EXECUTIVE ORDER NO. 3
AS AMENDED by this THIRD AMENDMENT
ORDER OPENING FOR LIMITED USE
SILVERROCK RESORT’S GOLF COURSE & ANCILLARY AREAS
EFFECTIVE IMMEDIATELY

Pursuant to Chapter 2.20 of the La Quinta Municipal Code and City Council
Resolution No. EM 2020-001, the City Manager for the City of La Quinta
hereby ORDERS the following:
1. Effective March 19, 2020 at 12:00 a.m., all persons at
SilverRock Resort’s golf course and ancillary use areas,
including the parking area, temporary clubhouse, driving
range, practice putting greens, and food and beverage service
area commonly known as “The Grill” or Ahmanson Ranch
House, had to observe a minimum social distance of six (6)
feet between other persons, among other requirements.
Thereafter, on March 22, 2020, by City Manager Executive
Order #4, all golf courses and their ancillary use areas, which
include but are not limited to parking areas, clubhouses,
driving ranges, practice putting greens, and food and beverage
service areas, in the City of La Quinta (including SilverRock
Resort) were closed the public until subsequent order from the
City Manager. Effective April 23, 2020, golf course play at
SilverRock Resort, and ancillary use areas, were re-opened for
limited use.

2. From May 1, 2020, pursuant to the AMENDED ORDER OF THE
HEALTH OFFICER OF THE COUNTY OF RIVERSIDE AND OF THE
COUNTY EXECUTIVE OFFICER AS DIRECTOR OF EMERGENCY
SERVICES OPENING GOLF COURSES FOR LIMITED USE, dated
April 29, 2020, and Effective Date of May 1, 2020, golf course
play at SilverRock Resort, and its ancillary use areas were
further re-opened for limited use as long as their use complied
with this order and that County Order. Notwithstanding the
rescission of that County Order by the Riverside County Board
of Supervisors on May 8, 2020, the following shall continue to
be required in the City of La Quinta:
(a) Previously, face coverings, such as scarves (dense fabric,
without holes), bandanas, neck gaiter, or other fabric
face coverings, had to be generally worn by those
working at or playing on a golf course, either public or
private, and in all ancillary use areas. On the Effective
Date of this order, a face covering must be available, but
its use discretionary, when playing golf if the golfers
always stay more than six feet from each other (required
social distancing), where players are limited to household
members, or when a medical provider has advised a face
covering should not be used.
(b) All persons are discouraged from using Personal
Protective Equipment (PPE), such as N95 masks, for non-
medical reasons.
3. Golf course play at SilverRock Resort, and its ancillary use
areas, may remain open for limited use as long as their use
complies with the “Park and Play Program” originally attached
to the AMENDED ORDER OF THE HEALTH OFFICER FOR THE
COUNTY OF RIVERSIDE AND OF THE COUNTY EXECUTIVE
OFFICER AS DIRECTOR OF EMERGENCY SERVICES OPENING
GOLF COURSES FOR LIMITED USE, dated April 20, 2020, and
attached to this order as Exhibit “A”. Notwithstanding the
rescission of that County Order by the Riverside County Board
of Supervisors on May 8, 2020, the “Park and Play Program”
shall continue to apply, subject to the following modifications:

(a) For persons using a golf cart while playing golf, only one
(1) person per golf cart is allowed, except more than one
(1) person per golf cart is allowed if the other person is
that person’s spouse or family member who lives in the
same residence as that person. Notwithstanding any
provisions in this Executive Order to the contrary, no golf
cart or golf shuttle designed to seat more than two (2)
persons may be used except for one (1) person who is
either an employee of the City of La Quinta or who is
contracted for by the City of La Quinta for the
management of the golf course operations;
(b) No indoor events may be conducted or are allowed;
(c) No indoor seating at any bar, restaurant, or similar
ancillary use area at SilverRock Resort is allowed, and
only “to-go” food services may be available; and
(d) To promote and preserve the public health and welfare
by limiting the potential spread of COVID-19 from
persons attempting to visit the City of La Quinta for the
purpose of playing golf at SilverRock Resort, golf play at
SilverRock Resort shall be limited temporarily, for a
period of 14 days from the effective date of the first
amendment of this order, only to persons who have a
valid SilverRock Resort resident identification card and
guests of that person who must also be residents of the
City of La Quinta. The City Manager has not extended
this limitation with the third amendment of this order;
(e) Except as exempted under this order, all individuals shall
stay more than six feet from each other (required social
distancing) during golf play, on the golf course, or when
using any ancillary use areas;
(f) Private golf lessons are allowed, and use of the driving
range is allowed, provided required social distancing is
followed in addition to all other provisions applicable from
this order.

4. For the food and beverage service area commonly known as
“The Grill” or Ahmanson Ranch House, there shall only be a
limited menu and there shall be only take-out or “grab and go”
service available.
5. This order is issued to best protect the public health and
welfare and follows the most recent orders and directives from
the California Department of Public Health as implemented by
Riverside County Public Health Office. Any subsequent order
from the City Manager shall be based on further direction, if
and when issued, from the California Department of Public
Health or the Riverside County Public Health Officer, including
any further direction on the Internet Web site for the California
Department of Public Health, at: https://covid19.ca.gov/stay-
home-except-for-essential-needs/ and Riverside County Public
Health Office at: https://www.rivcoph.org/coronavirus, or
successor Web sites established by the state department or
county public health office.
6. The Assistant to the City Manager is hereby directed to
coordinate, deploy, and monitor the implementation of the
limited use of SilverRock Resort golf course and ancillary use
areas, subject to this order, with notices to the public and any
other reasonable means necessary or appropriate.
7. This order shall remain in effect until terminated or amended
by subsequent order from the City Manager.
This Executive Order is issued because a Local Emergency, as defined in
Section 2.20.020 of the La Quinta Municipal Code, has been proclaimed by
the City Council of the City of La Quinta to exist due to the threat of the
existence and spread of novel coronavirus disease 2019 (COVID-19) in and
throughout the city. All of the findings set forth in the recitals to Resolution
No. EM 2020-001 adopted by the City Council are hereby incorporated by
reference into this Executive Order.
This Executive Order is issued, pursuant to Sections 3, 5, and 8 of
Resolution No. EM 2020-001 and Section 2.20.100, Subsections (A) and (B),
of the La Quinta Municipal Code, under which the City Manager has the
authority and power to issue executive orders for any matters related to the
Local Emergency.

This Executive Order is issued in furtherance of the authority and power to
address the Local Emergency as provided in the California Emergency
Services Act, Chapter 7 (commencing with Section 8550) of Title 2 of the
Government Code, and implemented by Chapter 2.20 of the La Quinta
Municipal Code. Any violation of this Executive Order may be determined to
be a misdemeanor and punishable by a fine or imprisonment, or both,
pursuant to Section 8665 of the Government Code, Section 2.20.140 of the
La Quinta Municipal Code, and any other state or city law as may be
applicable.
