COMMUNITY SERVICES COMMISSION MINUTES December 14, 2020 COMMUNITY SERVICES COMMISSION MINUTES MONDAY, DECEMBER, 14 2020 CALL TO ORDER A regular meeting of the Community Services Commission was called to order by Chair Wyler at 5:35 p.m. This meeting was held by teleconference pursuant to Executive Orders N-25-20, N- 29-20, N-33-20, N-35-20, and N-60-20 executed by the Governor of California, and the directives under the “Regional Stay At Home Order” from the California Department of Public Health, in response to the state of emergency relating to novel coronavirus disease 2019 (COVID-19) and enabling teleconferencing accommodations by suspending or waiving specified provisions of the Ralph M. DEPARTMENT REPORTS 1. CITY OPERATIONS UPDATE Community Resources Director Escobedo and Community Resources Manager Calderon presented the verbal report. Director Escobedo provided an update regarding the Governor’s Stay at Home orders and its effects on the City’s community services and then introduced the Community Resources Manager Calderon to provide updates on food services and distribution, library curbside services, childcare services at the museum relocating in January 2021, allowing virtual programming to resume. 2. WALL ART MURAL BY NATE FRIZZELL UPDATE >>>>>> Commissioner La Greca joined the meeting at 5:42 pm <<<<<<< BUSINESS SESSION ITEM NO. 1 COMMUNITY SERVICES COMMISSION MINUTES December 14, 2020 Community Resources Analyst Torres presented the verbal report. Community Resources Analyst Torres provided a brief update on the work and community response to the mural on Fred Waring and Washington. Vice-Chair Marley suggested that the City develop an arial mural tour to highlight the City’s new murals. Community Resources Analyst Torres said that staff is working with the City’s marketing team on the Art on Fifth, a website platform that showcases the City’s art. Commissioner Biondi asked it the City’s website provided a timeline of the mural’s progress. Community Resources Analyst Torres said that the information is not currently published on the City’s website, but it can be added. He also mentioned that there are signs posted at the mural site to inform people of work in progress. 3. SILVERROCK EVENT SITE UPDATE – COMMUNTIY RESOURCES DIRECTOR ESCOBEDO Community Resources Director Escobedo presented the verbal report. Community Resources Director Escobedo provided a brief overview of the Event Site photos that were provided in advance to Commission. The photos included the Elongi Building, the event lawn, and landscape. Commissioner Blakeley asked if chairs were going to be installed in the tiers of the event lawn. Community Resources Director Escobedo said chairs were not being installed. Vice-Chair Marley compared the concept to Palm Desert’s Civic Center Atrium. Community Resources Director Escobedo said that Council wants to reconvene the group that was involved in the planning and creation of the Event Site. Chair Wyler was appointed for phase 1 and staff will follow up with Commission about the next phase; once the orders are lifted, staff will arrange for Event Site tour for Commission; and staff is requesting Commission input for the Recreation and Art Programming opportunities for the Event Site. Commissioner Blakeley asked if in the future will the La Quinta Art Celebration be programmed at the site. Community Resources Director Escobedo said that the site has been offered as a location for the event and remains as a future consideration. As Event Site construction concludes, conversations with Goldenvoice and other producers will resume. BUSINESS SESSION COMMUNITY SERVICES COMMISSION MINUTES December 14, 2020 1. APPROVE MINUTES OF SEPTEMBER 14, 2020 MOTION - A motion was made and seconded by Commissioners Blakeley/La Greca to approve the September 14, 2020 meeting minutes. Motion: ayes 4, absent 1 (Wyler). 2. APPOINT COMMISSIONER TO ASSIST IN ANNUAL CITY EVENTS PLANNING Community Resources Manager Calderon presented the staff report, which is on file in the Community Resources Department. Commissioner Blakeley asked for confirmation that the La Quinta Art Celebration was not being held at the Civic Center Park in April despite the announcement she read in a March publication. Community Resources Director Escobedo said that because of the pandemic and the frequent changes in protocols, information published and actual planning may not concur. Staff is working with art event producers to ensure that protocols are met. Vice-Chair Marley declined invite to participate in the event planning sub-committee but welcomes staff to “pick his brain” with the virtual events. Commissioner Blakeley nominated Commissioner La Greca and recognized that he volunteered to participate in the sub-committee. MOTION - A motion was made and seconded by Commissioners Blakeley/Biondi to appoint Commissioner La Greca to assist in Annual City Events Planning Sub- committee. Motion: ayes 4, absent 1 (Wyler). COMMISSIONER’S ITEMS Vice-Chair Marley recommended additional lighting in areas at the Old Town La Quinta. Community Resources Director Escobedo acknowledged receipt of the information prior to the meeting and staff is working on increased lighting for the area. Respectfully submitted, LISA CHAUDHRY, Community Services Commission Secretary City of La Quinta, California City of La Quinta COMMUNITY SERVICES COMMISSION: March 8, 2021 STAFF REPORT AGENDA TITLE: PILLARS OF THE COMMUNITY NOMINATIONS RECOMMENDATION Recommend Pillars of the Community nominations to Council. EXECUTIVE SUMMARY • The Community Services Commission (Commission) reviews and recommends Pillar