is
scheduled to consider participating in and providing funding for an affordable
housing assistance program, managed by Habitat for Humanity, which offers
assistance with affordable home maintenance and repairs; noted the Housing
successor report and Housing annual report have been filed; and at the April
21, 2020 regular quarterly meeting, the Housing Authority approved Funding
Option No. 1 providing $83,333.33 assistance to area homeless service
providers and homeless prevention partners for Coachella Valley Rescue
Mission, Martha’s Village and Kitchen, and Coachella Valley Association of
Governments.

Commissioners Pacheco/McDonough to adjourn the meeting at 4:15 p.m.
