Following Commission discussion, and based on said discussion, staff was directed to prepare a work program for the current annual reporting period of 2014/2015. As directed, staff has prepared the following Draft 2014/2015 Annual Work Program for Commission review and approval. CORE OBJECTIVES Core objectives of the Historic Preservation Commission are: • To serve in an advisory capacity to the City Council on identifying matters pertaining to historic resources; • To coordinate with staff on review and approval of archaeological, cultural and paleontological resources of the City of La Quinta; • To consider new Archaeological and Paleontological reports; • To review and protect archaeologically -sensitive sites; and • Assist the City in the promotion of public education about the City's history and its historic resources. Enhanced Website Objective: Continue to monitor and update City's new historic webpages and explore additional webpage content including dedicated pages to specific historic properties. Local Training and Educational Opportunities Objective: Research and suggest any training, or education, opportunities and make available to staff and Commissioners including continued use of California Preservation Foundation webinars and other related opportunities. Historic Context Statement Objective: Research and request assistance from State of California to revise and update current Draft Historic Context Statement. In addition to the minimum CLG requirements, OHP is interested in a Summary of Local Preservation Programs 12 Certified Local Government Program -- 2013-2014 Annual Report (Reporting period is from October 1, 2013 through September 30, 2014) A. What are the most critical preservation planning issues? The most critical preservation issue has been and remains the preservation of thematic districts within the community; one being the Historic Cove District, and another being the Historic La Quinta Hotel. The digitization of the City's two historic surveys has been a tremendous help in educating the public and in preventing alteration of the City's current historic resources. The digitization tool has helped make other City departments aware of the need to interact with the Planning Department when alterations to (or the demolition of) , historic resources, are requested. B. What is the single accomplishment of your local government this year that has done the most to further preservation in your community? Continued distribution of the City's Historic Walking/Driving Tour Brochure and continued maintenance of the City's enhanced Historic Preservation webpages. C. We continue to request more staff and Commissioner -training through on-line courses and technical assistance bulletins. Prudent economic practices dictate more training with less travel. She will present "Mongolian Archaeology" a view from IKH NART Nature Reserve in Eastern Mongolia. Four field seasons as Lead Scientist in an Earthwatch-sponsored project in Ikh Nart Nature Reserve, a Mongolian Protected Area in steppe and Gobi desert environmental zones, has provided a good sample of the site types and the cultural landscape in this country of nomadic herders. Working with volunteer crews and Mongolian colleagues, a random -sample landscape survey will soorrbe completed. As Mongolia moves into the international economic and cultural world of today many challenges face Mongolians who want to preserve their very rich cultural heritage. Ikh Nart archaeological sites include those of the Neolithic through the Mongolian Empire Periods as well as more recent ones influenced by Chinese and Tibetan Buddhist incursions -- at least 8000+ years of cultural heritage. In addition to the archaeology, a bit of the still very vibrant and colorful Mongolian culture will be discussed as well as the endangered wildlife for which Ikh Nart was originally established. SCHNEIDER, M.S., Ph.D. Biography Schneider received her MS and PhD degrees in Anthropology from the University of California, Riverside, after a career change from the health sciences (She has BS and Master of Public Health degrees from Columbia University in New York City). Her archaeological research focuses on the reasons why prehistoric peoples (particularly women) chose certain stones for tools and vessels and how the stone chosen related to the tasks performed or uses of the artifacts. She uses field survey, and geophysical and geochemical analyses to find the sources of rocks and to determine why these rock sources were chosen. She has contributed professional articles to regional, national, and international publications. Schneider has worked for over 25 years in arid regions of the world, including the Colorado, Mojave, Sonoran, Negev, and recently, the Gobi. As a Principal Investigator, she has conducted projects in Joshua Tree and Death Valley National Parks, as well being an Archaeological Field School Director for the University of Nevada, Las Vegas in Joshua -Tree. She works closely with Native American governments and individuals, government agencies, and private corporations on many projects. She recently retired as an Associate State Archaeologist in the Colorado Desert District of California State Parks, but continues as a volunteer advisor and liaison for the Colorado Desert Archaeology Society. She is currently teaching "Archaeology for Citizen Scientists" through the Anza-Borrego Foundation and UC Riverside Extension. CORE OBJECTIVES Core objectives of the Historic Preservation Commission are: • To serve in an advisory capacity to the City Council on identifying mattgrs pertaining to historic resources; • To coordinate with staff on review and approval of archaeological, cultural and paleontological resources of the City of La Quinta; • To consider new Archaeological and Paleontological reports; • To review and protect archaeologically -sensitive sites; and • Assist the City in the promotion of public education about the City's history and its historic resources. PAReports - HPC\2014\HPC 10-16-14\Work Prgrm 14-15.doc MEETING ACTIVITY Over the past two year period the Commission held a total of 12 regularly scheduled meetings (six in each reporting period) and one special joint meeting with the City Council and other City appointed boards and commissions. 2012/2013-2013/14 WORK PROGRAM PROJECTS Historic Sites Brochure Objective: Review and revise, as necessary, to keep up-to-date on the City's historic sites. V. Report: The brochure has been very popular and the initial printing of brochures has nearly run out. A new printing will be necessary during this reporting period. Digitized Historic Surveys And Interactive Database and Map Objective: Review and revise, as necessary, to keep up-to-date on the City's historic properties. Report: No updates or revisions were performed during the subject reporting periods. Enhanced Website Objective: Continue to monitor and update City's new historic webpages. Report: During the subject reporting periods, the completed a comprehensive redesign of the City's entire website. While the Historic Preservation Pages' remain as previously constructed with their original content and functionality, some minor color adjustments need to be addressed. This along with the potential of new content should be addressed in the next reporting period. Local Training and Educational Opportunities Objective: Research and suggest any training, or education, opportunities and make available to staff and Commissioners. Report: As a result of the budget constraints of the past few years, it became imperative to explore and utilize a variety of local and low cost training and education opportunities for Commission members. As a result this topic became a primary objective and was successfully obtained through the incorporation into the Commission's scheduled meeting agendas use of California Preservation Foundation online webinars on a variety of historical preservation subjects along with several presentations from local and regional historical organizations and experts on related topics. Curation Objective: Consider application for State Grant to hire a professional to set up City's Curation Plan. Historic Context Statement Objective: Research and request assistance from State of California to revise and update current Draft Historic Context Statement. • Report: Due to constrained resources, this objective was not pursued. It is hoped, this objective can be pursued in this next reporting period. Mitigation and Monitoring Objective: Follow-up and report on sites which require annual monitoring. Report. During the past year, several previously approved and commenced development projects which had ceased activity during the recent economic downturn once again became active either as previously approved and conditioned or with a modified or even a completely new proposal. For these projects, staff has continued to monitor the original historic, cultural, archaeological and paleontological mitigation measures to ensure their proper application to the new projects and when appropriate to bring them back to the Commission for review. In addition to the continuation of ongoing monitoring of active development projects, development of a more comprehensive inventory and review of past and current project mitigatibn and monitoring compliance is still needed.