of the Community nominations to Council. • Four nominations were received from the community. • Traditionally, the Senior Inspiration Award recipient is also recognized as a Pillar, however the 2020 Senior Inspiration Awards were postponed due to COVID-19. • The Commission’s recommendation will be considered at the March 16, 2021 council meeting. • The Pillars of the Community ceremony will be held at the City Hall Courtyard on Wednesday, March 31, 2021 at 9:00 AM. FISCAL IMPACT The total cost for the plaque is $200 and funds are available in the Community Resources Special Events budget (Account No. 101-3003-60149). BACKGROUND/ANALYSIS The Pillars of the Community nominees’ criteria include: • City residency for a minimum of three years, • Significant contribution to the development of the City, • Recognition for contribution efforts. The Community Resources department requested nominations from the community beginning October 2020 and ending February 1, 2021. Community members submitted four nominations for consideration (Victory Grund, Jackson Kulevich, Alexandra Kulevich, Caroline Kulevich); nomination information outlined on the Pillar Nominee Summary (Attachment 1). BUSINESS SESSION ITEM NO. 2 Traditionally, the City also recognizes each year’s Senior Inspiration Award recipient as a Pillar of the Community, however due to COVID-19, a 2020 Senior Inspiration Award ceremony was postponed. Therefore, the 2019 Senior Inspiration Award recipient, Jeff Smith and the City’s 2020 Pillars of the Community recipient, Alan Woodruff, will be recognized at this year’s ceremony. ALTERNATIVES The Commission could not recommend the nomination and direct staff to seek additional nominees. Pillar Nominee Summary Pillars of the Community Nominee Summary Nominee: Victory Grund La Quinta Resident: 2006-Present Service Organizations: Old Town Artisan Studios (OTAS) Significant Contributions: Victory founded OTAS, a non-profit organization that hosts art programs for all ages on its three-acre campus. OTAS’s mobile art program has served several groups in the Coachella Valley including senior centers, Boys & Girls Clubs, and Desert Arc. In 2020, OTAS provided over 25,000 unique art experiences to groups and individuals and even offered therapeutic art programs on campus during the COVID-19 pandemic while implementing strict COVID safety protocols. Victory has devoted the past 12 years to the continued growth and development of her unique and heartfelt vision to bring people together with art. Nominee: Jackson, Alexandra, and Caroline Kulevich La Quinta Resident: 2008-Present Service Organizations: n/a Significant Contributions: The Kulevich family hiked 100 consecutive days in the La Quinta Cove and donated their allowances to the local Caleo Bay Assisted Living & Memory Care so they could purchase protective equipment for Caleo Bay staff. The family’s donation was matched by others who were so impressed with their spirit of giving. They haven been recognized by La Quinta Mayor Linda Evans, KMIR- NC Palm Springs, The Desert Sun, The Gem, Caleo Bay, Alzheimer Association, and the Coachella Valley Hiking Club for their efforts. This group of young philanthropists is always looking for ways to help others and make positive impacts on their community. City of La Quinta COMMUNITY SERVICES COMMISSION: March 3, 2021 STAFF REPORT AGENDA TITLE: APPROVE NATE FRIZZELL TO DEVELOP A MURAL CONCEPT FOR THE SILVERROCK EVENT SITE RECOMMENDATION Approve artist Nate Frizzell to develop a mural concept for the SilverRock Event Site. EXECUTIVE SUMMARY • Nate Frizzell is a prequalified artist for the City that has demonstrated the capability to paint high quality murals and would be select sourced if approved. • The SilverRock Event Site (Event Site) was identified as a part of the Community Services Commission art opportunities initiative. • There is a mural opportunity on the SilverRock Event Site (Event Site). • The addition of a mural will serve as an asset that chronicles the City’s culture and will be available for the public to enjoy. FISCAL IMPACT The total cost for the mural is will not exceed $15,000 and is available in the Art in Public Places Art Purchase budget (Account No. 270-0000-74800). BACKGROUND/ANALYSIS In 2019, the Community Services Commission (Commission) initiated a refresh of the Art in Public Places program which included identifying spaces for art opportunities, approval of policies and establishing a list of prequalified artists. Both efforts are intended to secure a diverse and robust art program. The Event Site is a 14-acre park adjacent to the SilverRock Golf Course and will include water features, walking paths, and opportunities for various genres of artwork. Staff identified a restroom facility located in the center of the Event Site that is primed for a mural. Nate Frizzell painted the mural Bloom on Fred Waring Dr. and Adams St. in January and it generated positive buzz and community feedback. Nate Frizzell BUSINESS SESSION ITEM NO. 3 inquired about other art opportunities in the City and mentioned he would provide another high-quality mural at a generous price. There was strong public engagement after the completion of Bloom and as a result, Staff published a survey to capture resident feedback (feedback) regarding concepts and ideas for the mural at the Event Site. If Nate Frizzell, is selected to produce the mural he will use the feedback to develop the mural concept. Staff will present his proposal developed by feedback, to the Commission for review. ALTERNATIVES The Commission may elect not to approve and direct staff to identify other artists.
