To meet the intent of the ceiling insulation requirements, ceiling insulation should ex~end far enough to the outside walls to cover the top plate. LOOSE FILL INSULATION. 2-5352(b) When loose fill insulation is installed, the minimum installed weighted per square foot must conform with the insulation manufacturer's installed design density per square foot at the manufacturer's labeled R -value. WALL INSULATION 2-5352(c) The opaque portions of metal or wood frame walls separating conditioned and un- conditioned spaces must either (1) be insulated between framing members with R-11 or greater insulation, or (2) have a weighted average U -value of 0.100 or less. Exterior joints around window and door frames, between wall soleplates and floors, and between exterior wall siding panels; b. Openings for plumbing, electricity and gas lines in walls, ceilings and floors; C. Openings in the attic floor (such as where ceiling panels meet interior and exterior walls and masonry fireplaces); and t; d. All other such openings in the building envelope. 3. Builders may install manufactured doors and windows only when they are, certified and labeled indicating that chey,meet the standards listed in Section 2-5352(.d),, Table'2-53V.- Sitebuilt windows and doors are exempt from this requirement. Tight -fitting, closeable metal or glass doors covering the entire I pening of the firebox. Thisrequirement may be omitted if such doors would interfere with devices, such as heat tubes permanently.instailed in the'fireplace, which are designed to increase the circulation or heat. The fireplace must be designed so that the doors can be closed' when the fire is burning; b. A combustion air intake to draw air from the outside of the building directly into.the firebox, which is at least 6 square inches in area and is equipped with readily accessible, operable and tight -fitting . damper; and C. Tight fitting flue damper with a readily accessible control': These reauirements do .not apply.to fireplace inserts or free-standing stoves. Continuous burning pilot lights and the use of indoor air for cooling a firebox jacket, when that indoor air is vented to the outside of the building, are prohibited. However, gas logs without pilot lights and gas log lighters are allowed. VAPOR BARRIERS 2-53.52(e) In !Timate Zones 1,44 .and 16,`371continuous vapor barrier, lipped o`r,joint-sealed. must be instailed on the conditioned-space'side of all insulation in all exterior walls, on the floor of unvented attics and on floors over unvented crawl spaces to protect insulaion from condensation. The standards define a vapor barrier as,a material with permeance of one perm or less. Products such as a continuous polyethylene sheet','wall board with foil backing, or paint or surface sealant designed to act as.a vapor barrier may meet this requirement. Check the product for compliance. WATER HEATING SYSTEMS INSULATION 2-5352(i) Storage -type water heaters and storage and backup.tanks for solar water heating systems must be wrapped with an insulation blanket having an R -value of at least 12. This R-12 blanket must be installed in addition to any insulation inside the outer tank jacket of manufactured water heaters. This blanket requirement applies to storage tanks used primarily for domestic water heating systems. It does not apply to storage tanks used primarily for space heating systems or to solar storage tanks mounted outdoors and directly exposed to weather. Piping in unconditioned space leading to and from water heaters must be insulated with at least R-3 insulation for the first 5 feet of pipe closest to the water heater, or whatever shorter length is in unconditioned space. It is not necessary to penetrate a fire wall with the pipe insulation. The insulation malt end at the fire wall and be continued on the other side provided the first 5 feet of piping are insulated. SPACE CONDITIONING EQUIPMENT SIZING 2-5352(8) To ensure that properly -sized systems are installed in new residential buildings, the standards set the following sizing requirements and specify acceptable load calculacion procedures and indoor and outdoor design temperacures. 1. Natural gas and liquefied petroleum gas central furnaces in the building must be sized to meet at least one of the following requirements: . a. The total output heating capacity of furnaces in the building must be less than 45,000 btuh/hr, or b. The furnace's output heating capacity must be less than 1.3 times the sum of the design heat loss for the heating zone being serviced by the furnace and 10 btuh/hr per square foot for conditioned.floor area in the zone, or C. Seasonal efficiency must be greater than 1% point above 67% for every 7,000 btuh/hr that the output heating capacity exceeds either the building design heat loss or 45,000 btuh/hr, which- ever is greater. (Effective December 22, 1982 in the seasonal efficiency requirements'were to increase to 71%. Lawsuits currently pending.) 2. Heating equipment and cooling equipment must be sized according to the building heating and cooling loads, using a method set forth by the Commission's Executive Director. 3. Indoor design dry bulb air temperatures must be 70° F for heating and 78° F for cooling. Outdoor design temperatures must be those listed in the 1% or 0.2% Winter Dry Bulb column for heating and the 21% or 0.5% Summer Dry Bulb and 'Wet Bulb columns for cooling, based on whether the percentages are percent -of -season or percent - of -year respectively, of the following :ASHRAE publications: Recommended Outdoor Design Temperatures, Northern California. 1977 Recommended Outdoor Design Temperatures, Southern California, 1972 03 U GAS COOKING -APPLIANCES Gas stoves installed in new residential buildings must be equipped with intermittent ignition devices and must not have standing pilot lights unless: 1. The stove is designed to burn'oniy liquefied petroleum gas, or 2 The stove does not have an electrical line voltage supply connection and has only one -continuous burning pilot light consuming less than 150 btu/h'r. LIGHTING 2-5352(m) The standards require that.general purpose lighting fixtures in kitchens and bathrooms have an efficiency of at least ,25 lumens per. watt. (These fixtures Will usually be fluorescent.) If there is only`one`fixture in a kitchen or bathroom, it is considered general lighting. PIPE INsnATION 2-5352(j) Steam and steam -condensate 'return piping and recirculating hot water piping in attics, garages, crawl spaces, or unheated spaces other than between floors or in interior walls must be insulated to provide maximum loss of not more than. 50 btu/hr per linear foot for piping up to -and including 2 inch nominal diameter. and 100 btu/hr per linear foot,for larger sizes SETBACK THERMOSTATS 2-5352(h) Thermostatically controlled heating or cooling systems, except electric heat pumps, ;ravit furnaces in additions of room air conditioners, must have an automatic setback thermostat which can be programmed by the building,occupant to set back at least twice in tie day. DUCTS 2-5352(f) The standards require that ducts be constructed, installed and insulated according to Chapter 10 of the State Mechanical Code.
